DIRECTOR GENERAL

As IRTI approaches its 35th anniversary, it gives me a great pleasure to present this Prospectus of IRTI to our readers, hoping that it will provide them with an understanding of the functions and activities of IRTI, the transformation that has taken place over the years and the role IRTI plays in supporting the development of Islamic finance globally. IRTI is widely recognized for its contribution to the Islamic financial services industry. In addition to producing and disseminating Islamic economics and finance knowledge, IRTI encourages others through awards, scholarships, grants and partnerships to contribute to the field of Islamic finance. IRTI strives to become the reference point for the global Islamic financial services industry. In addition to the traditional Islamic banking and finance, it covers all other areas such as zakah, awqaf and Islamic microfinance. IRTI, now in its 35th year since inception, continues to pioneer development of innovative knowledge, products and services in the field of Islamic economics, banking and finance to create far-reaching societal benefits to the Muslim Ummah. As a center of excellence, IRTI’s strength lies in its specialization in basic and applied Islamic economics and finance, to develop these subjects as academic disciplines and simultaneously facilitate their practical application in collaboration with the IDB Group members and other partner organizations. IRTI contributes in the IDB Group Vision 1440H strategic thrusts primarily in two areas: 1) Comprehensive human development, and 2) Islamic financial services industry development. These two areas are complementary, and they appropriately reinforce the role of other entities and work units within the IDB Group and in its member countries. In line with its mission statement, IRTI aims to deliver cutting-edge research that will support relevant policy dialogue, capacity building efforts and provision of information and advisory services in the area of Islamic economics and finance. IRTI plans to uphold its activities in all areas to provide the right solutions to the global community in general and IDB member countries in particular.

ABOUT IRTI

Introduction Since its establishment in 1981, as the research and training arm of the IDB Group, IRTI has been one of the major institutions in the world that contributed to the development and dissemination of knowledge in Islamic economics, banking and finance through research, advisory, capacity building and provision of information services in the light of Maqasid Al-Shari‘ah (objectives of Islamic law). Over the years, IRTI has undergone many changes in its role and functions in view of the reform of the IDB Group in 2009 and also in view of the three strategic plans it prepared (2004, 2012 and 2015) since then.

Role and Functions According to its strategic plans, IRTI will adopt a two-pronged strategy in its work programs. First, is to refocus and strengthen the in-house activities aimed at contributing to the transformation of the IDB Group into a knowledge-based institution especially in the area of Islamic economics and finance. Second, to redesign its activities based on the recommendations in the Boston Consultation Group (BCG) Assessment Report and the 10-Year Strategy Plan. In playing its role, IRTI undertakes a number of functions.

Organizational and Governance Structure

The Organizational and Governance Structure of IRTI is composed of multiple levels, including the President of the IDB Group, the Board of Executive Directors, the Board of Trustees and the various committees in the managerial and consultative roles. IRTI consists of two Departments, each comprising two Divisions, as shown in the diagram below.

MESSAGE FROM THE MANAGER,

RESEARCH DIVISION

The Research Division is the principal research unit within the Islamic Research and Training Institute – an entity under the Islamic Development Bank (IDB) Group. Our mandate focuses on research in the fields of Islamic economics, banking and finance, both fundamental and applied research that may reach beyond specific regional units or sector boards. The academic community and other parties interested in Islamic economics, banking and finance development often cite our works. Our researchers also provide cross-support to the industry and policymakers, to help ensure that the decisions they take are firmly grounded on current knowledge. With 17 programs, the Division produces the majority of the IRTI’s research and enjoys a high international profile. The works of our researchers appear in academic journals, the IRTI Policy Papers and Working Papers Series, books, special publications such as the Islamic Finance Country Reports and Islamic Social Finance Reports, and Occasional Papers.

Nature of Research IRTI undertakes basic and applied research with a view to developing models and methods for the application of Shari‘ah in the fields of economics, banking and finance. The salient features of the research are to expand the frontiers of Islamic economics and finance as a discipline through knowledge creation and sharing; encourage networking of professionals from within and outside the IDB Group by conducting seminars, thematic workshops and policy round-table discussions; preparing policy papers that can promote policy dialogue; and promote and develop teaching materials and packages. The mechanisms and instruments of implementation that are related to research include: In-House Research; Research Grant; Conferences and Seminars; Thematic Workshop and Policy Round-Table Discussion; Books/Chapters in Books/Proceedings; Journal Articles; Working Papers; Policy Papers; Islamic Economic Studies (IRTI Journal in English, Arabic and French Languages); Eminent Scholar Lecture Series; and other works.

Research Focus The IRTI’s research reflects the breadth and depth of contemporary concerns in Islamic economics and finance, all within the scope of the IDB’s vision of being known as a multi-lateral development financial institution based on Shari‘ah principles. Research is conducted both within and across several themes, in collaboration with researchers in other parts of the IDB, with colleagues in universities and research institutions throughout the world, and collaborators in IDB member countries in which the division’s work is focused.

