The one issue that continues to cause some concern relates to the management of household refuse and recycling during this period, Council are undertaking a review of its processes and procedures to see if the current system can be improved without causing an increase in costs. While undertaking this review Council continue to be mindful of the fact that Robe is a small town of approximately 1,400 permanent residents that is trying to manage a 10 fold increase in population for approximately 3 months of the year. We will keep the community informed of any changes to the way we manage refuse and recycling well in advance of any changes being introduced. Pedestrian Crossing Victoria Street It is very pleasing to be able to report that Council, in partnership with the Department of Planning Transport and Infrastructure, will be converting the existing School Crossing lights on Victoria Street to Pedestrian Activated Lights. This change which will take place later this calendar year and will result in the opportunity for pedestrians to be able to cross the street safely during the whole year and not only during the school terms as is the current situation. It is expected that the operation of these lights will have an indirect benefit in breaking the traffic flow which will improve traffic trough the Robe Street /Victoria Street Intersection. Lake Butler Marina Entrance The reconstruction of the Lake Butler Marina Entrance is completed and compliments both the marina and the town’s street scape. Congratulations to Trevor Hondow for managing the project, John Hinge on his design, Council staff and the many local contractors whose quality work is on public display. Climate Change and Adaptation Planning SELGA is partnering with Regional Development Australia Limestone Coast and the Department of Environment, Water and Natural Resources to prepare a Climate Change Vulnerability Assessment and Regional Adaptation Plan for completion in 2016. Funding has been sourced through the Federal and State Government. The project will commence early in 2015. Our Councils will be strongly engaged in this, particularly in planning and infrastructure, but also with social and economic impacts of climate change. Robe Golf Club Council has resolved to provide short term finance to the Robe Golf Club to enable them to commence their residential development at Davenport Street. The Golf Club have provided security to Council over their property and the Golf Club and Council will be entering into a legal agreement that will ensure that in providing this financial assistance Council do not incur any costs. Regional Planning Planning in South Australia has become unnecessarily costly, complicated cumbersome and focused on process’s not outcomes. In summary state wide; There are too many plans, There are too many versions of the same rule (500 different zones for residential development, 2,500 combinations of zones) Planning documents are cumbersome (Planning documents contain 23,000 pages) It takes too long to update plans (3 years on average to change a development plan) The system is staining under the burden of assessment (30,000 applications a year, Western Australia has 5,000) Assessment takes too long (Average time to obtain approval for a dwelling is 10-12 weeks) The State Government is wishing to implement changes and in this environment the South East Councils have decided to undertake a project looking at reviewing how the planning functions are undertaken. Robe Council has indicated its support for this project and I will be reporting the achievements of this reform as it occurs into the future. Lake Charra Acting on the advice of Australian Water Environments and with the cooperation of the operators of Lakeside Caravan Park, Council has commenced work in relation to managing the odour that emanates from lake as it dries out. Council is keeping the water level at a constant during the summer months as a first stage of a long process to rehabilitate the lake. Heritage Development Plan Amendment Statement of Intent The recent work undertaken on Councils planning for the future identified the need for a review of the planning conditions associated with the Robe Main Street and heritage precincts. A Statement of Intent to undertake this review has been lodged with the Minister for Planning for approval. Once approval has been received the Development Plan Amendment Process will commence which will include consultation with the community.

District Council of Robe Budget Review Council have recently conducted a quarterly review of its 2014-2015 Budget. By the prudent management of Councils operating expenditure and operating revenue Council has been able to increase its operational surplus from $47,000 to $135,000. This has been done without any reduction of Council services but is a result of some unforeseen increases in revenue and the ability to make reductions in expenditure. The main areas of the operating review are;

$20,000 grant fund received for Coastal Action Plan project $40,805 additional funding from the Roads to Recovery program $20,527 cost to prepare a Lake Butler Asset Management Plan

This increased operating surplus unfortunately has been offset by an increase in depreciation of Council assets. Councils are required on a regular basis to re-value its assets such as roads and buildings, which has been completed. The revaluation has both increased the value of the assets as would be expected and reduced the anticipated useful life of these assets which has resulted in an additional $398,000 expense being added to Councils operating statements and an overall operating deficiency of $263,000. In laymen’s terms Council should be aiming to spend an amount equal to the depreciation on the maintenance of the existing assets to ensure that the assets can continue to be used by the community. Councils unsealed road strategy is an example of Council increasing its capital expenditure on unsealed roads to ensure that the road net work can still provide a service to the community. The new asset values including depreciation have shown that Council in upcoming budgets will need to increase its expenditure on key assets such as sealed roads and public buildings to ensure that these assets are fit for purpose and can be used by the community. Councils in reviewing its capital budget has resolved not to proceed with:

- The upgrade of the Greenways Hall - The upgrade of the Skate Park - Footpath extensions at Lipson Park and the esplanade Reserve

in the current financial year. These projects will be re-evaluated by Council when preparing the 2015-2016 Annual Business Plan and Budget. Council has increased capital spending on the Lake Butler entrance to complete this stage of the development works. When this project was originally planned Council anticipated receiving State Government funding which unfortunately didn’t eventuate. Council will modify its planned works in relation to this project in the upcoming budgets to reflect this unforseen expenditure.

