On January 21st, Councilwoman Williams and the other members had a special Public Safety and Veterans Subcommittee meeting at Cortez High School where members of the community heard about plans for law enforcement body cameras and the Community Engagement and Outreach Task Force updates.

Chris was recently named President & CEO by the Board of Directors at one of the longest standing public private partnerships for economic development across the country. To help open Verizon Super Bowl Central, the Budweiser Clydesdales were here in Phoenix. They participated in several events around the valley and were an excellent addition to the spectacular activities during the weekend of the Super Bowl. Considering Thelda’s passion for animals, it was only fitting that she wanted to greet them in person! On January 30th, we had a very unique opportunity to meet with some very special individuals. Even though it was a bit rainy, Thelda, Penny, Sina and Patrick stopped by the place the team called home while they were here and made some new friends. Beth Kerley and Dick Rosen from Anheuser-Busch coordinated with our office and allowed us to spend some time with some members of the hitch team, a couple of the horses and even Chip, the Clydesdale’s Dalmatian! It was a very special experience and everyone had a great time. While we were visiting, a new member of the team was about to be born. On Sunday, during the big game, at the Warm Springs Ranch in Boonville, Missouri, “Arizona,” named for the host state of the Super Bowl, came into the world! COFFEE WITH A COP

On Wednesday, February 18th, the Black Mountain Precinct “Coffee With A Cop” will be at Times Square Restaurant - Union Hills, located at 718 E. Union Hills Drive, Phoenix, AZ 85024 from 8:00 a.m. until 10:00 a.m. This is a great way to meet with officers from the precinct and get to know what ways the community and the Police Department can work together to fight crime in our neighborhoods.

Nonprofit Gabriel’s Angels Board of Young Professionals Hosts Second Art Benefit Event on February 20 at the Allstate Appliance Showroom Gabriel’s Angels, a Phoenix-based non-profit organization committed to improving the lives of Arizona’s abused, neglected, and at-risk children through the use of healing pet therapy teams, announced its Board of Young Professionals will be hosting a fundraiser on February 20, 2015. Paw Prints 2015 tasks twelve guest artists, who are well-known members of the community, with producing a painting of their choice over the course of thirty days. Confirmed guest artists currently include: Chelsey Davis – Morning Traffic Anchor, CBS5; Jennifer Kaplan – Owner, Evolve PR; Howler – Arizona Coyotes, Mascot; Joe Courtney – Phoenix Suns, Retired; Kyrsten Sinema – Congresswoman, District 9; Andy Izquierdo – VP Corporate Affairs, PetSmart; Kolby Granville - Tempe City Councilman; Tom Ambrose - Community Leader/Volunteer; and Thelda Williams - Phoenix City Councilwoman. The guest artists’ personalized canvases will be auctioned off during the event hosted at Allstate Appliance Showroom in Scottsdale from 7:30-9:30pm. Proceeds from Paw Prints 2015 will help Gabriel’s Angels continue to serve approximately 14,000 children around in Arizona. Members of the public will also have the opportunity to vote for their favorite painting by donating $10 per vote or $100 per 20 votes, with the top three paintings earning a People’s Choice award. Judges’ Choice awards will also be issued at the event. CHOLLA LIBRARY CELEBRATES LIBRARY LOVERS All library lovers, especially families with school-age children, are invited to the Cholla Library, 10050 N Metro Pkwy East, on Saturday, February 14, 2015 from 2:00-4:00 p.m. to celebrate libraries, learning, and favorite book character Pete the Cat. HULA’S MODERN TIKI MAHALO MONDAYS Hula’s Modern Tiki is proud to announce Mahalo Mondays. The Ocotillo Chapter National Society Daughters of the American Revolution will hold its next chapter meeting on Saturday, February 14th, 2015. The chapter is delighted to have Donna Reed as our guest speaker and present “The Life of Lincoln”. Donna teaches history at Estrella Vista Elementary School. She was recognized in 2010 by the Arizona State Society Daughters of the American Revolution, as the winner of the DAR Outstanding American History Teacher. Donna is a member of the Anazasi Chapter. Donna, who has studied Lincoln in various universities across the country, is a contributor to the book, Teaching Lincoln Legacies & Classroom Strategies. The authors of this book Caroline R. HELP OUR POLICE FIGHT ANIMAL CRUELTY Since 2012 the Phoenix PD and Arizona Humane Society have trained police officers to find ways to raise community awareness, address animal cruelty calls, and stiffen penalties for offenders. Today there are 35 trained Animal Cruelty Liaison Officers with office headquarters located at Black Mountain Police Precinct. The Phoenix Police Department is adding additional Officers to the task force and they need supplies. With limited financial support, your donated goods could help make a difference in preventing animal abuse. A "wish list" of goods that will support our Animal Cruelty Liaison Officers include:

• Water: Any water is fine. We have none and officers are buying it for animals that need it.

