In September 2015, our Inogen WorldView® Conference took place in Beijing, China. Inogen shared valuable information about environmental liability management to Chinese investors with overseas investments or plans to invest overseas. Business models for comprehensive soil remediation were presented, as well as an overview of brownfield development in Germany, the United Kingdom and the United States. We also discussed risk-based due diligence in Europe, and environmental and social risk management for Chinese investments in Oceania and America.

Engaging conversations about HSE perspectives and investment opportunities in Brazil and Africa took place, in addition to updates on the general outlook of increasing outbound investments made by Chinese investors in recent years, and the influence of the current legal regime in China. We were pleased to have thirty companies from 15 countries join us, confirming that the Inogen business model makes work easier, global, and less complex.

On April 19, 2016, Rotterdam will be the center of our 2016 Inogen Worldview® Conference. Inogen Associates, local and regional businesses, and multinational organizations will participate in an engaging program of presentations and workshops. The theme of the

meeting will be ‘The Dutch Way’: a metaphor to show how we work together in the triangle of environmental and safety legislation, harbour authority and private companies.

Invited speakers from harbour industry and authorities will present their focus on the environment and safety aspects in working in the Rotterdam harbour area (the biggest harbour in Europe), as well as enforcement of legislation; notable speakers already include The Rotterdam Harbour Authority, Deltalinqs (the organization that promotes common interests of logistics, ports and industrial enterprises in mainport Rotterdam), The Ministry of Environment and NICOLE (Network Industrially Contaminated Land Europe).

Research projects: LIGNOREFINERYUsing lignified biomass as raw material for production of new materials

The projects “LIGNOREFINERY I and II” are intended to develop strategies for the complete use of lignified biomass as raw material. This work is being conducted by the University of Natural Resources and Life Sciences (BOKU), Vienna, denkstatt GmbH, Österreichische Bundesforste, the TDZ Ennstal and technology partner Fermtech.

Scientists in the fields of chemistry, wood research and biotechnology are investigating cascading woody biomass as part of a broader strategy to develop new materials based on biomass. Possible materials under development include lactic acid for making bioplastics, humus-like fertilizer to improve soil quality, or high-grade nanocellulose fibres.

The focus is on utilizing the lignocellulose biomass in a modular way and on making various products that, in the past, could only be manufactured from petroleum. For instance, it is possible to make dimensionally stable aerogels based entirely on lignin. Aerogels are ultra-light, highly porous materials with a growing number of technical applications, such as:

- high-performance thermal and acoustic insulation- substrate for catalysts and filter systems- electrode material for electrochemical applications

Case Study: CFD simulation explosionsPurpose: Research to assess effects above ground of an underground explosion in one of the caverns of the Jurong Rock Caverns.

Outline/ Scope of Works:In Singapore new industrial areas are becoming scarce, therefore oil companies are looking below the surface. Storage in large manmade caverns are a viable solution in today’s market. The caverns at Jurong Rock Caverns (JRC) are built at a depth of 130 meters and are approximately 300 meter long and 30 meter wide. The goal of the research was to assess the effects above ground of an underground explosion in one of the caverns. Pressure waves and the ejection of hot or combustible gas could in theory generate a hazardous situation at the surface.

To assess these effects, a complete 3D-model of the caverns was built. With Computational Fluid Dynamics (CFD) a worst case explosion scenario was simulated in which two of the caverns are filled with a stoichiometric mixture of

Outcome & Client Benefits:The simulation shows that after the detonation of the mixture, pressure waves start to travel through the tunnels, losing strength due to frictional losses along the way. It also shows that the flow of the combusted gasses is not strong enough to reach ground level. The results prove that the use of caverns does not cause a hazardous situation above ground if an explosion should occur underground.

New Occupational Health and Safety Legislation for New Zealand

A new Health and Safety Reform Bill has recently been passed by the New Zealand Parliament, and will come into effect on 4 April 2016. The new law will be called the Health and Safety at Work Act, and will replace the Health and Safety in Employment Act, 1992.

Legislation is being in an effort to reduce New Zealand’s work injury and death toll by 25% as of 2020. This comes in the wake of the Pike River Coal Mine disaster in 2010 which killed 29 people.

The new Health and Safety at Work (HSW) Act has been largely modelled on the Australian Model Work Health and Safety (WHS) Act, and WorkSafe NZ has been established to regulate the new legislation. A number of regulations to support the HSW Act will be finalised in the first quarter

• General Risk and Workplace Management;• Major Hazard Facilities;• Asbestos; and• Engagement, worker participation and representation.

Approved Codes of Practices will also be developed by WorkSafe NZ to help guide industries during the transition to the new legislation.

Key features of the new Act include:

• The concept of a “person conducting a business or undertaking” (“PCBU”) is introduced and holds the primary duty of care for worker safety. PCBUs must discharge their duty to the extent possible

based on their level of influence. Generally a PCBU will be an organisation.

• The definition of a worker has been broadened to include contractors and volunteer workers. The term “employee” is no longer considered relevant, and workers do not need to be in a contract of employment to have the right to a duty of care. Conversely, workers also have a duty to take reasonable care of their own safety and that of others.

• Officers of organisations have a duty to control workplace health and safety risks to keep them as low as reasonably practicable.

• Duty of care extends to designers, manufacturers, importers and suppliers of plans, substances or structures, as well as the installers, constructors or commissioners of plant or structures.

• Workers are expected to have a greater input into workplace health and safety.

• Regulation of hazardous substances at the workplace will be transferred from the Hazardous Substances and New Organisms (HSNO) Act to the new regulations. HSNO will still be used to regulate the use of hazardous substances in the environment.

