PRESIDENT’S WELCOME

6

Dear Friends:

On behalf of the Kentucky League of Cities (KLC) officers, board members and staff, welcome to the 2020 KLC Conference & Expo. In a year of many “firsts,” thank you for being part of our first virtual annual conference.

This year’s conference has something for everyone and offers a “new view” on learning and networking. As many of you know firsthand, KLC has hosted more than 50 virtual learning sessions in recent months to bring us updates on COVID-19 as well as topics of ongoing importance. With the conference, the KLC training team has taken virtual learning to the next level. It includes important sessions, resources and networking, and they’ve also managed to keep it exciting with a fresh take on the welcome reception and our annual awards.

When KLC decided on the theme of “2020: Re-vision – A New View,” none of us had any idea how different things would look in our cities. Like most of you, my city of Jeffersontown has taken steps to address the seriousness of the pandemic, manage the day-to-day challenges, and keep moving forward.

One of the great lessons I’ve learned as a local official is that we truly are better together. While we’ve been isolated in some ways this year, our cities have never been more unified in our mission to lift our Kentucky communities and constituents. People can depend on their cities and city leaders.

Many of you have participated in the KLC legislative process this year. Cities made tremendous strides with the separation of the County Employees Retirement System (CERS) funds among many other successes. We’ve also seen an outstanding year for our KLC insurance, finance and community development programs. In December, J.D. Chaney stepped into the role of executive director/CEO and has led the KLC staff team during one of the most challenging times in recent history.

As for me, it’s been my great honor and pleasure to serve as your KLC president. I have learned and gained so much by meeting many of you and visiting your cities. I have said before that individually, we can plant one tree, but together we can plant a forest. As we move beyond today’s challenges, let’s plant that forest so future generations can enjoy the shade – and enjoy the new view.

Sincerely,

Bill DierufPresident, Kentucky League of CitiesMayor of Jeffersontown

Dear KLC Members:

Thank you for being part of our first virtual KLC Conference & Expo. Our world is a much different place than it was during last year’s conference. Life has changed for all of us, and 2020 has been a time of recasting our visions – for our cities, families and

futures. And with change comes opportunity.

Having had the chance to visit many communities over the summer, I know your cities have adapted, in some cases overnight, in order to accommodate your constituents and stay on top of issues. Policing concerns, discourse, continuing budget challenges and the many ramifications of COVID have made this year one of new leadership experiences.

At the Kentucky League of Cities, we are making it a part of our long-standing mission to provide resources throughout the pandemic. We’ve worked diligently to keep you abreast of changes in laws, regulations, employment issues and safety. Beyond that, we’ve maintained our focus on legislative advocacy, insurance and loss control, financial tools and all of our comprehensive and unrivaled member services and programs. This year’s conference, with the theme of 2020: Re-Vision – A New View, speaks to that effort.

Some things will be what you expect: an excellent roster of sessions on critical topics, a top-notch keynote speaker, interactive breakout sessions, chances to network and an expo hall with valuable resources. What’s different, of course, is that it’s all virtual in order to keep us safe.

We’ve discovered that the virtual landscape has engaged many new KLC members in our training program. After all, it’s affordable, involves no travel and can be done from the safety of your home, office or phone.

We never know what we can do until we are challenged. This year our conference will challenge all of us to engage in new ways. It will challenge our thinking, too, for the decade ahead and the future of our commonwealth. Welcome to the KLC Conference & Expo. Enjoy it and let our KLC team know how we can assist you during the conference and throughout the year.

Sincerely,

J.D. ChaneyExecutive Director/CEOKentucky League of Cities

This will give attendees 24-hour access to the custom exhibitor profile pages, which will include promotional information, brochures, access to the raffles/giveaways/coupons, and an opportunity to set up one-on-one meetings with the exhibitors.

CRACKER BARRELS This year, the Cracker Barrels will look a little different. This year, however, the groups will be conducted in Zoom breakout rooms, and you will randomly be grouped in five of the nine available sessions. If you are not placed in your desired rooms, just remember that you can connect with the KLC staff one-on-one at your convenience. Our hope is that you walk away with new contacts, new resources, new ideas and a new view for your city during these sessions.

“A vision is enlivening, it’s spirit-giving. It’s the guiding force behind all great human endeavors. Vision is about shared energy, a sense of awe, a sense of possibility.”

– Benjamin Zander

Ultimately, leadership is about moving toward a desired destination. If you and your people don’t know where you’re going, however, your leadership doesn’t matter. So how do you move your TEAM from where you are to where you want to be? It all starts with vision...a picture of the future that produces passion in your people. But this picture must be more than a tagline. During this session, you will closely examine yourself, your teams, your desired destinations, and the path to take you there. Whether for yourself, your children, or your organizations, Visioneering is an ideal tool to help you arrive… on purpose.

11:00 a.m. -- 12:00 p.m. Putting Your Vision Into Action Through Effective Personnel Policies Andrea Shindlebower Main, KLC Personnel Services Manager Track: Clerk/HR Workshop CMO Credit – 1 Hour

The creation, and ongoing revision, of an employee handbook provides a city the tools for ensuring legal compliance as well as adherence to the city’s mission. This session will discuss the creation of a cohesive employee handbook, highlighting key legal issues as well as discrimination, harassment, family medical leave, compensatory leave time, vacation and sick leave, as well as other elements to help cities avoid liability as employers in the “new normal.”

preparation of municipal budgets. A discussion will be held on the different ways that a budget ordinance can be prepared and the method that will save your city time and money. The whys, whens and hows of budget amendments will also be reviewed. This session will end with a discussion of revenue projections and forecasting during the pandemic and how it will affect your budget throughout the year.

2:15 p.m. -- 3:15 p.m. No Knock Warrants: Past, Present, and Future? Morgain Patterson, KLC Director of Municipal Law Track: Legal Workshop This session will discuss the transition of no knock warrants

3:30 p.m. -- 4:30 p.m. REAL Action: Advancing Racial Equity in Local Government

Leon T. Andrews, Jr., Director of Race, Equity and Leadership (REAL), NLC

Track: General Workshop In the midst of a global health pandemic, the legacy of

institutional and structural racism has been unveiled and is playing out in front of our eyes. Protests are happening in cities across the country and local leaders are being forced to respond. The challenge of this moment provides an opportunity for local government officials to engage with their communities on racial equity and to move forward making smart policy decisions that can reduce or eliminate racial inequities in all government policies, practices and procedures. This session will discuss these opportunities and help strengthen your knowledge and capacity to eliminate racial disparities, heal racial divisions and build more equitable communities.

WEDNESDAY - SEPTEMBER 23

2:15 p.m. -- 3:15 p.m. Protests and the Intersection of First and Second Amendment Rights

Chris Johnson, KLC Municipal Law Attorney Track: Legal Workshop CMO Credit – 1 Hour

Our cities face a new climate of civil protest. In an effort to weigh constitutional rights versus public safety, what are the rules?
