    5LNC Coordination Meeting Report

    History of the Meeting PART I – HISTORY OF THE MEETING 1. PLACE AND DURATION

    1.1 The 5 Letter Name Code (5LNC) Coordination Meeting was held at the ICAO ESAF Regional Office at the United Nations compound in Nairobi, Kenya on 9 November 2011. 2. OPENING 2.1 The 5LNC Coordination Meeting was officially opened together with the ICAO 5LNC (ICARD/5LNC) Seminar/Workshop on 8 November 2011, by Mr. Boitshoko Sekwati, Deputy Regional Director, on behalf of Mr. Meshesha Belayneh, Regional Director, Eastern and Southern African (ESAF) Regional Office. 2.2 In his opening remarks, Mr. Sekwati welcomed all delegates to Nairobi, to the Workshop and to the 5LNC Coordination meeting. He expressed appreciation on the attendance and acknowledged the efforts of the States and organizations that had made it possible for their officials to attend the events. 2.3 Mr. Sekwati highlighted that the primary goal of the meeting and other events held alongside it during the week is the development of an AFI ATS route network that will contribute to safety of air navigation and ensure operational improvements that support efficiency and environmental protection. Noting that significant progress had been made in the development of air traffic services (ATS) routes over the past year, he indicated that the Regional Office is taking specific steps including workshops to support States in taking an increasing role in this regard. 2.4 Finally, Mr. Sekwati wished the participants a fruitful outcome of the meeting and declared the events formally open. 3. ATTENDANCE 3.1 The meeting was attended by a total of seventeen (17) participants from ten (10) States. The list of participants is at the Attachment A to the Report. 4. OFFICERS AND SECRETARIAT 4.1 The meeting was chaired by Mr. Vincent S. Gama, Chief Air Traffic Control Officer (CATCO) from Swaziland Civil Aviation Authority (SWACAA). Mr. Seboseso Machobane, Regional Officer ATM/SAR, ESAF Regional Office was the Secretary of the meeting. He was supported by Mr. David Labrosse, Regional Officer ATM/SAR, ESAF Regional Office and Mrs Nicole Goldschmid, Assistant ATM and ICARD Data Manager from the EUR/NAT Regional Office. 5. LANGUAGE 5.1 Discussions were conducted in the English language and documentation was issued in the same.

    REPORT ON AGENDA ITEM 1: ADOPTION OF AGENDA AND ELECTION OF THE

    FACILITATOR AND RAPPORTEUR

    1.1 The meeting reviewed and agreed on the proposed agenda for the First 5LNC Coordination Meeting, copy of which had been forwarded to States and international organizations as an attachment to the invitation State Letter. The agenda was adopted as indicated in paragraph 6 of the History of the Meeting. 1.2 The meeting agreed to elect a Facilitator from among the participants to facilitate its deliberations. In this regard, and in accordance with usual practice for meetings arranged at Regional or Sub-regional levels, the representative from Mozambique proposed Mr. Vincent S. Gama, Chief Air Traffic Control Officer (CATCO) from Swaziland Civil Aviation Authority (SWACAA), as the meeting Facilitator. The proposal was seconded by the representative from Seychelles, and the meeting acknowledged the nomination by acclamation. Accordingly Mr. Vincent S. Gama was elected as the Facilitator of the First 5LNC Coordination Meeting. 1.3 In accepting the election, Mr. Gama thanked the participants for their confidence in him, and assured them that, with their able support he will do his best to serve the proceedings of the meeting. 1.4 The meeting also nominated Mr. Jackson. Kiriga, Chief ATS Inspector from Kenya Civil Aviation Authority (KCAA) as Rapporteur of the Meeting.

