Shri K Madhava Rao, President, Board of Governors and Chairman, Executive Committee of the Institute of Public Enterprise, joined the Indian Administrative Services in 1962. He was the Chief Secretary, Government of Andhra Pradesh from 1997 to 1998. He was the State Election Commissioner, Government of Andhra Pradesh from 1999 to 2004. He was Advisor to the Governor of Bihar in 1999. He was also the Chairman, High Power Committee for Urban Cooperative Banks in 1999. He was Director, Central Board of Reserve Bank of India and Member of Board for Financial Supervision of RBI from 2000 to 2006.

Between 1979 and 1997, he was the Secretary of the various Departments like General Administration, Panchayat Raj & Rural Development, Food and Agriculture, Irrigation and Principal Secretary / Special Chief Secretary of Finance Department of Government of Andhra Pradesh.

He was District Collector of Warangal District from 1971 to 1974, and Managing Director of Leather Industries Development Corporation of Andhra Pradesh, Director of Social Welfare and Director & Managing Director, SC & ST Finance Corporation of Government of Andhra Pradesh during 1974 to 1979.

Prof RK Mishra, is ONGC Subir Raha Chair Professor on Corporate Governance and Senior Professor and Director, Institute of Public Enterprise, Hyderabad, India, a Ph.D from the University of Rajasthan and a visiting fellow at London Business School, studied for International Teachers program at SDA Bocconi, Milan. Prof Mishra taught at the University of Bradford, and was a visiting Professor at Maison Des Sciences De L’ Hommes, Paris, Faculty of Economics, University of Ljubljana and Accountancy Research Institute (ARI), Universiti of Technologi Mara, Malaysia. He is a member of the UN Task Force on International Standards of Excellence in Public Administration and Education. He is Vice President, International Association of Schools and Institutes of Administration, Brussels.

He is special invite on OECD Working Group on Privatization and Corporate Governance of SOEs and Asian Network of Corporate Governance. He is also a Member ‘Panel of Experts on Reforms in Central Public Sector Enterprises (CPSEs)’ set up by the Planning Commission, Govt of India, Member, Adhoc Taskforce set up by the Cabinet Secretariat, to review the Results Framework Documents (RFD) of the various ministries of the Govt of India, Adhoc Taskforce on Memorandum of Understanding, Government of India. He has been on the boards of a few public and private sector enterprises. He is on the Advisory Panel on Corporate Governance constituted by the Govt of India. He has considerable experience of teaching and guiding research for doctoral degree in management, economics, public administration and commerce. He is on the editorial boards of many national and international journals, and publications brought out by publishers of repute from India and abroad. His areas of interest include Corporate Governance, Corporate Social Responsibility, Sustainable Development, Public Enterprise Management, Corporate and International Finance.

About IPE

Established in 1964, The Institute of Public Enterprise (IPE) was established as an

initiative of Mr SS Khera, ICS (the then Cabinet Secretary, Government of India) and Dr DS Reddy (the then Vice-Chancellor, Osmania University) with the objective of furthering studies, research and consultancy in Management Sciences.

Dr VV Ramanadham, the then Professor and Head, Department of Commerce, Osmania University, with the active support and guidance provided by Dr DS Reddy, translated Mr Khera’s concept into a reality.

Dr P Rama Rao, a distinguished scientist, former President of the institute, was formerly Secretary, Department of Science and Technology, Government of India; Secretary, Department of Ocean Development, Government of India; Chairman, Atomic Energy Regulatory Board and former Vice Chancellor, University of Hyderabad. He has recently been appointed a Member of the Atomic Energy Commission, Government of India. He

brings with him varied and rich experience to guide the destination of IPE committed to excellence, be it in management education, consultancy, research and training.

IPE is devoted to systematic and sustained study of issues relevant to the formulation, implementation, review, monitoring and assessment of policies and programs concerning public enterprises.

Over the last four-and-a-half decades, IPE has transformed itself into an institution that is engaged in a multi-faceted activity comprising management education, research, management training and research in management and social sciences. With a modest beginning as an autonomous

Enterprise, Hyderabad, was established in the year 1964 as an infrastructure to support management research, consultancy and training activities for public sector enterprises in India. It was then recognized as ‘Centre of Excellence’ in social science research by Indian Council of Social Science Research (ICSSR), Ministry of Human Resource Development, Government of India, in the year 1976. Today, IPE proudly stands as a state-of-the-art research and education institute with its new campus being successfully operational at Shamirpet, Hyderabad.

