Dear Dr. Gupta,
The Department of Higher Education in the Ministry of Human Resource Development (MHRD) Government of India is conducting an All India Survey of Higher Education for preparation of a reliable and comprehensive data base. As you would undoubtedly agree, higher education is of vital importance for the Country. In the last few years, there has been rapid progress in the growth of higher education and there are presently thousands of institutions in the country offering a variety of courses. It has, therefore become necessary to develop a reliable and comprehensive data base which will provide valuable information on all aspects of higher education.
2. National University of Educational planning and Administration (NUEPA) has been entrusted with the responsibility of conducting the survey work. A Project Unit has been set up for this important task. Ms. P. Bolina is the Project Director for the All India Survey on Higher Education. A list of other officers who are associated with the survey and can guide you in case of any difficulty is at Annexure I.
3. For the purpose of the survey higher education has been defined as education which is obtained after completing 12 years of schooling or equivalent and is of duration of at least 9 months (full time) or after completing 10 years of schooling and is of a duration of at least 3 years. The education may be of the nature of General. Vocational professional or Technical Education. The Survey, envisages to identify and capture all institutions of higher learning in the country. The data thus generated would be extremely useful for policy formulation research fulfilling international commitments etc.
4. A portal has been developed by NIC (URL:http://aishe.gov.in) on which all the survey related information is available. Date Capture format (DCF-III) has been prepared for Stand alone institutions not affiliated to any University but which are recognized by some Council/Central government/State Government. DCF III is to be downloaded from the portal filled up and then uploaded on the same portal. May I request you to kindly go through the contents as it would help you to understand what data is required to be collected and the procedure for uploading it in the prescribed format thereafter and upload the complete data in respect of your institution by 30th September, 2011.
5. As per the information available with NUEPA, there are 2115 Nursing Institutions in the Country. A sate-wise list of the institutions is enclosed for you perusal. As explained in para 4 above, each Nursing Institution is required to upload its date in DCF III on the NIC Portal Directly.
6. For the date collection/uploading work, institutions may identify field investigators/ enumerators who should be local persons. The honorarium would be paid for this purpose on the basis of enrolment as per details given below:-

Upon filling up and uploading the complete data in DCF III on NIC Portal as per instructions, bills dulyAuthenticated by the competent authority may be sent in the format enclosed (Annexure II) to Project Office, All India Survey on higher Education NUEPA, New Delhi for processing and arranging payments. Payment would be made to the respective state Nursing Councils for onwards disbursement to the respective institutions under their charge.
7. A State Coordinating Agency (SCA) is being selected for handling the coordination work in the State. The agency would be the nodal office in the State and would handle survey related queries. Training workshop will be conducted by a team of persons representing UGC,NIC,MHRD,NUEPA etc, for the Project-Coordinators representatives of Directorate of Technical Education, Directorate of Higher Education. SCERTs and Nodal Officers of affiliating University. For participation in these Workshops no T.A/D.A would be paid. Expenditure if any, would have to be borne by the respective institutions.
SCA would also be conducting Sensitization Workshops for the representatives of Universities/Councils/ Colleges and other institutions to share information on the survey and provide clarification, If Necessary, to ensure that the survey work is conducted smoothly and completed by 30th
September, 2011.
8. I request you to kindly ensure that the Nursing Institutions under your charge in all the States/UT’s upload their relevant data in DCF III on NIC portal by 30th September, 2011. Kindly endorse a copy of your communication to the State Councils/ Nursing Institutions to us for information.
9. Once again, I solicit your cooperation in this important mission. With collective efforts in completing the survey work at the earliest we are hopeful of putting together vast information on higher education in the Country. This will create a new and reliable data base which will provide authenticated information on the status of higher education in India. It will also help planners and policy makers, both at National and State levels, to identify the gaps and deficiencies in the existing system and promote a more balanced development of highe education in the country.
