Benefits of DH to Tallaght

• Low Risk - the first phase of heat network has a guaranteed customer in

South Dublin County Hall Headquarters and environs.

• Low maintenance – the customer heat exchanger is a simple unit with no

moving parts and requires very little maintenance.

• On-demand hot water – the DH system provides on demand, unlimited

hot water supply, so there is no timing, waiting or running out of hot water

Benefits of DH to Tallaght

• Low-cost heat - protecting against fuel poverty for residential

customers and increasing competitiveness of commercial

customers.

• Low carbon heat – 4 phases total of 1,500 tonnes CO2 tonnes

per annum – 400 cars off the road annually.

• Energy Efficiency – heat pump will have high efficiency – COP above 4.

• Increased use of Renewable Energy - The heat pump will

support the integration of renewables on the electricity grid.

• Protection from price volatility – the flexibility offered through

DH heat supply means a variety of heat sources can be utilised

and switched according to market prices.

• Low development costs – connecting new developments to DH saves on space.

Planning Consent Process

• Data Centre granted Final Planning Permission in September 2018.

• Conditioned in the grant was the requirement to delivery waste heat to South Dublin

County Council

• South Dublin County Council granted Part 8 Planning for the Heat Exchange Centre

in December 2018.

• “Fast Track” Planning was submitted for 800 dwellings (Phase 01) of the residential

development proposed as customers for Phase 01 of the HeatNet project

Energy Supply Contract…

Further to the Tender Stage 01- Pre-Qualification submission• Four very qualified ESCos have been shortlisted for the competitive dialogue stage. • All four have submitted Outline Solution Reports and attended the first round of dialogue meetings. Each

tender had taken a slightly different approach to the project. A second round of meetings in early April with a second set of proposals from the ESCos.

• We hired a technical expert to assist and advise us during this process, who is sitting in on the dialogue meetings and is part of the evaluation team as well as providing general technical support.

• We are now focusing on the contract development in order to have a first draft prepared for early April to send to the ESCos. We invited comment from the ESCos on the template contract as developed by SEAI which was well received. This is intended to form the basis of a national DH template contract by the end of the project.

• Risk (mitigation) has been a key driver in these discussions.

Application to Climate Action Fund 2018

• DCCAE open call for €500m funding for low

carbon projects – DH as viable project

• SDCC is submitting a €2.5m bid application

to the new Climate Action Fund.

• SDCC project could claim up to 50% of total

project costs.

• Application deadline October 1st - reply to

proposal by early December.

• Aligned to other Project Ireland 2040 funding call

– Tallaght town centre bid – regeneration.
