Dear Authors, esteemed Readers,
It is with deep satisfaction that I write this Foreword to the Book of Abstracts of the SCOEPACE
(Scientific Conference on Policy, Engineering, Arts, Culture and Education) held in Higashi-Hiroshima,
Japan, July 21st, 2018.
Indonesian Students Association Hiroshima (PPIH) initiates an academic event to bring together
researchers, academics and professionals from all over the world, in the fields of policy, engineering,
arts, culture and education.
The conference particularly encouraged the interaction of students, researchers and professionals from
various backgrounds in a scientific meeting to present and to discuss their current works. Their
contributions helped to make the conference as outstanding as it has been. There were 33 presentations
involved under the five themes, as described below:

In addition to the contributed papers, two invited keynote speeches were given: by Mr. Tomohiro Ono
(JICA) who talked about JICA’s Cooperation in Indonesia and by Dr. Eng. Aditya Farhan Arif (Post-
Doc at Hiroshima University) who talked about Nanomaterials for Future’s Energy Devices: Unveiling
the Opportunity of Indonesia.
This Book of Abstracts will provide the reader trending research topics related to Indonesia. I believe
that this book will be a stimulus to encourage researchers and academia to further study and research in
all these fields.

Land Acquisition Cooperation Model for Accelerating Development in Surabaya

ABSTRACT
Suramadu Bridge Area in both Madura side and Surabaya side have a strategic role in encouraging
regional growth. The higher accessibility due to development, the higher trip generation that ultimately
encourages the economic sectors surrounded. Suramadu Bridge area, particularly in Surabaya
Municipality, is in three authorities of either central, provincial and municipal governments. This
overlapping authority leads to the development problems, included difficulties in land acquisition. The
development problems are caused by lack of synergy in role and responsibility division between
governments. Therefore, this paper aimed to formulate a cooperation model of land acquisition to
accelerate the development of the region. We used purposive sampling to have valid respondents based
on their interest and influences. There are three groups of stakeholders selected, they are government,
private sector and expert. Government groups represented by Planning and Development Board of
Surabaya and East Java Province as well as Development Board of Suramadu Region (BPWS). Private
sector groups represented by Indonesian Real Estate Association and Indonesian Chamber of
Commerce and Industry. Indonesian Association of Planners in East Java and lecturer of urban and
regional planning included in expert groups. The initial step in this research was identifying the
problems in the region by using Root Cause Analysis (RCA) and content analysis. The next stage was
analyzing cooperation model in managing the problems by using content analysis. The results showed
that the root causes in the region were contradictory regulations, unsynchronised policies, conflicts
between governments and public, inappropriate land price, and occupied land issues. Based on the RCA,
then obtained an effective cooperation model to accelerate the development. The proposed cooperation
model of land acquisition are cooperation in licensing arrangements for private purpose and settlement
relocation cooperation for providing public interest. In the model, the division of roles between parties
is determined as follows: Special Board of Gerbangkertosusila (BK GKS) plays roles in monitoring-
evaluation. BPWS acts as an accessor and facilitating the coordination of the development acceleration
programs, that are licensing and relocation assessment. Provincial and municipal governments act as
executors according to their respective areas of authority. In addition, the model also proposed a
mechanism form of coordination among the government parties involved in the development of the
region.

ABSTRACT
The aims of the study are to analyse the factors that affected collaborative governance and also efforts
to build collaborative governance in spatial planning in the city of Depok. This research used qualitative
method with constructivist approach. The data collection method consists of: (1) Primary data, were
collected through in-depth interviews with Public Works and Spatial Planning Department of Depok
city; Development Planning Board of Depok city; and stakeholders in Depok related to the research
problem such as housing developers and social society. (2) Secondary data were collected through the
literature and documentation at the Public Works and Spatial Planning Department in Depok city.
According to Indonesian laws and regulations Article 26 of 2007 on Spatial Planning, it requires that
each city in Indonesia has a Green Open Space (GOC) of at least 30 percent of its territory. It is also
purposed to increase cooperation of all elements for Depok’s spatial planning.
This research indicates that the implementation of collaborative governance in Depok’s spatial planning
has not been effective because Depok only has 3227.26 ha GOC less than 30 percent of 202.9 KM² city
wide; the economic centralization in one particular region, should have been intended for office or
municipal services; and the role of government still dominant in cooperation with stakeholders in spatial
planning and management through public discussion, public hearing, and public consultation. It is
influenced by several factors: lack of networked structure; lack of distributive accountability/
responsibility; and the lack of trust among the participants in spatial planning of Depok city.

ABSTRACT
Community participation is a significant tool of local governance all across the world. The shift from
state-led initiatives towards community-driven action has created significant change and new
opportunities in communities to participate in the decisions that affect them. This is especially relevant
in countries where decentralization and democratization have led to increased local-level participation.
However, the potential of participation is diverted into a formal structured mechanism, while decisions
from the local residents' inherent unequal system. The current critiques of participation’s potential from
practices in informal settlements, particularly informal urban fishing communities, reflects benefits of
state-led strategies rather than community practices. This research seeks to understand the synergies
between participatory practices of state-led and community-driven initiatives as well as the tensions
between the two approaches in shaping public infrastructure and services in coastal communities. Based
on qualitative research in three communities in Manado, Indonesia, it examines how the provisions of
state-led initiatives with the communities’ experiences through comparative participatory practices.
Exploration of varying variables such as different cultures of engagement and political administration
as well as specific settings, community structure and how it shapes the communities’ activities further
contextualise local-level participatory planning and its implication towards urban development.