IRTI Research Division was previously undertaking research projects under five clusters. However, for the next 10 years, IRTI will focus on the following three clusters or research niches: 1. Financial Stability

This cluster is expected to address some of the unresolved issues in financial stability particularly issues related to Islamic financial system such as: How does Islamic macro-prudential regulation interact with traditional banking

regulation and monetary policy?

What do we need to know about risks management and stress testing for Islamic financial industry?

Which instruments should be used and what are reliable indicators in order to assess the stability of the Islamic financial system and its contribution to overall financial stability?

Should macro-prudential policy for Islamic finance be carried out discretionary, or be bound by rules?

Analyses of experiences with implementing macro-prudential regulation, risk management, and stress testing for the Islamic finance industry.

2. Poverty Alleviation

The research under this niche focuses on empirical and theoretical aspects of trade as well as of the system of Islamic social finance, e.g. zakah, waqf, and microfinance, for poverty management in the Islamic framework.

3. Maqasid al-Shari‘ah based Socio-Economic Development

Under this cluster, the research focuses on articulation, clarification and operationalization of the measurement of Maqasid al-Shari‘ah based socio-economic development and Maqasid al-Shari‘ah based financial sector development.

Dr. Mohamed Azmi Omar

Director General of IRTI and the Acting Director for the Research and Advisory Department. Prior to this, he was the Dean of the International Islamic University Malaysia (IIUM), Institute of Islamic Banking and Finance as well as a Professor at the Department of Finance, Faculty of Economics & Management Sciences. He also served as Deputy Vice-Chancellor in charge of Academic and Research, and as the Dean of the Faculty of Economics & Management Sciences at the same university. Dr. Azmi obtained his Bachelor’s and Master’s degrees in Finance from Northern Illinois University, USA and his PhD from Bangor University, Wales (UK). He was formerly the Shari‘ah adviser to Bank Kerjasama Rakyat Malaysia Berhad and Amanah Ikhtiar Malaysia.

Dr. Umer Chapra

Advisor to IRTI. Prior to joining IRTI, he worked at the Saudi Arabian Monetary Agency (SAMA), from where he retired as Senior Economic Advisor after a long service of 35 years. He was awarded the Saudi nationality in 1983. He taught in the United States at the Universities of Wisconsin and Kentucky, and worked in Pakistan at the Institute of Development Economics and the Islamic Research Institute. He made valuable contributions to Islamic economics and finance over more than four decades in the form of 15 books and monographs and more than 100 papers and book reviews.

Dr. Abdul Ghafar Ismail

Manager of the Research Division of IRTI. He got his PhD from University of Southampton, England. He has published extensively in several refereed journals. His papers have also been presented in many international and local conferences. He has been teaching several economics courses such as money and banking; financial economics; advanced macroeconomics; money and capital market in Islam; Islamic economics system; Islamic economics analysis; international finance; risk management in Islamic banking; issues in Islamic banking; Islamic banking; and money, zakah and real economy.

Dr. Salman Syed Ali

Senior Researcher at IRTI and the Editor of Islamic Economic Studies journal (English language). Prior to this, he was at the International Islamic University Islamabad, Pakistan where he served as the Director of Research and Director of Training of the International Institute of Islamic Economics. He also taught at the Faculty of Management Sciences of the same university. He received his B.Sc. in Economics from the International Islamic University Islamabad, Pakistan and his Ph.D. from University of Pennsylvania, U.S.A. His areas of interest are Islamic finance, capital markets and game theory. He has a number of publications to his credit including research articles, books, and edited volumes.

Dr. Mohammed Obaidullah

Senior Economist at IRTI. He holds a PhD in Finance and an MBA degree from University of Lucknow, India. Prior to joining IRTI, he has worked as an Associate Professor with King Abdulaziz University, Jeddah, Saudi Arabia, International Islamic University Malaysia and Xavier Institute of Management, India. He joined IRTI in 2007 where he served as an Economic Researcher and then as a Training Specialist. He has written several books and monographs that include two widely cited titles, “Introduction to Islamic Microfinance” and “Islamic Financial Services”. He also published over 30 academic papers in various international journals.

Dr. Nasim Shah Shirazi

Senior Economist at IRTI. Prior to joining IRTI, he worked as a university teacher and researcher for over 30 years. He served at the International Islamic University, Islamabad and Allama Iqbal Open University, Islamabad, Pakistan. He also worked at the International Islamic University Malaysia and at Suleyman Demirel University, Almaty, Kazakhstan. His areas of interest are Development Economics, Public Finance and Islamic Economics. He has a number of publications to his credit, including research articles in national and international journals, books and research reports.