COUNCIL NEWS

FROM THE MAYOR New Year’s, Silly Season Harvest Time While New Years means different things to every individual, it is a vital contributor to many of our local businesses. The very business that also provide us all with services, sponsor events and support our sporting clubs. I am not sure if it’s the heat or humidity but people’s tolerance levels seem much lower this year. There have been lots of complaints mainly about road verges being blocked across footpaths by cars and boats, fireworks and the school crossing. Council has reacted and the additional attention by the compliance officer has been effective. The New Year’s Eve celebration appeared to be overall responsible behaviour. Litter within the town less than other years and the beach crowd did assist Council works team to some extent with the clean up. The beach patrol handed out 200 rubbish bags on New Year’s Eve, which assisted greatly with the clean up.

School Crossing After many years of community concern, I am pleased to advise that the school crossing will be upgraded with a PUSH BUTTON ACTIVATED LIGHT CROSSING. This has been in the past a major item of concern for the Robe and District Ratepayers Association, and also a key concern for the Robe Road Safety Group. 2015 Finally, on behalf of the newly elected body, as we commence the year and new term, we look to the community and ratepayers for comment, advice and feedback. 5000 POPPIES

Between 2014 and 2018 Australia will commemorate

the Anzac Centenary, marking 100 years since

Australia’s involvement in the First World War. In

2015 there will be a large number of activities

commemorating 100 years since the Anzac Gallipoli

landing. From its association with poppies flowering in

the spring of 1915 on the battlefields of Belgium,

France and Gallipoli, the poppy has become a symbol

of both great loss in war and hope for those left

behind. As part of the 2015 Anzac Commemoration,

the 5000 Poppies project will be “planting” a field of

more than 25,000 poppies in Federation Square,

Melbourne as a visual tribute to Australian

Servicemen and Women for more than a century of

service in all wars, conflicts and peacekeeping

operations.

Robe will also have their own field of Poppies and we

are inviting all knitting, crocheting and crafty people to

help build our Field of Poppies for Anzac Day 2015.

Patterns are available from the Robe Library and all

you have to do buy the wool etc. and make Poppies.

We will have a small amount of wool to sell. Please

contact us if you have any questions.

ROBE RSL WWI MEMORABILIA DISPLAY

As part of 2015 Anzac Centenary Robe RSL

Sub-Branch proposes to provide an opportunity for

the public display of World War I memorabilia.

To facilitate the exhibition Robe RSL Sub-Branch asks

Robe community members in possession of World

War I memorabilia to consider a short term loan [less

than one week] of such items to be displayed at the

Robe RSL Hall on ANZAC Day 2015.

Robe RSL Sub-Branch member David Loxton, who will

be exhibiting his grandfather’s memorabilia, is

co-ordinating the display and looks forward to

hearing from local community members who may

have items of interest. Only items relevant to World

War I will be suitable. In addition those wishing to

provide brief historical written information regarding

family members who served in World War I are

encouraged to do so.

Every care will be taken to ensure the security of items

on loan to the Robe RSL. Enquiries/expressions of

interest should be directed to David 8734 2065.

day Mental Health First Aid Course

initial support to a person experiencing a mental health crisis

or developing a mental health problem.

Robe ANZAC Centenary Memorial To commemorate the 100th Anniversary of ANZAC Day the

Robe RSL Sub-branch, in partnership with District Council

of Robe, is planning to erect a Memorial Wall within the

existing Memorial precinct. The Wall will be surmounted by

a bronzed slouch hat (as worn by the first ANZACs), and will

provide a site for memorial plaques relating to conflicts

post WW 2. Although the project is being funded by the

Sub-branch and the Council there is a limit to those

monies, and thus a limitation on the scope of the project.

Accordingly, the Robe RSL Sub-branch is seeking public

support, by way of donation, in order to provide sufficient

funds to ensure that the end result is a memorial that truly

reflects the spirit of our community.

ROBE COMMUNITY BUS FEB 2015 The bus driver for February 2015 will be Richie White, phone 0427 275 042 or 8768 2055. The bus runs every Thursday morning for local shopping, bank, post office, library etc. You will be picked up at approximately 10.00am and returned to your home between 12 noon and 12:15pm. The bus will be going to Mount Gambier on Friday 27th February 2015, the driver will be Don Thorpe 0458 195 384; please remember to ring DON prior to the day if you intend travelling to Mt Gambier. Should there be any changes; a notice will be placed on the Lions Notice Board in the front garden of the RSL Hall. Please note: the bus will not run with less than 2 passengers. The bus will pick you up at approximately 8.00am and return to Robe by 5.30pm. The usual donation of $17 will be appreciated.

achievements throughout history and across nations. IWD has been celebrated for over 100 years.

IWD is a time to reflect on progress made, to call for change and to celebrate acts of courage and

determination by ordinary women who have played an extra ordinary role in the history of their countries

and communities. There is still more to be done especially in prevention

and elimination of Violence against Women and Children

In some countries, Russia being one, IWD is a national holiday.
