FEDERAL FLOOD RISK MANAGEMENT STANDARD

The Federal Emergency Management Agency extended the comment period on the Draft

Guidelines for Implementing Executive Order 13690, Establishing a Federal Flood Risk

Management Standard and a Process for Further Soliciting and Considering Stakeholder

Input from April 6, to May 6, 2015.

SB 144 UPDATE

As previously discussed, Senator Richard Pan introduced SB 144 on behalf of SAFCA on

January 27, 2015. SB 144 would modify the existing State authorization for the flood

control project along the American and Sacramento Rivers and around the Natomas

Basin to comport with the final feasibility study for the American River Watershed,

Common Features Project, Natomas Basin, dated December 30, 2010, authorized by

Congress in Section 7002 of the Water Resources Reform and Development Act of 2014.

The intent of the bill is to make the Federal and State authorizations match for the work

in Natomas. This will help ensure that the State can continue its great cost-sharing

partnership.

SB 144 passed the Senate Natural Resources and Water Committee March 24, 2015 by a

vote of 9-0. The next step for SB144 will be a hearing by the Senate Committee on

Appropriations.