Dr. Khalifa Mohamed Ali

Senior Economist at IRTI. He received his first degree in Economics and Statistics from the University of Khartoum (Sudan) and his PhD in Economics from Iowa State University (USA). He developed a complete curriculum for a graduate degree in Islamic Finance for IRTI. Prior to joining IRTI, his professional experiences included working for the banking control department of the Central Bank of Sudan, as a lecturer in Iowa State University and as an Associate Professor in the Department of Economics, UAE University. His publications have appeared in journals such as the South Journal of Economics, Empirical Economics and Review of Middle East Economics and Finance.

Dr. Turkhan Ali Abdul Manap

Senior Economist at IRTI. Prior to joining IRTI, he was an Associate Professor at the Department of Economics of International Islamic University Malaysia (IIUM). He obtained his PhD in Economics from IIUM, MBA in Finance from National University of Malaysia, and his Bachelor of Engineering from Dalian University of Technology, China. He has published a number of papers in several refereed journals. He has also presented research papers in numerous international and local seminars and conferences. He is a member of the Malaysia Economic Association and East Asia Economic Association.

Dr. Hylmun Izhar

Economist at IRTI. Prior to joining IRTI, he was a lecturer at the Markfield Institute of Higher Education (MIHE), UK. He was also a Research Associate in Islamic Finance at Oxford Islamic Finance. He earned his master’s degree in Islamic Banking, Finance and Management from Loughborough University, UK and his PhD in Islamic Finance from Durham University, UK. He presented numerous papers in various international seminars and conferences and conducted professional training courses for regulators, bankers and university professors in the areas of Islamic economics and Islamic finance. He has been an active contributor to a number of refereed journals.

Dr. Dawood Ashraf

Senior Researcher at IRTI. Before joining IRTI, he worked as Assistant Professor of Finance and Investment at College of Business of Prince Mohammad Bin Fahd University, Saudi Arabia. He holds a PhD in Banking and Finance from the University of Wales (UK) and an MA in Economics from the Kyushu University Japan. He also worked at Toronto Dominion Bank in Canada as Analyst. His research interests are in Islamic capital markets, portfolio management, banking, corporate finance and Islamic banking. Dr. Dawood has published in international journals and has presented his research work in various international conferences.

Dr. Tamsir Cham

Economist at IRTI. He holds a PhD in Economics and Master of Computer Science from Howard University, Washington, DC, USA. His bachelor’s degree (double major) in Economics and Mathematics was obtained from Saint Mary’s University, Halifax, Canada. Prior to joining IRTI, he worked as an Economist at the International Monetary Fund. He was also the Director of Economic Management and Planning Directorate at the Gambia Ministry of Finance and Economic Affairs. He also worked as an Analyst at Key Bank, Cleveland, Ohio, USA. He has publications on international finance, exchange rates, and monetary integration.

Dr. Ousmane Seck

Senior Economist at IRTI, and the Editor of Etudes en Economie Islamique, the French version of IRTI’s Islamic Economic Studies journal. He received his Master of Arts (MA) and Ph.D. in Economics from the University of Kansas (USA). He also holds a Maîtrise and a Diplôme d’Etudes Approfondies (D.E.A.) in Economics respectively from the University Cheikh Anta Diop in Dakar (Senegal), and from the Programme de Troisième Cycle Interuniversitaire en Economie (PTCI), the collaborative MA program in Economics for French speaking countries in Africa. Prior to joining IRTI in April 2014, he was a Visiting Professor of Quantitative Methods and Econometrics at the University of Texas in El Paso (USA). He has conducted many training sessions for officials of central banks, Islamic and commercial banks, capital market participants, etc. His work has been published in many journals including Journal of Applied Econometrics, Journal of Housing Economics, Economics Bulletin, etc.

Dr. Muhamed Zulkhibri

Senior Economist at IRTI with substantive experience working in the Central Bank of Malaysia and other policy-oriented institutions. He has undertaken several research and advisory works with central banks, multilateral and development institutions. His research interests are in the area of monetary economics, macroeconomics, Islamic financial institutions and applied econometrics. He has lectured at the University of Nottingham United Kingdom and University Putra Malaysia for undergraduate and post-graduate programs respectively. He has published extensively in leading academic journals and regulatory publications as well as reviewers for journals and publications. He has presented his works at many research conferences across the globe. He holds a doctorate degree in economics from the University of Nottingham, United Kingdom and he is a certified financial planner.

