Dear Readers,Greetings from MalaysiaSAFE!After 16 long years, the SEA Games are back! This will be their 6th time in

Malaysia, with a confirmed total of 4,888 athletes from 11 ASEAN countries competing for glory till the end of August.

As Kuala Lumpur plays host to the biennial games, police and public safety officials have been training since May to ensure maximum readiness to face any security threats. Some 12,000 police personnel will be on duty throughout the event; Malaysia knows it cannot afford to let their guard down in view of recent terrorist attacks in London, Manchester and Indonesia as well as the current unrest in Southern Philippines.

With so many visitors converging during the sporting event, the country has to balance its tradition of being a welcoming host, and maintaining vigilance in security against external threats. The setting up of an e-visa facility which is linked to the Immigration Department since last year, allows for the government to use digital technology in vetting visa applicants through a series of real-time online security checks. Hopefully, the state-of-the art facility can transform the way the Immigration Department goes about its duties, and help the country strike a balance between welcoming genuine visitors and keeping harm away.

Come September, Kuala Lumpur will play host to another major event. This time, architects, engineers, facility managers, IT professionals and security practitioners will gather at the region’s leading security, fire and safety event - the 5th Edition of IFSEC Southeast Asia from 6-8 September 2017. The three-day event will bring more than 350 world renowned brands of cutting edge security products under one roof. In particular this year, IFSEC Southeast Asia will introduce a drone zone to showcase new drone technology and how it can be integrated into the security and fire industry.

We live in an age where embracing technology is essential as it can often improve workflows, increase efficiency and help leverage on the resources that we have. For example, not long ago, many were critical of the implementation of Automated Enforcement System (AES) in Malaysia. However, there have been positive changes in the driving behavior of motorists as a result of the 14 AES cameras currently installed nationwide.

A study by the Malaysian Institute of Road Safety Research (MIRoS) found that road users’ compliance rate with the speed limit had almost doubled in the three and a half years since the AES cameras were installed. Traffic light violations have also reduced by half, two years after installation. Road users have become increasingly wary of being caught for speeding and jumping red lights.

This August let us proudly celebrate our country’s 60th year of gaining freedom and independence.

Milestone Systems, the open plat-

form company in IP video man-

agement software (VMS), is once again

the No. 1 global VMS vendor by com-

pany revenue in market research from

business intelligence provider IHS

Markit (NASDAQ: INFO). Milestone

Systems receives this top ranking for

the ninth year running. Moreover, Mile-

stone Systems is ranked as no. 1. VMS

provider in the APAC region (excluding

China).

On a global scale, Milestone Sys-

tems continues its growth with an in-

crease in net revenue of 18% in 2016

over the year before and has signifi-

cantly exceeded the overall market

growth.

“Our market share estimates show

that supply of VMS became more con-

centrated in 2016 with the four largest

VMS vendors all gaining share. So far,

the supply base for video surveillance

equipment has been highly fragmented

but I believe we will see more consolida-

tion in the years to come,” said Jon Cro-

pley, principal analyst for video surveil-

lance at IHS Technology.

The total market value for video

surveillance equipment in APAC, ex-

cluding China, was USD 2,28 billion in

2016.

Mic cameras cover the Bat caves of Borneo’s Mulu national park

The Gunung Mulu National Park cov-

ers an area of about 544 sq. km, as

big as Singapore and about half the size

of the Blue Mountains National Park in

NSW, Australia. Crowned a World Her-

itage Area by UNESCO in 2000, this

tropical rainforest is home to some of

the largest documented cave systems on

the planet. Operating as a national park

since 1974, Mulu obtained UNESCO

world heritage status in 2000.

atilze collaborates with u Mobile to offer connected car solutions to Malaysian Businesses

Atilze Digital Sdn Bhd (Atilze), a

wholly owned subsidiary of G3

Global Berhad (formerly known as Yen

Global Berhad), signed a collaboration

agreement with U Mobile Sdn Bhd (U

Mobile) at a ceremony today for the

telco to provide mobile connectivity to

facilitate their connected car solutions.

The event officiating the partnership

was attended by Dato’ Sri Liow Tiong

Lai, Minister of Transport Malaysia and

the collaboration agreement was signed

by Gerard Lim, Chief Executive Officer

of Atilze and Wong Heang Tuck, Chief

Executive Officer of U Mobile.

The partnership will see U Mobile

providing 3G and 4G LTE connectivity

for the Atilze Connected Car devices.

The Atilze on-board OBDII connected

car devices are equipped with various

sensors that collect a range of data that is

sent to the Atilze Cloud Platform through

the 3G and 4G LTE connectivity provid-

ed by U Mobile. The Atilze Connected

Car offers many data-driven applications

including real-time diagnostics, predic-

tive maintenance, next generation fleet

monitoring and management, driving

pattern analysis, Advanced Driver As-

sistance Systems (ADAS), in-car WiFi,

in-car Infotainment, in-car e-Commerce

and Usage Based Insurance (UBI).

These applications optimise vehicle op-

eration, maintenance, customer satisfac-

tion, security, improve in-car experience

to enhance the comfort and convenience

of the driver and passengers as well as

safety for all road users.

Statistically, the installation of Con-

nected ADAS for commercial vehicles

are proven to reduce road accidents

by up to 80%*. Many countries, even

provide real-time surveillance of the re-

mote sites. Within this giant space, the

environment is oppressive; day-time

temperatures typically hover around

30ºC, with humidity ranging up to 99%.

In 2006, CTG Security Matrix Pty

Ltd facilitated the initial installation,

including the back-breaking task of ca-

bling kilometres through the inhospitable

jungle environment. When the Batcam

project required an update in 2016, Mr

Charles Tomas, Principal and Special-

ist Operational Security Advisor at CTG

Security Matrix, was called upon once

again. Having some recent experience

working with the Bosch MIC cameras, he

recommended them for the challenging

task – to place 3 ROV cameras inside the

largest cave passage in the world, to be

connected and remotely controlled via a

fibre optic line some 3.8 km away.

The images were also required to

appear on an all-weather TV screen

at the so-called Bat Observatory, situ-

ated next to Deer Cave. An extremely

robust camera was required to function

in total darkness, in a remote cave set in

the depths of a tropical rainforest. The

cameras were to be placed in the biggest

cave chamber in the world (175 metres

wide and 120 metres high).

Mulu is in true wilderness, acces-

sible only by plane or boat. All tools

and equipment had to be flown in, then

carted or carried to the destination, and

painstakingly installed in the cave sys-

tem. The Bosch MIC cameras were the

perfect choice for this harsh environ-

ment, and more than met the require-

ments. Park visitors, Borsarmulu Park

management and scientists can now ob-

serve the bats (as well as other creatures

that dwell in the cave system) up close

without disturbing their habitat.

Borsamulu Park management and

CTG Security Matrix agree that the

Bosch MIC cameras are an amazing

product, working in a very challenging

environment.

tions as part of its mobile plans to its

enterprise customers. This means U Mo-

bile’s enterprise customers will have the

option of having Atilze Connected Car

devices installed in their vehicles, and

the various smart car solutions will be

available through the telco’s 3G and 4G

LTE connectivity.

lation of Connected ADAS in commer-

cial vehicles that have resulted in dra-

matic reduction in road accidents. Atilze

sees huge need to reduce road accidents

nected ADAS in Malaysia.

For ride sharing services, Atilze

Car WiFi to improve the in-car experi-

ences of the passenger with content and

Techwin launched the 20-meg-

apixel, multi-directional camera PNM-

9081VQ, capable of providing 360-de-

gree surveillance (the equivalent to four

cameras) with a single camera.

The new Wisenet P series PNM-

9081VQ boasts four 5-megapixel camer-

as for providing video surveillance in all

directions without any blind spots. Each

of the four lenses can be adjusted to up

to 102.5 degrees and can easily be repo-

sitioned along the rails, allowing for fine

adjustments of the lenses depending on

the area’s characteristics such as for short/

long distance and viewing angle. Another

unique feature of PNM-9081VQ is allow-

ing user to remove the lenses and attach

them at the exact center of the camera to

enable vertical monitoring.

tion of video surveillance continues to

Nowadays we often hear about ter-

rorist attacks in the news. Terror-

ists walk freely into a building looking

like a normal civilian. Access control

systems have become a crucial compo-

nent to identify people entering into the

building. Only with the correct access

permission are visitors allowed to enter

the building. In general, all users can be

divided into 2 types, namely tenant and

visitor. Tenants are building users that

repeatedly enter/ exit the building on a

regular basis. Visitor on the other hand

are non-regular building users that come

to visit a specific tenant in the building.

By managing these 2 groups of people

the would-be perpetrators from entering

suite that offers Access Control System

(ACS) and Visitor Management System

(VMS). Both of these softwares can sup-

port picture capture capability. Build-

ings with an ACS can set access permis-

sion for all tenants for e.g., who can go

through which door, at what time and us-

The building can utilize a VMS to moni-

All tenants must be registered into

tenant should then verify the identity of

their visitor before inviting them to the

building, thus the accountability can be

assured.

