1) SEA-EU-NET (INCONET Southeast Asia)
• Project funded by the European Commission (2008-2012) to foster S&T cooperation between Europe and South East Asia
• one of ten running INCONETs (major world regions)
• Involving 10 partners from Europe, 3 from associated countries and 9 from South East Asia
• Run by policy makers and science administrators
• 3 main objectives:– Stakeholders dialogue between European countries and countries from SEA on
S&T cooperation
– Increasing participation of researchers from SEA in FP7
– Scientific analysis; developing and providing policy recommendations

1) Stakeholders dialogue
- High-level political support is necessary to get things going (parallel top-down
and bottom-up approach)
- Platform to link different bi-regional and bilateral initiatives
- Need for an ongoing dialogue between policy makers, scientists and
stakeholders
2) Strengthening of FP7 participation
- FP7 National contact points in SEA are key to reach out to SEA research
community
- FP7 is not an “easy sell” (no ASEAN-specific priorities, “global competition”,
collaborative research in big teams, high entrance barrier)
- Some thematic areas/priority themes for cooperation are clearly of mutual
benefit (Health/EID, Environment/Biodiversity, Food safety/Quality)
- FP7 alone is not sufficient (esp. to strengthen cooperation with weaker ASEAN
countries) – FP cooperation has to be set in a wider framework (mobility
schemes, long-term institutional cooperation)

3) Scientific analysis, recommendations
- Data analysis (FP7, Bilateral projects,. co-publication data) shows that S&T
cooperation between EU and SEA countries is very diverse and strong and
focuses on a selected number of subject areas (Environment/Climate Change,
Biotech/Agriculture, Health/Infectious diseases)
- Little knowledge among EU policy makers (and scientists) about dynamics in
SEA S&T systems
- Relatively low visibility of S&T cooperation between the two regions
General observations
- Consortium structure is key for success – project needs to be driven by organisations
responsible for implementing international S&T cooperation (own interest in fostering
S&T collaboration)
- Little policy coherence on EU Com level (Cooperation priorities vary greatly among
different DGs – f.e. energy cooperation)

4) Next steps - Southeast Asia – Europe, Year of Science and Technology, 2012
• An idea born within the SEA-EU-NETbased on our dialogue activities
• Proposed as a bi-regional joint approach
• The overall objective of the Southeast Asian Science & Technology Year 2012 is to highlight, promote and extend the EU-SEA S&T cooperation
• The Year of Science and Technology should focus on: – Political Dialogue on S&T – Bi-regional high-level political dialogue
– S&T cooperation - concrete instruments and activities to support scientists; (e.g. scientific workshops, events and establishment of new funding mechanisms like fellowship schemes)
– Science awareness/Science communication - Building broad public awareness for S&T cooperation.

The approach for managing the Year of S&T:• Agreed and supported by policy makers from both regions• Integrating a wide range of actors and activities under the umbrella of the S&T
year • SEA-EU-NET as a facilitator/platform to support the implementation
What SEA-EU-NET is offering:
1. Management & Communication (“Secretariat for the Year of S&T”)
2. Marketing (YoS website, Logo, Promotional materials)
3. Evidence on S&T cooperation as a background for political action (Analysis, Studies, Bibliometrics)
4. Running own activities (Kick off meeting (Hanoi 2011), Road shows, Summer schools)
5. Prepared to take the lead on new instruments/activities (Fellowship schemes, S&T agreement, ERA-NET)