ABSTRACT
Pluralism is a social reality of Indonesian nation. One such form of diversity is the diversity of
indigenous people in Indonesia. The motto "Bhinneka Tunggal Ika" is a form of recognition and respect
for diversity and awareness that the diversity of the Indonesian people is seen as a "social energy".
Indigenous people are a territorial or genealogical community with their own wealth, distinctive citizens,
and can act in and out as an independent and self-governing community. The typical character is actually
a wealth of social and cultural values of the Indonesian nation if managed properly. However,
indigenous people are still underestimated, discriminatory and unfair. In fact, they are a community that
existed before the birth of the Unitary State of the Republic of Indonesia (NKRI), but after the Unitary
State of the Republic of Indonesia (NKRI) the existence and position of the juridical (de jure) is not
clear and sidelined. This condition then makes it a vulnerable community to become victims of national
policies and development such as in mining exploration and exploitation activities in customary land
areas (ulayat) which often lead to conflict between employers and state apparatus with indigenous
people. Issues raised in this article, first, what is the status and position of indigenous people in the
Indonesian Legislation? Second, what is the urgency of giving legal recognition to indigenous
Indonesians? The research method used in this study is juridical-normative with the approach of
legislation. The result of the research concludes that first, the sectoral nature of the regulation governing
indigenous people in Indonesia is considered to be one of the root causes of the unclear status and
position, so that their basic rights are often violated. Second, that indigenous people should have a clear
and proportional status and legal standing through legal recognition mechanisms in integrated
regulations. So, with the legal certainty, it can make it as a protected, strong and independent community
in its activities supporting the dignity of the Indonesian nation.

ABSTRACT
The Unitary of Republic Indonesia is one of the largest maritime countries in the world with huge fish
resource potential, estimated at 6,4 million tons per year. This potential are scatered in the marine
teritorial of Indonesia and the territorial of the ZEE (Exclusibe Economic Zone) Indonesia.With
enermous potential, the coastal community should be able to enjoy the welfare. But in fact, the
fisherman still far from the prosperity. The number of the poor people from the fisheries sector is very
large, reaching 2,132,152 poor households or 12.29 percent of poor households nationwide.1
The high poverty problem of fishermen can not be separated from the problems encountered in this
sector. Starting from the infrastructure support, financing, Science and Technology (Science and
Technology), Human Resources (HR), and the low managing maritime institutions itself. This has an
impact to the entire maritime sector GDP contribution which only 20%. Whereas the other countries
with the smaller marine wealth potential then Indonesia, such as Iceland, Norway, Spain, Japan, South
Korea, China, New Zealand, and Thailand, their maritime sector contribution are above 30% of GDP.2
Financing aspect of the fisheries and marine sector is on of the things that need special attention. The
presence of fishermen banks is the answer to the lack of banking attention o the fisheries and marine
sector. Plus the management of the capital system in a conventional bank that leads to usury or profit
taking is not according to the Shari'a and is prohibited in Islam.
The method used by the author is the normative juridical method of legislation approach and conceptual
approach. The legal materials used are primary and secondary legal materials. Technique of tracing
material of law is done through study of documentation, literature study, and internet. And all data
collected, then inventoried, classified, and analyzed by using content analysis.
Financing in the fisheries and marine sector in Indonesia can now be obtained through government
credit programs, non-government program credits, and non-formal credit institutions. But unfortunately,
the third financing contains many problems in the implementation. Therefore, the establishment of the
Shariah Fishermen Bank is a solution in overcoming the problems related to financing that has been in
the fisheries and marine sector.

ABSTRACT
Indonesia has been recorded as the largest nation to receive foreign aid from Japan and World Bank.
However, under the leadership of the Foreign Affairs Minister Retno LP Marsudi, Indonesia marks the
start of new era for the country to launch an official development assistance or foreign aid called
Indonesia Aid in 2018. The Indonesia Aid as is planned will be managed by a new agency and the
ministry has allocated Rp 1 trillion (USD70 million) to start with. As the member of G20, a group of
the 20 wealthiest nations and ranked as the 16 th largest economy in the world, being a donor country
for the international development is a big step for Indonesia as the road to achieve a global recognition
and increase the nation’s dignity in the international political constellation to become an emerging donor
country. Therefore, this research aims to define the approach used by the Government of Indonesia in
order to achieve its national interest. Analysing from the secondary data, the preliminary result of this
research finds that the foreign aid performed by Indonesia is being used as the strategy to achieve the
national interest, strengthen the humanitarian diplomacy and realize the jargon “Indonesia is a partner

This is a fast community community. It is also responded quickly by President Joko Widodo in
innovation in accordance with the times, reliable modern technology and technological technology. The
method used in this research is to use qualitative. As for the theory used is the theory of digital public
space Habbermas. Combine style through "blusukan" by documenting it in the form of video blog
(Vlog) and uploaded on Youtube. This is made by the President of the Republic of Indonesia, to know
the activities of the President. The author uses the scope initiated by Jurgen Habermas to enable the
analysis of secondary data such as books, literacy, journals, and online media for use in the study of
this paper. The results of the research can be developed by further researchers.

