Chairman of PHRI Buleleng, DewaKetut Suardipa, said that a number oftourism facilities in North Bali were leftin damaged condition since many yearsago. For instance, the toilet at LovinaBeach had been unusable for manyyears. Moreover, there was no waterconnection to the toilet and no attemptto do so. “This condition disappointedthe tourism businesspeople and localresidents eventually dismantle thebuilding,” he said.

Michoacan state Attorney General Jesus Montejanosaid the bodies of Tancitaro Mayor Gustavo Sanchez andcity adviser Rafael Equihua were discovered in a pickuptruck abandoned on a dirt road near the city of Uruapan.

Montejano’s spokesman, Jonathan Arredondo, saidinitially that the victims were hacked to death with a ma-chete, but the attorney general said they were killed withstones.

Arredondo said police were trying to determine a pos-sible motive.

Tancitaro, a town of 26,000 people, is in a region wheresoldiers have destroyed more than 20 meth labs in thelast year and several police officers have been killed bysuspected drug gang members.

Last year the city council chief, Gonzalo Paz, was kid-napped, tortured and killed. Then in December, the mayorand seven other town officials resigned saying they hadbeen threatened by drug traffickers and local police werenot showing up to work.

Soon after, the department’s entire 60-officer force wasfired for failing to stop a series of killings and other crimes,and Michoacan state police and soldiers took over secu-rity in the town. Sanchez was named mayor in January.

Also Monday in Michoacan, five gunmen and a ma-rine were killed in a shootout in Coahuayana on the Pa-cific coast, the navy said in a statement. A second marinewas wounded, and authorities were searching for moregunmen.

Coahuayana authorities canceled school and warnedpeople to stay indoors.

The navy said another gunbattle across the country inthe Gulf coast state of Tamaulipas left eight gunmen andone marine dead in the border city of Reynosa.

Meanwhile, the Defense Department said soldiers ar-rested a man suspected in the kidnapping and killing ofthe mayor of Santiago in the border state of Nuevo Leon.It said in a statement that Miguel Cervantes was arrestedMonday.

WASHINGTON - US authori-ties on Monday signaled their in-tention to monitor almost all banktransactions to and from theUnited States, part of an anti-ter-ror drive that is rekindling privacyconcerns.

The Treasury Department’s Fi-nancial Crimes Enforcement Net-work has asked that banks “reportinternational transactions equal toor in excess of 1,000 dollars,” ac-cording to a statement.

At present transactions of under10,000 dollars are not reported tothe US authorities, a practice thathas raised concern among anti-ter-rorism officials who say financingcan be unbundled to easily passunder the radar.

“This regulatory plan willgreatly assist law enforcement indetecting and ferret ing outtransnational organized crime,multinational drug cartels, terror-ist financing, and international taxevasion,” said the network’s di-rector James Freis.

The proposed rules would be-come law from 2012, after pass-ing various legislative hurdles, butalready they face fierce opposition.

The economies would expand 8.2percent in 2010, up from the bank’s7.5 percent forecast earlier this year,as the trade-driven region “recoveredfrom the global (financial) crisis withremarkable speed and vigour,” theADB said in its twice-yearly economicforecast.

Growth would slow to 7.3 percentin 2011, while inflation would remainwithin the central banks’ “comfortzones” of an average 4.1 percent thisyear and 3.9 percent in 2011, the re-port said.

“Developing Asia’s recoveryseems to have taken a firm hold,” ADBchief economist Jong-Wha Lee told apress briefing in Hong Kong Tuesday.

“But we should not be complacent.There are still a lot of challenges tolong-term, sustained growth.”

The latest forecast remained belowthe region’s record 9.6 percent expan-sion in 2007.

Asia’s developing economies stilllag far behind industrial economies inper capita income and the region re-mains home to two-thirds of theworld’s poor, Lee said.

Officials would also have to focuson efforts to “broaden and deepen”their financial markets and tightenregulatory enforcement, Lee added.

SINGAPORE - Singapore stateinvestment agency GIC has recov-ered most of its losses caused by the2008 financial crisis after the glo-bal economy rebounded last year, of-ficials said.

The Government of SingaporeInvestment Corporation (GIC) saidlate Monday that the average rate ofreturn on its investments rose to 7.1percent in US dollar terms in theyear ending March, up from 5.7 per-cent the previous year.

In the year to March 2008, be-fore the financial crisis broke out inthe United States as a result of ahousing mortgage meltdown, GIChad reported an average rate of re-turn of 7.8 percent.

GIC, which was set up in 1981,is one of the city-state’s two sover-eign wealth funds — along withTemasek Holdings — and investsSingapore’s foreign reserves of wellover 100 billion dollars with a 20-year horizon in mind.

Heytens said the bank “very muchwelcomed” China’s announcement inJune that it would move to a more flex-ible exchange rate, amid cries from

critics that Beijing was undervaluing itsyuan currency to boost exports.

A changing labour market wouldrequire better educated workers, whileurban congestion and environmentalproblems threatened to curb develop-ing Asia’s growth, the report said.

Lee acknowledged there were some“striking differences” in the quality ofregional infrastructure development,especially between East and South Asia.

East Asia — including Hong Kong,China, South Korea, and Taiwan — isforecast to lead the region with an 8.6percent rise in gross domestic productin 2010, up from the bank’s earlier 8.3percent forecast, the report said.

Southeast Asian economies willgrow 7.4 percent in 2010, from an ear-lier 5.1 percent estimate, as countriesincluding Thailand, Malaysia and Viet-nam see an upswing in their exports,the bank said.

India will lead South Asia’s 7.8 per-cent GDP increase this year, the banksaid, from its previous 7.4 percent fore-cast.

Central Asia, including Kazakhstanand Azerbaijan, will see 5.1 percentgrowth compared with the earlier 4.7percent estimate.

Pacific island nations are are seengrowing 4.3 percent in 2010, outpac-ing a 3.7 percent rise forecast earlier,the report said.

GIC did not put a value on itsportfolio but said public equities,mostly in the developed markets,made up 51 percent of its overall as-sets followed by fixed income in-vestments at 20 percent.

The rest of its portfolio comprisedreal estate, natural resources andprivate equity, GIC said.

“GIC started to selectively takeon more risk from the second quar-ter of 2009, amidst growing confi-dence in the economic recovery,”said deputy chairman and executivedirector Tony Tan.

“I am pleased that the 20-yearreturn of the portfolio has im-proved,” he said.

GIC’s invests in a wide widerange of asset classes including pub-lic equities, real estate in leadingworld capitals and private equities.

Temasek invests mostly inSingapore and Asia and has stakesin leading companies includingStandard Chartered bank and flagcarrier Singapore Airlines.

Valentino Rossi is expecting adifficult weekend for his body atthe Japanese Grand Prix given thenature of the circuit. The Yamaharider struggled with his shoulder in
