Incumbent Mayor Sylvester Turner de- feated chal- lenger Tony Buzbee, the most interest- ing of several races. Others of local interest elected were City Council- men David Robinson, Michael Kubosh, Letitia Plummer, Sallie Alcorn, and Karla Cisneros, who won by 12 votes out of 10,554 cast. The East Aldine District held their annual Strategic Partner Awards last Thursday night, at the Greer & Lowdermilk Con- ference Center in Aldine. The event is meant to hon- or those citizens or organi- zations who have contributed during the year to the quality of life improvements that are the goal of the district. The Near NorthwestManagement District ac-knowledged the campusimprovements and facilityupgrades at Hoffman Mid-dle School and Eisenhow-er High School during itsDecember Business Net-work Celebration.

The improvements weremade using funds from the$798 million bond referen-dum passed by voters in2015.

The management dis-trict presented Superin-tendent Dr. LaTonya M.Goffney and each of theschool’s principals with theGrow Near Awards for thedistrict’s work to improvethe visual appearance ofeach school. The workaligns directly with the or-ganization’s focus on re-branding the area.

AUSTIN — Before vot-er-approved amendmentsto the Texas Constitutionare set in stone, it is thegovernor's duty to public-ly proclaim the results ofthe election.

On Dec. 4, Gov. GregAbbott posted such a proc-lamation, having first cer-tified the tabulationprepared by the Texas sec-retary of state, the state’schief election officer.

In his proclamation, Ab-bott listed the nine of 10proposed amendmentsthat passed in the Nov. 5constitutional amendmentelection. The one that didnot pass, and therefore notincluded in the proclama-tion, was Proposition 1, theproposed constitutionalamendment allowing aperson to hold more thanone office as a municipaljudge at the same time.

The U.S. EnvironmentalProtection Agency and theTexas Commission on En-vironmental Quality onNov. 29 announced an on-line resource to update thepublic on response effortsregarding the Nov. 27 TPCGroup Plant Explosion inPort Neches.

More than 20 federal,state, county and local gov-ernment entities workedtogether in response to theexplosion that resulted inthree injuries and the re-lease of butadiene, a pet-rochemical used in themanufacture of tires. TheEPA and the TCEQ contin-ue to be focused on provid-ing the assistance andcoordination needed to ad-dress on-site and off-siteenvironmental impacts.

Texas ComptrollerGlenn Hegar on Dec. 3 an-nounced state sales taxrevenue totaled $3.18 bil-lion in November, 6.2 per-cent more than the amount

reported in November2018.

Hegar said growth wasled by collections from thewholesale trade, construc-tion and restaurant sec-tors, while collections fromthe oil and gas mining sec-tor declined from last year.Also, total sales tax reve-nue for the three monthsending in November 2019was up 4.8 percent com-pared to the same period ayear ago.

The sales tax is the larg-est source of funding forthe state budget, account-ing for 57 percent of all taxcollections.

Disaster hearingsare set

The Texas General LandOffice on Dec. 6 announcedthree regional public hear-ings on the state's plan fordistributing some $4.3 bil-lion in Community Devel-opment Block GrantMitigation funds for Hur-ricane Harvey recoverypurposes.

The hearings, whichalso will address flood di-sasters that occurred in2015 and 2016, are set forDec. 9 in Dallas, Dec. 10 inthe Rio Grande Valley andDec. 11 in Houston.

"Hurricane Harvey wasa storm of historic propor-tions, with more than $100billion in property damageand immeasurable disrup-tion to the lives of Texans,"Land CommissionerGeorge P. Bush said."Many communities inTexas have faced repeatedflooding, including the2015 and 2016 floods. Withthis action plan, the GLOwill prioritize large-scaleprojects to maximize avail-able infrastructure fund-ing to improve theresiliency of Texas homes,businesses and infrastruc-ture from future storms."

Abbott extendsdeclaration

Gov. Abbott on Nov. 27extended his Aug. 23, 2017,disaster proclamation andsubsequent amendmentsto it, certifying that Hur-ricane Harvey still poses athreat of imminent disas-ter for 60 counties.

The proclamation statesthat due to catastrophicdamage caused by the hur-ricane, a state of disastercontinues to exist in thosecounties, and it authorizesuse of all available resourc-es of state government andof political subdivisionsthat are reasonably neces-sary to cope with the disas-ter.

