the Private Secretaries announced in 2011, there were no eligible candidatesin FTO Secretariat. The up-gradation of existing Private Secretaries of FTOSecretariat will be decided keeping in view their service record/fitness as perthe laid down criteria.

(c) Only one Private Secretary named ‘Mr. Farzand Ali’ wasupgraded from BS-18 to BS-19 with the approval of Federal Tax Ombudsmanw.e.f. 23-12-2012, who has since been retired from government service.

The up-gradation of above Private Secretaries will be decided by FTOSecretariat keeping in view their service record/fitness in the light of rules/regulations applicable to FTO Secretariat during the current calendar year 2018.

Will the Minister for Human Rights be pleased to state:

(a) the number of women murdered on the pretext of Karo-Kari,Wanni and other heinous barbarious practices during the lastfive years; and

(b) the number of women and girls raped during the said period?

Minister for Human Rights (Dr. Shireen M. Mazari): (a) Thenumber of women murdered on the pretext of Karo Kari, cases of Wanni andother heinous barbarous practices are registered with Federal and ProvincialPolice Departments, in terms of criminal offences. Accordingly, the action istaken by them against the persons involved in such cases. As per informationobtained from National Police Bureau, Ministry of Interior, total number ofhonour killings cases registered in the country in the last five years (January2014- June 2018) are 1548, Wanni cases are 45 and other heinous crimesare 5416.

(b) The number of cases of women and girls raped/ gang raped duringthe last five years is 14,003.

The year-wise detail of registered/cases in the country as per informationreceived from National Police Bureau is Annexed.

Will the Minister for Human Rights be pleased to state the stepstaken by the Government for the protection of women in Pakistan?

Minister for Human Rights (Dr. Shireen M. Mazari): TheGovernment of Pakistan is committed to ensure Protection and Promotion ofWomen Rights as envisaged under the Constitution of Pakistan as well asinternational commitments by adopting all possible measures. The steps takenby the Government for Protection of Women Rights in the country areas under:

1. The Government gives special attention for enactment andimplementation of laws for protection of Women Rights in thecountry. In this context, the following major laws have beenpromulgated:

i. The Criminal Law (Amendment) (Offences relating to HonourKilling) Act, 2016.

ii. The Criminal Law (Amendment) (Offences relating to Rape)Act, 2016.

iii. The Criminal Law (Third Amendment) Act, 2011 ( anti-womenpractices).

iv. The Protection Against Harassment of Women at theworkplace Act, 2010.

v. Hindu Marriage Act, 2017: the first personal law to regulateHindu marriages, has been promulgated to register marriagesand to prohibit marriage of minors by prescribing theminimum age of eighteen years.

vi. The Women in Distress and Detention Fund (Amendment)Act, 2018 to operationalize the Fund for women in distressand detention.

vii. National Commission on the Rights of the Child Act, 2017promulgated: The Commission will examine existing lawsrelating to child and propose new legislations related to childrights including girl child.

2. National Commission for Human Rights (NCHR) has beenestablished with a broad mandate and powers to take suo-motoactions. The Ministry of Human rights has also notified the NCHRComplaint Rules which comprehensively elaborate the procedureregarding evaluating and disposing of complaints of Human Rights,including the Rights of Women. Since December 2015 to October2018, total 274 cases of women related issues were addressedby NCHR.

3. The National Commission on the Status of Women is working asa statutory body, to exclusively work on women issues. Itsmandate is to examine policies, programs and other measurestaken by the Government for women’s development and genderequality; besides review of law, rules and regulations affectingthe status of women; as well as monitoring mechanisms andinstitutional procedures for redressal of violations of women’srights and individual grievances.

4. Helpline 1099 for Legal Advice on Human Rights Violations hasbeen launched. The Helpline (1099) provides referral services toaddress grievances of the victims with special focus on womenrelated issues. Since February 2015 to October 2018, total241,972 calls were received out of which 29,139 eligible caseswere sent to relevant departments for redressal.

5. Family Protection & Rehabilitation Centre for Women is workingin Islamabad to provide protection and legal assistance as wellas psycho-social support to the women victims of violence. Total295 cases were registered during 2017-1018.

6. Establishment of Free Legal Aid Mechanism has also beenproposed for poor and vulnerable litigants with special emphasison protection of rights of women and children.

7. For protection of Inheritance Rights of Women in Pakistan, anawareness campaign to educate the masses about the inheritancerights of women under Islamic jurisprudence and the constitutionhas been initiated.

8. The process of establishment of groups of pro Bono lawyers inevery district to provide free legal aid to women vis-a-visinheritance issues is in progress.

9. The process of seeking ways for documentation of births,especially in rural areas, is in progress.

122. *Haji Imtiaz Ahmed Choudhary: (Transferred from 3rd Session)

Will the Minister for Energy be pleased to state:

(a) the number of persons killed due to high voltage electric wiresin Mandi Baha-ud-Din during the year 2017-18 till date;

(b) the steps being taken by the WAPDA to prevent such causalities;and

(c) the financial assistance/compensation paid by the Governmentto the bereaved families of the said area alongwith their namesand addresses?

