Letter from the Editor

Well here is another issue of “Who’s Who” here at Heather-

Ridge. This is the one issue you should keep somewhere just in case you need to reach out to someone here if you have any problems or concerns. We are trying to keep all of our residents informed with current information but if any of the information in this issue is inaccurate please feel free to email me at [email protected] to get it corrected. We here on staff always look forward to hearing from you.

Get Informed

As I talk with some of our residents it seems they just don’t know where to go to get any community information and I would like to show you where to go to get your questions answered.

The first place to start is with your community manager and if you don’t

know which community you live in please contact the HUA office for as-sistance.

You can always stop by the HUA office at 5864 Manchester Drive or call them at 847-816-9300 they are always happy to help you and direct you to the correct person to answer your questions.

If you looking for community information you can access it all at www.heatherridge.org. From all of the communities and HUA rules and regulations to floor plans and a copy of the Happenings you will find it here. You can even make a tee time for the golf course or check the pool and tennis court schedules.

We also have a community social network at a web site called Nextdoor and you can join at www.nextdoor.com/join. You can chat with your neighbors, sell unwanted items as well as asking your neighbors for help in selecting a

contractor to get some work done in your unit. It has proven to be a great help to many of our neighbors.

If you see any suspicious activity, violation of our common area rules and regulations or have a medical emergency please call Security at 847-362-3255. They are on the property 7 days a week 24 hours a day to help you. They will even hold a copy of your units keys so if you lock yourself out they will help you to get back in. They can also issue you a key card to grant you access to the club houses and pools.

As you can see we are all trying to make sure all of our residents know what’s going on here at HeatherRidge whether you own or rent we all live here together.

There are many more people out now that the weather is nicer, but sometimes there is mischief afoot also. Residents and guests are reminded to always lock their cars, whether they are inside the garage or in the common parking areas.

Don’t leave valuables, purses, laptops, wallets, even change where thieves can see it and at-tempt to steal by breaking into your car, or just opening un-locked vehicles.

Garage Sale RulesThurs/Fri/Sat — May 14-16, 2015

Signs are not allowed to be posted in the Gurnee public right-of-way which includes Utility Poles, Traffic Lights, Street Lights,Traffic Control Signs, Areas between sidewalks & street curbs and within 15’ of street pavement where no sidewalks exist.

Signs may be placed at the three main entrances and at roadway

intersections within HeatherRidge. Signs cannot be placed earlier than 7 am and must be removed by 6 pm on the last day of the sale. No balloons will be allowed to be tied to any com-mon property structure, only to the Garage Sale signs. Signs may not be larger than 2 feet high and 3 feet wide.

Heatherridge Condominium Association One

Board Of Directors’ Meeting Held Wednesday, April 15, 2015

These minutes have not yet been approved by the HeatherRidge Condominium Association One

Board. Any corrections, additions or deletions will be made at the next regular Board Meeting prior to official approval.Call To Order

Bettylou Miller called the meeting to order at 6:31 p.m.Roll Call

The following directors were in attendance: Bettylou Miller, President; David Smith, Treasurer; Jan Howes, Secretary; David Flores, V.P., Whitney Building; and Dorothy Meyers, V.P., Chandler Building. Al Villasenor, Property Manager, and 4 unit owners were also present. Approval Of Previous Minutes

The minutes of the previous Directors’ Meeting on March 18, 2015 were brought up for approval. A motion was made by Dorothy Meyers to approve the March 18th minutes with a second by David Flores followed by discussion regarding the minutes. David Smith, Treasurer, wanted the March 18th minutes to clarify that David or another Board member reviews all checks and has any questions answered prior to signing checks for payment. Checks may be signed by any Board member not only limited to the treasurer. Dorothy Meyers amended the motion to include the aforementioned change with a second by David Flores, a vote of all ayes and the motion carried.President’s Report

Good evening and welcome to all including our “snowbirds”. As you may be aware, in dealing with the “Leasing” amendment that was passed by the membership in 2006, I came across some owners that were not aware of both parts of the amendment or had

their own interpretation of it. Namely, they were assuming that as long as they were “loaning” the unit to a relative, they were not breaking the amendment. The amendment does state that not only are we not allowed to lease our units but the units must only be occupied by unit owners. I was not here then so I am asking for input from owners that were here in 2006. Did the ownership want to allow family members to be allowed to use the units in their absence? I would appreciate hearing from those who voted on this issue in 2006. You will find my phone number on the bulletin board of your building. Please give me a call. If you leave a message, I promise to return your call. These comments would be helpful should we wish to amend the amendment.Building Vice Presidents’ Reports