To double up on security, ACS and

VMS will automatically capture pictures

when a user flashes their card to gain ac-

cess. These pictures will be associated to

the software. In the ACS, a security guard

can then view multiple user profile pic-

tures, names, departments, current pic-

ture capture, before picture capture, event

dates, event time; all in a single screen as

each person flashes their card on the read-

er. All ACS and VMS pictures captured

will be stored in a database, and these pic-

tures can later be used as visual evidence

in the event of a crime.

A guard may not be able to distin-

guish if a person who flashes the card

during entry, is the same person that

flashes a card to exit by just looking at

the video live view from a DVR; or con-

tinuous running access event log. With

ACS, the picture capture feature pro-

vides more useful information in a single

screen that can help the guard to identify

a threat situation more effectively.

In the past, the decision to implement either a VMS or PSIM

was fairly clear cut. The gap between these two systems was

wide, which made it easy to choose. However, many security

operations that rely on VMS are now looking for a more inte-

grated approach, as they have seen the number of systems and

sensors they need to manage, multiply in recent years. On one

hand, they wish to have the situational awareness and incident

management capabilities that PSIM solutions can offer, but they

do not necessarily require the rich array of additional features

Huckel Zheng (HZ): Hikvi-

sion is the world’s biggest manufacturer

of security products and solutions and

we are also the world’s largest supplier

of CCTV and video surveillance equip-

ment for five consecutive years from

2011 to 2015. We are placed at the top of

the rankings in A&S Magazine’s ‘Secu-

rity 50’ in 2016. Our market capitaliza-

tion last year was over USD 20 billion

globally, providing surveillance solu-

tions for vertical markets through more

than 2,400 partners in 155 countries and

MalaysiaSAFE: Officially, when did the Hikvision brand make its introduction to the Malaysian Market?

HZ: The Hikvision brand was only

introduced to this market about 7 years

ago. But actually, before that, our prod-

ucts had already been sold in Malaysia

through our OEM partners.

MalaysiaSAFE: What challenges did you face in the

beginning to distribute your products in Malaysia?

HZ: In the beginning, for any re-

gion that we want to start distributing

our products, finding the right partners is

always the biggest challenge. We needed

to make sure that the partners we appoint

would share the same values and vision

as we do. But the most important thing

is that the partners must be able to fa-

miliarize with our products and that they

want to grow the business with us.

control, alarms, video intercom and car-

park management. This year however,

we want to introduce our end-to-end so-

lutions to the market.

Based on a recent IHS Markit report,

the CCTV and video surveillance mar-

ket volume in Malaysia reached USD 90

million in 2016, and non-CCTV systems

like door access control, video intercom

and alarms was USD 75 million. Al-

though this report may not be entirely

accurate, it does give an indication that

the total security market in Malaysia was

worth around USD 165 million last year,

and will continue to grow. Therefore, we

want to increase our market share in Ma-

laysia by introducing our total solutions.

MalaysiaSAFE: There is a general perception that Chinese products are cheaper and thus technologically generic and of lesser quality. As the world’s biggest CCTV brand, how do negate this perception?

HZ: Yes, in the general mind, most

people would think that Chinese prod-

ucts are cheaper and therefore inferior in

quality. We want to change this percep-

tion. Just for CCTV products alone, we

are confident enough in our quality and

performance that we would like to be giv-

en the chance to show proof-of-concept

or even have a product comparison with

other European or American brands. We

can have a testing between two products

on the key points like low-light perfor-

mance and HD image performance.

Also, we can provide stronger intelligent

video analysis (IVA) functions based in

deep-learning AI technology algorithm,

which is developed by Hikvision itself.

For the same megapixel camera, we can

show that our images are either clearer if

not on par with European brands. Over

in China, I have experienced how Hikvi-

sion was accepted by the high-end mar-

ket through many POCs and direct prod-

uct comparisons. And we want to copy

that success here in Malaysia.

MalaysiaSAFE: What is your ‘go-to-market’ strategy?

HZ: My predecessor has laid down

very good foundations for us. But our

company targets at least an average 30%

growth every year for every country.

And this is a big challenge for us now

on trying to keep up the high growth rate

in the Malaysian market. Therefore, we

will have to make some changes to our

strategy. First, we need to bring more of

our quality products to the Malaysian

market and expand our volume.

Then we need to target every mar-

ket levels in the industry – the high and

mid to low ends. We would use differ-

ent products and solutions for different

vertical markets and only then can we

increase our volume.

MalaysiaSAFE: What are your key verticals in Malaysia?

HZ: Currently in China, we have

solutions for 7 vertical markets. But in

Malaysia, we just focus on three. The

first is Smart Buildings which include

solutions for commercial buildings, gov-

ernment, hospitals, and schools. Then

we have Intelligent Transportation Sys-

tem (ITS) with solutions for railways,

subway and the Road Transportation

Department (JPJ). Finally, we have solu-

tions for Safe Cities for the overall safe-

ty of the community, police and enforce-

ment department. But in the future, we

will separate the commercial, banking,

energy, education, medical, transporta-

tion and law enforcement into separate

verticals.

MalaysiaSAFE: What sets your brand apart from other industry players?

HZ: First of all, we have security

solutions for every vertical market. That

is the biggest advantage we provide to

our customers. For example, most for-

eign brands may only have solutions for

smart buildings. But for us, not only do

we have solutions for smart buildings,

we even have 3-Dimentional Security

System for the area and roads around

that building. What this means is that we

bring a wider conception to the security

design for our customers. not to men-

tion, our solutions will include a lot of

sub-systems like video intercoms, ac-

cess control, alarms, parking manage-

ment, which can be combined into a sin-

gle platform that links together.

MalaysiaSAFE: The rise of IoT has led to the breaking of the surveillance boundary which was traditionally confined to security applications. How do stay competitive?

HZ: IoT will be an inconceivable

are looking for products with better cost-

benefit. Secondly, they are looking to buy

all products from one provider for ease of

maintenance. We do not use components

from other brands in our products and

therefore we can keep our cost low and

competitive for our customers.

MalaysiaSAFE: What value-add-ons do you provide to your clients?

HZ: Providing a good service to

clients is a very important thing. We are

actually in the middle of setting up our

official RMA center to service our pro-

jects market, though we already have a

distributor’s RMA Center in Malaysia

for several years. We will also be setting

up our regional call center in Malaysia

to service all our clients in the Southeast

Asia region. Because Malaysia is a mul-

tilingual country, we feel that it is the

best place to set up the call center.

MalaysiaSAFE: How do you provide training to your distributors or dealers?

HZ: We have standard procedures

of training for our dealers, distributors

and SIs. But the contents of training will

be different for distributors and SIs. We

separate our trainings to two parts - one

is for the marketing team and the other

is for technical engineers. We will focus

the trainings on our SME products for

our distributors and for our SIs, whereby

the trainings will involve all our project

solutions.

MalaysiaSAFE: In your view, what are the up-coming trends in the surveillance business sector in Malaysia?

HZ: I thinkbuyers are more knowl-

edgeable now in a sense that they know

what they want and how much they are

willing to spend, so they are always

looking for better cost-benefit. Second-

ly, more clients are now looking for total

solutions instead of standalone products.

And I also think that developers are now

building more smart buildings where the

video intercoms are linked to the sur-

veillance systems.

MalaysiaSAFE: What initiatives have you chartered for next year?

HZ: next year we are looking to in-

crease our presence in Malaysia. We are

not here to just do business and then go

back. We are starting a local office, our

RMA and Call Center here so definitely

we are looking to grow our brand and

business with our local partners togeth-

er. So, the key word here is LOCAL!

ternet industry. So, Hikvision must be

well prepared for this huge market op-

portunity. We always have the objective

of becoming a great video based IoT

company as we believe that “everything

will be connected together by Internet”

in the near future. And we are heading

towards achieving that objective. Three

new business groups have been set up

in recent years; they are: Internet Smart

Home (EZVIZ), HIKVISIOn Robotics,

and HIKVISIOn automotive-electron-

ics. You can see that all our new business

groups’ products and solutions belong

to the IoT fields of the different indus-

tries which are video and image based.

Moreover, Internet and IP systems are

the foundations of IoT.

We have actually experienced this

trend in China for several years where

physical security is changing into IT Se-

curity because systems are moving from

analog towards IP based. In China, the

use of IP cameras is 90% but in Malay-

sia, I think it is only 30%. So, we have

the rich experience and know-how to

migrate systems from analog to IP. It is

our challenge to make the market under-

stand how IP products can make their

security systems more efficient.

MalaysiaSAFE: We have seen other brands fostering strategic partnerships to provide total solutions to end-users. Is Hikvision following this path?