Will the Minister for Energy be pleased to state:

(a) the percentage of contribution made by the BalochistanProvince in the total gas production of country during theyear 2017-18 till date;

(b) the total percentage of residential area of the said provinceto which gas has been provided; and

(c) whether it is a fact that the gas is not available in thesurrounding areas of Quetta at present; if so, the steps beingtaken by the Government to supply gas in surrounding areasof the said City?

Minister for Petroleum Division (Mr. Ghulam Sarwar Khan): (a)The production of natural gas from the Balochistan remains 21.28% of the totalproduction of the country during year 2017-18.

(b) SSGC has reported that as such, percentage of residential area ofBalochistan to which gas facility is provided cannot be worked out. However, thepercentage is worked on the basis of household (as per Census 2017) and No. ofbilled Domestic Gas Consumers (as of September 2018) as per the followingdetails:——————————————————————————————S. (c) The SSGC has reported that at present, detail Engineering Surveyfor schemes for provision of gas to 21 villages/ localities (List attached asAnnex-A) in Hanna Urak and Quetta is in process.

Will the Minister for Communications be pleased to state the year-wise total length of roads constructed in Pakistan since 2008alongwith details of nature and area thereof?

Minister of State for Communications (Mr. Murad Saeed): (a)Fifty Nine (59) GoP funded Road Projects have been undertaken since 2008.Total length of these roads is 2,238 Km. Year-wise detail of projects is attachedat Annex-A.

Fifteen (15) Foreign funded road projects have also been constructedin Pakistan since 2008. Total length of these roads is approximately 1473 Km.Details are attached at Annex-B.

(a) the petroleum products consumed by each sector for the lastthree years; and

(b) whether it is a fact that the Government has directed the OilMarketing Companies to ensure sale of domestic petrol productsin the country before placing orders for importing the sameproducts; if so, the reasons thereof?

Minister for Petroleum Division (Mr. Ghulam Sarwar Khan): (a)Sector wise consumption of petroleum, products during last three years is as under:

(b) Yes, it is a fact that the Government has directed Oil MarketingCompanies (OMCs) to ensure sale of domestic petrol in the country, prior toimport, to ensure smooth operation of local refineries. OMCs and refinerieshave Commercial Sale Purchase Agreements among them. Accordingly, OMCsare bound to uplift local products as per committed volumes.

Will the Minister for Energy be pleased to state the steps being takenby the Government to produce cheaper electricity in the country?

Will the Minister for Defence be pleased to state the number of timesPakistan’s border with India and the Line of Control was violated byIndian forces in the years 2017-18 alongwith the details of actiontaken by Pakistan on those violations?

Minister for Defence (Mr. Pervez Khattak): (a) 4225 CeasefireViolations along Line of Control (LOC) and Working Boundary (WB) have beencommitted by Indian Army during the year 2017 and 2018 (till 16 Oct.,2018).

(b) Pakistan Army is responding in a befitting manner and is takingall necessary safeguards to protect life and property of our citizens.

128. *Dr. Nafisa Shah: (Transferred from 3rd Session)

Will the Minister for Human Rights be pleased to state:

(a) the present status of Zainab murder case;

(b) the number of cases of similar nature that have reported incidentand the number of cases after the Zainab case occured; and

(c) the number of cases in which culprits have been identified andapprehended so far?

Minister for Human Rights (Dr. Shireen M. Mazari): (a) Zainabcase was registered on 04-01-2018 at Police Station City A-Division, DistrictKasur in which accused namely Imran Ali was nominated in the FIR on thebasis of additional statement recorded by victim’s father and arrested. Lateron, competent court awarded him death sentence and the culprit Imran Aliwas hanged in Kot Lakhpat Jail to death on 17-10-2018.

(b) and (c) The cases of murder and rape are registered with Federaland Provincial Police Departments, in terms of criminal offences, accordinglythe action is taken by them. As informed by the Provincial Police Departments,11 cases of similar nature have been reported since Zainab’s murder incident(from 04-01-2018 to 19-10-2018).

IGP Punjab has informed that “After incident of Zainab, 06 cases ofsimilar nature have been reported in which one case was recalled due to thereason that one mad dog bit the girl namely Mubashra Afzal. One case isunder investigation and accused is arrested while DNA report is still awaited.Furthermore, four remaining have been challaned and all the accused havebeen arrested.”

IGP Khyber Pakhtunkhwa has informed that 03 cases of similarnature have been registered in Mardan Region and all accused have beenarrested. Moreover, no such incident has so far been reported from otherDistricts of Khyber Pakhtunkhwa.