A fewmonths prior to my birthmonth, I went on theSocial Security websitewhich said my estimatedbenefits would be be-tween $900-$1000 at fullretirement age andbetween $600-$700 at age62. I receive a pensionfrom a city governmentwhere I was a firefighterfor almost 20 years whereI did not pay SocialSecurity tax on myincome, but I have over20 years invested inSocial Security fromother jobs. I expected thecut in benefits for retiringearly (62), but I wastotally caught off guardby my benefits being cutin half again because ofthe Windfall EliminationProvision (WEP). My citypension is about $1700monthly, and it’s myunderstanding that WEPis not supposed to reducemy Social Security bymore than half of mygovernment pension. Mycurrent Social Securitybenefit is $348 a monthwhich is considerably lessthan half of my $1700pension. Am I missingsomething? Dear Retired Fire-fighter: WEP rules arecomplicated and youcertainly aren’t alone inyour dismay over howWEP affects SocialSecurity benefits forpublic servants in certainstates which didn’tparticipate in SocialSecurity. I’ll try to shedsome light on whathappened to your benefitamount.

The first thing youshould know is that theestimates you receivedfrom Social Securitybefore you claimed werejust that – estimates. Ifyou were working in SS-covered employmentprior to getting theestimate, the amountsgiven assumed you wouldcontinue to work at yourrecent SS-coveredearnings until your fullretirement age. If youdidn’t, your full retire-ment age (FRA) benefitamount would be lessthan the amount quoted.The estimate given atthat time didn’t takeWEP into account either.The WEP reduction takesplace before the reduction

for claiming early at age62. WEP affects your“primary insuranceamount” (PIA), which isthe amount you’renormally entitled to atyour full retirement agefrom SS-covered work.

When you applied forSocial Security your PIAwas recomputed using aspecial WEP formula.Your PIA is based on your“average indexed monthlyearnings” or “AIME”,which is the monthlyaverage of the highestearning 35 years overyour lifetime in which youcontributed to SocialSecurity. Your PIA isdetermined by breakingyour AIME into 3 parts(called “bend points”),multiplying those partsby a certain percentagefor each part, and totalingup those three computa-tions. When WEP applies,the first part of yourAIME is multiplied by40%, rather than thenormal 90%, of the first$895 of your AIME (thisis the amount for your“eligibility year” 2018).So, the first part of yourWEP AIME wouldcontribute $358 (insteadof the normal $805) toyour PIA and, thus, toyour FRA benefit amount– a reduction of $447. (Ifyou have more than 20years of substantialearnings in SS-coveredemployment, the impactof WEP is lessened byabout 5% for each yearover 20).There is amaximum WEP reduction($447 for 2018) and thereis also a rule which saysyour WEP reductioncannot be more than halfof your non-coveredpension amount. Butsince half of your citypension is more than$447, that rule does notchange the WEP reduc-tion.

So, using your generalnumbers, if your FRAbenefit (before WEP) was“$900-$1000”, let’s saythat your normal PIA wasabout $950. After theWEP reduction your WEPPIA would be about $503,which is what you wouldget if you waited untilyour full retirement ageto claim Social Security.By claiming at age 62,your benefit was reducedby about 27%, whichwould make your benefitabout $367/month. Thisisn’t far from what youare now getting, consider-ing that we’re using onlyestimated numbers inthese calculations.Remember, the SS ruledoesn’t say that yourWEP reduced benefitamount can’t be less thanhalf of your non-coveredpension amount. Insteadit says that the WEPreduction to your PIAcan’t be more than that.

Just when you thought theTexans had turned the cornerand were ready to be considereda viable contender in the AFC,they fell on their face with anembarrassing 38-24 home lossto at the time a four-win Denverteam.

The week before the Denverdebacle, the Bill O’Brienrecorded his biggest regularseason victory as Houston’shead coach when his teamdefeated the defending SuperBowl champions in prime time infront of a national televisionaudience.

And what did the Texans dofor an encore? They allowed arookie quarterback making justhis second NFL start pick themapart and run out to a 31-3halftime lead to take the wind outof Texans’ fans sails.

That loss is all on O’Brien.Anyone who watched that farcecould tell the Texans weresimply going through themotions. They probably figuredthey had the game won before itbegan, but like the old sayinggoes, on any given Sunday,anything can and will happen inthe NFL.

The Denver loss, coupledwith Tennessee’s 42-21 win atOakland, left the two teams tiedatop the AFC South. The Texansplayed at Tennessee lastSunday and could very wellenter this week’s game atTampa Bay in second place agame out with two to play in the2019 regular season.

Houston hosts Tennessee inWeek 17 at NRG Stadium inwhat could very well be awinner-take-all game, but firstthe Texans need to take care ofbusiness against a Tampa Bayteam that can be dangerous onoffense behind turnover-pronequarterback Jameis Winston.

While the Texans travel toTampa, the Titans host a NewOrleans that suffered a tough48-46 loss to San Francisco twoweeks ago in the regular seasongame of the year. The Saints arestill in contention for a first roundbye, but need to win out andhope Seattle or the 49ers lose atleast one more game in the lasttwo weeks of the season.

