Foreword The fruition of this Annual Report intends to show our strengths as well as our areas for improvement in order for us to be able to plan for a bet-ter service in the coming year. We aimed and attained the acceleration of farm-ers’ and fisherfolks’ transformation into enterprising producers. We did this through responsive and timely delivery of extension services and the provi-sion of appropriate, timely and inspiring knowledge products and services.

In a nutshell, this Annual Report contains the highlights of the conducted trainings and other extension activities administered by the center. This is also taking into consideration that the accomplishments (or other areas meant to be improved) will lead to the realization of the institution’s aspiration considering the constraints in its delivery and for taking advantage with whatever available resources is on hand. The center, through its staff, in its collective effort and deter-mination, has strived to contribute towards the attainment of the De-partment of Agriculture’s goal for food availability and affordability.

What are our perennial goals and aspirations here in Region 10 aside from the national goals? To have a competitive and sustainable agriculture and fishery sector in Northern Mindanao through excellent extension delivery even beyond boundaries.

Message of the

The year 2017 has been beset with challenges for ATI-RTC 10 to continously extend delivera-bles and accomplish numerous tasks that were set before us. With this in mind, we were able to identify major development challenges in A&F extension, facilitate assistance to rural areas which were severely struck by natural calamities, and present practical and sensible solutions to solve pressing problems.We have attained a lot of firsts for this year. We have successfully launched “Bahandi” Book 1 the first ever collection of inspiring stories in farming. At the end of the year, we have also completed Book 2 which will be launched in the early part of 2018. Bahandi features our farmer-partners and Learning Site (LS) owners in Region 10. We have also launched our first official newsletter aptly named “North-Min STAR”. Not to forget that we have successsfully hosted the “Magsasaka Siyentista” (MS) National Summit held at the Binahon Agroforestry Farm (BAFF) owned and managed by national MS President Henry S. Binahon of Lantapan, Bukidnon. BAFF is an accredited Learning Site of ATI. Mr. Binahon is also the President of the Agriculture Learning Site Association (ALSA) of Region 10.

Furthermore, the center continuously establish Learning Sites (LS) as it belives that they are ef-fective partners in extension delivery. Our collaboration with the Department of Agriculture-Regional Field Office 10 was noteworthy through the launching of the Kapatid Agri Mentor Me Program as they extended their help in terms of seeds, technology, machinery and post-harvest facilities, as well as the marketing of farm products. Also worth mentioning is the launching of the Climate Resilient Agricul-ture Community Project in Kiabo, Malitbog, Bukidnon for 25 Indigenous People beneficiaries.

Two big programs that were implemented this year are the Binhi ng Pag-asa Program and the Tier 2 Program for the Poorest Provinces. We have met a lot of challenges under these programs but we have also learned a lot. Hopefully these lessons will guide us to perform better in 2018.

At this point, I would like to personally thank the entire ATI-RTC 10 workforce---my stal-wart collegues, for their contribution to the success of the organization and congratulate them all for their dedication which is evident in their effort. I would also like to thank the rest of our participating agencies, institutional partners and various stakeholders for their continued support to ATI and its programs.

ATI-RTC 10’s Annual Report highlights not just the achievements made in contribution to the national goals. Learning from the various challenges and difficulties during its trying times, it also em-bodies how improving working relationships in an organization transcends differences in opinion and strategies. Working together ultimately results in greater productivity.

The Agricultural Training Institute-Regional Training Center X (ATI-RTC X) came from the four centers which were first installed in the region in 1988, the one ATI-National Training Center (ATI-NTC), one Regional Training Center (ATI-RTC), and two Farmers Training Center (ATI-FTCs). The National Training Center, based at CMU, Musuan, Bukidnon serviced the training needs of agri stakeholders and ATI staff of the whole Mindanao zone. The ATI-Regional Training Center based at El Salvador, Misamis Oriental serviced the province and Camiguin. The ATI-Farmers Training Center based in Cagayan de Oro City serviced Misamis Occidental, and the ATI- FTC based in Iligan City serviced Lanao del Norte. In 2004, ATI again restructured and the four centers were merged to become ATI-RTC X. The main office is at El Salvador City, Misamis Oriental. Our area of coverage is the whole of Northern Mindanao to wit: Misamis Oriental with 23 municipalities and 3 cities; Misamis Occidental with 14 municipalities with 3 cities; Bukidnon with 20 municipalities and 2 cities; Lanao del Norte with 22 municipalities and 1 city; Camiguin with 2 municipalities.

