President George W. Bush created USA Freedom Corps (USAFC) to build on the countless acts of service, sacrifice, and generosity that followed September 11th.

Citizen Corps, a vital component of USAFC, was created to help coordinate volunteer activities to make communities safer, stronger, and better prepared to respond to any emergency situation.

Citizen Corps partner programs build on the successful efforts in place in many communities around the country to prevent crime and respond to emergencies. Volunteers in Police Service (VIPS) is a Citizen Corps partner program.

Internal Services Supervisor - Larry Francis

For those who want to work indoor functions at the police department.

The minimum requirement is 8 hours per month.

Administrative Manager – John Bush

The Administrative Manager is a field trainer, as well as, the field training supervisor who evaluates trainees and training programs. The position is responsible for development of training programs and checkout procedures.

External Services Supervisor – George Cary

For those who have completed training and are authorized to patrol in VIPS vehicles.

The minimum requirement is 16 hours per month.*

Foot Patrol Coordinator – Chris Reyher

Once authorized for regular patrol with additional training a volunteer can be certified for foot patrol. Existing foot patrol locations are on South Main Street (Old Town), most city Parks, Trails and special events.

*Patrol volunteers also participate in internal services programs.

The VIPS Patrols Provide:

• Cones and Flares (at the request and direction of an officer)

• Speed Surveys

• Tourism Support

• Prisoner Food Delivery

• Foot Patrol raises the visibility of the VIPS program in populated areas not generally accessible by patrol car.

• Besides additional crime prevention services, foot patrol enables us to positively impact public relations by serving residents, merchants, tourists and conventioneers.

2. Be at least 21 years of age.

6. Have no habitual record of Class C misdemeanor traffic violations.

3. Possess a valid Texas Driver’s license or Identification card.

4. Have no felony convictions.

5. Have no record of arrest or conviction for criminal offenses Class B misdemeanor penalty group or higher, or some Class C misdemeanor penal law violations, involving moral turpitude.

1. Graduate from the Grapevine Citizen’s Police Academy.

9. Have the ability to volunteer at least 8 to 16 hours per calendar month.

10. Successfully complete the Volunteer’s Basic Training Course.

8. Be in good physical condition, relevant to the position for which you will be volunteering.

7. Past illegal use of drugs will be consistent with the policy regarding past illegal use of drugs standard for full-time employees.