The NFC East race couldvery well be decided on Sundaywhen the Cowboys visitPhiladelphia. Both teams havestruggled lately as Dallas lost atChicago two weeks ago and theEagles had to rally at home tobeat a two-win Giants team inovertime to keep their divisionhopes alive.

Other interesting games thisweek have the Bills facing astruggling New England team inFoxborough, while the resurgentRams travel to San Franciscowith hopes of pulling off theupset and remaining in the NFCWild Card hunt. The SundayNight Football game has theChiefs visiting Chicago andthere’s a good one on MondayNight Football as the Packersvisit Minnesota in a key NFCNorth contest.

In the amateur ranks, theCollege Football Playoff (CFP) isset with No. 1 LSU facing No. 4Oklahoma in the Peach Bowland No. 2 Ohio State facing No.3 Clemson, and the defendingnational champion, in the FiestaBowl. OU got in thanks to itsovertime win over Baylor in theBig 12 title game and Oregon’sroute of Utah in the Pac 12 titlegame.

As the bowl games movecloser, we’ll preview them, butthese next two weeks will bedevoted to the NFL’s final twoweeks.

Before we take a look atWeek 16, let’s review last week’srecord. A 6-6 mark (thanksTexans, Cowboys and Patriots!)brought the season record to107-55 (66%).

Houston at Tampa Bay –The Texans and Bucs kick off aSaturday tripleheader in a gameHouston must win. Enough hasbeen said about the disappoint-ing Denver game, so it’s time tofocus on the future for O’Brien’steam. Look for quarterbackDeshaun Watson (3,425 yards,24 TDs) and wide receiverDeAndre Hopkins (93 recep-tions, 1,023 yards, 7 TDs) tohave a big day against a suspectBucs defense. Winston (4,115yards, 26 TDs) and widereceiver Chris Godwin (81receptions, 1,212 yards, 9 TDs)could do the same against aHouston secondary that wasshredded by a rookie QB twoweeks ago. The middle game of thetripleheader pits Buffalo againsta New England team that ishaving issues on offense, butthen again, so are the Bills. Twoweeks ago, Buffalo lost at hometo Baltimore, 24-17 as quarter-back Josh Allen (2,737 yards, 17TDs) struggled against a qualitydefense. That could very well bethe case again this week whenhe takes on a New Englanddefense that is one of the betterunits in the league this year. It’sthe NE offense that needs tostep things up. Two weeks ago,Tom Brady and Co. could onlymuster one touchdown againstthe Chiefs in a 23-16 loss, whichwas New England’s secondstraight. I’m sure Brady (3,437yards, 19 TDs) and JulianEdelman (90 receptions, 1,010yards, 6 TDs) righted the shiplast week against the Bengals,but they will face a much betteropponent when they face a verygood Buffalo defense. Look forthe Patriots to get the runninggame going to help open up thepassing game for Brady as thePats send the Bills packing ontheir way to another AFC Easttitle. My pick, New England 26,Buffalo 16

Los Angeles Rams at SanFrancisco – The Saturdaytripleheader concludes onSunday night with a good one asthe Rams visits the 49ers in akey NFC West contest for bothteams. Two weeks ago, theRams picked up their secondimpressive win with a 28-12thumping of Seattle on Sundaynight, while the 49ers won athrilling 48-46 decision at NewOrleans. This could turn intoanother shootout as the RamsJared Goff (3,712 yards, 15 TDs)and Jimmy Garoppolo (3,245yards, 25 TDs) will be throwingthe ball all over the field. Goff willbe looking to hook up withCooper Kupp (77 receptions, 990yards, 7 TDs) and the speedyRobert Woods (71 receptions,933 yards, 1 TD), while Jimmy G

will be looking to make plays withtight end George Kittle (60receptions, 754 yards, 4 TDs)and Deebo Samuel (47receptions, 640 yards, 3 TDs).The 49ers proved in the NewOrleans game that they are aresilient team and look for theirgrit to be the difference maker inthis one as the 49ers close in onthe NFC West title. Runningback Derrick Henry (1, 243yards, 13 TDs) has also been afactor and look for him to attackthe Saints early to soften up thesecondary. Rookie wide receiverA.J. Brown (39 receptions, 779yards, 6 TDs) gives the Titans adeep threat they haven’t had inquite awhile. In their 42-21 win atOakland two weeks ago, Browncaught five passes for 153 yardsand two touchdowns, onecovering 91 yards. Carolina at Indianapolis –The Panthers visit Indianapolislooking to play out the season asowner Mike Tepper beginslooking for a new head coachafter he fired Ron Rivera twoweeks ago. Dallas at Philadelphia – TheCowboys and Eagles meet forthe NFC East title on Sunday inPhilly. Both teams entered theseason with high hopes, but midseason slumps by both squadshave fans questioning their headcoaches and front officepersonnel. Two weeks ago, theCowboys lost at Chicago onThursday night as once againthe offense bogged down after agood start. Quarterback DakPrescott (4,122 yards, 24 TDs),running back Ezekiel Elliott(1,071 yards, 9 TDs) and AmariCooper (71 receptions, 1,154yards, 8 TDs) and the offensiveline are just too talented to bestalling as much as they do.They face an Eagles defensethat is beat up and can be thrownon. The Rest of the Storygatherings. People willhear it on the radio asChristmas music sharesthe Word through bothclassic and contemporarylyrics. People will see it asthey drive by nativityscenes in front yards.They’ll even be exposed tothe Christmas story incommercials and as theyshop, because no matterhow PC this world getsthere will always be com-panies that use the trueChristmas story to boosttheir sales.