Yahya Aleem ur Rehman

ADVISORY DIVISION

IRTI Advisory is IRTI’s interface with the global Islamic financial services industry. Established in 2009, IRTI Advisory assists clients across IDB member and non-member countries in promoting, developing and adopting Islamic banking and finance. The division has a wide and far-reaching mandate covering both public and private sector clients through provision of practical advisory services covering Islamic banking and capital markets. IRTI Advisory comprises experienced industry professionals that are backed internally and externally by IRTI and IDB’s vast network of experts to deliver tailor-made advisory to its clients. The team also develops guidelines, toolkits and manuals for the various services it offers. IRTI Advisory also assists banks, insurance companies and other financial entities in launching Islamic windows and converting to Islamic finance. To push the frontiers of the Islamic financial services industry, IRTI Advisory has a particular focus on promoting Islamic Social Finance with both intellectual and practical interventions in the fields of zakah, awqaf and Islamic microfinance. The team is also strong in terms of its Shari’ah governance and compliance capability. Even though IRTI Advisory is one of the newest divisions within IRTI, it has already established an impressive track record and footprint with flagship banking projects in Chad, Yemen, Lebanon and Gambia; capital market initiatives in Tunisia and Kenya; Zakah legal framework development in the Maldives; and Islamic microfinance projects in Ethiopia, Sudan, Benin and Palestine. The division has also been the main contributor in the development of the Model Waqf Law for IDB member countries and is currently involved in the reactivation of Waqf properties in the Balkan region.

Nature of Advisory IRTI Advisory is its interface with the market and industry. We provide comprehensive advisory and consultancy services in the field of Islamic economics, banking and finance with global outreach to not only clients in Kingdom of Saudi Arabia, but also in member countries and other regions. The services offered by the Advisory Services Division are a true sign of IRTI’s continuous initiative in giving support to the development and growth of the Islamic financial industry in IDB member countries and also globally. Leveraging the inputs from IRTI’s cutting-edge research, information and insights, IRTI Advisory transforms this knowledge into real advice and practice for industry players and institutions in the fields of Islamic Economics, Banking, Finance, Zakah, awqaf and microfinance. With a wealth of experience advising and collaborating with governments and leading financial institutions, we are able to tap into a pool of prominent researchers and industry experts within the IDB Group to develop and implement workable solutions addressing the needs of our clients across the globe, irrespective of whether they are private entities or sovereign in nature. The Advisory team, comprising various nationalities with broad language skills, is able to mobilize the specialized resources required for each unique client situation — whenever and wherever they are needed and is focused on the following:

Advising interested governments and private sector institutions on applications of Islamic economics, finance and banking to promote economic development and financial stability.

Collaborating with the Islamic Financial Services Board and other International Islamic infrastructure Institutions on analysis, and development of standards, and good practices, in supervision, governance, and market development, and contribute to their adoption in IDB member countries.

Assisting interested IDB Member and Non-Member Countries in developing and building zakah, awqaf and Islamic microfinance institutions.

Organizing country level and regional symposia, conferences and seminars to promote dialogue and disseminate knowledge in Islamic Economics, Finance and Banking.

Developing economic policies that suit the requirements of member countries and that are consistent with Islamic economics, finance and banking.

Developing and implementing innovative new products required by Islamic financial institutions.

Shari‘ah Advisory IRTI Advisory provides Shari‘ah Advisory Services on matters related to Islamic banking and finance in the following areas:

Shari‘ah analysis on Islamic finance, including but not limited to the following industries: banking, capital market, capital ventures, fund or asset management, Takaful (Islamic Insurance) and others.

Shari‘ah studies on Sukuk structures and Sukuk issuance, Shari‘ah toolkits, guidelines, manuals and policies, Shari‘ah external review and compliance exercise and Shari‘ah auditing, Shari‘ah legal framework, contracts and documentations, Shari‘ah institutional advisory such as converting conventional banks into Islamic

Yahya Aleem ur Rehman

Manager, Advisory Services Division. Prior to joining IRTI, he was Vice President of Development Management Services at Capitals Group International (CGI), a joint venture between the Islamic Corporation for the Development of the Private Sector (ICD) and a New York based holding company Capitals Group. Previously he worked with KPMG in Saudi Arabia and with the Islamic Financial Services Group of Ernst & Young in Bahrain. He also worked with Accenture in London, UK. He is a Rhodes Scholar and has a Masters in Development Management from the London School of Economics (LSE), UK, and a Masters in Politics and Economics from the University of Oxford, UK. He also holds Masters and B.Sc. (Hons.) in Economics from the International Islamic University, Islamabad, Pakistan.

Dr. Layachi Feddad

Senior Researcher and Shari‘ah Advisor at IRTI. Before joining IRTI, he worked as a Researcher at the Muslim World League and at the University of Umm Al-Qura in Makkah, Saudi Arabia. At IRTI, he worked as the Editor of Islamic Economic Studies journal (Arabic language). He obtained his Masters and PhD in Islamic Economics and a bachelor’s degree in Islamic Shari‘ah. He is a certified trainer from CIBAFI. He participated extensively as a speaker in international conferences, seminars and workshops. He is author of several books and articles. He is also a member of Shari‘ah Committees and Boards of several renowned international institutions and organizations, like AAOIFI, IIRA and CIBAFI in Bahrain, etc.