Regional Directorate of human Rights, Balochistan has informedthat 02 similar cases have been reported and both accused arrested.

IGP Sindh has furnished “Nil” report. Whereas Police Department,ICT has not yet provided any information.

129. *Ms. Munawara Bibi Baloch: (Transferred from 3rd Session)

Will the Minister for Energy be pleased to state:

(a) the steps being taken by the Government to improve low gaspressure in the cities of Balochistan Province during winter; and

(b) whether the Federal Government has taken notice of low gaspressure in various cities of the said province; if so, the detailsthereof?

Minister for Petroleum Division (Mr. Ghulam Sarwar Khan):(a) The SSGC has taken following steps to improve low gas pressure inBalochistan:

(1) Quetta Pipeline (QPL) Capacity ‘ Enhancement Project, whichhas been completed in 2017-18 has enhanced the overall pipelinecapacity from 149 MMCFD to 200 MMCFD for supply of gasto Quetta and surrounding areas.

(2) Installation of One New Compressor Unit of 200 MMCFDCapacity at HQ-Sibi and installation of one standby CompressorUnit at HQ-Shikarpur. This project will increase pipeline capacityfrom 200 MMCFD to 226 MMCFD.

(3) In addition to above, the Company has designed differentreinforcement Schemes to redress the low pressure problems. Detailis given at Annex-I.

(b) Sui Southern Gas Company Limited is always concerned tosupply adequate gas pressure to all gas customers especially in the Provinceof Balochistan. A number of measures are being taken by reinforcing the existingsystem, the details are already given at part (a) of the question.

Will the Minister for Communications be pleased to state whether itis a fact that the Government has increased toll tax rates for differentcategories of vehicles on Highways and Motorways in the country; ifso, the reasons thereof?

Minister of State for Communications (Mr. Murad Saeed):National Highway Authority (NHA) has rationalized toll rates for differentcategories of vehicles on National Highways & Motorways w.e.f Ist July,2018. Latest toll rates attached at Annex-A.

As per NHA Tolling Policy, the toll rates are reviewed periodicallyafter every three (03) years considering the Consumer Price Index.

Will the Minister for Communications be pleased to state:

(a) whether it is a fact that the Lowari Tunnel Project has beencompleted; if so, the date of completion thereof;

(b) the total cost incurred on its completion; and

(c) whether it is also a fact that Lowari Tunnel is closed on variousoccasions for all types of transportation; if so, the reasonsthereof?

Minister of State for Communications (Mr. Murad Saeed): (a)The civil works of Lowari Tunnel Project comprising two tunnels of length 8.5km and 1.9 km, four bridge, approach roads and platforms have beencompleted on 16th November 2017 and are now under defect liability periodof one year. However, the Electro-Mechanical (E&M) Works are underprocurement and yet to commence.

(b) Time of two (02) years is envisaged for completion of permanentE&M Works of the tunnel after its commencement. Furthermore, Rs. 24.52billion has been incurred so far at the project. The expected total cost of theproject at completion will be approximately Rs.40 billion.

(c) After the completion of civil works, some temporary andprovisional (soft operation) of Electro-Mechanical (E&M) works were madeinside the tunnel and was opened to traffic twice a day, which was successivelyincreased to nine (09) hours on the demand by the Commissioner Malakand.Thus, total operation hours eighteen (18) hours with two (02) hours gepbetween traffic use for cleaning the smoke and toxic gases. The detail of timingschedule is enclosed at Annex-A.

Further increase in frequency and timing beyond total eighteen (18)hours is practically not possible particularly during late night.

The design and supervisory consultant have strongly objected to theimprovised arrangements of temporary installation of limited Electro-Mechanical Work and thereupon, operation of tunnel for general public.However, keeping in view the grievances/ miseries of general public the tunnelis being temporarily (soft) operated for public ease.

It is pertinent to mention here that the Honorable Chief Justice ofPakistan was briefed on current timing during his recent visit at project site.The reply has also been submitted in Supreme Court of Pakistan in responseto the notice taken by the Chief Justice of Pakistan. Copy of reply is enclosedat Annex-B.

Current Tunnel operation timings will be reduced in coming winterseason because the Tunnel Access Roads become un­approachable for rescueat night due to pile of thick snow and avalanche threats on Access Roads.

Tunnel timings will be further curtailed during the execution of permanentE&M Works inside the tunnel.

(a) whether any mega project of development of roads was initiated/launched by the previous Government in Abbottabad duringthe last five years; if so, the details thereof; and

(b) whether funds were allocated for the said purpose in the PSDPsduring the aforesaid period; if so, the details thereof?