HZ: I think being independent is

our biggest advantage because most cus-

tomers we meet would have the same

question, “Why do we need to purchase

equipment or products from 3 or 4 differ-

ent manufacturers?” At Hikvision, cus-

tomers need to only purchase from one

provider because it is more convenient for

maintenance and after sales services. The

current market trend is that customers

Genetec Inc. (Genetec), a leading

provider of open architecture

security and public safety solutions

recently announced that Synergis™ –

the IP access control system of Secu-

rity Center – is now able to manage

SALTO’s stand-alone battery-operat-

ed locks thanks to the support of the

SALTO Virtual network technology.

This enables Synergis customers

to cost-effectively replace traditional

mechanical locks with Salto SVn-

enabled locks to secure doors and en-

trances that were traditionally too ex-

pensive to network with either wired

or wireless locks.

Using RFID (radio-frequency

identification) technology, SALTO

SVn stand-alone locks (such as es-

cutcheons, electronic cylinders, lock-

er locks, electronic padlocks, and

more) communicate with a central

server by using a smart data-on-card

system as their network: all access

data is stored on and distributed by the

keycard. When presenting the keycard

to an offline stand-alone door, locker,

cabinet or server rack, not only does

this control access rights to that door

but thanks to two-way communica-

tion, the door also writes data like ac-

cess rights, blacklist information or

battery status back onto the card. The

keycard then transmits this informa-

tion back to Synergis via online wall

readers that are able to update and

receive information from the cards,

anytime and anywhere in the building.

“Customers who rely on tradi-

tional mechanical brass keys for in-

terior openings like doors, cabinets

and lockers are all too familiar with

the tremendous costs and loss of time

associated with rekeying and lock

reprogramming,” explains Derek Ar-

curi, Access Control Product Mar-

keting Manager at Genetec, “The in-

tegration between SALTO SVn and

Security Center Synergis unlocks an

opportunity for customers to effi-

ciently heighten their security without

the added expense of adding network

access to each interior opening.”

The SALTO range of SVn sup-

ported locks includes the cost-ef-

fective XS4 range of escutcheons,

electronic cylinders, and the entire

SALTO platform. By using a SALTO

SVn system, customers eliminate the

need to replace locks when security

is breached due to the loss of theft of

mechanical keys. Because it is seam-

lessly integrated with Synergis, ac-

cess cards and locks can now be up-

dated, restricted or deleted remotely.

clude offline locks in their managed

access control infrastructure the only

option was – until now – to replace

these standalone locks with more

OnVIF®, the leading global stand-

ardization initiative for IP-based

physical security products, has made

the final release of Profile A for broad-

er access control configuration that es-

tablishes a standardized interface for

access control clients and expands the

configuration options of OnVIF con-

formant access control systems. The

release marks the first open specifi-

cation that allows for the mixing and

matching of access control devices

and clients within a system, facilitat-

ing interoperability for multi-vendor

projects.

OnVIF Profile A encompasses daily

access control functions for granting

and revoking employee credentials, cre-

ating and updating schedules and mak-

ing changes to access control privileges

within the system. Profile A deepens in-

teroperability within the access control

market by increasing functionality and

system management functions at the

client level, enabling the configuration

of credentialing, scheduling and access

privileges through the Profile A-con-

formant client interface.

“Profile A is a significant develop-

ment for the market because it provides

a pathway for integrating together access

control panels and hardware with man-

agement software from different manu-

facturers,” said Per Björkdahl, OnVIF

Steering Committee Chair, “This path-

way for integration also provides future-

proofing of an access control system, as

it allows another manufacturer’s access

control management software to be in-

stalled in the future, eliminating the

need for a hardware ‘rip and replace’

The interoperability established by

Profile A allows end users and system

integrators to make hardware and soft-

ware choices based on functionality and

performance, and will also bridge the gap

between legacy hardware and new soft-

ware if both are Profile A conformant.

The new Profile further enables integra-

tion between access control and IP video

management systems when combined

with OnVIF Profile C for basic access

control and Profile S for video streaming.

Profile A has been available in re-

lease candidate status in order to pro-

vide industry review and feedback prior

to the final release. OnVIF circulates a

new profile first as a ‘Release Candidate’

for at least 6 months, allowing members

and stakeholders a final implementation

review. When that process is complete,

the final profile is published and mem-

bers can test their products for conform-

ance to the final version of an OnVIF

Profile. This process is intended to allow

members to more quickly introduce con-

formant products when the final version

of a Profile is released.

Release Candidate for Profile T

The Release Candidate for Profile T is

a draft specification with advanced

streaming capabilities that includes sup-

port for H.265 video compression and

an expanded feature set that extends the

capabilities of OnVIF video Profiles for

systems integrators and end users.

OnVIF Profile T for advanced

streaming employs a new media service

that enables the support of High Efficien-

cy Video Coding (HEVC), based on the

international H.265 video compression

standard that specifies how to decode

data into displayable video. Profile T-con-

formant clients support both H.264 and

H.265 video compression, while Profile

T-conformant devices support at least one

of these formats. The new Profile also

encompasses Transport Layer Security

(TLS) enabled communications and new

functionalities such as bidirectional au-

dio streaming, standardization of events,

imaging configuration, on screen display

configuration, and more.

“Profile T broadens the scope of the

OnVIF video profile to include both

the H.264 video compression standard

that is widely used in video surveil-

lance solutions today and H.265 video

compression, which is set to become

the defacto video compression standard

in the very near future,” said Fredrik

which allows end users to stream video

to a browser instead of a VMS client.

Profile T also features bidirectional

audio that is often used in city surveil-

lance, transportation and parking secu-

rity, and for other security applications

that require two-way audio communica-

tion. Support for the TLS protocol adds

another level of security to communica-

tions between Profile T-conformant cli-

ents and devices.

Standardization of events such as

motion detection and tampering is in-

cluded in Profile T. Digital input and re-

lay output events are covered, as is their

configuration through the device I/O

service, which can expedite installation.

Profile T allows motion region detec-

tor configuration through the analytics

service, which means a specific area of

an image can be selected for analysis.

Streaming of metadata such as events

and analytics data, is covered by Profile

T as well.

The world market for professional

video surveillance equipment grew

by 3.9 percent in 2016. This is accord-

ing to recently-published estimates

from IHS Markit through its Video

Surveillance Intelligence Service. This

is a higher rate of growth than in 2015

(1.9 percent), but still low by historical

standards.

Accounting for over 40 percent of

global revenues measured in U.S. dol-

lars, the Chinese market grew by 7.2

percent in 2016. However, exchange rate

changes did play a role in supressing a

higher calculated growth in that curren-

cy (as the average annual exchange rate

of the Chinese Yuan Renminbi to the

U.S. dollar fell by 6.6 percent in 2016).

The world market excluding China

grew by just 1.6 percent in 2016. De-

mand for security cameras grew rapidly

but prices fell considerably, affecting

revenues. In fact, revenues declined in a

number of countries.

IHS Markit has just added new

global and regional market statistics,

forecasts and market share estimates to

its Video Surveillance Intelligence Ser-

vice. In addition to the above, key find-

ings include:

● Slightly higher growth in the global

market is forecast for 2017, at 5.5

percent. As a result, the world market

will be worth $16.2 billion in 2017.

● The supply base for professional

video surveillance equipment is

gradually becoming more concen-

trated (although it remains highly

fragmented compared with supply to

many other markets). The top fifteen

vendors accounted 58 percent of rev-

enues in 2016.

● In 2016, a number of Chinese ven-

dors continued to gain market share

rapidly in regions outside China.

They tend to offer products with low

prices and this has been a major fac-

tor in average price erosion in those

regions.

● 59% of all security cameras shipped

in 2016 were network cameras.

● Shipments of HD CCTV cameras

more than doubled.

● Less than 1 percent of network cam-

eras shipped were 4K-compliant.

layer of authentication and integrity

assurance to traditional Mifare smart-

cards. Valid ID helps verify that sensi-

tive access data programmed to a card

or tag is indeed genuine and not coun-

terfeit.

scenarios, such as a car and a cyclist ap-

proaching a blind corner, a car reversing

out of a driveway, and a car approaching

a pedestrian crossing.

The trial was funded in part by the

South Australian government’s AU$10

million Future Mobility Lab Fund to

boost local testing, research and devel-

opment of connected and autonomous

vehicle technologies.

Cohda commands about 60 per cent

of the global vehicle-to-vehicle com-

munication market. It previously devel-

oped a ‘digital protective shield’ system,

which transmitted information such as

vehicle types, speed, position and direc-

tion of travel between cars and motorcy-

cles, at a rate of up to 10 times per sec-

ond to ensure a high level of accuracy.

This service could be transmitted

to any device within a several hundred-

metre radius.

Telstra Chief Technology Officer,

Hakan Eriksson said, “The technol-

ogy would make Australian roads safer,

more efficient, and better-prepared for

the future of autonomous vehicles.”

“The most important outcome of

V2X technology is the increased safety

for road users, as the impact of human er-

ror can be minimised by helping vehicles

communicate with each other and react to

their surroundings,” he continued.