• Food: Dog food nothing bigger than 25 LB but potentially each officer could be provided with a 25lb bag of food to scoop out of for animals in dire need

• Bowls: Any will do, used is fine, we mostly encounter dogs so dog would be preferred

• Towels: Any old/donated/used bath towels are useful for wrapping dogs in and moving them in medical emergencies

Please bring these donated goods to my upcoming Community Breakfast on Friday, February 27th (7:30-9am) at the Deer Valley Airport Restaurant. Phoenix Police will be on hand to accept these items.

CERTIFICATION WORKSHOPS SET FOR SMALL BUSINESS OWNERS

Heather Kendall, the Rare Book Librarian, showed us a sampling from the 5000 items in the Rare Book collection. Only 6 other public libraries in the US have rare book collections--and all with fewer items. Ours is truly special!

There are 3 categories in the collection:

• Reference--How books are made. This includes a working 1895 printing press.

• Alfred Knight (Vault) collection. Over 3500 items were bequeathed to the Phoenix Public Library by Mr. Knight

• Artist Made books Special books that were shown to us included Babylonian clay tablets--a receipt for livestock from 2035 BC; A 15th century silk puzzle book from China; Shakespeare 2nd folio (only 11 other libraries in the US have one); a handwritten letter by George Washington, and an artist made book "B1126", the tattoo number from a concentration camp survivor. As you can tell, I really enjoyed hearing about the Rare Book Collection. Tours can be scheduled to see the room. ______________ The other highlight was news about the Career Online High School--and the rigorous process for adults who want to get their high school diploma. It's another way the Library is contributing to the education--and therefore economic impact--of our city's residents.

CITY MANAGER’S REPORT

ECONOMIC DEVELOPMENT & EDUCATION CEDD staff met with GPEC to discuss a new Human Resources Outreach Initiative. The objective is to achieve direct access and collaborative relationships with human resources executive staff across target industries, and to identify company size in the region that will yield real-time labor market information used for business attraction and workforce initiatives. On January 22, the forum was held at the Business and Workforce Development Center. The forums will rotate among community partners and will be held every month at the Center. The forum focused on technology, trends, training and employment opportunities for 2015. The panel included the following organizations: Assured Engineering, Stormwind, Trans-West Network Solutions and Arizona State University. Forty people attended the forum from a vast network of organizations within the community. On February 6-8, the Oasis Gift Show will have an estimated 1,000 attendees and 500 exhibits. Presented by the Organization of Associated Sales People in the Southwest, this wholesale gift tradeshow is for registered buyers only. On February 7-11, the Solidworks World 2015 will have an estimated 5,200 delegates and 550 exhibits. Dassault Systèmes SOLIDWORKS Corporation offers complete 3D software tools designed for engineers, designers and other technology professionals that create, simulate, publish, and manage data. Featured keynote speakers include Bre Pettis, Jinsop Lee and Dr. Michio Kaku, futurist, physicist, best-selling author, and CBS News contributor.

Staff was contacted by CED to work with the developer of the Crown Imports Building in coordinating the conversion of an existing retail building into a multi-use restaurant/retail establishment. Staff met with Street Transportation staff to coordinate future meetings to address ADA accessibility and safety concerns posed by existing utility locations within the right of way.

FINANCIAL EXCELLENCE The Spending Limit and Home RuleTask Force met for the third time on January 23 and reviewed expenditure limit options provided in the State Constitution. After reviewing and discussing options available along with the pros and cons of each, the Task Force took action to recommend the Council refer to voters the option to set the spending limit at the annual Council adopted budget, as the City has done since 1999. The Task Force will hold what is expected to be its final meeting this week to review and discuss a draft City Council Report and voter materials. On February 24, the Task Force is scheduled to formally present its findings to the Council and request approval of the recommendation and setting of necessary hearing dates. General Fund revenue collections at 6 months were $516.9 million, which represents 2.1% growth over 2013-14 collections of $506.2 million. The 2014-15 full-year revenue estimate was adjusted down this month by $3 million due primarily to the results of a recent audit which requires the City to issue a large taxpayer refund. The audit adjustment reduces current year revenue by about $2.4 million. Also, a reduction was necessary to the non-tax portion of GF revenue mainly due to reduced fines and fees revenue from fewer court filings, and less than expected parking meter revenue due to delays in the implementation of market-based pricing. The revised 2014-15 estimate is $1,051.3 million, which represents 2.4% growth over 2013-14 collections of $1,026.2 million. The reduction to the revenue estimate is offset by reduced current year spending, so the budget remains balanced. B&R is preparing to present the Preliminary General Fund status for 2015-16 at the February 10 Policy meeting along with the updated Zero-Based Inventory of Programs Budget document.

PUBLIC SAFETY A message of hope created by Phoenix firefighters on the rooftop of Fire Station 5 is all the talk at Phoenix Children’s Hospital. From the windows of the hospital rooms facing south, children with serious illnesses and their parents can see a lighted sign with the word “HOPE” on the fire station roof. Firefighters from Station 5 want the children to know that they care and are thinking of them. Local media picked up the story and aired it on their newscasts.