Dr. Abdallahi Mohamed

Senior Shari‘ah Specialist at IRTI. Prior to joining IRTI, he served in Noor Islamic Bank, Dubai as Shari‘ah Manager. During 2007-2011, he worked in the International Islamic University Malaysia, Amanie Advisors, Malaysia and Eoincap Islamic Bank, Malaysia as Assistant Professor at Ahmad Ibrahim Kulliyyah of Laws, Associate Consultant & Researcher and Member of Group Shari`ah Advisory Committee. He is a Certified Shari‘ah Advisor and Auditor (CSAA). He did his masters and PhD in Fiqh & Usul Al-Fiqh at the International Islamic University, Malaysia. He obtained his bachelor’s degree in Fiqh and Usul Al-Fiqh from Institute for Arabic and Islamic Studies in Mauritania in 1998.

Abdelmonem Addas

Lead Finance Specialist, expert in investment, commercial banking and finance. Prior to joining IRTI, he was chief of resources mobilization at the Treasury Division of IDB where he was instrumental in structuring the first IDB sukuks in 2003. Prior to joining IDB Group, he had worked for several international financial institutions such as Gulf International Bank, Bahrain; Paine Webber, Paris; Lehman Bros., London; and JP Morgan, New York. He set up the Islamic banking window for Gulf International Bank, Bahrain.

Ahmad Fadhlan Yahya

Shari‘ah Specialist at IRTI. Prior to joining IRTI, he worked at Al-Rajhi Bank Malaysia as Acting Director and Head of Shari‘ah Secretariat and Compliance, Senior Vice President of Shari‘ah Review and Compliance. Earlier he also worked at the International Islamic University Malaysia (IIUM) as a Senior Manager, Education and a lecturer in Islamic Studies, Shari‘ah and Fiqh Al-Mu‘amalat. He obtained his master’s degree in Fiqh from IIUM. He got his bachelor’s degree (Honors) in Fiqh and Usul Al-Fiqh (Major) and Political Science (Minor) also from IIUM. He is also a member of Shari‘ah Committees and Working Groups of some distinguished national and international institutions and organizations.

Mehmet Fehmi Eken

Islamic Finance Specialist at IRTI. He joined IRTI in 2008 and worked on numerous projects, which includes information gathering, data analysis and current state assessments. Prior to joining IRTI, he worked with Albaraka Turk Participation Bank and Turkiye Finans Participation Bank in Corporate Credits and Operations, respectively. IRTI’s Training Courses aim mainly at providing training opportunities to staff engaged in development activities in IDB member and non-member countries with a view to contributing to the improvement of their human capital, which is vital to their capacity building and socio-economic development. To achieve this objective, the IRTI Training Division uses various mechanisms to achieve the capacity-building objective including: Direct delivery of training using theoretical methodologies and empirical modules of

capacity building in two distinct modes: as Member Country Assisted Training (MCAT) and Fee-Based-Training (FBT), including Certification Programs in Islamic Finance, with focus on professional training in this field to enhance expertise and skills of those working in Islamic Banks and financial institutions.

Developing Training Manuals/ Resources in areas of training and textbooks that are

highly demanded by institutions in member countries. Special Training in collaboration with centers of excellence. Blended training and learning approach using distance and e-learning techniques.

Information and Knowledge Services

IRTI’s Knowledge & Information Services aim mainly at providing reliable Islamic finance data to support IRTI research, and to disseminate knowledge and information to professionals, regulators, other industry players and the wider public. This is crucial, as accessibility as well as accuracy and reliability of data is vital for the development of the Islamic financial services industry. Moreover, the repository of knowledge created by IRTI is hardly useful unless it is easily available to stakeholders in a usable format.

Over the last 30 years, IRTI has gained a lot of experiences in providing high class training courses on Islamic economics, banking and finance and has been able to forge close liaison with national, regional and international institutions of repute and centers of excellence in implementing its training activities. Some of the institutions with which IRTI regularly cooperates include the Central Bank of Oman, Central Bank of Libya, Saleh Kamel Centre for Islamic Economics, Al-Azhar University, Egypt, Egyptian Banking Institute, Bank Negara Malaysia, Capital Market Development Authority (CMDA), Maldives, National Institute of Banking and Finance (NIBAF) of Pakistan, State Bank of Pakistan, and many others. Recently, IRTI started negotiating a number of new memoranda of understanding with reputed private sector institutions in IDB member countries for jointly organizing fee-based courses. Among these are the Arab Academy for Banking and Financial Sciences, Jordan; Institute of Banking Studies, Jordan; Alhuda Centre for Islamic Banking and Economics, Pakistan; Al-Cafi Training Centre, Tunisia, etc. IRTI is planning to add, under its new strategic plan (2015-2025), a new program targeting universities and institutes of higher education, giving them two-week intensive courses on teaching Islamic economics, banking and finance. This will equip university professors with adequate material to start teaching the subjects to students. IRTI Training Division is looking forward to more collaborations and more delivery of successful programs worldwide.