“This is the first time V2P technolo-

gy has been trialled in Australia on a 4G

network, and is an important step on the

journey to fully-autonomous vehicles on

Australian roads,” he concluded.

South Australia has a history of in-

volvement with autonomous car research

and in 2015 held the first driverless car

trials in the Southern Hemisphere.

It hosts a number of leading autono-

mous car companies including Cohda

MOBOTIX has introduced the new

indoor models c26, i26, p26 and

v26, thereby completing the success-

ful Mx6 6MP camera line. The new,

higher performing processor delivers

up to twice as many images per second

as before – at the same resolution. The

video data is simultaneously offered in

three formats – MxPEG, MJPEG and

H.264 – as well as in a range of different

resolutions. RTSP/ multicast makes the

Mx6 cameras more flexible. All of the

models come standard with intelligent

motion detection directly on the camera,

and thereby offer more capacity for ad-

ditional software applications.

More power, easily integrated

As with the Mx6 outdoor cameras,

now Mx6 indoor models are also

available with a more powerful CPU

as well as an H.264 encoder. The new

processor architecture significantly in-

creases the frame rate, which allows the

cameras to do an even better job of cap-

turing fast movements. Moreover, intel-

ligent motion detection is integrated as a

standard, and more capacity is available

on the camera for additional software ap-

plications. The new Mx6 camera system

is far more flexible and higher perform-

ing, thanks to RTSP/ Multicast. The vid-

eo stream can be displayed on multiple

clients simultaneously without reducing

the frame rate. Alongside the MxPEG

video codec, which was specially de-

veloped for security applications, H.264

is available for the first time, ensuring

compatibility with the industry standard.

Depending on requirements, the focus

can be set on high image quality with

MxPEG, or the industry standard for

video transmission and camera integra-

tion can be used. Moreover, Mx6 cam-

eras also offer basic functions in keep-

ing with ONVIF, a global open interface

standard. In this way, the new camera

system opens up far more application

and integration options for their partners

and end customers. Regular software up-

dates ensure that the performance of the

Mx6 range continually improves, which

in turn guarantees a maximum return on

investment.

Flexibly protect interior spaces

With a diameter of only 12 cen-

timeters and a weight of ap-

proximately 200 grams, the c26 is the

smallest and lightest MOBOTIX 360°

camera yet for fast ceiling mounting in

suspended ceilings. The i26 is ideally

suited for corresponding wall mount-

ing, as it is just as compact and discreet.

Thanks to its tilt angle of 15°, it pro-

vides a complete overview of the room

and can thereby replace up to four con-

ventional cameras. The p26 provides

maximum flexibility during installation

thanks to its manual swivel and tilt func-

Data storage devices across the se-

curity industry are routinely re-

quired to handle an enormous amount

and many layers of raw data. As Safe

City projects in varying sizes become

more prevalent, the number of surveil-

lance nodes has reached the hundreds of

thousands. And due to the widespread

use of high-definition monitoring, the

amount of data involved in security sur-

veillance has increased dramatically in a

short time. Efficient collection, analysis,

and application of data and the intelli-

gent use of it are becoming ever more

critical in this industry. Thus, improving

video intelligence appears to be an in-

evitable, industry-wide goal.

Security users hope that their invest-

ment in new products will bring even

more benefits beyond simply tracing and

tracking persons of interest and evidence

collection after a security event. Some

examples of added benefits include us-

ing the latest technologies to replace the

large amount of man-power previously

required for searching surveillance foot-

age, detecting anomalous data, and find-

ing ever more efficient ways to allow

surveillance to shift from post-incident

tracing to alerts during incidents – or

even pre-incident alerts. In order to sat-

isfy these demands, new technologies

are required. Intelligent video surveil-

lance has been available for many years.

Deepening the Value of SurveillanceHowever, the outcomes of its application

have not been ideal. The emergence of

deep learning has enabled these de-

mands to become reality.

The insufficiency of traditional intelligent algorithms

Traditional intelligent video surveil-

lance has especially strict require-

ments for a scene’s background. The

accuracy of intelligent recognition and

analysis in comparable scenarios re-

mains inconsistent. This is primarily due

to the fact that traditional intelligent vid-

eo analysis algorithms still have many

flaws.

In an intelligent recognition and

analysis process, such as human facial

recognition, two key steps are required:

First, features are extracted, and second,

‘classification learning’ is performed.

The degree of accuracy in this first

step directly determines the accuracy of

the algorithm. In fact, most of the sys-

tem’s calculation and testing workload

is consumed in this part. The features

in traditional intelligent algorithms are

designed by humans and have always

been heavily subjective. More abstract

features – those that humans have diffi-

culty comprehending or describing – are

inevitably missed. With shifting angles

and lighting, and especially when the

sample size is enor-

mous, many features

can be too difficult

to detect. Therefore,

while traditional in-

telligent algorithms

perform well in very

specific environ-

ments, subtle changes (image quality,

environment, etc.) yield significant chal-

lenges to accuracy.

The second step – classification

learning – mainly involves target detec-

tion and attribute recognition. As the

number of available categories for clas-

sification rises, so does the difficulty lev-

el. Hence, traditional intelligent analysis

technologies are highly accurate in vehi-

cle analysis but not in human and object

analysis. For example, in vehicle detec-

tion, a distinction is made between a ve-

hicle and a non-vehicle, so the classifica-

tion is simple and the level of difficulty

is low. To recognize vehicle attributes

requires recognition of different vehi-

cle designs, logos, and so on. However,

there are relatively few of these, making

the classification results generally accu-

rate. On the other hand, if recognition is

to be performed on human faces, each

person is a classification of its own, and

the corresponding categories will be ex-

tremely numerous – naturally leading to

a very high level of difficulty.

Traditional intelligent algorithms

generally use shallow learning models

to handle situations with large amounts

of data in complex classifications. The

analysis results are far from ideal. Fur-

thermore, these results directly restrict

the breadth and depth of intelligent ap-

plications and further development.

Hence the need for increasing the

‘depth’ of intelligence in big data for the

security industry is arising.

The advantages of Deep Learning and its algorithms

Traditional intelligent algorithms

are designed by humans. Whether

or not they are designed well depends

greatly on experience and even luck, and

this process requires a lot of time. So, is

it even possible to get machines to au-

tomatically learn some of the features?

Yes! This is actually the objective of Ar-

tificial Intelligence (AI).

The inspiration for deep learning

comes from a human brain’s neural net-

works. Our brains can be seen as a very

complex deep learning model. Brain

neural networks are comprised of bil-

lions of interconnected neurons; deep

learning simulates this structure. These

multi-layer networks can collect infor-

mation and perform corresponding ac-

tions. They also possess the ability for

object abstraction and recreation.

Deep learning is intrinsically differ-

ent from other algorithms. The way it

solves the insufficiencies of traditional

algorithms is encompassed in the fol-

lowing aspects.

First, from ‘Shallow’ to ‘Deep’

The algorithmic model for deep

learning has a much deeper struc-

ture than the two 3-layered structures

of traditional algorithms. Sometimes,

the number of layers can reach over a

hundred, enabling it to process large

amounts of data in complex classifica-

tions. Deep learning is very similar to

the human learning process, and has a

layer-by-layer feature-abstraction pro-

cess. Each layer will have different

‘weighting,’ and this weighting reflects

on what was learned about the images’

‘components.’ The higher the layer level,

the more specific the components. Simu-

lating the human brain, an original sig-

nal in deep learning passes through lay-

ers of processing; next, it takes a partial

understanding (shallow) to an overall

abstraction (deep) where we can per-

ceive the object.

Second, from ‘Artificial Features’ to ‘Feature Learning’

Deep learning does not require

manual intervention but relies

on a computer to extract features by

itself. This way it is able to extract as

many features from the target as possi-

ble, including abstract features that are

difficult or impossible to describe. The

more features there are, the more ac-

curate the recognition and classification

will be. Some of the most direct benefits

that deep learning algorithms can bring

include achieving comparable or even

better-than-human pattern recognition

accuracy, strong anti-interference capa-

bilities, and the ability to classify and

recognize thousands of features.

Key factors of deep learning

In total, there are three main reasons

why deep learning only became pop-

ular in recent years and not earlier: the

scale of data involved, computing power,

and network architecture.

Improvements in data-driven algo-

rithm performance have accelerated deep

learning in various intelligent applica-

tions in a short amount of time. Spe-

cifically, with the increase in data scale,

algorithmic performance improved as

well. Accordingly, user experience has

improved and more users are involved,

further facilitating a larger scale of data.

Video surveillance data makes up

60% of big data, and the amount is ris-

ing at 20% annually. The speed and scale

of this achievement is due to the popu-

larization of high definition video sur-

veillance – HD 1080p is becoming more

common, and 4K and higher resolutions

are gradually being applied in many im-

portant applications.