Minister of State for Communications (Mr. Murad Saeed): (a)National Highway Authority has initiated the Widening/ Improvement ofAbbottabad Built - up Area Project from Muslim Abad to Shahina JamilHospital. Total Length of the Project is 17 KM. The project includes thefollowing three packages:

Package - I:

From Muslimabad to Bus Stand: (6.8 KM)

• 4 Lane Dual Carriageway• Provision of protected U-Turns

Package - II:

From Bus Stand to Allh Hoo Chowk: (1.65 KM)

• Elevated 4 Lane Dual carriageway

Package - III:

From Allah Hoo Chowk to Abbottabad Public School (APS): (8.550KM)

• Existing road to be improved

• Provision of protected U-Turns.

PC-1 for above three packages has been prepared by the ConsultantM/s ACE and submitted to NHA Planning Wing for checking/ scrutiny. Afterapproval from NHA Executive Board, the same will be submitted to CDWPfor approval.

As per recommendation of CDWP, two separate PC-1s i.e. One forland acquisition (Mauza wise) and 2nd for Construction of civil work havebeen prepared and submitted to NHA HQ as per the following detail:——————————————————————————————

Minister for Petroleum Division (Mr. Ghulam Sarwar Khan):SNGPL has reported that gas supply has been commissioned in some localities ofLower Dir since December-2013 & development activities are still in progress inother areas of Lower Dir. Approximately 300 KMs network has been laid andcommissioned till now in following 17 Nos. localities:

1. Odigram.2. Munjay.3. Manzaray Tangy.4. Baroon.5. Haji Abad.6. Shehzadi.7. Kandaro.8. Balambat.9. Khema.

A large number of new consumers are being added on this network Inaddition to this, localities such as Chakdara, Haji Abad, Ouch, Talash and Rabbathave been partially developed & a gas network of approximate 49 Kms is readyfor commissioning.

With regards to supply of gas to the villages having no gas facility, SNGPLcan undertake, feasibility/survey for cost estimates. However, this can only becarried out subject to approval of schemes and availability of funds.

Tender for towers foundation has beenawarded and the work is under progress.

Furthermore, the design & specification for proposed 132 kV gridstation Upper Dir is under preparation and in final stage. After issuance ofdesign & drawings, tender for up-gradation of existing 66 kV grid stationUpper Dir to 132 kV will be called.

A Moratorium was imposedby the Government in the 2011 on provision of gas connections to new housingschemes, which was later relaxed by the Federal Cabinet in the 2017, on thebasis of RLNG supplies. Applications of the Housing Scheme were notprocessed as the Municipal Committee Chakwal has declared the housingscheme as illegal / unapproved for laying of gas network.

(b) The developer of the society submitted an application on29-11-2017 against ID No. 8152762013 for provision of RLNG connectionto the Society. The details of consumers in the Society are as under:

Total number of houses = 1656Special Domestic cases = 06Commercial cases = 212

(c) Owing to the non-approved status of the Housing Scheme, surveyhas not been carried out, which is pre-requisite in order to determineexpenditures.

(d) As stated above at ‘a’ the Society has been declared illegal/unapproved by the Municipal Committee Chakwal vide their letterNo. MCC- CKI/630 dated 13.06.2018. Therefore SNGPL would onlyproceed further upon receipt of a NOC for the Society from the concerneddevelopment authority.

Load growthis a continuous phenomena due to increase in population, influx of electronichousehold gadgets and urbanization. HESCO has proposed a plan which isexpected to cater for its future requirements.

(b) Rehabilitation is a continuous process to replace old lines andpoles in the area. Presently following H.T and L.T proposals have beenapproved for District Hyderabad for year 2018-19.

(b) In pursuance of order of Honorable Supreme Court of Pakistanpassed in Crl. M. A. No. 950 of 2017 in Crl. O.P No. 226 of 2016, NHAExecutive Board, the competent authority for BS-18 and BS-19 posts in itsmeeting held on 12.06.2018 (Annex-B) decided the following:

Regularization orders of 78 officers in BS-18 & BS-19 is herebywithdrawn ab-initio in the light of Paragraph 7 of ICA judgmentdated April 09, 2015 read with Paragraph 26 of judgment incase of “Syed Mubashir Raza Jaffri Vs Employees of Old AgeBenefits” having no regular posts to adjust them at the time ofregularization.

ii. The services of the above referred 78 officers be placed oncontract basis as per their original terms and conditions of initialcontract service for the period of two years w.e.f the date ofissuance of de-notification order of regularization. Thereafter,their services may be extended on yearly basis by the ExecutiveBoard, being appointing authority for BS- 18 & BS-19 on thebasis of their satisfactory performance.

In compliance to the above decision of NHA Executive Board theregularization of 78 officers in BS- 18 & 19 has been withdrawn vide orderdated 26-09-2018 (Annex-A).

Minister for Power Division (Mr. Omar Ayub Khan): (a) It isintimated that the rehabilitation of the damaged building of 33-KV Grid StationThahkot was completed during 2010-2011 under ERRA-Project.

Further, the up gradation of 33 KV Thahkot Grid Station to 132 KVand construction of its associated 132 KV Transmission line from 132 KVGrid Station Besham is approved under PESCO’s own resources.

