1. DESCRIPTION
1.1 Background
The Ramon Airport plans to commence operations in 2017. The Israel Airports
Authority (hereinafter IAA) intends to install temporary fueling facilities for both
Jet A1 fuel and AV Gas.
Both fuels will be received by road tanker for transfer to the storage tanks and
delivered to aircraft by bowsers.
1.2 Facility
The facility will include:
� One (1) 30 m³ underground AV Gas tank to be supplied and installed by IAA.
� Four (4) horizontal 50 m³ Jet A1 tanks installed in a bunded and paved area.
� Road tanker offloading facilities for both AV Gas and A1 Jet fuel and transfer
to the appropriate storage tanks.
� The flow rate from the road tankers to storage will be by the road tankers
offloading pump.
� The flow rate from storage tankers to bowsers will be rated at 50 m³/hour.
� Facilities for transfer from the storage tanks to the fuel bowsers.
� Fuel filter-water separators both in flow from road tankers to storage tanks
and from storage tanks to bowsers.
� Temporary office.
2. SCOPE OF WORK
The scope of work covered by this document includes:
2.1 Detail design and supply of the 4 Jet A1 fuel tanks, including all necessary
fittings and instruments, such as level indication and high-high level alarm.
To include sheet metal bunds.
2.2 Design and supply of road tanker offloading and bowsers loading skids (to
include filters).
2.3 Design, specification and supply of all required piping, pipe fittings, valves,
filters, etc.

2.4 Specification and supply of pumps (2 jet fuel pumps + 2 AV Gas submersible
pumps).
2.5 Supply of all equipment and materials to site.
2.6 Installation of all equipment on concrete foundations, provided by IAA.
2.7 Supply and installation of all instrumentation as shown on the flow diagram
(including underground AV Gas tank's instrumentation.
2.8 Supply of local electrical equipment, such as start-stop push-buttons, local
panels, motor control panels, emergency shut-down valves and any
instruments requiring electrical connection.
2.9 Installation of all piping.
2.10 Supply of all necessary loading and offloading hoses.
2.11 Construction of any steel structures.
2.12 Testing and commissioning of all systems.
2.13 Electrical lighting
2.14 Firefighting systems according to authority's requirements.
2.15 Handing over to IAA of the temporary fueling systems in operating condition.
Handing over will include the transfer of all technical documentation, such as
plant layout, piping plans and elevations, tank data sheets, as-built drawings,
manufacturer’s installation, operating and maintenance instructions, etc.
3. UTILITIES AND SERVICES BY IAA
The following will be provided by IAA and are excluded from the Scope of Work:
� Supply and installation of underground AV Gas tank (not including submersible
pumps and tank instrumentation).
� AV Gas pipeline from the underground tank to the temporary fueling site.
� Concrete work, including equipment and storage tank foundations.
� Central electrical power supply: 380 V 3 Ph 50 Hz, and 220 V 1 Ph 50 Hz at a
side position on site.
� Drainage and oil-water separator
� Potable water at a central point
� Fence

4. SAFETY
All site work and activities shall be undertaken in accordance with the safety
requirements specified by the Israeli Safety Regulations.
5. SITE CONDITIONS
Site is open, adjacent to Eilat on Northern Gulf of Eilat (desert conditions), subject
to dust storms.
Temperature: minimum 0°C, Maximum 50°C.
Elevation: approximately +90m.
The site layout is shown on attachment A.
6. PROJECT ORGANIZATION AND PROCEDURES
� Project Manager – the operator shall appoint a Project Manager, with not less
than 10-year experience in the design and construction of process plant. The
Project Manager is to be approved by IAA before commencement of work.
� The operator shall prepare and transmit a chart showing his site organization,
complete with the names of key personnel.
� All welders shall be qualified and copies of their certificates transmitted to IAA
for approval.
� IAA will appoint at Inspector who will meet daily with the operator’s Site
Manager. The IAA Inspector shall furthermore hold weekly progress meetings
with the operator. A written report of all such meetings in three (3) copies shall
be made with one (1) copy kept by the IAA Inspector, one by the operator and
one transmitted to IAA Management.
7. DESIGN
The design shall be in accordance with accepted practice in the process industry
and IATA recommendations. The design shall comply with the codes listed in
paragraph 8.
All design documents are to be approved by IAA prior to commencement of relevant
work.