Chandler – NoneWhitney – The unit owner of 650-

106 mentioned a problem she is having beneath her balcony and also stated she had leaks. Al was asked to put the foundation problem on his list to attend to and follow up on with the owner. After the last rain, I canvassed the units experiencing leaking problems and they stated that they didn’t have any further leaks. It seems that the roofing company was able to fix those leaks to the units on the fourth floor. Owners experiencing problems should contact Al, our manager, to get the proper people out to assess the problems.Treasurer’s Report

Based on the March 31, 2015 un-audited Financial Statement presented by AFV Management, David Smith reported the following:

• Total Assets $325,510.81• Total Cash $305,293.27• Security Deposit $59,532.89• Cash Operating Fund $43,097.37• Reserve Fund $202,663.01

• Accounts Receivable $3,564.78• Other assets $16,652.76

David stated that he or another Board member reviews all checks and has any questions answered prior to signing checks for payment. A motion was made by Jan Howes to accept the Treasurer’s Report with a second by David Flores, a vote of all ayes and the motion carried.Committee Reports

Capital Planning Committee – David Smith, Chairperson – There are eleven areas that have been targeted for updat-ing with the major ones being the west exit stairs of the 690 building (waiting on final approval by the Village of Gurnee), the dryer vents being checked and/or cleaned (searching for vendors and obtaining bids) and the lighting (have one bid in) and would like to have mo-tion sensors added with rebates available and exhaust systems in the garages.

Carpet Committee – A committee is being formed with Carol Beckmann chairing the committee to replace some of the carpeting in each building. Anyone willing to work on this commit-tee please contact Carol.Management Report

Al Villasenor, Property ManagerWork Order Report – There were five

calls for the month of March showing all still active with a few having since been closed out.

Violation Report – None.650 Roofing & Leakage Issue- Al

gave permission to Waukegan Roofing to make the necessary repairs during their regular bi-yearly contract maintenance during April. He is also working with Dan Roder of MacGyver to develop a plan regarding the roofs and winter snow on the balconies causing deterioration. Due to no motion to accept the manage-ment reports, this will be handled at the next meeting.New Business

8 Association Meetings

Annual Meeting – discussion of date and election process. It was decided that the Annual Meeting and the Regular June Condo Meeting will be held on June 17, 2015. Al will mail out the notices of the meeting and candidate forms for those wishing to become a board member with a deadline of May 9, 2015 to be turned into the management office.

Next Meeting Schedule – The next meeting of the Board of Directors’ is scheduled for Wednesday, May 20th, at 6:30 p.m. in the HeatherRidge Main Clubhouse.Public Comments

Unit owners brought up concerns for the stairs behind the 690 building, the looks of the vents in the buildings, the

wear of the carpeting in the buildings and the need for a table to put purchases on and a chair to sit on while waiting for the elevator in the 690 building. Marianne Smith will look into purchasing a table and chair and/or a bench. A light over the 690 garage and the front stair issue at 690 was also brought up and the sugges-tion that those having trouble with the front stairs, use the east side entrance for the time being. A motion was made to allow $150 to purchase these by Bettylou, a second by Dorothy Meyers, a vote of all ayes and the motion carried.Resignation

Bettylou Miller, President, will be moving this summer; and, therefore, has submitted her resignation letter to the

Board effective following the Annual Meeting on June 17, 2015. Bettylou wants to thank everyone for their support and the opportunity to serve you. Executive Session (None)Adjournment

A motion was made by Jan Howes, seconded by David Flores; and with a vote of all ayes, the motion carried adjourning the meeting at 7:35 p.m.

The Stoneybrook Residential Association

Annual Meeting Held April 21, 2015

These minutes have not yet been approved by the StoneyBrook Board. Any corrections, additions or dele-tions will be made at the next regular StoneyBrook Board meeting prior to official approval. Board Of Directors

Present were: Tom Kilpatrick, President; Jackie Larson, Vice President and Archi Chair; George Sides on conference call, Treasurer; Dorcas Sledge of Nimrod Realty Group, Inc.

Meeting called to order at 7:08. Quorum was established by having more than 25% of the owner’s present in person and by proxy.

