• IPv4 addresses: 15.863.552 (61,967 /24s), 2nd in ASEAN, 28th in over the

world (source: APNIC). The numbers of small allocations are growth

after final /8 stage.

• IPv6 addresses: 27 blocks /32 and 46 blocks /48. 2008 and 2016 has most

number of allocations.

• VNNIC IP members: 295 members.

Internet resources management in Vietnam

• Internet resources: • “.vn” domain name.

• Internet addresses (IPv4, IPv6).

• Autonomous number (ASN).

• Internet resources is national information resources. • Be set under the Government's management to ensure the

stability of Internet in Vietnam.

• Appropriate authority: Ministry of Information and Communications – MIC • MIC granted to VNNIC to carry out the functions of managing,

allocating, supervising and promoting the use of Internet resources in Vietnam ).

• Internet resources (.vn ccTLD, IP/ASN) management is considered as a method to manage and supervise Internet operations.

(VNNIC) was accepted by APNIC

to be NIR in Vietnam.

Legal documents and some principles

• Legal documents:

• Telecommunication Law.

• Decree No. 72/2013/ND-CP of Vietnamese Government on the management, provision and use of Internet services and online information.

• Circular No. 24/2015/TT-BTTTT of the Minister of Information and Communications on the management and use of internet resources.

• Some other legal docs.

• Principles:

• Internet resources belong to the Government. Individual, organizations do not have the ownership, just the right to register to use.

• It is strictly prohibited to use Internet resources for purposes of opposing the State of the Socialist Republic of Vietnam, disturbing security, economy, social order and safety, undermining the nation's fine tradition and custom, infringing upon the legitimate rights and interests of organizations and individual.

• Internet Resources that are related to Government agencies, the Party must be protected. Inappropriate entities do not have right to register.

• Legal document: Circular No. 24/2015/TT-BTTTT of the Minister of Information and

Communications on the management and use of internet resources.

IPv4 return and re-registration

• In some cases, members return IPv4 blocks for other to registered when they do not meet the required criterial to transfer the ownership.

• VNNIC will evaluated case by case to accept the return and the re-registration

• HABUBANK-VN (being merged) and SHB bank.

• Smartlink (being merged) and BANKNETVN-VN

• IPv4 withdraw and re-allocation • PVFC-VN and PVCOMBANK-VN

• PVFC-VN was merged by PVCOMBANK.

• PVFC-VN did have legal identification to return IP.

• HTMOBILE-VN and VIETNAMOBILE-VN

• Both still have legal identification.

• Some parts of nerwork and services of HTMobile were transferred to Vietnamobile.

• IPv4 transferring from outside of Vietnam • GMOINTERNET-SG (Singapore) to RUNSYSTEM-VN (Vietnam)