ABSTRACT
The Unitary of Republic Indonesia is one of the largest maritime countries in the world with huge fish
resource potential, estimated at 6,4 million tons per year. This potential are scatered in the marine
teritorial of Indonesia and the territorial of the ZEE (Exclusibe Economic Zone) Indonesia.With
enermous potential, the coastal community should be able to enjoy the welfare. But in fact, the
fisherman still far from the prosperity. The number of the poor people from the fisheries sector is very
large, reaching 2,132,152 poor households or 12.29 percent of poor households nationwide.3
The high poverty problem of fishermen can not be separated from the problems encountered in this
sector. Starting from the infrastructure support, financing, Science and Technology (Science and
Technology), Human Resources (HR), and the low managing maritime institutions itself. This has an
impact to the entire maritime sector GDP contribution which only 20%. Whereas the other countries
with the smaller marine wealth potential then Indonesia, such as Iceland, Norway, Spain, Japan, South
Korea, China, New Zealand, and Thailand, their maritime sector contribution are above 30% of GDP.4
Financing aspect of the fisheries and marine sector is on of the things that need special attention. The
presence of fishermen banks is the answer to the lack of banking attention o the fisheries and marine
sector. Plus the management of the capital system in a conventional bank that leads to usury or profit
taking is not according to the Shari'a and is prohibited in Islam.
The method used by the author is the normative juridical method of legislation approach and conceptual
approach. The legal materials used are primary and secondary legal materials. Technique of tracing
material of law is done through study of documentation, literature study, and internet. And all data
collected, then inventoried, classified, and analyzed by using content analysis.
Financing in the fisheries and marine sector in Indonesia can now be obtained through government
credit programs, non-government program credits, and non-formal credit institutions. But unfortunately,
the third financing contains many problems in the implementation. Therefore, the establishment of the
Shariah Fishermen Bank is a solution in overcoming the problems related to financing that has been in
the fisheries and marine sector.

The production of fossil resources such as oil and gas are now declining. Since world demands a large
amount of energy, we need to mix and combine the energy to meet the supply. The coal bed methane
(CBM) is the gas produced by coal bed. Indonesia has natural resources and abundant reserves of coal.
According to previous research, the reserve capacity reaches up to 183 TcF, which makes it beacome
very promising to be develop. In Indonesia, there are several basin which have high prospects to produce
the CBM, two of them are South Sumatera Basin and Kutai Basin. The CBM can be found in the certain
depth so it causing the thermogenesis process, then from microorganism activity in anaerobic
environment cause the fermentation which produces the methane gas. The effort to raise the methane
gas production from the physical model research to stimulate the field condition into micro shape from
laboratory test. The coal from South Sumatera Basin and Kutai Basin is tested in invitro as a microcosm
condition. The coal, microorganism (methanogen archaea), in various condition of water formation
(fresh, brackish and salty) with the ratio 1:4:5 which incubated for 15 days at the 34° C. The gas
production is taken every 5 days through the springe gas and counted the methane gas quantity using
the chromatography gas. The result exist in graph that both of formation can adapt through the
fermentation as anaerobic process and the gas methane production improve in the condition of brackish
water formation compared to the other water condition.

ABSTRACT
The needs of electronic components cannot be separated from the needs of electricity because it requires
electrical power to be in use. As one of its negative impact, electronic components that have been unused
eventually become electronic waste (e-waste). In April 2013, near 40 million metric tons of e-waste are
produced globally each year. Improper disposal of these electronic wastes can affect the soil, air, and
water components of the environment. Therefore, electronic waste in the form of
MJ2955 transistor can be build as solar cell component to generate electricity from solar energy. The
solar cell consists of 10 transistors and made using a PCB Board composed of MJ 2955 transistors. The
purpose of this study was to generate a solar panel module based on Transistor MJ2955 to generate
electricity. The data taken in this research are voltage and output current from the solar panel Transistor
MJ2955. This research shows that MJ2955 transistor can be made as a material to build solar panel
module and can generate the voltage of 0.45 volts and achieve 0.55 mA current. It can be concluded
that solar panel based on MJ2955 transistor can be developed and utilized massively as a solution of
energy needs and waste reduction.

ABSTRACT
Dignity refers to good welfare system. It takes a lot of capital to achieve prosperity and dignity of the
nation. There is a need to integrating economic development and natural resources management. There
are many Indonesia’s natural resources, not exception on energy. A countries with biggest renewable
energy reserves will become superpowers of tomorrow. The most widely available source in Indonesia
is sea water. Sea water can be used as a source of hydrogen as an energy carrier. Currently, hydrogen
is a very promising as the non-polluting final combustion product, named green energy. In its utilization,
hydrogen and oxygen (free in the air) reacts in proton exchange membrane fuel cells (PEMFC) that
electrochemically convert hydrogen and oxygen into electricity and water. Development of energy
materials has been done so that the process becomes more efficient. These materials even from carbon
and aluminum waste are also very abundant. In the process, carbon catalyst material can accelerate the
reaction of hydrogen production from the hydrolisis of water by aluminum waste. The development of
aluminum water reaction system and renewable catalyst material potentially improve the stabilization
of hydrogen production. The by product is aluminum hydroxide, however, this material is
environmentally-friendly and usable for other manufacture processes. This research used is
experimental method. The research objectives is to produce hydrogen using green material catalyst that
is electroactivated carbon from coconut shell. The resulted material will be evaluated by using SEM
EDS and BET analyses to determine elemental analysis or chemical characterization of a sample and
surface area for hydrogen storage material application.