• The focus of the new legislation is to identify and minimize health and safety risks.

• Penalties have increased to provide more of a deterrence for health and safety breaches, and include up to five years of imprisonment for offences involving reckless conduct; and

• Infringement notices can now be issued without needing to issue a prior warning.It is critical that companies in New Zealand start preparing now for the introduction of the new HSW legislation. Companies should start to familiarise themselves with the legislation, identify health and safety risks at their workplaces, and make health and safety an intrinsic part of the workplace culture.

HPC AG Germany has signed a five year Framework Contract with TOTAL Germany as of June 2015.

Since July 2015 HPC has commenced work on several projects, focusing on 5 liquid gas storages in the eastern part of Germany.In addition, several investigation projects at retail stations have taken place.

At one highway station, a fire, caused by a burning caravan, almost led to an explosion of the whole station; fortunately, this was prevented.

In Colombia, the primary energy production comes from hydropower, and in second place fossil fuels (oil, gas and coal), whose reserves are almost depleted. Therefore, the Government in recent years has invested in the development and implementation of alternative energy production technologies, working with renewable resources to solve the problem of the world energy crisis and contribute to a cleaner environment.

This is how Enel Green Power, an italian-based company dedicated to the development and management of power generation from renewable sources, arrived in Colombia. Enel Green Power develops electrification projects based on the great potential of wind and solar energy in certain parts of the country, such as La Guajira, where strong winds and high levels of solar radiation are present.

Delta-Simons supports Antea Group’s ‘EHS in the Low-Risk Environment’ service in the UK

Following Inogen Associate Meetings in San Jose and Beijing, where Antea Group presented the opportunity associated with EHS in the Low-Risk Environment, United Kingdom-based Inogen Associate, Delta-Simons, has been working with Antea Group to support a number of high tech and high end retail clients with their EHS requirements in the UK and Ireland. The opportunities to engage with retail clients and with facilities management companies presents a significant opportunity for Delta-Simons, given the existing Real Estate client base which Delta-Simons serves in the UK and beyond through the Inogen network.

Inogen’s global reach and Antea Group’s strong understanding of EHS compliance risks and safety issues prevalent in retail and high tech companies, demonstrated by the existing high profile client base in the US, positions Inogen as a key

solution provider in the marketplace. This positioning represents a significant opportunity to Delta-Simons and other Inogen Associates, especially those in Western Europe, to develop business in a new market sector with more companies looking towards ensuring worker safety, regulatory compliance, and corporate responsibility. Potential links to the existing Real Estate and Private Equity due diligence markets where ‘employee well-being’ considerations and wider ‘sustainability’ matters are beginning to be considered, alongside the more traditional due diligence elements, represent an emerging trend which Inogen is well placed to develop with key clients.

As a result of continued instruction through Antea Group for High Tech clients, October saw Delta-Simons open up a Dublin office in order to support the growing low risk EHS requirements for the likes of global personal technology manufacturers. Recruitment is ongoing for a permanent EHS presence in the Dublin office and in the meantime, Lisa Lewis, newly appointed Senior EHS Consultant for Delta-Simons, will be working from our Dublin office to support the growing requirements for Antea Group’s high tech clients. Lisa previously worked for the UK’s Health & Safety Executive (HSE) as HM Inspector of Health & Safety, and now specialises in compliance auditing, risk assessment, and EHS training for Delta-Simons.

Following a series of collaborative meetings in the UK with Antea Group’s Keith Knoke and Angie Stagg, Delta-Simons has now secured their first ‘EHS for the Low Risk

Environment’ win for a hostel company, Generator Hostels. The client has design-led hostels in Europe and is expanding into the US. They were keen to ensure that each hostel had the correct EHS measures in place. Generator is owned by a Private Equity company, and further opportunities are anticipated following this initial success. Delta-Simons, is now working towards further business development opportunities for the likes of Savills, a global property services company headquartered in the UK.

Following the enthusiastic response of UK clients to this service, Delta-Simons is looking forward to working with Antea Group to host the next EHSxTech conference in London on 14 April 2016.

Angel recently sponsored the III Groundwater Workshop – as part of the interest to develop the topic of groundwater in the Southeast of Brazil-, together with the São Paulo State Groundwater Authority (DAEE) and the São Paulo State University (UNESP).More than 200 people attended the workshop that took place in Rio Claro, in the countryside of the state of São Paulo, between the 12th and 13th of November, 2015.

The event was very important to consolidate relationships between Angel and DAEE and is the first of a series of events that Angel will be sponsoring to discuss the São Paulo State current water shortage.

UK-based Inogen Associates, Delta-Simons, has recently made new appointments within the senior team to support the growth of the company and enhance the senior management structure. Alex Ferguson, previously Operations Director, is now Managing Director within the business. Alex has been with Delta-Simons for 15 years, and has been instrumental in the ongoing development and growth of the company.

Damian Robinson, Divisional Director for Leeds and Manchester, now joins the Executive Board, whilst Paul Bennett has been appointed as Unit Director – Regions.

EnviroSolutions & Consulting is pleased to announce the appointment of Mr. Law Jiun Tau as Assistant Country Director, Malaysia. Jiun Tau joined in October 2015 to replace Mr. Chiew Teck Wee. Jiun Tau brings with him extensive experience gained during his 15 years with CH2M Hill and ENSR, specifically in property transfer site assessments, compliance audits, and soil remediation. In addition to his extensive experience in Malaysia, he has worked in Singapore, Thailand, Philippines, Indonesia, Hong Kong, India and China, where he was based for an extended time.