Nature of Training

Comprehensive human development and the development of Islamic financial services industry constitute strategic thrust areas of the IDB Group. While the importance of human capital development and capacity building for socio-economic progress can be hardly overemphasized, promotion of Islamic finance is believed to make significant contribution towards enhancing financial inclusion in IDB member countries. IRTI, as a member of the IDB Group, aims at developing human capital through organizing training programs, orientation, and knowledge seminars, using traditional as well as modern distance learning and e-learning methods. Activities also involve improving quality, efficiency, impact and cost-effectiveness of training programs, income generation, developing training packages and building partnerships with the private sector institutions. IRTI maintains close liaison with national, regional and international institutions of repute and centers of excellence in implementing its training activities. On the average, IRTI organizes 30 training programs under the Member Country Assisted Training (MCAT) program for the benefit of IDB member countries, with varied levels of participation in international, regional and national programs. Since its establishment in 1401H (1981G), as the research and training arm of the IDB, IRTI has been organizing training courses in multiple languages, i.e. Arabic, English and French, on the following themes using its rich experience accumulated over years in conducting such courses, at local, national, regional and international levels. A large proportion of these courses are in the field of Islamic banking and finance in conformity with the vision, mission and goals of IRTI. 1. Member Country Assisted Training (MCAT)

In this category, courses are organized in collaboration with the national institutions designated by the IDB Governors of the host countries. Participants in these courses are nominated by the respective IDB Governors of the beneficiary country. Based on coverage, IRTI training courses fall in one of the following categories: Local: In such courses, participants come from the

host country only. Regional: In these courses, in addition to

participants from the host country, participants from selected IDB member countries are also invited through the respective IDB Governors.

TRAINING DIVISION HIGHLIGHTS

2. Fee-Based Training (FBT)

In this category, courses are mainly organized in collaboration with private sector institutions at local and regional levels under mutually agreed terms and conditions. Courses are fee-based. Dr. Osman Babiker

Lead Training Specialist at IRTI. He obtained his bachelor’s and master’s degrees in Economics from the University of Khartoum, Sudan and he got his PhD in Economics from Durham University, UK. Prior to joining IRTI, he worked at Tadamon Islamic Bank and at Faisal Islamic Bank, Sudan. In IRTI, he served as an Assistant Researcher, a Training Officer and a Manager of the Training Division. He is the author of several research papers in the field of Islamic Banking and Finance. He has participated in a number of local, regional and international events on economic issues in general, and on Islamic Banking and Finance, in particular.

Dr. Mohammed Ayyash

Senior Training Specialist at IRTI. He received his Ph.D.in Economics from the National University of Malaysia. He also holds two master’s degrees, one in Islamic Finance, and the other in Fiqh and Usul Al-Fiqh, from Science University of Malaysia (USM) and International Islamic University Malaysia respectively. He made seminal contributions to Islamic economics and finance over more than 15 years and contributed research papers in various conferences and seminars on Islamic economics and finance. He coordinated and delivered more than 40 training courses. He is a Professional Certified Trainer (PCT).

Senior Training Specialist at IRTI. Prior to joining IRTI, he worked as a Researcher and as an Assistant Professor at King Abdul-Aziz University, Jeddah and as Coordinator of the Islamic Economics Unit at the Islamic Foundation, UK. He holds a master’s and a PhD Degrees from the University of Bangor, Wales, UK. He got his Bachelor’s Degree in accounting from the Faculty of Commerce, Algiers University, Algeria. Mohamed Abdel Tawab

Learning Program Specialist at IRTI. Mohamed holds a Diploma in Human Resources Professional from the Egyptian Banking Institute, and training diploma from the American Society for Training and Development, USA. He got trained on Train the Trainer (TTT) and Human Performance Management (HPI) at ASTD, USA, and on Project Management in Credit Suisse Bank, Zurich. Prior to joining IRTI, Mohamed worked as a Head of Training Implementation unit and senior sales trainer at Qatar National Bank (QNB), Egypt. He also worked as a Senior Training Specialist at the Egyptian Banking Institute. Mohamed has previously also worked with the Commercial International Bank (CIB) and CITIBANK in Egypt. His interests are in Training Need Analysis, Training Instructional Design, Training Evaluation Process, Human Performance Improvement, Adult Learning, Training Delivery, Banking Operation and Islamic banking. Mohamed currently studies for his Master's Degree in Islamic Finance Practice from INCEIF, The Global University of Islamic Finance in Malaysia.

Houssem Eddine Bedoui

Senior Training Specialist and a financial engineer. He has an MBA from IE Business School (Spain) and is a Ph.D. student at the ENS (Ecole Normale Superieure, France). He develops scientific work on Islamic Finance. Before joining IDB, he had a career as a consultant in management advisory and ethical/sustainable finance. He has worked with different think tanks to develop Islamic Finance in France. As a part of IDB, he contributed to innovative products, and creating processes to develop new financial products. He managed the Islamic Financial Engineering lab as part of his target to work on people as a main component of financial innovation and product development.

