Intelligent Transport Systems (ITS) for Road

Intelligent Transport Systems (ITS) are the foundation to achieving the EU’s vision of seamless transport for both passengers and freight. The availability of ‘open’ and high quality transport data will provide substantial improvements in performance of transport networks, operations and services, whilst fostering their connectivity and facilitating collaboration.

In recent years ITS have been playing a crucial role to achieve the main European objectives for transport safety and sustainability. ITS services are now widely used across Europe and they drive transport effi ciency at both local and national levels. When ITS are applied to road transport, also linking it with other modes, it increases safety and capacity through higher interoperability and better use of the existing infrastructure, with subsequent fi nancial and environmental benefi ts. Through the harmonisation and continuity of pan- European services across Member States, ITS contribute substantially to the creation of the single European Transport Area.

 ITS European Union funding

ITS projects receive European support from a number of diff erent sources. Two of these are directly managed by the Innovation and Networks Executive Agency (INEA):

• Connecting Europe Facility CEF Transport supports trans-European infrastructure and new technologies. CEF has already provided over €100 million of funding for ITS through the fi rst call for proposals, triggering investments of more than €400 million for the deployment of ITS and C-ITS services in Europe. Additional CEF funding of about €170 million is available for new projects under the2015 call, as well as via future calls.> 2014-2020 CEF budget for transport: €22.4 billion> http://europa.eu/!Kn83my

• H2020H2020 supports research and innovation projects, with access to all potential benefi ciaries, worldwide. Currently H2020 has already provided over €45 million to ITS projects, with a further €110 million foreseen to be allocated to Safe and Connected Automation (2015 call) and Mobility as a Service and Automated Road Transport (2016 call).> 2014-2020 H2020 budget for transport: €6.3 billion> http://europa.eu/!Ru89cn

CEF ITS

The Connecting Europe Facility support to ITS not only fosters the needed cooperation within the ‘ITS community’ (public authorities, service providers, road operators, users, etc.), but also contributes to the concrete implementation of EU policies and regulations (i.e. the ITS Directive and its delegated acts).

Interoperable and seamless ITS services imply a continuous cooperation among Member States and other stakeholders, technical harmonisation, and investments in ITS infrastructures that are stimulated and supported by CEF funding managed by INEA.

H2020 ITS

Horizon 2020, the EU’s €80 billion research and innovation programme for 2014-2020, will invest €6.3 billion to address the societal challenge ‘Smart, Green and Integrated Transport’ (€3 billion managed by INEA through the ‘Mobility for Growth’ priority).

This challenge is designed to boost competitiveness of the European transport industry as well as achieve a safe, effi cient, secure and green European transport system. In this context ITS represents the backbone of the ‘Mobility for Growth’ priority, as they foster innovation in transport to yield improved mobility solutions.

 SocialCar

This project is the European social answer to UBER. It develops an innovative approach to car-pooling in urban and peri-urban areas turning it into a complementary transport mode that extends the public transport network.Funding: €5.3 million from the Horizon 2020 EU Research ProgrammeTimeline: from June 2015 to May 2018

 I_HeERO

I_HeERO is preparing the European public emergency services (Public Safety Answering Points) to handle eCalls, in view of the forthcoming mandatory introduction of eCall in 2017.Funding: €15.4 million from the CEF Transport EU ProgrammeTimeline: from January 2015 to December 2017

 Crocodile 2

Crocodile 2 ensures cross-border traffi c management, resulting in harmonised and synchronized ITS applications and the pro-vision of high quality traveller information.Funding: €8.2 million from the CEF Trans-port EU ProgrammeTimeline: from January 2015 to December 2018

 URSA MAJOR 2

URSA MAJOR 2 provides ITS services to improve safety and effi ciency of freight traffi c, including the enhancement of truck parking services and support for truck navigation services.Funding: €18.4 million from the CEF Transport EU ProgrammeTimeline: from January 2014 to December 2018

 HIGHTS

HIGHTS aims to improve the accuracy of the traditional satellite positioning systems in challenging environments like tunnels and urban canyons by combining them with an innovative use of on-board sensing and infrastructure-based wireless communication technologies.Funding: €5.9 million from the Horizon 2020 EU Research ProgrammeTimeline: from May 2015 to April 2018

 Scoop@F

SCOOP@F is a Cooperative ITS pilot deployment project that intends to connect approximately 3000 vehicles with 2000 kilometres of roads. Its main objective is to improve the safety of road transport and of road operating staff during road works or maintenance.Funding: €10 million from the CEF Transport EU ProgrammeTimeline: from January 2016 to December 2018

 ROADART

ROADART is investigating and optimising the integration of ITS communication units into trucks. The innovations include novel radio channel models, localisation and detection techniques outside the reach of satellite sys-tems and Cooperative Adaptive Cruise Control.Funding: €3.9 million from the Horizon 2020 EU Research ProgrammeTimeline: from May 2015 to April 2018

 BonVoyage

BONVOYAGE will launch a multimodal door-to-door travel platform and a mo-bile app for both passengers and goods.
