    Requirements for Individual Excreta DisposalSystem

    1. Every new house/building shall be providedwith plan and specifications for excreta

    disposal system approved by the localhealth authority prior to construction.

    2. All houses/building without an approved

    excreta disposal system shall be required toconstruct such facilities.

    Shall consist of an earthen pit, floor coveringand a water sealed bowl

    Shall be completely fly-proof

    Pit shall at least one square meter

    Design and Construction of Septic Tanks (4)

    Maintenance of Septic Tank1. Septic tanks shall be cleaned before excessivesludge or scum is allowed to accumulate andseriously reduce the settling efficiency.

    2. Septic tank shall be inspected at least once a yearand be cleaned when the bottom of the scum iswithin 3 inches of the bottom of the outlet device orthe sludge and scum has reduced the liquid capacity

    by 50%.

    3. A small residual of sludge shall be left in the tank forseeding purposes.

    Sub-surface absorption field whereapplicable

    1. Installation requirements

    - when a public sanitary sewer is notavailable, waste water piping from anybuilding or works shall be provided withindividual sewage disposal system

    - it is considered not available when it islocated more than 100 meters from anyproposed building

    1. Installation requirements

    - individual sewage disposal system shall notbe installed or operated on propertyaccessible to public sanitary seweragesystem.

    - whenever an approved public sanitarysewerage system is accessible, any individualsewage disposal system shall be abandonedand the house sewer shall be directly

    connected to the public sewer.

    Sewerage System and Treatment Plant (1)

    1. All houses covered by the system shall beconnected to the sewer in areas where asewerage system is available.

    2. Plans and specifications of the publicsewerage system or treatment plant shall beapproved by the Secretary of Health or his

    duly authorized representative.

    3. Effluent from the treatment plants shall meetthe standards formulated by the DENR.

    4. The sewage treatment plant shall providelaboratory facilities for control tests andother examinations needed.

    5. Sludge from septic tanks and sewagetreatment plants shall be disposed of in amanner approved by DOH

    6. Properly designed grease traps shall beprovided for sewers from restaurants orother establishments where the sewage

    carries a large amount of grease.

    7. Forward to the local health authorityoperating data, control tests and such otherreports and information as may be required.

    8. Inform the local health authority in case ofbreakdown or improper functioning of thesewage treatment works.

    Radioactive patients should be

    instructed to use the same toilet bowlat all times and to flush it at least threetimes after its use