ABSTRACT
The growing era that happen right now directly proportional to technological and industrial
developments, but its not balance with the development of renewable energy that become a problem for
Indonesia and world today. Increasingly uncontrolled energy consumption causes of deficit in energy
reserves, this case made comparison between energy consumption and energy produced increasing.
This was reinforced by an energy forecast survey conducted by Lembaga Ilmu Pengetahuan Indonesia
(Lipi) in 2004 stating that energy needs are increasing as the years goes by. Indonesia also has other
problems in the field of energy one of which is the development of renewable energy that is still running
slow and less serious planning done by the government. Whereas with the Natural Resources Biological
abundant, a lot of potential that should be utilized into renewable energy. Coupled by the abundant
foodstuffs such as corn and sugar cane that could reach 19.03 million tons in 2014 for corn, and sugar
cane totaling 24 million tons in 2011 should be a great potential to develop and create renewable energy
sources. Based on these problems, the authors get an idea that may be developed afterwards can be a
solution through COBRA (Corncob Cane Organic Battery Alternative) is the idea to manage the waste
corncob and sugar cane as an effort to develop environmentally friendly renewable energy to overcome
the Energy Crisis. Author use a descriptive qualitative type of writing. The data used are secondary data
sourced from the literature such as journals, relevant books. In data collection for writing using direct
observation techniques and document analysis techniques. Expected results from the idea of COBRA
(Corncob Cane Organic Battery Alternative) is the development of new energy that is environmentally
friendly and cheap through the use of large potential that has not been maximally utilized in the form
of Corncob and Sugarcane, as simple explanation of this organic battery, we used a pyrolysis process
which is a combustion process with minimum oxygen conditions to obtain carbon content in both waste
materials. then the carbon content is mixed with electrolyte material, this mixture of materials that we
will use as a medium for producing electricity in this organic battery. That can be utilize as an alternative
energy source of the future in order to overcome the energy crisis problem in this case is use for the
manufacture of COBRA as a replacement for conventional batteries.

to the World Economic Forum (WEF) on the Global Competitiveness Index 2017-2018, Indonesia's
global competitiveness this year is in the 36th position of 137 countries. The results of this year's
publication also mentioned that Indonesia was ranked 31st in innovation and 32nd for business
sophistication (Dinnata, 2017). In an effort to support Indonesia's predicate on business innovation
based technology, conventional methods need to be replaced with automation methods. Because, there
are weaknesses in conventional methods such as not practical, and less efficient in the process. Including
small industries such as coil rolling services that still use conventional methods. According to Yandri
(2016) on the process of coil rolling can be done by automation. Based on that, Agumon is designed to

Global warming that cause climate change effects has become the center of attention around the world
to find a solution in order to reduce its impact. The impact has increased CO2 emissions since especially
in DKI Jakarta. CO2 levels have risen, so have its effects of air pollution. CO2 emissions in DKI Jakarta
reached 206 million tons per year (BPLH DKI Jakarta, 2015). In addition, Indonesia has one of the
marine resource can be used to absorb CO2 is faster than land plants that is Nannochloropsis sp
microalgae. Microalgae photobioreactor was created to find out how much CO2 absorbed and O2
produced. This research was conducted among 4 months at State University of Jakarta. The steps were
studying literature, supply tools and materials, photobioreactor manufacture, due diligence,
Nannochloropsis sp cultivation, and CO2 absorption and O2 production test. Microalgae grows through
the process of autotrophs photosynthesis. The structure of the unicellular microalgae lets change the
energy of the sun into chemical energy with easy (Spolaore, 2011). Microalgae be a plant that is most
efficient in capturing and harnessing the energy of the sun and CO2. The result of this research was the
creation of microalgae photobioreactor made in the form of an aquarium with length 35 cm, width 18.5
cm, and height 25 cm with capacity 18 L water that can be accommodated. The data are obtained
between CO2 absorption and O2 productivity is directly proportional through sensor from Hongkong.
In the first, second and third repetitions CO2 absorption and O2 production were found in 40%, 68% and
83%. Therefore, microalgae photobioreactor assisted by solar energy as eco-green technology can
certainly be a smart solution to reduce CO2 emissions. For long scale, microalgae photobioreactor can
be placed in the house, on the rooftop of each buildings and overpass in DKI Jakarta.

In the life of society we can not be separated from the problems that occur in emergency situations as
well as the need for blood donors. Blood donor itself is a social activity that aims to donate blood for
the needy people. Based on data from the World Health Organization (WHO), there are only 108 million
permanent blood donors globally from a population of 7 billion people, Indonesia as a country with a
population of over 250 million ideally has a blood supply of 2% from the population, it means 5.1
million blood bags a year, but in 2005 PMI (Palang Merah Indonesia) only get a total of less than 0.5%
of blood bags from the target (Winarsih, 2013). The lack of blood can be fatal to people who need
donors, from the Data and Information Center of the Ministry of Health, the Maternal Mortality Rate
of 359 per 100,000 live births and 35.1% of death-contributing factors due to unhealed bleeding. Based
on the problems, the authors get the idea to be developed into a solution in overcoming the blood stock
crisis through BLOODY (Blood Donor Buddy) is an Android-based app to tell the amount of blood
stock in the Hospital and PMI as well as information about Donors if the stock of blood is less. In this
research, writer use Quantitative method with Descriptive approach. The data used are Primary Data
using interviews the Donors and Secondary Data taken from the reference of PMI. The expected
outcome from BLOODY is the reduced number of deaths and permanent disabilities due to the lack of
stock of blood bags in hospitals by increasing the efficiency of time and dissemination of information
in searching data on the amount of blood stock and facilitate users to find the Donors nearby.