(b) & (c) The construction of 132 KV Switch yard at the Grid Stationis completed while the electrical equipment including Power Transformer etc.are yet to be arranged and installed.

Similarly, the construction of associated 132 KV Transmission line forthe Grid Station is in progress from 132 KV Grid Station Besham. However,Right of way problems are being faced in construction of Transmission line.

Funds to the tune of Rs. 144 Million for the Grid Station and Rs. 240Million for the construction of associated Transmission line are required tocomplete the work. All possible efforts will be made to complete the projectup to 2019-20 subject to clearance of the Right of way problems andavailability of funds.

(a) whether Oil Refinery is being established/constructed in GwadarTown with the assistance of Saudi Arabia;

Minister for Petroleum Division (Mr. Ghulam Sarwar Khan):(a) The Government of Pakistan and the Russian Federation entered intoGovernment to Government (G to G) Agreement on the Cooperation for theDevelopment of North-South Gas Pipeline Project (“Project”) on 16thOctober, 2015.

(b) The Project will be capable of transporting 1.2 BCFD of gasfrom Karachi to Lahore by laying 42" diameter 1122 Km. The Project will beimplemented the Build Own Operate and Transfer (BOOT) model for a25 year term by the Russian nominated entity. The EconomicCoordination Committee has established a Price Negotiation Committeewhich is currently evaluating the price proposal.The interest rate hasnot yet been determined.

Furthermore, Memorandum of Understanding (MoU) between Ministryof Energy of the Russian Federation and Ministry of Energy (PetroleumDivision) of the Islamic Republic of Pakistan on “Cooperation in ImplementingOff-Shore Gas Pipeline Project” was signed on 27th September, 2018.

The MoU merely envisages a feasibility study to the carried out at thecost and risk of the Russian side. Therefore, there is no interest rate involvedin the Project at this stage.

18. *Mr. Rana Iradat Sharif Khan:

Procedure for posting/ transfer of NHA employees is laid down inPara 4.10 of NHA (Appointment & Transfer) Regulation-2002 approved byNHA Executive Board (Annex-B. Silent features are as under:

- The normal tenure of posting of Officers and staff shall be threeyears on the same post, which can be extended for further two years.

- The above principle may not apply in cases of purely technical officers/expects, who have been recruited for a particular post/cadre.

- As far as possible an employee of 57 years or more age shall beposted to the nearest station of native town and shall not be transferredfrom one station to the other.

- The employees in BS-15 and below shall, as far as possible, berotated within the same region/ station.

- The deputation/contract employees of NHA shall be granted thecurrent/ additional charge of a higher post as per actual requirementsof the Authority, where no regular officer of NHA capable to handlethe said post efficiently is available.

Deputation: Rule 12(7) of NHA Service Rules-1995 (Annex-C) laysdown that:

“The competent Authority may acquire the services of employeesfrom Government Department Autonomous/ Semi Autonomous orlocal bodies against direct quota posts or if a person of requiredqualification and experience is not available for promotion on suchterms of deputation as may be agreed to in consultation with thelending department/body, which shall be in consonance with theFederal Government Rules on the subject”.

Procedure:

Procedure for posting of employees of other departments on deputationin NHA is specified in Paras 4.1 to 4.5 in NHA (Appointment and Transfer)Regulations (Annex-D). Salient feature as under:

- Transfer on deputation will be allowed only when it should not bepossible to fill the vacant posts through normal source of methods ofappointment in the cadre.

- The deputation will not effect the promotion of NHA employees andit will be in the public interest.

- Deputation shall be only against the posts in BS-16 and above. Fillingof lower positions through deputation shall be allowed in veryexceptional circumstances.

The requisitions of services of employees of other departments arereferred to Ministry of Communications. The MoC, after obtaining requisiteNOC from concerned department notify the deputation.

The main reason for “Sale Price” revision of Natural Gas is that SSGCLand SNGPL were selling gas at a “Sale Price” which was lower than their“Prescribed Price” (revenue required to operate including cost of gas). Thissituation caused an unprecedented revenue shortfall of both Sui Companiesas the “Sale Price” of natural gas had not been revised in the last five years inline with the revenue requirements of the said companies which necessitatedincrease in gas “Sale Price”.

Minister for Petroleum Division (Mr. Ghulam Sarwar Khan):(a) SSGC has reported that the Company is committed to supply uninterruptedgas supply to its customers. Low gas pressure complaints from any area arebeing attended to and resolved by enhancing the system pressures and undercapacity pipelines are reinforced with bigger dia meter pipeline. In the financialyear 2017-18, reinforcement scheme for Al­Madina Colony and RasheedColony Tando Jam was executed and commissioned:

(b) The Company further reported that in the Financial Year 2018-19, around 7 Kms pipeline for reinforcement of the system is planned forTando Jam and Tando Qaiser and will be executed accordingly.