Hikvision has operated in the secu-

rity industry for many years with its own

research and development capabilities,

employing large amounts of real video

and image data as training samples. With

a large amount of good quality data, and

over a hundred team members to label

the video images, sample data with mil-

lions of categories have been accumu-

lated. With this large amount of quality

training data, human, vehicle, and object

pattern recognition models will become

more and more accurate for video sur-

veillance use.

Furthermore, high performance

hardware platforms enable higher com-

putational power. The deep learning

model requires a large number of sam-

ples, making a large amount of calcula-

tions inevitable. In the past, hardware

devices were incapable of processing

complex deep learning models with

over a hundred layers. In 2011, Goog-

le’s DeepMind used 1,000 devices

with 16,000 CPUs to simulate a neural

network with approximately 1 billion

neurons. Today, only a few GPUs are

required to achieve the same sort of

computational power with even faster

iteration. The rapid development of

GPUs, supercomputers, cloud comput-

ing, and other high-performance hard-

ware platforms has allowed deep learn-

ing to become possible.

Finally, the network architecture

plays its own role in advancing deep

learning. Through constant optimization

of deep learning algorithms, better tar-

get-object recognition can be achieved.

For more complex applications such as

facial recognition or in scenarios with

different lighting, angles, postures, ex-

pressions, accessories, resolutions, etc.,

network architecture will impact the ac-

curacy of recognition, i.e., the more lay-

ers in deep learning algorithms, the bet-

ter the performance.

In 2016, Hikvision achieved the

number one position in the Scene Clas-

sification category at the ImageNet

Large Scale Visual Recognition Chal-

lenge 2016. The team from Hikvision

Research Institute used inception-style

networks and not-so-deep residual net-

works that perform better in consider-

ably less training time, according to

Hikvision’s experiments for training

and testing. Furthermore, Hikvision’s

Optical Character Recognition (OCR)

Technology, based on Deep Learning

and led by the company’s Research In-

stitute, also won the first price in the

ICDAR 2016 Robust Reading Compe-

tition. The Hikvision team substantial-

ly surpassed both strong domestic and

foreign competitors in three word-rec-

ognition challenges, including born-

digital images, focused scene text, and

incidental scene text, demonstrating

that the word recognition technology

by Hikvision reached the world’s top

level.

Application of Deep Learning products

In the past two years, deep learning

technology has excelled in speech

recognition, computer vision, voice

translation, and much more. It has even

surpassed human capabilities in the ar-

eas of facial verification and image clas-

sification; hence, it has been highly re-

garded in the field of video surveillance

for the security industry.

In the application of intelligent

video in target detection, tracking, and

recognition, the rise of deep learning has

had a profound influence. When apply-

ing those three functions, deep learning

potentially touches upon every aspect of

the security video surveillance indus-

try: facial detection, vehicle detection,

non-motor vehicle detection, facial rec-

ognition, vehicle brand recognition, pe-

destrian detection, human body feature

detection, abnormal facial detection,

crowd behavior analysis, multiple target

tracking, and so on.

These types of intelligent func-

tions require a series of front-end sur-

veillance cameras, back-end servers

and other products which support deep

learning algorithms. In small scale ap-

plications, front-end cameras can di-

rectly operate structured human and

vehicle feature extraction, and tens of

thousands of human facial images can

be stored within the front-end devices

to implement direct facial comparison,

so as to reduce costs of communicat-

ing with a server. In large scale appli-

cations, front-end cameras can work

with back-end servers. Specifically,

the structured video task is handled by

front-end devices, reducing the work-

load for back-end devices; matching

and searching efficiency of back-end

servers improve as well.

This year, Hikvision will soon in-

troduce a series of products with deep

learning technology, such as the Deep-

Inview Series cameras which can ac-

curately detect, recognize, and analyze

human, vehicle, and object features

and behavior, and can be widely used

in indoor and outdoor scenarios. An-

other product worth mentioning is Hik-

vision’s DeepInmind Series of NVRs

which incorporate advanced deep

learning algorithms and imitate hu-

man thoughts and memory. The Deep-

Inmind products feature an innovative

NVR+GPU mode, retaining the advan-

tages of traditional NVRs and addition-

al structured video analysis functions,

which together greatly improve the

value of video.

Deep learning is the next level of

AI development. It is beyond machine

learning where supervised classification

of features and patterns are set into algo-

rithms. Deep learning incorporates un-

supervised or ‘self-learning’ principles.

Hikvision is developing this concept in

its own analytics algorithms. Enhanced

accuracy is the result of multi-layer

learning and extensive data collection.

Application of this algorithm into face

recognition, vehicle recognition, human

recognition, and other platforms will

significantly advance the performance

of analytics.

Physical Identity Access Manage-

ment (PIAM) systems essentially

add a decision-making identity man-

agement layer on top of access control

systems. This is done by changing the

authoritative decision-making database

or location to a higher authority like an

active directory or an identity and access

management (IAM) system. This means

the system is able to deploy identities

(card holders) and credentials (cards) as

well as assign access rights into one or

more vendor-independent physical ac-

cess control systems.

According to new research from

IHS Markit, global PIAM market reve-

nues, excluding Asia Pacific and Africa,

amounted to just $136 million in 2016.

However, this is forecast to grow rapidly

to nearly $500 million by 2021.

PIAM could be a threat to suppliers

The projected high growth of PIAM is

potentially alarming, as a PIAM sys-

tem’s ability to link together and manage

multiple brands of access control hard-

ware essentially undermines the allure of

some large manufacturers’ offerings. One

of the unique selling points that large mul-

tinational access control suppliers tout is

the fact that they can offer some of the

functionality of a PIAM system across an

enterprise installation – for example, cen-

tral management of credentials and active

directory integration. The catch is that the

enterprise has to exclusively adopt that

supplier’s brand.

Because PIAM makes it easy to con-

trol multiple brands of equipment across

a single installation, it also makes it eas-

ier for the end user to change the access

control equipment over time by using

the PIAM to ease the transition. His-

torically, suppliers have always fought

extremely hard for ‘greenfield projects.’

The first access control brand deployed

had a huge advantage over the competi-

tion because the easiest way to expand

that system later on was to buy the same

brand again. PIAM software, however,

potentially eliminates this advantage for

manufacturers.

Impact of the growth of adoption of PIAM

If the adoption of PIAM systems con-

tinues to grow as expected, larger

suppliers may begin to see their grip on

high-value projects from the transporta-

tion, corporate enterprise and utilities

sectors weaken – es-

pecially considering

that these high-value

projects seem to be

the earliest adopters

of PIAM. For exam-

ple, IHS Markit esti-

mates that the num-

ber of transportation

sector access control

projects that include

some form of PIAM

system will quadru-

ple during the next five years. End users

from these industries are increasingly

seeing the benefits of being able to au-

tomate credential management and com-

ply with legislation. Additionally, they

possess budgets large enough to afford

implementing such a system.

Barriers to wider adoption

There are still a number of barriers

that PIAM providers must overcome

before true mass market adoption occurs.

After all, just 2 percent of all commercial

access control projects included some

form of PIAM system in 2016. First and

foremost, complexity remains the bane

of PIAM system implementation. Early

adopters often have a clear picture of

what they would like the system to do.

The problems arise when they start to re-

alize that their pre-existing physical and

logical security infrastructure is not able

to meet their own requirements. This usu-

Easing the Burden of Managing Large Video Systems

ally comes in one of two forms: access

control hardware limitations or weak-

nesses in their corporate governance and

workflows. Both result in delays to PIAM

system implementation.

Due to their complexity, PIAM

solutions currently require large com-

missioning and design efforts, not only

initially but also post-implementation

due to system maintenance needs. This

means there is a cost involved for the en-

tire lifecycle that the system is in place.

These costs and the lengthy implemen-

tation process present a huge barrier to

adoption in smaller projects.

Even for larger projects, other sys-

tem implementation factors continue to

stifle adoption. Installing and servicing

PIAM software requires a high level of

collaboration and communication be-

tween the enterprise’s physical security

and IT departments. Historically these

two departments tend to disagree on

where the equilibrium lies for the con-

ventional ‘security versus convenience’

balancing act that every company faces.

Working on a PIAM system together is

often no different.

Integrating logical and physical se-

curity systems poses a variety of poten-

tial vulnerabilities on both sides of the

equation. Connecting every access con-

trol system to the IT network and then

also managing all the identities associ-

ated with the company via one system

creates huge network risk. If the system

is hacked, suddenly every identity as-

sociated with the company is compro-

mised. As a result, IT departments want

to be assured that PIAM systems are

completely devoid of cybersecurity vul-

nerabilities. On the other hand, physical

security managers want to be assured

that the building’s perimeter is not left

vulnerable following a simple network

hack, or that their system is rendered

unusable due to a distributed denial of

service (DDoS) attack.

Opportunity for physical access control suppliers

Despite these barriers and the

threat of increased competition,

PIAM also presents a huge opportu-

nity for suppliers of physical access

control systems. The addition of logi-

cal integration adds a variety of unique

selling points to a standard access

control system offering, allowing the

supplier to become more competitive.