ABSTRACT
Depression is the fourth most social disruptive diseases in the world in 1990 that estimated in 2020 as
the second. Depression therapy that conducted by the health workforce has been good enough. Only
10% of the depression cases have solved correctly. Furthermore, the watch is something that can
increase people confident level. So, this research makes a solution to that problem that called REACT.
REACT is a smartwatch that equipped with an earphone. REACT can detect the depression based on
heart pulse based on the Atrial fibrillation. Moreover, REACT can reduce the depression using the A-
wave. The a-wave, emitted by the REACT, will resonate with the brain's A-wave. This resonance will
regulate the ACTH to stabilize the depression. ACTH will control CRF and AVP secretion that can
conduct noradrenaline and serotonin secretion. Noradrenaline and serotonin control the cortisol level in
the body and its secretion mechanism. When the cortisol level become normalize, the depression
problem has solved.

The needs for halal food and beverages in the world have increased with the growth of the Muslim
population in the world. However, for non-Muslim majority areas, it is very difficult to find halal food
and beverages. This study aims to build android based application to help consumers find halal food
and beverages that can be used in any area based on geographic information system concept. The
method used is System Life Development Cycle (SLDC) Extreme Programming method consists of
planning, designing, coding, testing, and releasing product. The result is an application that built using
Android Studio assisted by Unified Modeling Language (UML). The features in this application are
store locations that provide halal food and beverages using Google Maps API, store owner description,
communication with the store owner, and direct booking for nearby areas. The result of testing using
Black-box Testing show that most of the function in the application is working well with the average
test result of 65%.

Indonesia is one of the largest archipelagic countries in the world which has more than 17,000 islands.
Approximately 2.9 million km2 of waters covers the country. An authority to regulate the marine space
is required in order to manage it. However, the policy and the institutional framework to govern the
utilization of the marine space are still complicated. The purpose of this research is to analyze the
suitability of Coastal Areas and Small Islands Zoning Plans against current marine space utilization on
Maratua Island which is one of the outermost small islands enclosed in Indonesian’s Law No. 1 of 2014
on Management of Coastal Areas and Small Islands. The research also compiles the marine parcel based
on the zoning plan data using a Geographic Information System. Based on this research, there are 7
zoning plan of marine space utilization, 9 sub zones and 6 existing areas of Floating Net Cages (FNC)
in Maratua Island. The FNC area which does not affirm with the zoning plan is 27% of the total FNC
area. There are 3 areas of FNC that overlap with subzones of ecotourism and ecosystem protection. The
overlapping problem of marine space by dividing the utilization based on its depth is solved by 3D
modelling of marine space utilization. This research also analyze about implementation strategy of
marine cadastre. The strategies are initiation phase, development phase, preparation phase, monitoring
and operational phase.

This study aims at providing description about the empowerment of children in Sarah Sues Santa by
Peter Jack Leonard. This book was published in 2016. The problem formulated in this study will become
consideration in determining whether this book can be categorized as a good book for children or not.
All thoughts, actions, and feelings of the main character in this book are put into description to answer
the research question.
The main data were all gathered from Sarah Sues Santa by P.J. Leonard as one of children literature.
The focus of study is on the events that may provide empowerment for children. This is a qualitative
research. It uses content analysis as its method. It analysed the thought, action, and feeling of the main
character in the novel as well as other comment to the main character namely, Sarah. Credibility,
transferability, dependability and conformability followed in this study in order to acquire
trustworthines. The researchers are the main instrument of this study.
The result of this research revealed that there are three types of children empowerment in this book.
They are thought empowerment, action empowerment and feeling empowerment. Thus, character
education of children needs empowerment as it helps children’s enrichment of knowledge and
emotional development. As a conclusion, Sarah sues Santa belongs to those kind of good children
literature books.

ABSTRACT
Indonesian tourism industry nowadays is integrated on industrial activities that prioritize to the
sustainability of tourist area like Integrated Conservation and Development Project (ICDP) model.
Kanekes Village as one of local cultural site in kind of integrated protected area, as the one of
uniqueness cultural communities in its consciousness to preserve their environment. The main objective
of this research is to mapping out the strategic planning of social capital in order to intensify the
attractiveness of capable and sustainable Kanekes cultural. With this strategy, it will affect to the
efficiency and effectiveness of tourism object development policy, as well as an element that can foster
the awareness about the importance of cultural dimensions. This research is categorized into qualitative
research by applying a case study approach to describe an actual symptoms and facts about the potential
condition of Kanekes tribe on its capacity of social capital, then interpreted through the
Internal Factors Analysis Summary (IFAS) and the External Factors Analysis Summary (EFAS) on
SWOT Matrix Analysis to identify the values, institutions and mechanisms underlying the interaction
between individuals with social capital indicators, as well as to see the potential of community
empowerment of Cultural Heritage development. The finding of this study shows: (1) the main
opportunities of the strategic role on social capital planning in order to increase the existence tourist
attraction based on the value embedded in their social structure; (2) its strategy mapping as a solution
of potential development of sustainable national tourism object in the field of cultural education; (3)
this strategy may mobilizing Kanekes cultural integrity and local wisdom as the national identity of
Indonesian; and (4) the strategy can improve the social welfare and alertness of Kanekes tribe in facing
the global challenges.