Annual meeting minutes were read from April 15, 2014. Jackie Larson made a motion to accept the minutes from the last annual meeting. Tom Kilpatrick seconded, at vote, all aye,

motion carried.Treasurer’s Report

The breakdown follows: cash/checking as $28,680.16; 2nd checking $996; cash/savings as $12,758.29; cash/money market as $8,145.28; pre-payments as $2,698.30; and total liabilities & equity as $50,522.27. Tom Kilpatrick made a motion to approve the Treasurer’s Report, seconded by Jackie Larson. At vote, all aye, motion carried.President’s Report

Tom Kilpatrick expressed his appreciation for the opportunity he has had to serve the community as a member of the board. He has found it very enjoyable and has met many of the other residents as a result of this involvement. He also expressed condolences at the recent death of Patrick Perry on Wilbur Court.Election Results

Wayne Lee, Ron Johnson, and

Marty Padilla were elected to the board unanimously approved. Two will be elected for two years and one for a one-year term.

There being no further business before the Board, Tom Kilpatrick made a motion to adjourn the meet-ing at 7:37 PM, seconded by George Sides. At vote, all aye, motion carried.

After the annual meeting ad-journed, the new board met to elect officers for this year.

The officers for this year are: President - Marty Padilla, Vice-President - Wayne Lee, Treasurer – George Sides, Secretary - Jackie Larson, Architectural - Ron Johnson. The one-year term will be filled by Marty Padilla and the two-year terms will be filled by Wayne Lee and Ron Johnson.

Covered Bridge Condominium Association

Board Of Directors Meeting Held April 6, 2015

A meeting was called to order by President Phil Wilson for the CBCA on April 6, 2015 at 7:00pm. Present were board members Janet Schwartz, Sharlene Hink, and Paul Kelly, Property Manager Al Villasenor and two residents were also present.Public Comment

It was suggested to have a ‘go-to’ person for each floor when the eleva-tor is down to pick up what is needed when a resident can’t do the stairs. Al will post a notice for volunteers. The new target date for the elevator is tentatively May 1, 2015. Bear in mind all of the equipment must be on sight before repairs can start as once the elevator is under construction, it

will be out of service for a period of time.

It was requested that an indicator light be on each floor to indicate where the elevator is located. There is one on the first floor and would help target problems in the future.

At 920, the bikes are all over the place. The Board directed Management to address the bicycle issue and will come up with a remedy at a later date.

Rental units were discussed at length as to how the rules and regula-tions regarding rental units are to be handled in the future.

All unit owners must have their unit number displayed on their door. Please make sure the numbers are compatible with what is posted on other doors when purchasing new

numbers.New Business

A letter of resignation by Owen Hill was accepted by the Board. It was suggested to dedicate a new tree in his honor for the many years of service he has given to HeatherRidge.

There will be a new election for a Board Member to fill Owen Hill’s vacated position. The target date for this is May 18, 2015.

With no further business set before the board, a motion was made by Paul Kelly and seconded by Janet Schwartz to adjourn. Meeting was adjourned at 7:55 pm.

April 16, 2015 Meeting Minutes

Meeting called to order 6:30 pm by Sam Dent.Attendees

Board: Sam Dent – President, Wally Bergen – Vice President, Tracy Lackey–Secretary/ Treasurer, Ted Alfredson – Director, Bob Sedik – Director.

Management: Liz Dietz.Homeowners: Patricia Mitchell

Financial/Management ReportThe board reviewed the operating

and reserve balances in preparation for the expenses this year. CBTH is in good financial condition.

The board reminds new residents to pay assessments on time and in full to avoid any late fees.

The water bill was reviewed. There are a couple units with high charges. The residents in those units will be notified to check for leaks.New Business

This years’ painting schedule will be discussed at the next meeting. The board has asked that the garage trim and weather stripping be inspected with a report for the next meeting.

This summer the board will do their annual Walk about the Neighborhood. During this year’s inspection the board will distribute a

letter on what residents can look for inside the unit to help the neighbor-hood, association and unit remain in good shape.Homeowners

A resident notified the board that there is a hole in cement foundation of her unit. The board will have a contractor out to assess the situation.Adjournment

10 Association Meetings

Heatherridge Townhome Association (Hidden Hills)

Meeting Held April 21st, 2015

Board members present: Cris Mekuly, President, Beverly Rusz, 1st Vice President Michael Maguire, 2nd Vice President, Ann Richter, Treasurer, and Al Villasenor, AFV Management Corporation.