Additionally, if a large number of sup-

pliers add some form of logical inte-

gration to their offerings, it may help

to slow market adoption of full PIAM

systems. It is unlikely that a particu-

larly cost-sensitive end user would opt

for a bespoke solution when they are

already getting some level of logical

integration from the physical security

manufacturer.

Furthermore, a traditional sup-

plier that fully commits to developing

its logical integration capabilities may

be also able to provide a true ‘off-the-

shelf ’ solution. This would be more

affordable than the current PIAM sys-

tems on the market and would have

the potential to drive greater adoption

in small- and medium-sized enterprise

(SME) projects.

Just as with consumer electronics, when it comes to video surveillance

solutions it’s easy to become sidetracked by some of the more fascinating ad-vanced features, functions and capa-bilities. Unfortunately, this can distract from the less ‘exciting’ but more impor-tant considerations of what features best

contribute to effective management of surveillance systems, particularly those on a larger scale.

That’s not to say technology shouldn’t play a primary role in designing and man-aging systems. What’s important is that any solution that is deployed offers the capabilities to meet end users’ real needs

and requirements. These are the features that belong to the ‘must have’ category, with everything else falling under ‘nice to have’ or ‘unnecessary.’

The primary management consid-eration for large-scale surveillance sys-tems is firmly understanding system objectives, which may include deterring

crime, providing real-time information about events, delivering post-incident evidence and other functions. The sys-tem’s intended purpose will determine the four key system management factors outlined below. Each adds to the com-plexity and overall expense of video sys-tem management.

With many users working with lim-ited budgets, cost can unfortunately play as much of a role as security needs, particularly with large-scale systems. Thankfully there are technologies avail-able in each of these four areas that can increase the effectiveness and lower the expense of managing these systems.

Coverage

Potential video coverage areas range from internal doors and outdoor

views of entrances to parking lots and even entire campus areas. The number and variety of these areas will affect other considerations such as monitoring and storage.

Today’s cameras offer a number of capabilities and form factors that can ease the cost burden of system management. For example, high-resolution panoramic surveillance cameras can reduce the overall complexity and cost of a system by covering areas that might otherwise require multiple cameras. In addition, ad-vanced low-light performance and wide dynamic range allow cameras to be de-ployed in a greater variety of situations where lighting can be challenging. By re-ducing the number of cameras to deploy and monitor, users can lower their costs without sacrificing vital security.

Monitoring

Labor costs make up one of the big-gest expenses for managing large-

scale surveillance systems, and that cost depends largely on whether the system will be monitored at all times, some of the time or not at all. Obviously, as the level of active monitoring increases, staff-

ing requirements and the associated cost also rise. Interestingly, the likelihood of an operator missing an event also rises, as human nature makes it difficult or impos-sible for people to focus their attention on a screen for long periods of time.

Employing automation and video analytics capabilities enables the most effective and cost-efficient means of monitoring. These technologies are readily available in cameras and VMS and support a wide variety of events, such as license plate recognition, facial recognition, motion detection and much more. Analytics automate some moni-toring functions, allowing operators to cover more camera views effectively and efficiently by calling attention to certain pre-programmed events and initiating recording surveillance video for later re-view as needed.

With the vast amounts of data be-ing generated by integrated systems, the ability to easily retrieve and man-age content are critical tasks. Advanced VMS solutions provide superior means of exporting data for general manage-ment, review and forensic applications. Additionally, new VMS solutions can re-side on resident or remote servers effec-tively running in a virtual environment, which provides both operational and installation flexibility allowing users to tailor their surveillance platform to best meet their specific needs and budgets.

Integration

Also contributing to operational ef-ficiencies and reduced staffing

costs is the ability to integrate multiple systems with surveillance for central-ized management and monitoring of the entire security ecosystem. Without inte-gration, operators must employ multiple interfaces and/ or software solutions to review access control, video, visitor management and other systems, either in real time based on alerts or at a later time for investigation, or to determine which

policies require stronger enforcement or should be revisited.

Many VMS allow easy integration with IP-based access control, for exam-ple, and some even provide easy-to-use support for older systems that rely on serial-to-IP connections and ASCII com-munication. If these older solutions are part of the entire security system, it is im-perative to seek out a manufacturer that offers the ability to integrate older tech-nologies as well as an open architecture that supports ONVIF and manufacturer-specific standards to ensure seamless in-tegration with a greater range of systems.

Storage

Perhaps the main attraction of today’s video surveillance systems is the

higher resolution cameras offer. While this allows end users to capture highly-detailed images that contribute to im-proving overall security, the sheer size of these high-resolution files – coupled with video retention and redundancy needs – require increasing amounts of storage. It’s no surprise, then, that storage costs are also a significant operation expense for large video systems.

Thankfully, many of today’s advanced cameras and VMS incorporate advanced video compression technologies that re-duce file sizes without sacrificing the vid-eo quality users expect from their surveil-lance system. This can significantly lower storage and bandwidth requirements and costs while also increasing the cost-effec-tiveness of deploying backup and failover servers to ensure maximum system avail-ability and reliability.

Although features and specs can be dazzling and sometimes confusing, technology is still an important factor in managing large video systems. By de-ploying the right technologies to address challenges in these four main areas, users can significantly ease the burden of man-agement by reducing costs and improving overall security.

When Gallions Reach Shopping

Park needed an upgrade for

its dated and failing CCTV system, it

turned to installers Pacific Security and

the revolutionary Turbo analogue equip-

ment from Hikvision.

Gallions Reach is the largest Shop-

ping Park in London, set on a 65 acre site

with 325,000 square feet of retail space.

Home to 35 retailers, it is located in the

heart of the Borough of Newham, which

is the largest investment area in Europe

with an estimated £22bn to be spent on

homes, offices and other infrastructure

in the next 10 years. In 2016 the owners

of Gallions Reach began a programme

refreshing the Park’s landscape, and are

now starting the next stage, updating the

shop fronts to a more contemporary de-

sign.

Each year more than six million

shoppers visit Gallions Reach Shop-

ping Park, and with the A13, Docklands

Light Railway (DLR), London City Air-

port and the soon to be opened Crossrail

all within a few minutes, it seems cer-

tain that those numbers will only grow

in coming years. With these increased

visitor numbers, security and safety is of

paramount importance.

As part of the programme of up-

grades to Gallions Reach, centre man-

ager Arnold Catterall recognised that

there was a need to address the Shopping

Park’s aging CCTV system.

“The system we had in place was

aged and had numerous incompatible

additions,” he says. “We required a sys-

tem that would serve the owners, retail-

ers and customers in maintaining a safe

and secure environment, and with the

planned changes to the park, also one

that was future-proof.

“As the Shopping Park is 65 acres

in size, this called for quality equipment

and skilled installation in order to give

confidence to the on-site team, the stake-

holders, and where necessary, provide

evidential quality recordings.”

The Pacific answer

Catterall put the work out to tender,

and the winner was security and

fire installation specialist Pacific Secu-

rity Systems. They advised the use of

Hikvision Turbo cameras and recorders

to meet the centre’s needs.

Pacific’s William Mesher explains:

“When we first looked at the existing

system, half of it wasn’t functioning, the

video quality was really quite bad, and

there were issues with cameras discon-

necting from the system.

“We spoke with Arnold and agreed

that what was required was an upgrade

which would allow them to record HD

1080 quality video using their existing

analogue cable infrastructure. Hikvi-

sion’s Turbo range seemed the ideal

choice.”

Pacific Security Systems is based in

London and Kent, and has been estab-

lished since 2003. The company prides

itself not only on its technical expertise

but also its exceptionally high levels of

customer service, working closely with

clients to tailor security solutions to their

specific needs.

Going Turbo

Hikvision’s Turbo range is ideal for

projects like the Gallions Reach

Shopping Park, as the Turbo cameras

and recorders allow images to be trans-

mitted over almost any format. IP, ana-

logue, Turbo HD, and third-party AHD

cameras are all supported.

“For this project, we wanted to pro-

vide the Gallions Reach security team

with high resolution 1080p HD images,”

Mesher says, “Hikvision’s Turbo prod-

ucts made perfect sense as they could

utilise the existing analogue cabling net-

work and still record crystal clear high

resolution pictures. At the same time,

their IP connectivity allows the cameras

to be connected to an Ethernet network.”

41 Hikvision cameras were installed,

both externally to cover car parking ar-

eas, and internally for shopfronts and

office spaces. The cameras include the

DS-2AE7230TI – a PTZ model, which

utilises HD-TVI transmission technolo-

gy and up to 30x optical zoom to provide

HD 1080p images to the control room.

To cover exteriors and car parks, Pacific

used DS-2CE56D1T-VPIR vandal-proof

dome cameras. These high performance

2MP cameras provide HD 1080p resolu-

tion images and true day/night capabili-

ties, with infrared coverage up to 20m

from the camera.

Three dedicated 16 channel DS-

7316HQHI-F4/N Turbo DVRs record

the HD images, and the pictures are

monitored 24-hours a day by an onsite

security team.

