I Introduction

This document is intended to provide inputs to SINC@HE Deliverable 4.2 - Providing special equipment and teaching aids for students with disabilities, regarding public tender procedure. The main aim of DEV 4.2 is to procure special equipment that will facilitate inclusion to regular teaching process and facilitate learning and examination process for students with disabilities.

This report describes all activities that are carried out by partner universities (UNIM and UDG).

II Formation of working groups

On 28th September 2012 UNIM and UDG have formed working group from both domestic and foreign members. The task of the working group was to prepare a proposal of equipment for realization of DEV 4.2. Equipment proposal was made and given to UNIM and UDG for further evaluation.

III Meeting on equipment requirements

On 22th October UNIM and UDG held meeting on equipment proposal revision and actual equipment requirements for both universities. Consultations on special equipment were given by representatives of AYDM, who also participated in the meeting. On the meeting participants revised the working group’s equipment proposal, adjusted it to initial project plan and budget, and formed final equipment list with budget expectations, to be later used in public tender specification. List of equipment is available in Appendix 1 (UNIM) and Appendix 2 (UDG). The list is approved by the Agency since it contains several changes compared to the list planned by the project Proposal.

IV Formation of joint tender committee

On 23rd November 2012 UNIM and UDG formed joint tender committee with task of announcing the public tender for procurement of equipment for DEV 4.2 and other tasks related to the public tender procedure and equipment procurement.

V Announcing the public tender

On 27th November 2012 the public tender was announced and published:


in Montenegrin bureau for public procurements (http://www.ujn.gov.me/wp-content/uploads/2012/11/Tender-call-SINC-HE-full-text.pdf) (see Figure 1.)

in Montenegrin newspaper Vijesti (see Figure 2.) on websites of both Universities

According to the public tender documentation, offers are received until 12 th December 2012, and all tender procedure and equipment procurement should take place by 27 th

December 2012.

VI Evaluation of bids opening and equipment purchasing

After the announced deadline Commission started with opening and evaluation of received bids concluded with decision on making adjustmentsof the amount of items in the mostfavorablesupplier, as follows.

Equipment conducted in Decision (see Appendix 3 for UNIM and Appendix 4 for UDG) is delivered by the most favorable supplier on time specified by Public call specification (Statement of received goods-UNIM, Statement of received goods-UDG).

VII Equipment installation

As purchased equipment contains both, general parts (lap tops, printer devices, etc) and specialized equipment, its instalation included:

- one class-room at both Universities (UNIM and UDG) is equiped for further trainings of academic and non-academic staff (see Figure 5, Figure 7)

- specilized equipment is installed at both Universities (see Figure 6, Figure 8)

- technical staff is trained for use of specialized equipment (Report I, Report II).