SSGCL also invested with cost criteriashare of Rs. 15.714 million for the said schemes.

(b) In fact, out of eight villages of the above gasification schemes,one village has been commissioned on gas, while the remaining schemes ofseven villages are under execution.

(c) The desired information is attached as Annexure.

(d) The Company further reported that the execution work of above07 Nos. schemes is under progress and will be completed by June-2019.

Minister for Power Division (Mr. Omar Ayub Khan): (a) Yes, it isa fact that Besham sub division, previously sub office of rural sub divisionMansehra Hazara circle, was upgraded as sub division during January, 2015and later on detached from rural division Mansehra, Hazara circle and attachedwith Swat division-II, Swat circle on March 2015 for redressal of publicgrievances.

(b) PESCO has issued work order for two new feeders amountingto Rs. 25387863/- for execution. Hence 11-KV Allai &l1-KV Kala Dhaka(Torghar) will be segregated from 11-KV Besham-1, Besham-II & Thakotfeeders.

a positive effect on International Post revenue, Above table shows that PakistanPost has been in positive in terms of net receipts on account of Internationalmail:

REASONS OF DECLINE OF TRADITIONAL MALL

- Personal letters have almost vanished.

- There is an increase in our Express Services. However, there is adeclining trend in traditional parcel mail as people are diverting tofaster services,

- Pakistan Post’s quality of service has been affected due to stoppageof operation of certain air lines from Pakistan. In past, Pakistan utilizedLufthansa airline which has its operations worldwide. Pakistan Postis utilizing the services of transit countries for many destinationsspecially for in North America where our contractual air lines do notoperate, Sending parcels through a third country slows down delivery.This causes negative effect on the business.

Pakistan Post is providing its services throughout Pakistan in far flungrural areas hence its operational requirements are also high whereas the existingoperational vehicles fleet is inadequate to cater the ever expanding postalrequirements.

Lack of modern equipment and technology required for digitalizationof postal network has placed Pakistan Post at a disadvantageous position tocompete with the other Private Courier Companies. Moreover, insufficientallocation of funds for modernization/development is another reason to makeit compatible with private couriers.

Population and postal services are increasing at steady pace but newposts have not been created since 1992-93 and no recruitment has been madesince 2011 which has resulted into an acute shortage of operational staffthroughout the country. This is one of the main reasons of declining performance.

In the presence of Internet, Mobile SMS, Face Book, E-mail, Tweeterand WhatsApp, the decreasing of unregistered private letter mail is a worldwidephenomenon and Pakistan is also not an exception.

(b) & (c) STEPS TAKEN TO IMPROVE THE PERFORMANCE ANDREPUTATION OF POSTAL SERVICES AT PAR WITHPRIVATE SECTOR SERVICES:—

Following steps have been taken by Pakistan Post Management toimprove the performance and reputation of postal services at par with privatesector services.

1. Introduction of Ums-Cash On Delivery Service­(Ums-Cod)

Pakistan Post has introduced a new service namely “UMS-CASHON DELIVERY”. Packets, parcels and printed papers prepaidwith postage of UMS fee may be transmitted by the inland post asCOD articles, provided that the amount specified for remittance tothe sender in the case of any such articles does not exceed Rs.100,000/-. At present, the UMS COD Service is available in 226cities and towns of the country.

2. Introduction of Electronic Money Order service (EMO).

Electronic Money Order (EMO) is the swift way to transfer moneyfrom one post office to other post office. The EMO Service isconsidered as the safe, affordable and accurate to transfer money inPakistan among. 83 GPOs.

3. Enhancing Maximum Limit Of Urgent Money Orders (UMO)

To cater the varied needs of the customers and to enhance the scopeof the service, maximum limit of a single Urgent Money Order hasbeen enhanced from Rs. 10,000/- to Rs. 20,000/- and for UMS-COD a single Urgent Money Order has been enhanced fromRs. 20,000/- to Rs. 100,000/-,

4. Expansion of Express Post Track & Trace System (EMTTS)

Express Mail Track & Trace System (EMTTS) extended to 83General Post Offices (GPOs), 03 Post Malls, 04 Post Offices and52 District Mail Offices (DMOS). The provision of SMS intimationto sender and recipient regarding delivery and booking of EP articleshave been initiated. The Call Center for Customer on modern lineshas been established.

5. Motorization of Postmen Beats.

For prompt disposal of Postal Mail Pakistan Post has provided 1961motor cycles to Postmen.

6. Same Day Delivery service at Lahore, Islamabad andRawalpindi.

To counter the market penetration of the private courier companiesand to diversify services portfolio to capture emerging marketsegments in Lahore City, Same Day Delivery Service was launchedfor Lahore City on experimental basis at selected Post Offices forselected areas with special rates, by utilizing existing human, technicaland budgetary resources. Business statistics and customer responseis very encouraging and reflects success of the service. After thesuccess of service of Lahore, the same have been launched atIslamabad and Rawalpindi.