NEW PUBLICATIONS The Center, thru the Information Services Section, released its first Semestral issue of “The North-min Star”, the center’s official publication. Its first issue highlighted the Success Story of Henry Binahon, the National Magsasaka Siyentista President. The Second issue featured former Governor Leo Loreto Ocampo, the President of the Organic Association of Region 10. It also launched “BAHANDI (Treasure) Sunrise Edition,” the first ever collection of farmers’ suc-cess stories which was published by the office. It features and highlights the farmer-partners and Learning Site (LS) owners in Region X. Bahandi: Northwind Edition is set to be launched in the 1st Quarter of 2018.

ENHANCED FITS CENTERS

Under the Rice Crop Manager Proj-ect, 10 Farmers Information Tech-nology Services (FITS) Centers were enhanced by the release of IT equipments such as tablets, printers, laptops and pocket wifi. These FITS Centers are expected to generate RCM Recommendations for their farmers. The following FITS Centers are:

It has also boosted their social media presence and created its new FB page, Instagram and Twitter, the @atinorthmin.

There are three FITS Centers established in the region this year. These are:

School-On-The-Air (SOA)

Three SOA conducted, to wit: 1. SOA on Urban Gardening in Malaybalay City, Bukidnon 2. SOA on Goat Production in CMU, Musuan, Bukidnon 3. SOA on Fruit and Vegetable Processing in Iligan City The top 20 graduates were awarded prizes. A “Hands-on Training on Fruits and Vegetables Processing” was conducted for the Honor students of SOA on Fruit and Vegetable Processing. Participants were able to process Cassava bibingka, Squash maja, Squash pastillas, Ube de Leche, Camote Bars, Mango Jam, Mango Puree and Langka Tart which were served during the graduation ceremony.

The center was able to train 6, 323 stakeholders and partners with 155 trainings and other related activities this year. Out of the accomplished activities, 35 are Season-Long Farmer Field Schools (FFS) under the High Value Crops Development Program( HVCDP), Organic Agriculture Program and, the Livestock Program.

HIGHLIGHTS BY PROGRAM

RICE PROGRAM

AFMECH Project

Conducted three Training batches on Rice Machinery Operations for rice farmers and Agriculture Engineers. The training produced 77 holders of NC II in Rice Machinery Operation (RMO).

AgriDoc

Produced 20 NC III on Agricultural Production. They are all Agriculture Development Officers of the Com-munity (AgriDoc) graduates.

CORN PROGRAM

The center completed a Season-Long Training of Trainers (TOT) on Corn Production with emphasis on Intergrated Crop Management and GAP. The 18 AEWs who graduated in the training passed the NC III on Crop Production.

ORGANIC AGRICULTURE PROGRAM Aside from the usual three days trainings conducted, there are eight Farmers Field Schools completed under the OA program.

The 25 AEWs and Learning Site operators who were trained under the program received their NC II in Organic Agriculture.

Scholarship Program Realizing the importance of empowering deserving students and harnessing the potential of today’s youth, ATI region 10’s Scholarship Program on Continuing Education for the Youth granted eight (8)students with scholarship assistance.

The students received the following:1. Free tution fee and other school fees2. Php 5,000.00 monthly allowance3. Php 1,500.00 for books and other school need per semester4. Php 1,000.00 for lodging per month5. Php 5,000.00 for thesis support6. Php 3,000.00 for graduation fees

II. Strengthening Competitiveness and Capacities of the AF Sector

HIGH VALUE CROPS DEVELOPMENT PROGRAM

ATI-RTC-X is the 2nd Top Performing Training Center in 2017 under the High Value Crops Development Pro-gram. The Recognition which was received by Ms. Moisa Niña Catiil, the HVCDP Focal Person is a testament that the targets under the program were well implemented.

ATI continously establish new Learning Sites while assisting old and new ones in their farm development to further improve their services in delivering extension.

In 2017, 15 new Learning Sites were validated and approved. Also, nine Learning Sites were given a total of P 1M financial assistance for the establishment/ improvement of their farms as a Learning Site based on the proposals submitted.

