Expression of Interest for COVID-19 Intergenerational Community Connection Art Project Moreland City Council is pleased to launch an open Expression of Interest (EOI) process, encouraging Moreland based artists or artist collectives to propose a collaborative community art project process, culminating in a public community artwork in Coburg. Any eligible artist or organisation is encouraged to apply through this EOI process by submitting a concept idea for the collaborative process and project for the site. The details for the EOI process, and site specifics are outlined below.

Concept

A collaborative public art project created by older and younger community members of Coburg, aiming to build intergenerational connections within the local community during the COVID-19 pandemic. An artist will bring together a group of Coburg community members to co-develop a shared artwork. The final artwork will be brought to life, possibly on an exterior wall of Coburg library or at another proposed site/s nearby (dependent upon artist proposal). The work and process will:

celebrate community, targeting people living in Coburg affected by COVID-19 isolation pair up experienced older generation community members who have something to teach, with

those younger community members who are keen to learn incorporate Coburg’s cultural diversity

Community participants will be identified and secured through existing Council community network relationships. An artist or group is required to design and deliver the program then art work.

Project goal

To deliver a community-based art project, guided by local artists. The project is aimed at connecting Coburg’s older people and youth together with their communities while in continued home isolation and during the slow re-emergence into the public space after the COVID 19 pandemic restrictions are lifted.

The project is aimed at addressing council objectives such as:

Older people are celebrated in our community and discrimination is addressed Older people have opportunities to participate in, and inform, civic life Capturing stories of Coburg’s aged and youth community members – interpreted by artist in

installation Creating new relationship building opportunities between Coburg’s aged and youth community

members (Art) that challenges the stereotype of ageing and celebrates positive ideas of aging

Site

Coburg Library

Located at Victoria & Louisa Streets, Coburg

South wall facing library car park. This wall can be seen clearly by pedestrians and vehicles driving on Louisa/Waterfield Street. Option to also include the adjoining West wall section facing Louisa Street. Dimensions: Approximately 6m H x 9.2m W (both walls) Logistics: Elevated work platform may be required (artists will require all relevant licences), traffic and pedestrian management will need to be considered. Background: Victoria Street Mall is the informal community hub of Coburg and offers the highest foot traffic count within the Activity Centre. The Coburg library adjoins Victoria Street Mall offering an infrastructure asset situated in a prime site to continue building on Council’s objectives; in this instance intergenerational connections and tackling widespread ageism.  Note: Council also welcomes submissions for works that are not based for this proposed site or are not site specific at all. Any submissions for other sites will need to explain reasoning for site selection and to investigate required permissions for the site. All sites must be on or around Victoria Mall Coburg. Sites that are not owned by Council require owner permissions, please consider this if proposing an alternative.

EOI Submission

Eligibility

We encourage all artists/arts organisations/collectives eligible to work in Australia and who have a current ABN to apply through this EOI. Artists/arts organisations/collectives must have no outstanding grant acquittals or outstanding debts owing to Council.

Works

The scope of works includes:

Management of collaborative workshops with elderly and youth community (participants to be connected and offered support by Council via existing networks). Number of participants estimated between 15-30 though dependent upon artist submission, numbers can be higher.

Creation of collaborative design to be approved by Council. Supply of all materials required. Supply and operation of all equipment required. Preparation of wall for application of the work. Completion of the works on or prior to agreed completion date.

More detailed “artist responsibilities” are outlined further below.

Budget

$15,000 ex GST

Including all projects costs from artist fee, project management, running workshops, program design, artwork design, equipment hire, and final install of the work.

Submission

Essentially, we would like to get an idea of what you plan to do and how you propose to do it. How would you go about running community workshops culminating in a public artwork?

Applicants are requested to submit a single .pdf document containing:

A proposal on how you would manage the program, from collaborative workshops to the installation of the work (approx. 300 - 500 words) *NOTE digital divide for older participants

A short paragraph on your connection to Coburg (max 100 words) A short bio on experience in similar projects - collaborative community art workshops and public

Selection Criteria

Submissions will be evaluated against the following criteria:

Proposal merit in achieving stated goals Feasibility, integrity and creativity of proposal Experience in previous collaborative community art projects Connection to Moreland community, specifically Coburg

Application Submission

Process Following the close of the Expression of Interest period, Council’s Selection Panel will consult with key stakeholders as part of the selection process to select and invite one artist / group to undertake the project. It is expected that successful and unsuccessful applicants will be notified by late June 2020. The successful artist will be engaged to develop and finalise the agreed concept design, in consultation with, and as approved by, Moreland City Council. On finalisation and approval of the design, the commissioned artist will be required to enter into an Agreement with Moreland City Council that outlines the responsibilities of all parties to deliver the installation of the art as per the terms of the contract and the specified timeline.

Artist Responsibilities

Council requires the project artist to:

Manage and deliver the project within the agreed schedule Deliver the agreed concept and design (as approved by Council and property owner) Work in accordance with best practice community cultural development principles and practices

in the consultation, research, creative development and design Consult and liaise with Council staff as required Undertake site visits Remediate the site if required Hold all licences required for elevated work platform use, if necessary Prepare and follow Safe Work Method Statements for the installation of the mural Follow all applicable Occupational Health and Safety (OH&S) Standards Deliver the project in accordance with an agreed set of delivery milestones Delivery of artist statement and availability for media interviews

Safety

If selected, you will be required to make a Job Safety Analysis before commencing installation. Council’s Public Art Officer will be available to assist with this. Safe work practices must be used throughout the installation period, and appropriate methods used to protect the built and natural environments at and around the site