Dealing With the General Public

Constant effort is underway to bring about a change in the attitude ofcounter clerks supervisory cadre and officers involved in publicdealing.

Training courses, seminars, workshops on are being held regularly atPostal Staff College, Postal Training Centers

Postal training centers and Postal Staff College are functioning underthe administrative umbrella of Pakistan Post

An annual training schedule is designed in• accordance with the needsand requirements of the postal employees in order to bring attitudinaland behavioral changes in the mindset of the employees and toenhance their managerial and operational skills

The following courses are included in the training schedules of thetraining centers and Postal Staff College, Islamabad

STEPS BEING TAKEN TO IMPROVE THE PERFORMANCEAND RPUTATION OF POSTAL SERVICES AT PAR WITH PRIVATESECTOR SERVICES

1. Mobile Money Transfer Solution:

Prime Minister has approved this project under Public PrivatePartnership basis. Pakistan Post will convert its all manual moneytransfer services into latest digital system, meeting international

2. Pakistan Post Logistics Company

PM also approved this project under Public Private Partnershipbasis. Under this Project Pakistan Post shall establish a LogisticsCompany i.e., POSTLOG. This Company will provide latesttechnology based logistics services to the general public of Pakistan.

3. Re-Branding of Pakistan Post

Developing Post Office as a brand and center of convenience &technology. Up-gradation of appearance and facilities in the postoffices for its better look and feel.

(d) Postal properties are situated at prime locations all over thePakistan. At present, there are 837 operational and 3317 residential buildingsin PPOD besides 120 vacant plots all over the Pakistan. The valuation of sucha large number of properties on sound bases need to engage an expert evaluator/actuary to have realistic figure. Details of Postal properties all over the countryis attached as Annex-A. However, for the time being, the rough estimates,collected/ascertained assessed with the help of local residents arc, herebysubmitted. Accordingly to these rough estimates the total value of propertiesof PPOD is Rs. 135,551.308 million.

Minister for Petroleum Division (Mr. Ghulam Sarwar Khan):(a) SNGPL has reported that gas connections to the residents of Pak-PWDHousing Society, Islamabad were provided initially. However, CapitalDevelopment Authority (CDA) declared this housing scheme as illegal/ un-approved vide their letter dated 11-03-2014 after which, further connectionsof Pak PWD residents could not be processed.

The Company has reported that the referred decision wasagainst CDA (and not against SNGPL) in Wafaqi Mohtasib compliant# WMS-HAQ/05691/17 dated 25-05-2017.

(b) Upon provision of NOC / approval by CDA, SNGPL will beable to process the applications of gas supply.

(c) There are 793 pending applications of PAK PWD HousingScheme (List attached).

(b) The task is likely to be completed for N-5 by Dec.-2019. Therest of toll plazas on National Highways will be linked thereafter.

FUTURE PLAN

Extension of this service requires automation of all Post Offices. (a) whether it is a fact that there is low pressure of gas in DrubMohallah, Main Civil Hospital Road, Shahdadkot and VillageHetum Sohu, Tehsil Naseerabad, District Qambar Shahdadkot,Sindh at present;

(b) if so, the steps being taken by the Government to enhance thepressure of gas in the said areas?

Minister for Petroleum Division (Mr. Ghulam Sarwar Khan):(a) SSGC has reported that the Company is trying its level best to provideuninterrupted gas supply to its domestic customers.

The Company has checked the system pressures at Shahdadkot Townparticularly in the Drub Mohallah where adequate supply of gas pressure isavailable. However, a few days back, two low gas pressure complaints werereceived from the above area and these were rectified accordingly. However,in village Hetam Sohu, due to unconstrained demand, the pipeline network isnow under capacity and low gas pressure is being faced by the customers.

(b) SSGC has reinforced the system by laying about 1.5 Kms of 4"dia pipeline and now the customers are getting adequate supply of gas pressurein the said village Hetam Sohu.

The Company further reported that their teams are providing roundthe clock services for resolution of low pressure complaints in the area of itsfranchise.

6. Rana Sana Ullah Khan:

(a) whether it is a fact that the Election Commission of Pakistanhas denied fundamental/constitutional right of several membersof the Senate, who were elected otherwise than as a candidateof a political party in the Senate’s Election which was held inMarch, 2018, to be part of a political party of their choice asprovided in clause (2) of article 63A that permits to a memberof a House having been elected otherwise than as a candidateor nominee of a political party, to become a member of a

Minister for Power Division (Mr. Omar Ayub Khan): Since 2013,the employees of HESCO met with 132 serious accidents from which 36were fatal and 96 were non-fatal. Year-wise break up of fatal and non-fatalaccidents along with injuries is attached at Annex-A.

