Electronic File System
The „Electronic File” – shortly referred to as ELAK - is one of the largest projects of the Austrian administrative reform. It constitutes a core element of the Austrian E-Government initiative for improvement in terms of quality and speed of services in the entire federal administration and is used in all federal ministries. o simplify und speed up internal processes o ELAK is the original and authentic file o the electronic file will almost completely replace paper documents o the electronic request will be registered automatically, o followed by logging and editing after authorization, o the electronic file will be dispatched and fees will be invoiced o improve the quality of business process documentation o additionally, citizen-requests will be handled faster and o official documents can be delivered via electronic means o simplify change management (structure of ministries)
empowerment of civil servants
• paper ≠ original • paper reduction ~ 40% • document management • efficiency - sustainability • change management • teleworking • electronic delivery
electronic file system (ELAK)

Digital Archive
eGovernment Training Academy
since 2002 all communities recording the residence data of persons living in Austria online via the internet
possible to obtain a complete list of all residence of a person in Austria by one mouseclick
including contact address in the case of prisoners and homeless people
linked with the Register of Buildings and Dwellings as well as the Register of Addresses
ensures that the CRR processes only existing data on addresses, buildings and dwellings (including GEO coding) and that all changes (e.g. re-naming of a street) are done automatically
basis for many tasks of the public administration: electronic register, intergovernmental equalisation, the population census, the electronic citizen card
also enterprises can use individual data

goal: constant procedures
1) eDelivery
3) Login with eID (citizen card)
4) Save or forward official notices
e.g.: eDelivery
2) eMail notification
delivering documents is key for eGovernment
a consistent model of electronic delivery has to complete such effort
Application independent electronic delivery
Official signatures serve to facilitate recognition of the fact that a document originates from an authority.
electronic documents need the potential for being authentic - even if printed on paper such documents shall keep validity
Tax Online • auditors, notaries, lawyers, individuals
and enterprises • income tax, corporate tax, value-
added tax declaration, … • integration of electronic work flow
re-allocate personnel resources from data recording to operations with a higher value added
Good practices ….
eJustice-eLaw law making and off publication eCustoms electronic customs clearing
eCommercial Register, eLand Register, Real Estate Database
eHEALTH Services
medical data, medication, insurance status
Lets walk the way together …
e-Government - it is a journey ….
…… NOT a destination
Conclusion
we clearly have to identify our strategic goals