ABSTRACT
The culture of each region of Indonesia plays a role in maintaining the dignity of the nation, so it is
significant to be conserved in related to globalization. The impact of globalization: there are many
foreign buildings in Bali accompanied with lifestyles that are in contrast to the Balinese way of life,
even when the traditional Balinese culture is known throughout the world. The presence of Aruna
restaurant of Teja Prana resort (the nowadays "felt Balinese" architecture) in Ubud Bali is considered
an example of the survival of traditional culture in today's architecture. This paper aims to reveal
traditional Balinese culture in nowadays architecture qualitatively-descriptively, with the approach of
architectural phenomenology and Balinese culture. Conservation of "artifact form": the openness of the
Aruna Restaurant similar to Balinese traditional bale banjar, for social-natural interaction; Building
materials from local nature (reed, bamboo, stone). Conservation of "activity form": The activity of
chatting / eating together at the Aruna restaurant is the conservation of similar activities (ngorte /
megibung) of Balinese traditional community, with the adaptation of places and situations.
Conservation of the "philosophy / concept" form: The upper floor being asymmetric to its axis
(interpreted as the changing world of humanity), the lower floor being symmetric to its axis (the world
of the devil) and the roof of the building (interpreted as the world of God / god) are the preservation of
the Tri Loka philosophy; The upper floor - an open circular floor with 8 pillars (the wind direction) at
the edges and 1 vertical shaft (sky-light - water pool) at its center is the conservation of the concept of
Cosmology Orientation on the 9 gods, as well as the conservation of the philosophy of Tri Hita Karana
(harmony of God -man-nature); Upper building material getting lighter is the conservation of Manik
Ring Cecupu concept (harmonization of human - nature), for the stability of the building. The conserved
Traditional Balinese culture in today's global life is believed to play a role in maintaining the
degradation of the dignity of the nation.

Cultural diversity is a wealth owned by Indonesia. There are many challenges that to be faced by
Indonesia. One of them is the need of young generation to preserve Indonesian culture. Nowadays,
many young generation of Indonesia are reluctant to learn Indonesian culture, or even preserve it. So
they do not know and understand their own culture. It is very dangerous, because it can erode the sense
of nationalism of Indonesia's young generation. Other impact is that Indonesian culture becomes prone
to be avowed by other countries. It has happened to some Indonesian culture. One of the causes is the
lack of young generation who preserve Indonesian culture. Therefore, an effort is needed to solve the
problem. “Cross Cultural Understanding to Know Indonesia Culture by Understanding the Diversities
of Indonesia in Strengthening Indonesian Dignity” is a culture-based education that aims to understand
various Indonesian cultures as a solution in providing information and understanding of Indonesian
culture. The activities held are the students learn from each other, share, and discuss about various
cultures of Indonesia from various regions to dig up their knowledge and understanding about Indonesia
culture. The method used in this research is descriptive qualitative. Through this step, students became
more aware and understand what culture is owned by Indonesia and can motivate them to preserve
Indonesian culture.

ABSTRACT
This study aims to re-explore cultural values on the principle of urban structuring in Yogyakarta
according to cultural values that are understood and live in the community through the identification
efforts of local wisdom of the people of Yogyakarta. In this era of globalization, urbanization has
become a trend in almost every developing country. Yogyakarta alone has been a centre for
governmental and economical activities which became the reason of moving society from the rural areas
to the center of this city. The city is then faced with a dilemma between boosting the construction of
tall modern buildings to support the economy or retaining cultural heritage assets in order to maintain
its identity. Some conflicts occurred between citizens and local authorities over the construction of
controversial apartments and hotels. This qualitative paper approaches by comparing the public policy
of heritage preservation program to the policy of modern installation and constraction application. The
result of this research is the urgency of revitalization of cultural values and more comprehensive local
wisdom into public policy on city arrangement and urban planning in Yogyakarta. Because of its
execution, some public policies have failed to be the front guard of cultural values and local wisdom.

ABSTRACT
Islamic Education is one of the favorite major. Everything, cannot be separated from the effort of the
major and the surrounding community conditions that support the existence of the major. The research
problem is related to students background in their students motivation, solutions of lecturer in their
students motivation and cooperation with the in motivating their students to increase studying in
additional class volunteer activity. The research method used is descriptive qualitative approach. The
qualitative data deals with meanings.5 The primary data is Lecturer and students data. Sample technique
with purposive sampling, 2 lecturer 30 students and a classroom, tutor and principal. Research setting
where researchers revealed that the status of the researcher as the researcher can provide objective
information. Time study for 6 months. Data collection techniques include (a) observation, (b) interviews,
(c) documentation.6 Analysis of data in the form of reduction and display data. Checking validity of
such data and member check, triangulate. The results of this study found: (a)educator in motivating
their students to improve students' motivation (B) Lack of understanding of the importance of
supporting students to learn english (C) Cooperation conducted the major and volunteer to work
together by requiring each student to implement compulsory one hour at morning. Technically in this
activity each student equipped by book activitiesthtat they were out memorized of the class completely
to follow extra lesson. Intended thing was students motivation in reading. The research using class
design of pretest-posttest. The instrument was tried out at Islamic Education Department.