8. CODES
The following codes shall apply:
8.1 Storage Tanks – the design, construction and installation shall comply with
UL 142. The tanks shall be internally epoxy coated in accordance with the
instructions of the epoxy manufacturer (Tambour EA 5H6 for Jet A1 fuel and
Tama Guard EN 80 for AV Gas are acceptable systems).
The storage tanks shall be designed to withstand wind and earthquake forces
in accordance with Israeli standards 414 for the wind and 413 for earthquake.
8.2 Pumps shall be rated at 110% of design flow and meet the requirements of
ASMS B 73.1 (End Suction Pumps) or ASME B73.2 (In-line Pumps), or
equivalent specification. Submersible pumps shall be according to attachment
C.
8.3 Piping shall be designed, constructed and installed in accordance with ANSI
B31.3. As far as possible, piping will be prefabricated. The piping specification
is attached (attachment C).
8.4 Area classification shall be in accordance with NFPA 30.
8.5 Electrical work shall be in accordance with IEC regulations and NFPA 70.
Actuated valves shall be electrically actuated and shall be suitable for the area
(area hazard classification), in which the valve is installed.
8.6 Instrumentation shall be in accordance with ISA recommendations and
standards.
8.7 Filters shall be in accordance with API 1581 and API 1596 (latest editions)
9. EQUIPMENT
9.1 Equipment shall be sized for 110% of the nominal flowsheet rates and
specified for the ambient conditions detailed in paragraph 5.
9.2 Pumps shall have direct drive.
9.3 Pumps shall be spared (i.e., one operating and one on standby).

10. INSTALLATION
10.1 Prior to installation, all equipment shall be stored in a closed area.
10.2 The installation of all systems and equipment shall be in accordance with the
manufacturer’s instructions and / or the applicable code.
10.3 All pumps to be drained of lubricant and filled with fresh lubricant, all motors to
be greased. All rotating equipment to be turned through a few revolutions once
a week until start-up.
10.4 Any damaged paintwork to be repaired.
11. TESTING
11.1 Tanks – if hydrostatically tested in fabricator’s works, no further testing is
necessary.
11.2 Pumps – to be checked for rotation only.
11.3 Piping – to be pressure tested in accordance with ANSI B 31.3 requirements.
11.4 All automatic shut-off valves to be checked for correct operation.
12. COMMISSIONING
12.1 Following mechanical completion, all storage tanks are to be checked for
cleanliness and where necessary cleaned.
12.2 All piping to have temporary strainers installed and cleaned by blowing out
with air until all traces of dirt and dust have been removed.
12.3 Storage tanks are to be filled with the appropriate fuel.
12.4 Pipelines are to be filled up to the hose isolation valves.
13. GUARANTEE
The operator shall guarantee that the temporary fuel facility operates as herein
specified for a period of eighteen (18) month from date of commissioning.
Any failure in performance or equipment or in the piping or other systems shall be
corrected or repaired immediately, i.e., attended within 24 hours.
The operator shall guarantee that he will maintain a suitable crew for six (6) month
from the date of commissioning to attend to any fault which may develop.