NEIGHBORHOODS AND LIVABILITY The Crazy 8s Club at Cholla Library will meet each Saturday at 2:30 p.m. beginning February 21 through April 11. This 8-week program for children ages 4-8, developed by Bedtime Math, is designed to get kids “fired up about math.” Every week, participants build, make music, run and jump, and make messes while learning math. Registration for the 8-week series is required. The National Education Association (NEA) will have their annual Read Across America reading awareness program on March 2, 2015. The campaign is a call-to-action for every child in every community to celebrate reading on March 2, which is the birthday of the children’s author, Dr. Suess. Tim Valencia has requested a

Proclamation from the Mayor, and staff will be purchasing another 1700 books using First Book grant funds, to be distributed during Read Across America. The Mayor and City Council members have been invited to assist in distributing the books and reading to a class in one of the five school districts participating in the tutoring program. Staff and volunteer tutors will also be reading to classrooms at Riverside and Sun Canyon schools on March 5 and March 6, respectively. Staff attended the MAG Air Quality Technical Advisory Committee where the Maricopa County Air Quality Department reviewed the successful regional outreach campaign to alert the general public not to burn during "No Burn" days. For the first time in 11 years, there were no violations of the federal air quality health standard for fine particulate (wood smoke) over the Christmas and New Year's holidays. The Advisory Committee also discussed the on-going lawsuit by the Arizona Center for Law in the Public Interest seeking to reverse EPA's approval of the 2012 Maricopa County Particulate Air Quality Plan in the 9th Circuit Court of Appeals. The Court is expected to decide before the end of the year.

SOCIAL SERVICES DELIVERY On January 22, staff participated in a meeting facilitated by CED staff to coordinate a summit to link employment and homeless services to better serve the homeless population. The group, which also includes representatives of MAG and UMOM, attended a Federal Summit promoting employment opportunities for homeless populations last year. The Phoenix Fire Department is hosting a Baby Shots free immunization clinic from 9 a.m. to 1 p.m. on February 7. The event will be held at Pendergast Hope Center at 10550 W. Mariposa Street. The PFD Baby Shots Immunization Program provides free vaccinations to children who are eligible under the Vaccine for Children’s Program (VFC). The VFC Program is federally funded and provides vaccines at no cost to children who might not otherwise be vaccinated because of inability to pay.

INFRASTRUCTURE The Aviation Department and United Service Organization (USO) held a January 28 media event with Mayor Greg Stanton and members of the City Council. The event launched a program, which will benefit USO operations at Sky Harbor. The Airport installed collection containers near security checkpoints, which will allow passengers to voluntarily donate their loose change before going through security. OEP and Parks and Recreation staff met with the Arizona Department of Emergency & Military Affairs to review September 8, 2014 flood damage at the Rio Salado Habitat Restoration Area and determine potential eligibility for reimbursement from Federal Emergency Management Agency Robert T. Stafford Disaster Relief and Emergency Assistance program. Much of the damage is eligible for repair work to be reimbursed, provided the agency's procedures and competitive bidding practices are followed. The reimbursement would cover up to 90% of repair to restore the area to pre-flood conditions, but any additional mitigation or other improvements are unlikely to be eligible under the program. On January 20, Historic Preservation Office staff met with representatives of Environmental Programs, Street Transportation and Parks and Recreation departments at South Mountain Park to review a new location for an existing water line and observe ongoing roadway repairs. September's storm damaged the road to the top of the mountain in numerous places, knocking out Civilian Conservation Corps infrastructure erected in the 1930s. Hunter Construction has completed repairs at lower elevations in the

park and is currently completing a large gabion wall to support the mountainside roadbed. The road to the top of South Mountain is scheduled to reopen to the public February 20. Staff worked with the Arizona Game and Fish Department to coordinate the Greater Phoenix Area Waterbird Census (Survey) for the Tres Rios Wetlands. The survey is a count of waterbirds found in all the urban lakes, ponds, canals, and other man-made water bodies within the city limits of the greater Phoenix area. Annually, this survey is conducted on the third Saturday of January.

TEAM PHOENIX On Tuesday, January 20, Human Resources staff certified one Police Department 911 Operator in the Bosnian/Serbo-Croatian language. This is the first employee from Unit 3 certified in this language.

According to legend, Phoenix gets its name from Cambridge-educated pioneer Darrell Duppa, who saw the ruins and prehistoric canals of the Hohokam and believed another civilization would rise from the ashes.

Now that the Super Bowl is over, the incredible task of cleaning the city up, or rising out of the ashes from the big game, is still underway. Clean up began almost immediately after the game was over and is expected to take over a week. Most of the materials will be re-purposed thanks to the NFL’s environmental program. Everything from carpets and fabric to stadium fencing will be used to benefit Valley agencies, including The Salvation Army and Keep Phoenix Beautiful.