ABSTRACT
The study aims to investigate the effect of students’ activeness in organizations on the work readiness,
the effect of their learning achievements on the work readiness, and the effects of their activeness in
organizations and their learning achievements simultaneously on the work readiness. This was an ex
post facto study employing the quantitative method. The research variables were the students’
activeness in organizations, learning achievements, and work readiness. The research population
comprised 92 students of the admission years of 2014 the electrical engineering education study
programs. The sampling technique was the simple random sampling technique. The research sample
comprised 76 students, consisting of 38 students active in organizations and 38 students not active in
organizations. The data were collected through a questionnaire and documentation. They were analyzed
by means of multiple regression. The results of the study show that there are not significant effects of
the activeness in organizations and the learning achievements simultaneously on the work readiness
among the students of the education of electrical engineering program study with Fobtained = 2.971
and a significance of 0.57; there is a not significant effect of the activeness in organizations on the work
readiness among the students of the education of electrical engineering program study with to
btained = -2.403 and a significance of 0.019; there is not a significant effect of the learning achievements
on the work readiness among the students of the education of electrical engineering program study with
tobtained = 0.900 and a significance of 0.686.

Principal Leadership Impacting Teacher Self-Efficacy at Elementary School in

ABSTRACT
Few studies have successfully identified the relation between principal leadership and teacher self-
efficacy in another country. But for Indonesia context, there is Ministry of Education and
Culture(MoEC) policy to improve teacher self-efficacy. From other previous research, they only said
about the type of principal leadership in Indonesia, without seeing how principal motivates the teacher
to implement that MoEC policy. To address this gap in the literature, this case study examines what are
the principal leadership factors that influence teacher self-efficacy in Bandung, Indonesia that influence
teacher self-efficacy.
I used mixed method to determine this problem. I used Teacher Sense of Efficacy Scale by Tschannen-
Moran and Anita Woolfolk (2001), semi structure interview, and observation at two elementary schools
in Bandung, Indonesia.
The result highlight the main factors that teachers feel about the advantages of the motivation from
principal in the implement teacher working group (KKG) one of MoNE policy to improve their self-
efficacy on face the new challenges in curriculum. And not only the implementation from teacher
working group but also the relation oriented leadership behavior from principal can improve teacher
self-efficacy.

Senior High School Teachers’ Attitude towards Teaching All Students in General
Education Setting in Banjarnegara Regency, Indonesia

ABSTRACT
The role of teachers in establishing inclusive learning environments is critical. It is generally accepted
that inclusive practice relies on teacher knowledge, skills, understanding, and attitudes. This study
aimed to examine senior high school (SHS) teachers’ attitudes towards teaching all students in general
education setting to promote inclusive practices in Indonesia. A total of 158 SHS teachers from ten
schools in general education setting were surveyed for data collection to determine characteristics that
impact their perceptions of inclusion in regards to teacher gender, years of teaching experience, and
personal experience with disabilities. The Attitudes Towards Teaching All Students (ATTAS-mm)
instrument by Gregory and Noto (2011) which consists of nine items was used for this study. The
ATTAS-mm arranged to load onto three different components of attitude: cognitive, behavioral, and
affective. The results of the survey shows that there was no significant three-way interaction between
gender, years of teaching experience, and personal experience with disabilities in SHS teachers’
attitudes. Teachers’ variable of gender and years of teaching experience were found as predictor
variables that contribute to variation in teachers’ attitudes toward teaching all students. The overall
mean of SHS teachers, 78.5% (n=124) teachers have moderate attitudes towards teaching all students
and the other teachers (21.5%, n=34) have high attitudes for full scale factor. The results make suggest
that a majority SHS teachers in Banjarnegara Regency have moderate attitude in positive way toward
teaching all students including students with special needs.

ABSTRACT
The purpose of this study is to explore the mental model of Indonesian students on a very crucial topic
in chemistry, namely chemical equilibrium topic. By knowing the students’ mental model, we can
choose an alternative learning method for students. On this topic involves many representations at the
sub microscopic level, relate to atoms and ions. This topic is the basis for explaining other topics and
its contribution to life and industry is enormous. This study was conducted in one high school in
Sukabumi Regency with research subjects are 37 students of grade 10 and 30 students of grade 11. The
research method was descriptive qualitative. Methodology of study through several stages starting from
developing of the mental model diagnostic test as primary instrument, implementing of the test and
interpreting of the test results. After data collection, every students’ answer classified into mental
models type by Sendur (2010) and we calculate the percentage for each score in that category. The
results showed for macroscopic, sub microscopic, symbolic, and interrelated levels of the three levels
of representation in the equilibrium reaction Fe3+ (aq) + SCN- (aq)→ FeSCN2+ (aq) were students have
a consensus and target mental model at the macroscopic level, but only a few of students on alternative
mental models. While at the sub microscopic, symbolic, and linking the three levels of representation,
student look difficulties and are still on alternative mental models, meaning that almost no students
enter in consensus mental models and targets for all three levels.

Indonesia had a lot of natural resources that will be possible to be one of the advanced nations.
But, human resources not good enough to manage that resources. One of the ways to build good
human resources is on education section. Human will be getting new knowledge from the education
which has there research culture inside it programme. According to UNESCO report in 2016, The
ratio of the number of researchers in Indonesia is 89 researchers for 1 million inhabitants. Compared
to Singapore-the ASEAN champion-which has 6,658 researchers per 1 million inhabitants. Quoted
from kopertis12.or.id on Monday (16/1/2017), within a year Indonesia is only able to produce 6,260
researches. While, Malaysia is able to make 25,000 researches, Singapore 18,000 researches, and
Thailand 12,000-13,000 researches. This report shows that the number of researchers in Indonesia is
small than the other country. Lack of interest in the research culture in schools will have an effect on
the slow pace of nations development. To cultivate scientific research in schools is necessary to build
a generation of researchers who are creative, and innovative so it may be made Indonesia be advanced
nations in the future. To increase the interest of research culture, students need to know about science
experiments and learn to become basic researchers in school. However, sometimes students don't
know how to start. This is due to the lack of reference to know how to do science experiments and the
tools or material that can be used. Based on that, Eskimo is expected to be a solution that acts as a
learning resource for students who want to learn about science experiments. Eskimo is a science
experiment module equipped with a kit as a supporter of the module contents during do a science
experiment, so students can directly do science experiment by following the guidelines on the module
and experimenting with the kit. Eskimo is a smart solution for students in finding ways to know and
learn science experiments and can be the solution to increase the interest of research culture in
Indonesia.