Transformation Into A Premiere B-school of India

Rapid Growth Necessitates Construction of A New Campus The rapid growth of the B-School necessitated the construction of a capacious new campus with state-of-the-art infrastructure. Hence IPE’s set of new buildings in Shamirpet on the outskirts of Hyderabad. The new campus has a large no. of air conditioned rooms in the Hostel Buildings, with separate nine storey blocks for the Boys’ Hostel and Girls’ Hostel, Wi-Fi connectivity in the entire campus, modern classrooms with all requisite equipment, etc.

In its pursuit for excellence, IPE has striven with consistent efforts which earned the institution credible accreditations for quality such as SAQS (South Asia Quality Assurance System) as well as earned recognition from AIU (Association of Indian Universities). IPE is growing rapidly and aims at achieving

research and is striving ceaselessly to come on to the global arena in management education, research, consultancy and training / executive education.

The Golden LegacyThe Indian Council of Social Science Research (ICSSR), Ministry of Human Resource Development, Government of India, recognized the Institute as a Centre of Excellence in social science research in 1976. The Institute is partly funded by the ICSSR and the Government of Andhra Pradesh.

The Golden JourneyIn the Golden journey of 50 years, commencing in 1964 the Institute has widened the area of its works to encompass quite a few functional verticals. While the seed was sown to be a research institute, the Institute branched out soon to expand to undertake consultancy for PEs and also responding to the training needs of the executives of PEs apart from various educational programs. The educational programs of the Institute have their basic

foundation in the various research, training and consultancy activities undertaken by the Institute for public and private organizations / industries over the last four decades. The programs are the natural extension of the educational activities of the Institute from the short term management education to the long-term one and have lead to vertical integration of the research function. The foray into management education began in 1981 with the commencement of a 3-year part time MBA (PE) program for practicing managers.

In the year 1995, the Institute started a two-year full time Post Graduate Diploma in Business Management (PGDM), recognized as equivalent to MBA by the Association of Indian Universities (AIU), to provide skilled human resources to meet the requirements of the Industry. Consolidating on the experience and to meet the needs of the industry, the Institute commenced a two-year full time Post Graduate Diploma in Management - Retail and Marketing (PGDM-RM) in 2007, Post Graduate Diploma in Management - Banking, Insurance and Financial Services (PGDM-BIF) in 2008, Post Graduate Diploma in Management - International Business (PGDM-IB) and Post Graduate Diploma in Management - Bio-Technology (PGDM-BT) in 2009. Institution also started Executive PGDM in 2009.

Recently, two more streams of post graduate Diplomas in the areas of Human Resource Management (PGDM-HRM) and in Healthcare Management (PGDM – HCM) have been assessed. All these courses

are recognized by the AICTE. IPE’s long association with the Indian industry has been responsible for its pre-eminent position in the area of management education.

ConsultancyThe knowledge and insights gained in research enabled IPE to undertake consultancy assignments for national and international organizations like the United Nations Development Program(UNDP), United Nations Industrial Development Organization (UNIDO), World Bank, Asian Development Bank (ADB), Commonwealth Secretariat, Department for International Development (DFID), Government of UK, International Centre for Promotion

Development Centre (APDC), International Labour Organization (ILO), Central and State governments, public and private sector enterprises. IPE was awarded projects in the domains of Government Performance Evaluation, CSR, Corporate Governance, Public Policy and Sustainable Development.

A number of consultancy projects were assigned by multifarious organizations in India, under the central and state sectors. Recently, a large project covering thirteen corporate undertakings was assigned to IPE, while the government of Karnataka had engaged in the performance evaluation studies of ten different enterprises in the previous two years.

Management Development ProgramsAs a part of its developmental activities and as a logical extension of its activities, IPE has been organizing Management Development Programs (MDPs) for the past 45 years for

The Outlook Survey 2010 places IPE as the 10th best B-school amongst India’s government-aided B-schools after the IIMs and a few other foremost B-schools of India. IPE has also bagged the Dewang Mehta awards in categories such as Best Government B-school, Leadership, Innovation and Industry Interface. Not being content with the ranking so far accomplished, IPE has, in the last three years added to its strength of intellectual capital and now has a total faculty strength of nearly 50, with a majority having doctoral degrees from IIMs or reputed universities in India. Database on CPSEs and SLPEsIPE also maintains and constantly updates two databases – one on the Central Public Sector Enterprises (CPSEs) and the other on the State Level Public Enterprises (SLPEs). Research reports, Performance evaluation studies using time series analyses and a number of books have published using these databases. The Department of Disinvestment, Ministry of Finance has copiously cited the database in its reports tabled in the parliament.