NEWLY ESTABLISHED LEARNING SITES

The project “Engaging youth in Agriculture” made its way to Lurugan National High School, capacitating 28 students and Agriculture Instructors in Organic farming. They participated in various gardening activities including: hands-on processing of organic concoctions, land preparation and planting. They received farming materials as a post training support to the group, to wit: vegetable seeds, personal protective equipments like buli hat, hairnet, industrial mask, industrial gloves, apron and boots; farm tools like bolo, shovel, sprinker, seedling tray, hand trowel and pail. They also received IEC materials as guide for thier production.

Aside from the regular training programs and major activities of the region, the 4H activity “Academic and Technology Integration -Education Program (ATI-EP) was implemented in 2017.

The 21 4Hers and Out of School Youths (OSY) participated in the activity.All of them passed two National Compentecies: NCII on Agricultural Crop Production and NC II on Agricultural Poultry and Animal Production. They also,received post training support such as farm tools and laying hens.

Funding support in the form of extension grants were allocated to accredited Private Extension Service Providers. A total of P 2.46 M was downloaded to four ESPs which conducted the following trainings:

Five 4hers among the 21 participants of ATI-EP are products of the 4H Adopt a 4Her Homestay program at Buhian Diversified farm in Initao, Misamis Oriental. Buhian Diversified farm is a Learning of ATI in region 10.

Furthermore, 25 families in Lantapan were trained and hosted by the Binahon Agroforestry farm( BAFF). They shared their best and practical practices that the farmers can

ATI region 10 continously capacitated LS operators and Magsasaka Siyentistas through trainings, farm business advisories and regular meetings. As a result LS operators and Magsasaka Siyentistas were elected as officers of the Northern Mindanao Organic Agriculture Association, and the Regional Farm Tourism Association of Region 10.

A Learning and Caring Journey for magsasaka siyentistas

For continuous learning and improvement of practices of the MS in the region, ATI conducted the activity “Pag-inambitay: A Learning and Caring Journey”.

The MS is one of the core component of the Farmers Information Technology Services (FITS) center. They are expected to proudly open their farm to other farmers and even the general public.Theus, an MS must be open to new ideas to improve his farm.

The activity became an avenue to learn from the practices of the other MS while at the same time offer advisory services to the farms that they are visiting.

A climate resilient agriculture community was established at Kiabo, Malitbog, Bukidnon.

The site was arrived at after a Climate Resilient Vulnerability assessment done by ATI and its partner, Greeenminds Inc., Greenminds is an ATI accredited Extension Service Provider and an accredited Learning Site of ATI.

The 25 Project beneficiaries are members of the Higaonon Tribe. They are also members of the Kiabo Federation of Organic Farmers.

A Baseline Survey was conducted with the beneficiaries as recipients so that the program can help craft plans for intervention. Agriculture and climate data of the community was also gathered.

Capacitation training on Bio Intensive Gardening, Herb Production were also conducted to capacitate the beneficiaries, and to ensure the sustainability of the program.

Post training support was released to the participants after a training where they were made to actualize their vision and dreams. Their requests were then validated before actual release was done.

Among the livelihood support that they received are: farm inputs such as seedlings, and fertilizers; common farm tools such as shovels, crates, pruning shears, fork, sprayers; livestock and poultry such as laying hens, and ducklings and others they have specified during the assessment .

The project will continue in 2018, with probably additional beneficiaries within the community..

Over P15M from the Center’s budget this year was allocated for the improvement of its infrastucture and facilities.

Rising in the center’s vicinity is its new office, training hall and a new dormitory .

A Series of Provincial consultations and planning workshops for CY 2018-2019 were conducted in the five provinces of Northen Mindanao this year.

The first batch was conducted in February and the last Batch in the third quarter of the year .

As a training institute, it is important for ATI to have skilled and knowledgeable staff. ATI continously harnessed its staff through provision of trainings relevant to their functions.

The following staff passed the TESDA National Competency exams :

Through the quality training programs of ATI. It produced 141 TESDA passers on various compentencies. Most of them are AEWs. Among the farmers who passed are Learning Site operators. There are also some Out of School Youths and 4H members.

Northern Mindanao is crowned as the top pineapple producer in the Philippines as of September 2017. It contributes about 61 % of the country’s whole production (PSA Quarterly Bulletic,Jul-Sept).