    REPORT ON AGENDA ITEM 2: REVIEW OF CHALLENGES IN APPLICATION OF 5LNC 2.1 The meeting acknowledged that duplications in 5LNC, similar pronunciations within close proximity, etc. are causes of inconveniencies for users including aeronautical data managing entities responsible for navigational software updates of aircraft FMS globally. More importantly, they have unacceptable safety implications directly and indirectly affecting the airspace users and air navigation service providers (ANSPs). 2.2 The meeting noted that since the introduction and usage of 5LNCs by States/ANSPs when developing ATS routes, there has been an increase in duplicated 5LNCs published by States. This is commonly noted in regard to 5LNC for transfer of control points (significant points) at the FIR boundaries. In most instances, geographical coordinates for the same 5LNCs published in Aeronautical Information Publication (AIP) of the States concerned, i.e. States sharing the common FIR boundary, are different, thereby resulting in duplicated 5LNCs being recorded in the ICARD system database. This poses an obvious safety concern to users when operating along those routes having duplicated 5LNCs. Among others, this results in one reporting point appearing as if there are two, at geographically different locations, with potential jagged route trajectories and incorrect estimates over FIR boundaries. 2.3 The meeting agreed to commence the process of addressing the various duplications in 5LNCs. In this regard the meeting considered specific 5LNCs, and took action to resolve the duplications as indicated in Appendix 2A to the report on agenda item 2. 2.4 The meeting agreed that States should take all necessary action to ensure that duplication of 5LNCs at FIR boundaries is eliminated and avoided

    REPORT ON AGENDA ITEM 3: PROCEDURE FOR ADOPTION OF 5LNC AT FIR

    BOUNDARIES 3.1 The meeting recalled its deliberations on issues under agenda item 2, including the various implications related to matter of duplications of 5LNCs.

    3.2 Furthermore, the meeting acknowledged that delays in agreeing on 5LNCs and/or their geographical coordinates results, in undue delays in the implementation of ATS routes or specific trajectories thereof, and consequently the delay of operational improvements and benefits being sought by users. 3.3 In view of the above, the meeting developed a proposed “Procedure for Adopting 5LNCs at FIR Boundaries,” at Appendix 3A to the report on agenda item 3, to be presented to an appropriate APIRG subsidiary body/ies for consideration and adoption at Regional level. 3.4 Notwithstanding the above, the meeting delegates highlighted that the process of coordination is often delayed or disabled by States not responding when requested for coordination by their adjacent States. In this regard, it was requested that ICAO should consider convening coordination meetings, where 5LNC and other airspace management matters can be addressed. The role that can be played by users (represented by IATA) in the coordination processes was also acknowledged.

    PROPOSED PROCEDURE FOR ADOPTION OF 5LNC AT FIR BOUNDARIES

    AND RESOLVING 5LNC DUPLICATIONS INVOLVING ADJACENT FIRs 1. States having common FIR boundary should coordinate between themselves on the

    selection of 5LNCs for use at the FIR transfer of control points; 2. States having common FIR boundary should coordinate between themselves to ensure

    that the 5LNC for the FIR transfer of control point for a specific ATS route, has absolutely no difference in the geographic coordinates to be published in their respective AIPs;

    3. States should ensure that the publication of the above 5LNCs or revised coordinates

    thereof is not effected before the States concerned have completed the coordination process as in 1. and 2. above, and agreed in writing (letter, email, etc.) on the applicable details;

    4. Agreed 5LNCs and their geographical coordinates being referred to above should be

    communicated to relevant ICAO Regional Offices; 5. In the event that there are complexities that cannot be expeditiously resolved in

    effecting the coordination envisaged above, the concerned State/s may request the support of the relevant ICAO Regional Office in the process;

    6. In the event that States have undertaken the due process of coordination and

    consensus cannot be achieved, the concerned State/s may request the support of the relevant ICAO Regional Office to:

    (a) facilitate coordination in order to achieve the sought consensus; or (b) provide the 5LNC and resolve the differences in geographical coordinates. The

    outcome of this process is to be honoured by the States concerned; and

    7. While undue delays should be avoided in the coordination processes, the support of ICAO Regional Offices should be sought only after States have had reasonable time to coordinate and address the issues in question.

    REPORT ON AGENDA ITEM 4: ANY OTHER BUSINESS 4.1 The Secretariat expressed appreciation on the effort made by States to address the challenges related to application of the 5LNCs. This included the information brought up by States regarding 5LNCs that were not in the ICARD database. The spirit of cooperation and willingness to achieve consensus in order to resolve challenges including differences in geographical coordinates, was particularly noted. 4.2 Ethiopia highlighted that most of the 5LNCs concerning Addis Ababa FIR were coordinated through the ICAO MID Regional Office. In order to facilitate updating of the 5LNCs including amendments, Ethiopia requested that the 5LNCs for Addis Ababa FIR be transferred to the ESAF Regional Office.