President called the meeting to order at 7:02 pm; there were two homeowners present. President’s Report

A motion was made and passed to accept the March, 2015 minutes. Board president announced that Britta Peffer, board secretary, is moving in May and has resigned her position on the board. The board accepts her resignation and agrees not to have a special election to replace her. Michael Maguire volunteered to take the minutes.Treasurer’s Report

The operating fund balance as of March 31st, 2015 is $162,669.10 and the balance in the Money Market account is $388,950.70. Treasurer reported that 10 owners are in legal and the delinquency rate is very low at 2.9%. Treasurer has reviewed and approved all written checks for the month of March. A motion was made and passed to accept the Treasurer’s Report. Managing Agent Report

There were 10 new work orders which

consisted mostly of the usual roof leak complaints. It was noted that often the moisture is caused by condensation and are not actual leaks. Homeowners need to adjust their humidifiers accordingly for each season. Property manager updated the board on insurance certificates informing the board that the April warn-ings and fines have been sent out. The roof and balcony projects were proceed-ing and it was noted they presented an improved look from the golf course. A motion was made and passed to accept the Managing Agent’s report.New Business

The Board received a Letter from owner Steve Lewandowski requesting the $50.00 fine for his garage violation be waived. Citing pictures he provided of the garage having been cleaned up since the violation, and that some of the mess was from neighbors overlapping into his space from neighbors, and although he has had multiple violations in the past, this was the first fine he had received. After discussion with the homeowner the board voted, 3 ayes and 1 nay, to waive his fine.Old Business

Board discussed an attorney e-mail regarding a “cap” on renters. It was noted that there is a 34% ratio of offsite homeowners, and too many renters can cause lower property values. However,

enforcing a set number of rental units allowed would be very difficult, but the board can evict a tenant if a history develops of not following the rules. After much discussion, the Board felt the best thing would be to continue monitoring the number of rental units with offsite owners and to make sure all tenants are following the rules in order to keep our community looking kept.

We are also in need of an alternate delegate for the House of Delegates. Please let the Board know if you are interested in becoming an alternate delegate.

. Public Comment

Mr. & Mrs. Lewandowski commented that procedures on multiple violations might not be specific enough and it was suggested that action needs to be taken to clarify each type of violation so homeowners have a clear understanding of what the violation is that they have received. Property manager will work on this issue with the person doing the weekly inspections.

Heatherridge Umbrella Association (HUA) - April 28, 2015

These minutes have not yet been approved by the HUA Board. Any corrections, addi-tions, or deletions will be made at the next regular HUA Board meeting prior to official approval.

President Todd Campbell called the meeting to order at 7:00 pm. Present: Todd Campbell, Sam Dent, Ron Johnson, Linda Kirby, Cris Mekuly, Ann Richter, George Serdar and Carole Stern. Absent: Paul Kelly.President’s Remarks

Todd Campbell announced that Mayor Kovarik will attend the June 23, 2015 HUA Board meeting. Residents are encouraged to submit any questions or issues that they are concerned about to the HUA office by June 12, 2015. There has been progress on this phase of the woods cleanup of dead and invasive plants and trees. There are global problems throughout HeatherRidge neigh-borhoods with residents leaving furniture and unauthorized items (mostly junk) in the dumpster areas. These items are not covered in the solid waste pick-up contracts and are left outside of the dumpster area. HUA pro-vides a large dumpster by the Maintenance/Landscape/Security building that residents are allowed to use for these types of items, the resident must transport to that site. TVs, electronics, chemicals, paint, and other special treatment items are NOT allowed in this or any other dumpsters. SWALCO offers sites for special recycling items and residents must transport those items to the authorized sites. This negligence on the part of our residents results in unhealthy and unsightly situations in the neighborhoods. And then there are the violations of the rules on pets, many pet owners are not picking up after their dogs. It is disgusting for those who are walking or biking through HeatherRidge and the Landscape and Maintenance Departments are subjected to the associated health hazards. Please help maintain the beauty and cleanli-ness of HeatherRidge. Report offenders

A Management Report was submitted in writing and was available to the audience.