Research and Consultancy - A Center of Excellence

Various projects have been handled for the Finance Commission, Dept. of Disinvestment, Ministry of Finance, Ministry of HRD and COPU, among others.

IPE in CPSE reformsThe institute was instrumental in drafting the 2nd pay revision for Central Public Sector Enterprises and the Department of Public Enterprises has extensively used the recommendations of IPE, which is an added feather to the cap.

Current Projects and Faculty Publications Over the past 5 decades, close to 200 research projects and consultancy assignments have been successfully carried out by the institute. Faculty of IPE have published close to 165 books which include publications from the reputed houses of Elsevier, Sage and Routledge. Numerous research publications on various thematic areas are regularly brought out published by peer reviewed journals. Apart from these, the institute organizes research based conferences both at national and international levels. IPE faculty are also chosen for awards, the most recent

constituted by TIES in the economics fraternity.

IPE is currently carrying out projects sanctioned by the DST, ICSSR, AICTE, UGC and other ministries. IPE has been rated high on its research output by the Government of India panel in 2011 that evaluated the ICSSR institutes across India.

Wide ranging linkagesThe Institute provides a wide range of consultancy and research services and has undertaken consultancy assignments for national and international organizations, like the United National Development Program (UNDP), World Bank, Asian Development Bank (ADB), Commonwealth Secretariat, Department for International Development (DFID), Government of UK, International Centre for Promotion of Enterprise (ICPE),

International Labour Organization (ILO), International Association of Schools and Institutes of Administration (IASIA), the Government of the Netherlands and others. The Institute has also been offering consultancy services to a number of central and state governments, public and private sector organizations.

Dedicated Centers of Research in IPEThe following dedicated centers of research are established in IPE which carry out research in contemporary topics and issues.

Disinvestment

Development

A number of research studies have been conducted and reports / publications have been brought out by these centers. These centers, apart from research, involves in extending consultancy services and also conduct training programs for executives to enable them stay abreast of latest developments on policies and practices.

Doctoral Program at IPEIPE is also successfully running its doctoral program under the aegis of the Indian Council of Social Science Research (ICSSR), MHRD, GoI and has produced close to 65 Ph.ds. thus far and a few have submitted their theses. Three types of fellowships viz. the ICSSR fellowships (ordinary and pay protected), IPE fellowships and the IPE National Doctoral Fellowships (NDF) are instituted. The IPE NDF carries the highest fellowship amount of Rs.35000 per month for the scholars who qualify the various tests.

With a view to contribute to the research output and to fully realize the strengths and potential of the institute, the Institute of Public Enterprise is proposing to offer the Fellow Program in Management (FPM), leading to a doctoral degree that has built in features if a rigorous research process and the implications for managerial excellence in organizations.

On 27 August 2010, IPE sponsored a Distinguished Lecture by Prof Srikant Datar (Harvard Business School) on ‘Case-Based Approach in Management Education’. The session was chaired by Dr Bhaskar Chatterjee, IAS (Secretary, Department of Public Enterprises, Ministry of Heavy Industries & Public Enterprises, Government of India).

Ms Kiranmai on behalf of the Centre for Corporate Governance, Institute of Public Enterprise organized the 6th International Conference on Corporate Governance: Corporate Corruption and Business Sustainability on 20-21 November 2014 at its sprawling new campus at Shamirpet, Hyderabad in collaboration with Accounting Research Institute(ARI), University Teknologi Mara, Malaysia. ICSSR sponsored the event. The conference was inaugurated by Dr Normah Omar, Director, ARI. She released the book titled “Governance and Integrity” jointly published by IPE and ARI.

The Institute of Public Enterprise (IPE), Hyderabad in collaboration with Indian Council of Social Science Research (sponsored by ICSSR) organized an International Seminar on Social Sector Development – Issues, Challenges and Policy on November 27 and 28, 2014 at IPE, Osmania University Campus, Hyderabad, with Dr Anand Akundy, Senior Faculty Member and Dr Lakshmi Kumari, Assistant Professor as Seminar Convenors. Shri Surendra Mohan, Chairman and Managing Director of Neyveli Lignite Corporation (NLC) was the Chief Guest and Prof R Radhakrishna, Chairman, Centre for Economic and Social Studies (CESS) delivered the inaugural address while specialist views for the theme were given by eminent scholars and Prof S Mahendra Dev, Vice – Chancellor of Indira Gandhi Institute of Development Research (IGIDR), Mumbai, Prof Bhanoji Rao (formerly Professor at National University of Singapore), Padmasri Dr Suman Sahai of Genecampaign, Ms Soma De Silva (former Regional Adviser of UNICEF – South Asia) and Shri Ram Kaundinya (former CEO of Advanta and currently on board Axis Bank and Advanta) delivered special address on the current challenges that social sectors are facing. On the second day of the seminar Prof S Sivaprasad (Anthropology), AV Raja (economics), BV Sharma, Satyapriya Rout (sociology), S Arvind and Alok Pandey of University of Hyderabad rendered a Panel Discussion as Development Discourse.