1. GENERAL
This specification covers the requirements for five (5) submersible fuel pumps to be
installed in underground tanks in the tank terminal of the new Ramon Airport near
Eilat, Israel.
The pumps shall be long shaft, integrally assembled on a support plate for mounting
on a tank flange as shown in Attachment C.
Two (2) pumps shall be designed for the transfer of jet A fuel, two (2) pumps for the
transfer of AV gas and one (1) pump for the transfer of fuel slops.
Each pump shall be rated for 50 m3/h at a head of 60m. For performance details
see pump data sheet (Attachment A).
The pumps offered shall be a standard production model. The Vendor shall provide
a reference list of pumps operating under similar conditions.
The pumps shall be supplied completely assembled and ready for installation on the
tank flanges.
2. SCOPE OF SUPPLY
The scope of supply covered by this specification includes a set of five (5).
2.1 Immersible centrifugal pumps.
2.2 Electric motors.
2.3 Assembly of electric motor via coupling and shaft to pump on mounting plate
with pump discharge fixed through mounting plate; complete assembly ready
for installation on underground tanks.
2.4 Documentation as specified in Attachment B.
3. DESIGN
3.1 Pumps shall provide a flow of 50 m3/h against a head of 60 m.
3.2 Coupling shall be spacer-type, non-sparking to API or AGMA 9000
requirements.
3.3 Delivery connection shall be 3” flanged.
3.4 Pump thrust shall be taken by double raw angular contact bearing.

3.5 Line shaft shall be type 410 stainless steel with line shaft steady bearings to
manufacturer’s standard.
3.6 Column pipe to provide rigid support for pump and bearings.
3.7 Heavy duty pump casing to provide shaft bearing adjacent to impeller.
3.8 Pumps shall be fitted with replaceable wear rings on both impeller and casing
of compatible materials with non-galling characteristics.
3.9 Fitted impeller shall not exceed 95% of maximum diameter that can be fitted in
casing.
3.10 Impeller material may be cast iron.
3.11 All flanged connections shall be in accordance with ANSI B16.5.
3.12 Each pump to be tagged with a permanent type 316 stainless steel nameplate
with the following information:
� Manufacturer
� Rated capacity
� Differential head at rated capacity
� Speed
� Purchaser’s tag number
4. ELECTRICAL
4.1 The motors supplied with the pumps shall be to IEC standards and shall be
TEFC squirrel cage induction motors with class F insulation suitable for direct
online starting. Motors shall be non-sparking and suitable for operating in a
Class 1 Div. 2 area, suitable for operating at ambient temperatures of up to 45
˚C and relative humidity of 40%. Motors shall be rated at 125% of rated pump
power.
4.2 Power available is 380 volts 3 phase 50 Hz.
5. INSTALLATION DETAILS
Pumps are to be installed on ~2.5 m diameter double walled underground fuel
tanks, as per Attachment C.
Vendor to specify flange dimensions for mounting of support plate.

6. PAINTING
All external carbon steel surfaces shall preferably be epoxy powder-coated or
alternatively painted with a high-build epoxy paint system, applied in accordance
with the paint manufacturer's instructions.

9. GUARANTEE
The Supplier shall guarantee that the complete assemblies are free from fault in
design, workmanship and material and will meet the performance requirements
specified on the attached data sheets.
Should there be any defect in design, material, or workmanship, or should any unit
fail to meet the specified performance requirements during the first year of
operation, the Supplier shall make all necessary repairs or replace the equipment
without charge to the Purchaser.
Vendor is required to keep in stock a sufficient number of spare parts for all
components for at least 10 years from start of operation.

10. TEST
Testing shall be as specified by ANSI B73 and as shown on the attached data
sheet.
11. DOCUMENTATION
The required documentation is shown in Attachment B. Transmittal of the
documents listed in Attachment B is considered as part of the order.
12. BID
Vendor is to transmit his bid electronically or in 3 (three) copies. Bid to include:
12.1 Technical documentation as specified in Attachment B.
12.2 Any deviations from this specification.
12.3 Price – ex works, packed for ocean shipment. Price shall be given in US
dollars or Euros. Price to be given per pump for pump and drive assembled on
mounting plate.
12.4 Delivery time.
12.5 Payment terms requested.
12.6 Works location and port of shipment.
12.7 All documentation shall be in English.