“We used a Hikvision DS-6900UDI

decoder to provide HD 1080p images

to two 42-inch and four 22-inch moni-

tors,” Mesher says, “The operators are

equipped with DS-1600KI touchscreen

network keyboards, which allow them

to view and manipulate images easily

and intuitively. We’ve found that they

are ideal for simplifying the operator’s

tasks, and are able to be connected wire-

lessly if required.”

The full package

The resulting upgraded system does

not only provide Gallions Reach

with a cost-effective means of obtain-

ing high quality images, monitoring

safety & security and providing police

with evidential quality video: it also

offers a future expansion path, and the

peace of mind that comes with a reli-

able and well-supported surveillance

solution.

Catterall is full of praise for the

work of Pacific Security and the Hik-

vision system. “Pacific suggested we

install new cameras and recorders with

HD capability and additional Ethernet

access,” Catterall says, “Their costs

were excellent, especially as they were

able to utilise the existing cabling

and the installation was professional.

The image quality from the Hikvision

Turbo cameras now ensures our visi-

tors are monitored for their safety and

security.

“Pacific kept downtime to an abso-

lute minimum and constantly updated

on their schedule and any issues en-

countered. The installers liaised with the

on-site team to learn of their needs and

trained them once the installation was

complete. What they provided was a full

package for customer and operator.”

Milestone Systems, the leading pro-

vider for open platform IP video

management software (VMS), recently

announced the successful implementa-

tion of an integrated video surveillance

solution for Thailand’s largest state-

owned power producer, the Electric-

ity Generating Authority of Thailand

(EGAT).

Thailand’s leading state-owned pow-

er utility manages hydropower plants in

classified and sensitive areas, relying

heavily on video footage to monitor sites

and enhance security. As a single plant

sometimes requires more than 200 cam-

eras, EGAT needed a scalable and cost-

efficient video surveillance system.

Being situated over an hour away from

Boasting almost 200 buildings and

three distinct campus locations –

sits Colorado State University (CSU),

a school founded in 1870 that enrolls

more than 31,000 students, 1,700 faculty

members and 2,800 administrative work-

ers. The university has eight dedicated

colleges spread out across the main cam-

pus located in the heart of Fort Collins,

with South and Foothills campuses locat-

ed a few miles away, and an agriculture

campus located 12 miles away.

Challenge

In 2011, it became clear that the uni-

versity needed to upgrade a number

of its buildings to be better prepared for

the 21st century academic environment.

With both new and old buildings to ac-

count for from a security and risk man-

agement perspective, CSU was in search

of a safe, reliable and networked re

alarm and emergency communications

system (ECS).

“We were looking to upgrade and

expand our system, so we were seek-

ing answers,” Aaron Pettigrew, network

specialist at CSU said, “That’s the mo-

ment we started interviewing several

companies. Right away it was clear that

Mountain Alarm and NOTIFIER had the

experience that we needed. Their solid

expertise, loyalty and responsiveness

stood out right away.”

According to C.J. Simonds, Vice

President/ General Manager of Moun-

tain Alarm, who oversaw the upgrade

project, CSU’s chief concern was a large

number of antiquated buildings pro-

tected by assorted makes and models of

systems. The college was facing the big

question of what should come next for

securing its campus, and CSU worked

in tandem with Mountain Alarm to ex-

plore ideas, specifically what should be

prioritized as far as building a modern

network.

The fire alarm systems in a hand-

ful of CSU buildings had recently been

upgraded to include voice evacuation

and the university is looking to integrate

ECS on top of that. The campus was in

need of a network upgrade as its legacy

network was plagued by a lack of redun-

dancy. In addition, the fire alarm infor-

mation provided by older graphic moni-

toring systems was not clear enough

for dispatchers to direct emergency re-

sponders to the proper location.

Solution overview

When Mountain Alarm approached

CSU about a potential solutions

fire alarm and ECS network, the timing

could not have been better.

Echoing a similar sentiment, Si-

monds explained: “At the time, northern

Colorado had just had major flooding to

the point where lives were lost and prop-

erty was damaged. It was the right tim-

ing for us to come in and present them

with a playbook of ideas that touched on

the importance of proper emergency no-

tification and communication.”

After a series of meetings between

CSU and Mountain Alarm, including

one at NOTIFIER’s Customer Experi-

ence Center in Northford, Connecticut,

the following solution was proposed:

● Install five NOTIFIER ONYXWorks

stations to replace the existing, dis-

parate graphic monitoring worksta-

tions.

● Build graphics for the school’s 168

buildings so that, in the event of an

emergency, a graphic rendering of

the floor plan can be pulled up on the

workstation, allowing responders to

quickly locate the emergency site.

● Construct seven redundant subnet-

works with 16 gateways installed.

● Install NOTIFIER fire alarm systems

in all buildings with integrated Digi-

tal Voice Command (DVC) to serve

both the re protection and ECS needs

of the campus, and enable targeted

emergency communications within

any or all buildings through the net-

work.

● Leverage the 27 miles of fiber net-

work that had been previously in-

stalled.

Networking and integration

When it came to a networked re

alarm monitoring solution, CSU

knew it needed more than a ring-type

network, like those that have been tradi-

tionally installed in the past. The univer-

sity opted for a redundant network with

multiple points to access information

through NOTIFIER ONYXWorks sta-

tions.

Before the upgrade, when a ring

would go down, suddenly 30 to 40

school buildings were unable to talk to

each other. By electing redundant hubs,

in the event of network complications,

the new network could continue to trans-

port information in real-time. Being bro-

ken down into sub-networks also helps

to simplify troubleshooting issues.

To begin the process of upgrading

CSU’s re protection system – and bring

both NOTIFIER and other brands of ex-

isting re alarm systems onto one network

– Mountain Alarm leveraged the inher-

ent backwards compatibility all past and

current NOTIFIER systems possesses to

simplify upgrades to modern technol-

ogy. In doing so, the university was able

to update 28 buildings filled with legacy

panels for a fraction of the cost.

The upgraded re alarm systems inte-

grate seamlessly with the school’s other

building systems to control doors, fans

and elevators, as well as monitor sprin-

klers, security alarms and sensors, and

even automated external defibrillators

(AED). The system also monitors oxy-

gen sensors in two buildings and is ca-

pable of detecting water leaks.

“In the event that someone was to

have a heart attack, we have AEDs con-

nected to the re alarm system so that a

signal will be sent to dispatch center if

an AED is removed to help someone,”

explained Simonds.

Voice evacuation/ ECS

To phase-in integrated voice evacu-

ation and emergency communica-

tion capabilities throughout the campus,

CSU specified all buildings requiring a

new re alarm system would include a

DVC system as well.

“There were a handful of NFS2-

3030 and NFS2-640 panels, so we all

decided it was a great time to add DVC

to them,” Simonds said.

The DVC systems are programmed

to provide pre-recorded messages for

severe weather, hazmat, active shooters,

general paging and background music.

Results

Though facets of the project are still

underway, CSU has already been

able to enjoy sizeable benefits with the

upgrade. According to Pettigrew, since

the project has begun, the school has ex-

perienced fewer false alarms and quick-

er responses from the fire and police de-

partments.

“Being able to zoom into a floor

plan has not only been beneficial for first

responders but for our service techs on

campus as well,” Pettigrew said, “They

can respond faster than what we had pri-

or to this. When you know immediately

that you have a problem, and someone

is watching it 24/7, you can quickly del-

egate the proper support that is needed

whether it’s a trouble or maintenance is-

sue or a serious fire hazard. This system

communicates. There is no lag and you

don’t see any failure in this equipment.”

Because the system can properly

communicate the type and location of

a problem, the school has been able to

save a considerable amount of money on

labor and workload, according to Petti-

grew.

Perhaps most importantly, the uni-

versity has been able to provide a height-

ened level of safety since upgrading the

buildings. Protecting students, faculty,

visitors and university stakeholders,

CSU’s top priority with any capital reno-

vation project is safety.

“But there is still more work to be

done,” reminds Simonds.

“I think the greatest part of this pro-

ject is that it’s ongoing,” he said, “We

will continue to educate where we can

and bring technology into the picture to

make sure that they have the safest cam-

pus possible. And that’s the biggest part.

is located in Khairpur – a former princely

main campus is located just 3 kilometers

away from the town, spanning an area of

340 acres of land, plush with greenery

and demarcated playgrounds.

The university houses over 8000

students and staff across its campus, and

the management wanted to ensure their

safety and security. The existing security

manned by a few security personnel was,

by far, insufficient and hence they re-

quired a specifically designed intelligent

surveillance system that would ensure

not only the safety of premise but also

help in maintaining discipline within the

university. They required monitoring the

entire expanse, especially the entrance,

exits and boundary walls; and expected

from the system to facilitate real-time

recording and crystal clear display.