Minister for Power Division (Mr. Omar Ayub Khan): The presentmanagement of HESCO has taken following steps to improve performanceand correct billing to consumers.

• Complaints regarding over reading/detection charges are beingdealt according to procedure in vogue.

• Customer complaint management system (Roshan Pakistan) hasbeen established in HESCO for speedy resolution of onlineconsumer complaints.

• Pre-audit system of input data has been started for transparencyand reliability of billing. This will also avoid chances of over-billing.

• Customer services centres have been re-vamped and activatedat company, circle, division and sub-divisional level for promptdisposal of complaints.

• In pursuance of directions of Honorable Secretary Energy (PowerDivision), the advertisements regarding redressal of consumerscomplaints have been published in various newspapers mentioningtherein phone helpline, landline and mobile numbers of seniorofficers as well as Chief Executive Officer HESCO to facilitatethe consumers in connection with redressal of their grievances athigher levels. Copies of advertisement published on 25thSeptember, 2018 are also enclosed.

• To minimize meter reading complaints, pictures of meter readingsare being printed on electricity bills through “Mobile MeterReading” for which 97% accuracy has since been achieved andsuch complaints have decreased considerably.

• Moreover, the following forums are also functioning for redressalof consumers’ complaints:

- Customer Complaint Management System (Roshan Pakistan)under PITC Lahore has been established in HESCO forspeedy resolution of on line consumers’ complaints.

- Customer Service Centers have been revamped at Circle,Division & Sub Division levels for prompt disposal ofcomplaints.

10. Ms. Kishwer Zehra:

(b) whether it is also a fact that 644 posts were vacant besides 1976posts created for these regularized employees as per confirmedminutes of Execution Board of NHA vide No.223rd and 224thdated March 14th, 2013; if so, the justification to de-regularizesuch persons; and

(c) the steps are being taken to regularize such person?

Minister of State for Communications (Mr. Murad Saeed): (a)In pursuance of order of Honorable Supreme Court of Pakistan passed inCrl. M. A. No. 950 of 2017 in Cr1. O.P No. 226 of 2016, NHA ExecutiveBoard, the competent authority for BS-18 and BS-19 posts in its meetingheld on 12-06-2018 (Annex-A) decided the following:

i. Regularization orders of 78 officers in BS-18 & BS-1 9 is herebywithdrawn ab-initio in the light of Paragraph 7 of ICA judgmentdated April 09, 2015 read with Paragraph 26 of judgment incase of “Syed Mubashir Raza Jaffri Vs Employees of Old AgeBenefits” having no regular posts to adjust them at the time ofregularization.

ii. The services of the above referred 78 officers be placed oncontract basis as per their original terms and conditions of initialcontract service for the period of two years w.e.f the date ofissuance of de-notification order of regularization. Thereafter,their services may be extended on yearly basis by the Executive

Board, being appointing authority for BS-18 & BS-19 on thebasis of their satisfactory performance.

In compliance to the above decision of NHA Executive Board theregularization of 78 officers in BS-18 & 19 has been withdrawn vide orderdated 26-09-2018 (Annex-B) .

(b) At the time of regularization of contract/daily wages employees,there existed 361 posts (Annex-C) in all cadres/scales on 12-10-2011.Subsequently, NHA Executive Board in its meeting 224th dated 07-01-2013(Annex-D) approved creation of 1976 posts in different cadres/scales. Thejustification for de-regularization of 78 officers has been given by the competentauthority i.e. NHA Executive Board as under:—

“Regularization orders of 78 officers in BS-18 & BS-19 is herebywithdrawn ab-initio in the light of Paragraph 7 of ICA judgmentdated April 09, 2015 read with Paragraph 26 of judgment in case of“Syed Mubashir Raza Jaffri Vs Employees of Old Age Benefits”having no regular posts to adjust them at the time of regularization”(Annex-A).

The officers so de-regularized were regularized on the dates whenseats in direct recruitment share were not existing.

(c) The issue of regularization of NHA’s contract/daily wagesemployees was fixed before Honorable Supreme Court on 08.10.2018(Annex-E) and the August Court passed the following orders:

i. The question regarding the contempt of Court is a matterbetween the Court and the contemnor. We do not find these tobe appropriate cases to interfere in the matter in the ambit ofArticle 204 of the Constitution of the Islamic Republic ofPakistan, 1973. Dismissed accordingly.

ii. Any person having any grievance against his regularization, non-regularization or de-regularization must approach the learnedHigh Court and the learned High Court shall decide the sameby independent application of mind without being prejudicedon account of any previous order(s) passed by this Court.

Some of the aggrieved BS-18/19 officers, whose regularization hasbeen withdrawn filed writ petition No. 3685/2018 before Islamabad HighCourt, Islamabad and C.P No. 1225/2018 before High Court of Balochistan.

The High Court of Balochistan has suspended the order dated 26-09-2018(Annex-F) of de-regularization till further orders and date in office.