CSRThe Institute of Public Enterprise (IPE) has been part of the Department of Public Enterprises (DPE), Government of India initiative on introducing Corporate Social Responsibility (CSR) as an element of the performance matrix in Central Public Sector Enterprises (CPSEs). IPE was invited to attend the meetings of the Working Group on CSR in 2007-08 and 2009.

Entrepreneurial Innovation Module by RSM /Erasmus University Professors For

(Erasmus University, The Netherlands) and Prof Murthy Halemane (Rotterdam School of Management Studies, The Netherlands) conducted a 10-day course titled ‘Entrepreneurial Innovation’ at the IPE campus in August 2011. The module aimed at making the students ‘innovation-ready’, so that they contribute to the competitive advantage of the companies post placements. The students were also assigned projects centred on innovative products / services as a business proposition and were made to submit a Project Report which was evaluated for their grading.

IPE has become well known for its quality of Management Development Programs (MDPs), workshops, training programs and Organization-Based Programs (OBPs). Several managerial cadres personal ranging from junior management executives to CEOs / MDs as well as Chairpersons and Directors of corporates have been conducted from time to time and very well received. IPE is patronized by large public enterprises comprising both ‘Navaratna’ and ‘Mini-Ratna’ enterprises such as NTPC, NMDC, BHEL, GAIL, BEML, ISRO, Power Grid Corporation, Midhani, ECIL, HPCL, BP, FCI, FACT, Oil India, etc. Apart from this, several companies depute their executives / managers for MDPs. Faculty from numerous institutions are also deputed to IPE by their managements.

As a part of its developmental activities, IPE regularly conducts Management Development Programs (MDPs) in General Management, Project Planning and Appraisal, Human Resources Development, Finance, Marketing, Corporate Planning, Information Technology and Restructuring. It has so far conducted over 100 MDPs for

(including in-company programs) for over 32,000 practicing managers of the corporate sector. The Institute has also conducted several seminars, conferences and other programs sponsored by various international agencies and All India Council for Technical Education (AICTE).

The Institute’s library has a rich collection of 50,000 documents (including books, journals and pamphlets) on topics such as management, public enterprises, IT, economics, psychology, biographies, annual reports of central / state-level public enterprises, project reports submitted by students / faculty / research scholars, etc. It has a valuable collection of over 3,500 publications / theses, and subscribes to over 200 national / international journals annually. It works in close collaboration with libraries of several universities, ISB, ASCI, CESS, State Bank Staff College, the English & Foreign Languages University, etc. Benchmarking itself with global B-schools, the library supplements the course content of IPE’s management education programs and automatically purchases all books that are recommended reading.

The IPE library receives reports and working papers of institutions such as World Bank, Asian Development Bank, International Labour Organization - Asian Regional Team for Employment Promotion, Organization for Economic Cooperation and Development, Indian Institutes of Management, Madras Institute of Development Studies, central / state government enterprises and private sector organizations. It also receives reports of the Comptroller and Auditor General of India, debates in the Lok Sabha and Rajya Sabha, Estimates Committee, Committee on Public Undertakings, etc.

The library has 20 computer systems and an exclusive server. Its Online Public Access Catalogue can be browsed (by author / title / subject) from IPE’s website. Apart from the aforesaid journals, a number of books are written and published by several of IPE faculty, from the Director to the junior-most faculty. Our New CampusTo further enhance the scope of its activities, the Institute is expanding its infrastructure facilities by building a new residential campus at Shamirpet village, on the outskirts of Hyderabad. The sprawling 17-acre campus is located in a peaceful locality, surrounded by a reserve forest on one side and the beautiful Shamirpet lake on the other. With a total built-up area of 5.50 lakh sft, the campus will house a state-of-the-art academic block, an administration block, a modern library, an MDP block, a food court, an auditorium and several sports facilities. It will also have comfortable facilities to accommodate 600 boys and 400 girls.