Al Villasenor noted that the HUA Employee Handbook has been revised and will be presented for approval at the May HUA Board meeting. The Campbell Drive retaining wall and stairs have been refurbished. The CBRC pool has been resurfaced and the goal is to have completion before the Memorial Day opening in May. Al Villasenor reiterated the problems that are being experienced with the dumpster areas and pet pick-up issues. Ann Richter made a motion to accept and approve the Management Report, seconded by Linda Kirby. At vote, all aye, motion carried.

Finance Committee The January 2015 financials were reviewed

and the Treasurer has audited the checks issued for the past month, they are appropri-ate. Items to be presented in New Business: The Committee reviewed the Sizer Road Retaining Wall proposals and recommends accepting the Premier Paving proposal.

Reviewed the Consulting Agreement for Communications and supports the contract with Comcast. Reviewed and approved the Landscape Department Salary Proposal (Executive Session). The Finance Committee will schedule meetings on the third Thursday of each month at 12 noon at the HUA office. Cris Mekuly made a motion to accept and approve the Finance Committee report, seconded by Sam Dent. At vote, all aye, motion carried.General Election And Oversight

No formal report or motion required. Dianne Daluga has had a few calls about the Cabaret production and auditions will be held in May. If there is enough interest the performance will be produced with show dates in September.Security Committee

Linda Kirby presented the updates she receives regularly from the Security Department. One Board member has received a scam phone call purportedly from the IRS and residents are warned that this is a very common scam that is completely invalid. The Illinois State Attorney’s office offers more information on this and other scams, residents may view the web site to learn more. Sam Dent made a motion to accept and approve the Security Committee report, seconded by Ann Richter. 13Board of Director’s Meeting

The TLLCISI Committee met in April and completed the review of the HUA Employee Handbook. It will be finalized and presented for approval at the May 26, 2015 HUA Board meeting. The Sizer Road retaining wall proposals, the Consulting Agreement for Communications, and the Landscape Department Salary proposals were also reviewed and recommended on to the Finance Committee. The TLLCISI Committee will schedule meetings on the third Wednesday of each month at 12 noon at the HUA office. Carole Stern made a motion to accept and approve the TLLCISI Committee report, seconded by Linda Kirby. At vote, all aye, motion carried.Welcoming Committee

The Welcoming Committee met on Tuesday, April 14, 2015 and four residents attended the meeting. The meetings are held on the second Tuesday of the month (there are no meetings in November or December) at 7 pm at the HeatherRidge CRF Clubhouse. The next meeting will be Tuesday, May 10, 2015.

Annually the HUA Board has accepted the Association Resolution for Revenue Ruling 70-604, Election to have any excess income applied to the following year’s assess-ments. Sam Dent made a motion to accept and approve the Association Resolution for Revenue Ruling 70-604 to transfer any excess funds to the following year’s assessments, seconded by Carole Stern. At vote, all aye, motion carried.

Linda Kirby made a motion to destroy the election ballots from March 24, 2015,

seconded by Carole Stern. At vote, all aye, motion carried. Consulting Agreement For Communications (Enclosures)

HUA has contracted with ATT for exclusive marketing rights and for easement access with compensation to HUA. Comcast has requested common area easement rights to provide infrastructure (particularly for their X-finity telecommunications services), but has not accepted any compensation agree-ments in negotiations. The Communications Consulting Group believes they can work with Comcast to provide a better compensa-tion and telecommunications agreement. There is no permanent commitment for HUA until an acceptable service and compensation plan can be agreed upon. This possible agreement does not in any way affect the AT&T agreement that is in place but could provide an additional income stream for HUA. Linda Kirby made a motion to accept the Communications Consulting Group, Inc. proposal to negotiate with Comcast for the easement/infrastructure access and potential compensation to HUA, seconded by George Serdar. At vote, all aye, motion carried.Further Review Of Employee Benefits (Information Only)

For notation in the official minutes, the employee benefits are signifi-cant and expensive for HUA and the President is advising a revised structure for health insurance

contributions. This is for information only.Sizer Road Retaining Wall Repair (Enclo-sures)

The retaining wall has been pulling away from the slope leading up to the tennis courts. This is sooner than anticipated in the Reserve Study, but it must have repair and some pav-ing block replacement. Ann Richter made a motion to accept the Premier Paving proposal for the Sizer Road retaining wall (to include the warranty of existing and new paving blocks) at the cost of $13,800, seconded by Sam Dent. At vote, all aye, motion carried.Open Discussion For Homeowners