Solution

The university’s vast premise re-

quired careful screening to deter-

mine the locations and angles where

cameras could be installed to fetch the

best results. The choices of cameras, ca-

bling, and related equipment/ peripher-

als were also the matter of careful evalu-

ation. It was important to ensure that the

installation was tamper proof.

After a thorough survey and analyz-

ing, high definition CP PLUS cameras

were selected along with one of the best

recorders and a VMS to ensure high

definition images, 24 hour recording

and hassle-free operation. A central con-

trol room was also set up where footage

could be monitored and recorded. The

control room has distributed monitoring

units connected by underground optical

fiber cabling.

Results

The conceptualization of this pro-

ject has ensured easy identification

Officials with the Institute for Cy-

bersecurity at Regent University,

an academic center and training facility

dedicated to equipping the next genera-

tion of cybersecurity professionals in the

industry, government, military and aca-

demia, has recently announced that Re-

gent is building a state-of-the-art cyber

range training facility.

As one of only a few stand-alone

cyber range facilities at a university,

and perhaps the only one in the nation

at a private university, the Regent Cyber

Range will open on Q4 2017 and will

offer hands-on training programs where

students will acquire the highest level of

skills needed for careers in cybersecu-

rity. Regent’s Cyber Range will also be

a leading-edge training hub for enter-

prises, consultancies, government and

military organizations, offering several

certificate programs at all levels.

According to industry reports, cy-

bersecurity is one of the fastest growing

career fields, with demand expected to

rise to 6 million jobs globally in 2019

and a projected shortfall of employees

for 1.5 million job openings. Median

pay for an entry-level position for peo-

ple with a bachelor’s degree is currently

$88,890, according to the Bureau of La-

bor Statistics, with the highest 10 per-

cent of cybersecurity professionals earn-

ing more than $140,000.

Motorola Solutions, Inc. and Ra-

diocoms have announced that

Hampshire Fire and Rescue Service will

deploy 1,000 MOTOTRBO radios and

WAVE 5000 mobile communicator ser-

vice. The agreement will enhance com-

munications and the safety of fire staff

both in-vehicle and on the frontline.

The new MOTOTRBO DP4601e

portable radios will provide the fire ser-

vice with a range of innovative features

such as push-to-talk instantaneous com-

munication, enhanced audio quality, in-

tegrated accelerometers for man-down

protection, Bluetooth, GPS and Wi-Fi.

The agreement will also see com-

mand support vehicles use Motorola

Solutions’ WAVE 5000 mobile commu-

nicator service to provide reliable access

to the Airwave network, as well as to

Hampshire’s own DMR talk group. This

will drive real-time collaboration and

enable staff to communicate via voice

or text using a range of networks, in any

location and in any environment via an

easy-to-use application.

The result is a unified communica-

tions network that will enable Hamp-

shire fire and rescue service staff to ex-

perience a superior level of fire ground

communication in even the most diffi-

cult or hazardous of conditions.

The integrated service will see over

1,800 members of Hampshire fire and

rescue service benefit from superior in-

vehicle, in-building and frontline com-

munications allowing the fire service to

provide a superior level of support to 1.8

million Hampshire citizens.

Faced with a rise in the number of

technology devices used by resi-

dents, visitors, and employees, cities are

turning to wireless and wired solutions

to increase operational efficiencies, pro-

mote economic growth and improve the

quality of life for citizens. To support

its increased role in providing seam-

less wireless networking solutions to

smart cities, the City of Troy, Alabama

selected Extreme’s software-driven end-

of Troy expanded its BYOD program to

Illinois Electric Cooperative (IEC) has

recently selected Proxim Wireless’

solutions to upgrade its network infra-

structure delivering upwards of 50Mbps

to each customer.

Established in 1936 and covering

a territory of about 2300 square miles,

IEC provides public utility services in-

cluding broadband services for residents

and organizations across 10 counties in

west-central Illinois. IEC was looking

for a reliable solution to provide a rich

broadband experience to its users.

“When we started our fixed wireless

internet service in 2006, a 1MB connec-

tion was more than adequate. Today, that

won’t even adequately run their Netflix.

We feel there is a constant need to keep

pace with consumer expectations on

bandwidth,” said Sean Middleton, Man-

ager of Engineering, IEC, “We already

owned substantial tower infrastructure

with legacy products at lower bandwidth

capacity. We needed more bandwidth

for the same base station and CPE price

point as our legacy system.”

“Proxim offered us bandwidth

speeds greater than our legacy offerings

with better noise mitigation. We were

Perusahaan Gas Negara (PGN) is the

largest company in Indonesia for the

transportation and distribution of natu-

ral gas. The total length of distribution

pipelines of this company is 3,187 km,

serving around 84 million customers.

As the owner and operator of four

transmission pipelines, PGN is respon-

sible for guaranteeing security along the

entire chain of conservation and distri-

bution of gas, and for delivering prod-

ucts and services in accordance with the

needs of consumers.

During the transport phase, the gas

is pushed through the pipelines at a very

high pressure. When it reaches the end

users, however, its delivery pressure

must be adjusted so that it falls within an

acceptable range (as detailed in the con-

tractual delivery specifications).

This is to prevent consumers from

being exposed to the full transport pres-

sure reached within the pipeline. A me-

ter and regulator station is used to regu-

late the natural gas outlet pressure, and

reduce it to an acceptable value.

To this end, PGN has developed a me-

ter and regulator station (the Master Con-

trol Station) that works via remote control,

directed from the control room. This project

plays an active role in the PGN’s commit-

ment to achieving operational excellence

in process management, with the focus

on optimising safety, improving efficiency

and on maximising reliability throughout

the gas supply chain operations.

To guarantee reliability and security

of the control function, it is necessary

to monitor the process using specialised

CCTV equipment for hazardous zones.

10 PTZ units from the MPXHD se-

ries have been chosen for the realisation

of this surveillance system, because of

their reliability in providing perfect vid-

eo footage and their compliance with the

highest security standards for operation

in hazardous areas.

The PTZ units are used to directly

monitor the metering and regulating op-

erations remotely from the master con-

trol room.

sioning platform and ProximVision® Ad-

vanced (PVA) software for management.

None of the other wireless manufactur-

ers had the same carrier class connec-

tivity and throughput we were looking

for with an organizing package such as

PVA,” Sean Middleton concluded.

Upgrading the network involved not

only higher capacities to the end users,

but increased throughput in the back-

bone was also necessary. The Tsunami

QuickBridge® 10100 product with up to

650Mbps of useable throughput was de-

ployed in the backbone. CPEs and Base

Stations, over 1200 units to date, provide

last mile connectivity.

In addition to the Tsunami upgrades

performed, IEC also began deploying

Proxim’s outdoor rated WiFi AP, the ORi-

NOCO® AP-9100R. All of this is man-

aged with ProximVision Advanced, a car-

rier class hybrid network controller.

“In the recent years, we have taken

our wireless solutions to a whole new

level in terms of noise mitigation and

higher QoS. We also realized the impor-

tance of an advanced carrier manage-

ment and controller system. PVA gives

experienced Service Providers like IEC

the power to manage and differentiate

their client offerings,” said Greg Mar-

zullo, CEO and President, Proxim Wire-

less.

As a result of incurring reported

operational losses due to the theft

of products and assets onsite, Bulk

Oil Storage & Transportation Co. Ltd.

(BOST) approached the security sys-

tems installer in the country, JIDEM Se-

curity, to design and specify a perimeter

IP surveillance system, with Public Ad-

dress over IP capability from a central

location. The requirement outlined the

provision of a dedicated CCTV moni-

toring control site within the facility to

accommodate recording capabilities and

monitoring staff on a 24/7 basis as part

of an ongoing contract.

The solution

The design, planning and imple-

mentation of an end-to-end HD IP

CCTV system, delivered to a dedicated

control room facility within the site

premises was carried out with the help

of a Wavesight designed and provisioned

wireless network infrastructure – utilis-

ing a host of Wavesight radio products

and industrial interconnects to facilitate

a comprehensive day/ night Megapixel

perimeter surveillance system. Further

the wireless network

infrastructure was lev-

eraged by integrating a

Public Address system

used by the security con-

trol room operators.

JIDEM Security

in partnership with

Wavesight, scoped the

project through the de-

sign and planning stages to include a to-

tal of 55 IP cameras comprising a com-

bination of 1080p/ 720p IR equipped

CCTV sensors, to be displayed across a

7 monitor video wall with operator cli-

ent workstations. Wavesight designed

the wireless network to accommodate

all CCTV sensors and the intercon-

nects, and integrated an IP Public Ad-

dress system. Wavesight also provided

on-site consultancy and commissioning

support to ensure that the system was

deployed quickly and efficiently in order

to minimise any operational disruptions.

Within a few hours of the first cameras

coming online, evidence was already be-

ing collected that empowered the BOST

management team to assess and plan to

rectify the risks associated with theft re-

lated activities and other operational ef-

ficiency related activities.

This is the first end-to-end IP CCTV

system deployed over a wireless network

in the country.