But here’s the deal: Thebaby in the manger is onlythe beginning of the story,and Christmas is our God-given chance, an open doorfor us to share the rest ofthe story. Christmas stopspeople in their tracks for amoment, turning their

eyes to this One who cameto change the world. Whenthey pause, hesitating intheir dash through in-creasingly busy lives, wegain the opportunity tomake a genuine introduc-tion, to help them under-stand who Jesus Christreally is, and who Hewants to be for them.

Let’s not stop with thenativity this year; let’s pur-pose in our hearts to sharemore, to take people fur-ther into the greatest sto-ry ever told. It’s true thatin most cases we only havethat moment, that instantof hesitation as the nativi-

ty catches their eyes. How-ever, a lot can be said injust a few words, wordslike, ÅgIt’s wonderful tothink that any father, es-pecially God, would ask hisson to be born for peoplelike us knowing that hewas doing it specifically sohe could die for us.Åh

T h a t w o u l d n ’ t b eenough to give them all ofthe answers, but it mightbe just what is needed tomake them truly stop, toinspire them to start ask-ing the right questions.Whether they ask youwhat you mean or go toGoogle for answers, your

brief comment may be allit takes to trigger a sinceresearch and lead them tothat one critical decisionthat will make all the dif-ference in the rest of theirstory.

Christmas is a busy,noisy time, a time of rush-ing and laughing and lis-tening to music that mayor may not get the messageright. In the midst of thebusy-ness and noise, let’skeep our eyes and earsopen for opportunities tos h a r e t h e l o v e t h a tchanged our lives. Let’s re-member God’s purpose insending His son, and listenfor His promptings to doour part in helping othersgain a greater understand-ing of what we really meanw h e n w e s a y , M e r r yChristmas!

Christian Student Union Toy Driveat Hambrick Middle School

Members of Hambrick Middle School Christian Student Union, along with sponsors Jennifer Reed, LindaLinzy, Viki Duncan and Mary Newsome, were able to collect toys for children during their annual Toy Drive.

with a goal to collect toysfor children so they canhave gifts for the Christ-mas holiday. All of the do-nated toys will go to theBuckner Family Hope Cen-ter which is located next

door to Hambrick MiddleSchool and has programsfor children and families inthe community. The toydrive was definitely a suc-cess with over 300 toys do-nated by the students andstaff at Hambrick. This

event gave the students,and especially the mem-bers of CSU, the opportu-nity to be of service to theneighborhood in whichthey live; giving back in away that would have alasting impression.

During the evening,eight awards were present-ed to individuals or orga-nizations that were“strategic Partners” withthe District.

The Chairman’s Award,the major presentation ofthe evening, went to Gil-bert Hoffman, publisher ofthe Northeast News since1999. The newspaper hasbeen an advocate for theDistrict and its goals forthe last 20 years. Hoffmanthanked the district, andin his remarks made thepoint that many in the au-dience were the focus of thenews due to their work inthe Aldine area. The awardwas presented by Chair-man Gerald Overturff, whokidded about his “brother-hood” with Hoffman.

The Volunteer of theYear Award was given toValencia Dotson for herwork with educators andchildren.

The Community Awardwent to Dru Gutierrez,now on the board of theYMCA, and previouslywith Harris County.

The Public SafetyAward was given to West-field Fire Department fortheir service to the commu-nity since 1942.

The GovernmentalAward went to Sheriff ’sdeputies Eleazar Agrait,Josue Herrera, and RonnieJones, for their efforts tomake Aldine a safer place.

The Public HealthAward went to Pastor Dar-ryl Broussard, and hisGreater Pure LightChurch for their leader-ship in providing healthfairs and other services.

The Business of the YearAward went to Manny’sMexican Grill & Seafood.

The Education Awardwent to Abel Garza, of theAldine school district.

Guests were treated totwo videos, one showingconstruction progress ofthe East Aldine Town Cen-ter, and the other a cartoonof the board dancing aboutin a Jib-Jab manner.