ABSTRACT
In this globalisation era, the development of science and technology increases sharply. However,
students’ ability in mathematics is still low in Indonesia. Based on the data from PISA in 2012 states
that 15 year old students’ mathemathics ability in Indonesia were ranked 63 from 64 countries with an
average score of 375. Based on the result, it should necessarily have lots of changes made in order to
improve the students’ mathematics ability in Indonesia. The improvement of problem solving and
mathematic ability can be done by giving routine exercise of word problem. Learning mathematics
would not be meaningful if it is not integrated in everyday life.Therefore, the solution of this problem
is problem solving strategy through Drawing Model as the model to solve mathematics word problems.
Drawing model help students to represent and visualise relationships, when solving number word
problems involving the four operations. Students could use the drawing model to solve mathematics
word problem by steps based on Bruner’s theory to solve the world problem. Bruner’s theory has 3
steps are enactive, iconic and symbolic phase. Enactive phase which is the representation of knowledge
through actions. Students know the real object and practice using media. In the iconic phase which is
the visual summarization of images. Students draw the real or concret object with the measurement
results as the students’ solution of the word problem. In the last, symbolic phase which is the use of
number to describe experiences. Students get the conclusion of their calculation to represent number
expression. Allows a student to organize information in the mind by relating concepts together. For
example, would be variables such as x or y, or mathematical symbols such as +, -, /, etc. Finally,
language and words are another way to abstractly represent the idea. Problem solving strategy through
Drawing Model can certainly be a smart solution to help government in improving education quality.

The demographic bonus can be understood as a condition where the composition of the population of
productive age (15-64 years old) is greater than the population of non-productive age (below 15 and
above 65 years old) within a certain time span. This paper will suggest that certain requirements need
to be metfor a country to be able to take advantage of the demographic bonus, one of which is the
realization of the quality and productive population through enterpreneurship education. It will further
argue that entrepreneurship education is one of the solutions to develop enterpreneurial spirit among
students and young people so they become independent, active, creative and innovative. In addition to
family education, entrepreneurship education should be be implemented early in an integrated manner
with learning activities at school, especially at the primary level. This is because students’ thinking can
still be shaped according to the needs of the environment. So, entrepreneur education in primary schools
is one of the best ways to maximize the demographic bonus benefits. This research is a qualitative
approach. This type of research is descriptive qualitative. The object of the research is entrepreneurship
education in Hidayatullah Integrated Islamic Primary School. The informant of this research is the
homeroom teacher that participates in the implementation of entrepreneurship education. Data were
collected by interview and documentation. Technical analysis of the data used are data reduction, data
presentation, conclusion, and verification. Test the validity of the data used by means of triangulation
which is a technique that is combining the collection of various techniques of data collection and data
sources. The results obtained are knowledge of entrepreneurship given on the basis of introducing terms
of business and types of businesses around the students and also have the character and the basic
knowledge for students about entrepreneurship. Knowledge of students about entrepreneurship

ABSTRACT
Indonesia is the fourth most populous country in the world. One of Indonesia’s national development
mission is to create a society which has the prestige of being a great nation. All great nations have
cultural influence that represent their greatness. Based on the research conducted by global marketing
communication company Y&R's brand strategy firm, BAV Group, and the Wharton School of the
University of Pennsylvania, the cultural influence sub-ranking score had 14 percent weight on the
overall Best Countries rankings. Indonesian comic books association (AKSI) noted that 13 million
people read comic books daily. However, the contents of these comics are still dominated with foreign
cultures and few comics has educational content. Based on the result of preliminary research, we found
that 95,7% students enjoy learning by using android application, 56,5% students stated that an
alternative of learning media is the usage of android application, 78,3% students are interested in using
android application as a learning media, and 73,9% students agreed to use android media as their
learning media. On the other hand, based on the research, the most difficult lesson according to the
student is math and physics. To compensate for these conditions, KOMMIKA (Komik Matematika dan
Fisika) is created as a learning media based on android application which also contains knowledge of
science and cultures of Indonesia. KOMMIKA is a visual learning media based on android to minimize
the challenges that students face when learning mathematics and physics.

ABSTRACT
Measuring students’ conceptual understanding is an important and timely issue across all areas of
science education because conceptual understanding in science learning is a value of learning outcome.
The purpose of this research is to analyze the effectiveness of using two-tier multiple choice test to
assess students’ conceptual understanding of science learning. Students’ conceptual understanding
cannot be easily measured or observed. Teachers need to probe students’ understanding before and after
instruction. To measure students’ conceptual understanding of the science learning, different diagnostic
tools have been developed and used. Two-tier multiple choice test has been regarded as an effective
assessment tool to determine students’ conceptual understanding. In a two-tier multiple choice test, the
first tier asks the student to choose the specific concept; and the second tier asks the student about the
reason or explanation for choice in the first tier. These reasons include identified misconceptions and a
scientifically acceptable answer.