In this era when appetite for Islamic finance is growing rapidly, the task before us is to ensure adequate supply of relevant knowledge products that will serve as catalyst for the development of the industry. At the Information and Knowledge Services Division (IKSD), our key responsibility, in collaboration with other divisions, is to process, package and disseminate such products fast enough to stay ahead of the demand. To achieve this, we have overhauled the publications processes and deployed modern, innovative ways of knowledge and information dissemination. Now, IRTI publications are available for online purchase, both in print and electronic formats. Our webinars reach wider global audiences, placing our knowledge products at the fingertips of our clients. The IRTI brand is also gaining better recognition globally, thanks to our active social media presence and to the IRTI smartphone app. We have also established more than 20 IRTI Corner Libraries, located in different educational and financial institutions around the world. Moreover, IRTI provides data services for Islamic banks through the IBIS database, which is now in the process of being recreated to make it the first choice, one-stop shop Islamic finance knowledge hub. Our overall aim is to build on the successes recorded so far, as IRTI strives to be the global knowledge center for Islamic economics and finance by the end of the decade.

Introduction The role of the Information and Knowledge Services Division (IKSD) is to provide reliable Islamic finance data to support IRTI research, and to disseminate knowledge and information to professionals, regulators, other industry players and the wider public. This is crucial, as accessibility as well as accuracy and reliability of data is vital for the development of the Islamic financial services industry. Moreover, the repository of knowledge created by IRTI is hardly useful unless it is easily available to stakeholders in a usable format. In discharging its responsibilities, the IKSD uses both traditional and modern media to process and disseminate knowledge, primarily through publications, lectures, seminars, roundtables, conferences, and webinars. IKSD similarly maintains IRTI’s Islamic banking and finance databases, portal, and social media channels. These and other key functions of IKSD are explained briefly below.

IRTI Publications With a collection of hundreds of publications in up to five languages (Arabic, English, French, Russian and Portuguese), IRTI retains its preeminent role in provision of Islamic finance literature in the form of books, reports, seminar/conference proceedings, research papers, journals, and newsletters. The IKSD is responsible for editing, designing, printing, and marketing these publications. Because of significant steps taken to improve overall quality, standards of IRTI publications have risen remarkably in the recent past in terms of content quality and graphic appeal. On the marketing aspect, IKSD initiates innovative ways to complement the traditional marketing approaches. As a result of these efforts, IRTI now has an electronic payment system through which its publications could be purchased online to be shipped to the customer. IKSD also executes strategic publishing partnerships with reputable publishers, in order to expand our book distribution network and gain market share for IRTI. Moreover, IKSD organizes IRTI’s participation in reputable international book fairs to showcase its products and services to international audiences, and organizes book launches to present new IRTI books to the public.

IRTI Corner Libraries Through the IRTI Corner Library Project, IRTI has taken the pioneering step of providing reference libraries on Islamic economics and finance to regulatory agencies and educational institutions with the aim of mainstreaming Islamic finance. IKSD manages this project, through which IRTI publications are provided free of charge to libraries of academic institutions, regulatory agencies and other centers of excellence. This helps make published research and other information in Islamic economics and finance readily available to students, lecturers, professionals and other industry players. So far, about 20 IRTI Corner Libraries have been established around the world, with plans to open more already at advanced stages.

IRTI Portal IKSD has revamped the IRTI portal, in line with our aspirations for a world-class website. The portal has a rich portfolio of books, journals, research papers and other knowledge products, with full information on each publication. These publications are available for download, many of them free of charge. With attractive user-friendly navigation features, the portal also captures relevant statistics for client retention and improved user experience. IRTI Social Media Channels For years, production of Islamic finance knowledge has not been an issue for IRTI while knowledge dissemination lagged behind its creation. Recently, however, the IKSD introduced new knowledge dissemination channels, including webinars, YouTube channel, Twitter handle, Facebook page, and an IRTI smartphone application. All these modern media are aimed at making the knowledge created more widely available to all demographic groups. Indeed, they have proved to be particularly successful, as more and more people from around the world are accessing our products. Over the next few years, IKSD plans to tremendously raise its social media presence for the purpose of knowledge dissemination.

Knowledge Sharing Programs The IKSD is responsible for organizing IRTI’s knowledge sharing programs for the IDB Group community. These include the fortnightly IRTI Research Seminar, the Eminent Speaker Series, and the IDB Prize Laureate Lecture. IKSD, in collaboration with other Divisions, similarly organizes the annual IDB Global Forum on Islamic Finance, which is an international strategic policy dialogue for the development of the Islamic financial services industry.

