It is indeed my pleasure to write this welcoming note to the participants, organizers and all our stakeholders who share WAJIBU - Institute of Public Accountability’s aspirations of advocating for greater transparency and accountability in the management of public resources to the ITAC 2021 conference being held at Gran Melia Hotel in Arusha City, Tanzania from the 18th to 19th November, 2021.
WAJIBU – Institute of Public Accountability is a reputable think tank institution founded with the purpose of supporting and promoting accountability in Tanzania. Given this responsibility arising from its mandate, WAJIBU is now embarking on a broader mission of organizing the first ITAC 2021 which is expected to engage a number of organizations within the country and the African continent that have a similar mandate and interest. This first ITAC conference carries the theme, “Transformation to a Culture of Total Transparency and Accountability”. The conference aims at bringing together about 250 participants from different walks of life from the public and private sectors, Institutions of higher learning, NGOs/CSOs, media, professional associations and the diplomatic community to discuss and share experiences on how harnessed public resources can be put better use in bringing about meaningful development to country’s citizens.
WAJIBU believes that this conference with its variety of very well curated sessions integrating global trends, best practices, success stories, panel discussions and delivered by highly qualified and experienced resource persons will promote interdisciplinary learning and help in hastening the transformation process in bringing a new culture of transparency and accountability in managing public resources in our countries. WAJIBU’s strongly believe that “Public resources well managed will
benefit all citizens and contribute towards poverty eradication”.
The ITAC 2021 Venue is hosting a number of Exhibitors who are keen to share a wide variety of their activities, products, services, resource materials, etc. Such materials cover Books, Magazines, Online Resources, Audios, Videos, Training Materials, etc. Kindly visit the Exhibition to get to learn more and expand your knowledge and understanding on related topics.

11.00hrs SESSION 01:Independence of country’s Audit function and its impact on Transparency and Accountability in the changing scenarios of internal and external auditing principles and practices.
Session Objective 1: To assist the Participants to understand the complementing roles of Internal Audit which concerns the organization’s governance, risk and control systems and External Audit that gives assurance of the accuracy of the business accounts and the financial condition of the organization.
Session Objective 2: To give the Participants a deeper understanding of the complementing roles of Internal Audit where the roles and responsibilities are carried out by employees and External Audit is carried out independent of the organization. Both the processes assist the organization to ensure their financial reporting agrees with accounting principles, internal controls and compliance with relevant laws and regulations.

Session Objective: To pose the challenge to Participants to understand the levels of change and transformation affecting African Countries that are moving away from the traditional way of managing which was more job oriented which did not guarantee employee morale to a more modern management which focuses on modification, rescheduling, flexible entity management and dynamic business strategy. Session Objective: To provide insights to Participants on how to create a platform where the Citizen involvement in governance ensures that the governed who are mostly poor and marginalized in society have a space to speak and be heard in the decision - making process which could easily be highly centralized. With this understanding, the aim is to create a strong link between duty-bearers, service providers and citizens, thereby promoting effective, transparent and accountable use of Public Resources.

Session Objective: To portray the emerging issues associated with digital/financial technology (fintech) in managing virtual monetary systems as against the traditional financial sector offerings. To understand the potential including the benefits as well as the risks posed due to the presence or lack of appropriate legal and regulatory frameworks that ensure compliance to financial and tax systems within a country. This has led some countries to embrace the new technology while others view it with a lot of skepticism including banning the use of fintech in business transactions.

Session Objective 1: To compare the challenges faced by the International community and African Governments in demonstrating commitment and transparency in dealing with the Covid-19 pandemic. This is a defining moment for Governments, Parliaments, Development Partners and Civil Society Organizations to come together to address this issue and to work as ONE TEAM to fight this pandemic.
Session Objective 2: To pose a national challenge for African Governments to be more transparent and accountable in the use of resources that have been received and distributed in the fight against the pandemic. This includes timely monitoring and reporting on the various measures taken by the Government to deal with the pandemic and to give assurance to its Citizens that all efforts taken are to minimize health risks and enhance their safety and security.

COVID - 19PROTOCOL AT THE ITAC VENUE
SPECIAL COMMUNICATION ON COVID-19 In organizing the International Transparency and Accountability
Conference (ITAC) 2021, WAJIBU has paid keen attention to the directives given by the Ministry of Health, Community Development, Gender,
Elderly and Children (MoHCDGEC) in dealing with COVID-19.
In this regard, we advise all our Participants, Service Providers and indeed all Stakeholders to also take necessary precautions before, during and after
the ITAC 2021. We understand that its everybody’s responsibility to be concerned and to take care of each other.
In this regard, the following are our arrangements:
Sanitization of the ITAC 2021 Venue
Face Masks will be provided at the ITAC Venue for those who may need them
Washing of Hands with soap in running water
Temperature Check for all Participants and Service Providers
Social Distancing at the Venue and other relevant locations
Mandatory wearing of Face Masks for all Participants and Service Providers
There shall be Sanitizers on all tables at the conference venue • Any other action as may be appropriate or advised from
time to time
Please Note: The ITAC 2021 Secretariat will assist any Participant, Service Provider or Stakeholder who will be uncomfortable due to certain symptoms to see a Medical Doctor for treatment.