Islamic Finance Information Databases IRTI has been collecting and analyzing Islamic banking data for years through the Islamic Banks and Financial Institutions Information (IBIS) databases, managed by the IKSD for the use of all industry stakeholders. IBIS provides comprehensive data and information on activities of Islamic financial institutions, as well as up-to-date research and literature. Downloadable data of up to 159 banks, including financial statements and annual reports from the year 2000 to 2013, are available. The system similarly has rich Shari’ah and awqaf databanks, glossary of Islamic economic terms, and encyclopedia of Islamic financial products. It also hosts information on more than 5,400 leaders, professionals and experts in the Islamic financial industry.

Dr. Rahal Beladel

Senior Shari’ah Specialist at IRTI. He has a PhD in Islamic Studies from the Sidi Mohamed Ben Abdellah University, Fez, Morocco and a Master’s degree from the Mohamed V University, Morocco. Prior to joining IRTI, he worked as a teacher in the Kingdom of Saudi Arabia for more than 15 years. He also worked as Shari’ah researcher at the Encyclopedia of Rules of Jurisprudence and Principles of Jurisprudence, Sheikh Zayed Charitable and Humanitarian Foundation, the International Fiqh Academy, Jeddah. He authored a book titled Debt Against Debt in Malikite Jurisprudence and its Applications, and formulated 55 jurisprudence rules for the Zayed Encyclopedia. He participated in many seminars held by the Islamic Economics Institute of the King Abdulaziz University, Jeddah.

Dr. Hilal Houssain

Senior Systems Development Specialist at IRTI. Prior to joining IRTI, he was a Senior Information Security Consultant at the National Commercial Bank (NCB), KSA. He got his master’s degree in Computer Engineering from the University of Balamand (UOB), Lebanon, and his Ph.D. in Computer Science (IT Security: Cryptography) from Blaise Pascal University, France. He has two patents in Cryptography filed with the United States Patent and Trademark Office (USPTO), and several dozen articles on IT security and cryptography published in international journals and presented at conferences. His research interests include Banking Information Security, Cryptography, Financial Cryptography, Side Channel Attacks and Countermeasures, Smartcard, Radio-frequency identification (RFID), and Wireless Sensor Networks (WSN).

Dr. Anis Ben Khedher

Information Technology Specialist at IRTI. He holds a PhD in IT from the University of Lyon (France), MSc in IT from the University Blaise Pascal (France) and BSc in IT from the University Manouba (Tunisia). Prior to joining IRTI, he worked at the University of Lyon as Lecturer/Researcher in IT. He has published several research papers published in international journals and presented at conferences in the area of enterprise information systems interoperability.

Senior Editor (Arabic Language) at IRTI. He holds a PhD in Arabic Language and Literature from the University of Jordan. Prior to joining IRTI, he was at the International Islamic University Malaysia (IIUM) where he served as Assistant Professor of Arabic Language and Literature. He also held the position of Coordinator of Information and Communication Technology, and Coordinator of Arabic Writing Lab in the same university. He contributed as a Visiting Scholar to the Faculty of Arts and as a Collaborating Editor at the Scientific Publishing Center, King Abdul Aziz University (KAAU), Jeddah. He taught courses of his specialization and conducted seminars at both IIUM and KAAU. He has published several papers in refereed international journals with focus on Syntactic Studies, Translation Studies, Contrastive Linguistics and Computational Linguistics.

Yussuf Issa

Senior Financial Analyst at IRTI. He has extensive experience in accountancy in both conventional and Islamic finance. Prior to joining IDBG, he worked at several financial institutions in private and public sectors in the United States from 1984 to 1997. He joined the IDBG in 1997 and managed financial affairs of Islamic mutual funds. In 2008, he moved to IRTI as a Senior Financial Analyst where he has been involved in the management and analysis of Islamic banks’ financial and governance data in the Islamic Banks Information System (IBIS). He also served the Islamic Financial Services Board (IFSB) as a member of Task Force on Prudential Islamic Finance Database. He has a Master’s degree in Business Administration (MBA) from the George Washington University and a Bachelor’s degree in Accounting from the George Mason University in USA. He is a Certified Public Accountant (CPA) and a Certified Knowledge Manager.

Habeeb Idris Pindiga

Senior Editor at IRTI. Habeeb worked as a journalist for more than a decade before joining IRTI, and was at different times reporter/researcher, assistant editor, deputy editor and editor in three newspapers in Nigeria. He holds a Bachelor of Arts degree from the Bayero University, Kano-Nigeria, and received journalism and management training from several institutions including the Press Association, London. He is also an alumnus of the U.S. Department of State’s International Visitor Leadership Program (IVLP), Member of the U.S.-based Investigative Reporters and Editors (IRE), Member of the Nigerian Guild of Editors (NGE), and Associate Fellow of the Nigeria Leadership Initiative (NLI).
