Considered and noted.
2. Revision of Pay Scale of Smt. CK Bharti, Senior Nurse
To Consider and approve the Revision of Pay Scale of Smt. CK Bharti, Senior
Nurse appointed on 7-9-1981 at par with her junior Staff nurse. Consequent upon
receiving Time Bound-2nd
w.e.f 1-1-2005, she was fixed in the scale of 5000-150-8000
and after the Revision of Pay Scale in 6th
Pay Commission she was fixed in the Band Pay
of Rs 9300 – 34800 + 3200 . Whereas, other eligible Staff Nurse being junior to her after
receiving 2nd
Time Bound w.e.f 1-4-2006 were fixed in the Pay band of Rs.9300-
34800+3600 vide MP G.O L.No.F-11/1/2008/ Niyam/Char Bhopal dated
24/1/2008.Therefore, the Pay Scale of Smt. CK Bharti, Senior Nurse may be Revised
w.e.f 1/4/2006 accordingly at par with her junior staff nurse vide MP G.O L.No.
F-11/1/2008/Niyam/Char Bhopal dated 24/8/2008.

Considered. It was unanimously resolved that a proposal be sent to Principal
Directorate, Defence Estates, Central Command, Lucknow for sanction.

Time Bound Advancement Scheme for Shri Ramesh Ku Patel
To consider application of Shri Ramesh Kumar Patel, Compounder for correction
in the scale, under 2nd
Time Bound Advancement Scheme after completion of 20 years of
services, whereas he has given the benefit of 2nd
Time Bound Advancement Scheme after
24 years of service. As per MP Employees Guidelines 2008, CEO is authorized to
consider the case.
Board is requested to look into the matter for consideration.

4. Budget Estimates
To consider and approve Budget Estimates for the year 2015-2016(Revised) and
2016 - 2017 (Original).
Resolution No. 4
Considered. The Budget Estimates for the year 2015 – 2016 (Revised) and 2016
- 2017 (Original) along with estimates of stores under Rule 16 and 18 of
Cantonment Account Code 1924 are approved. It was also resolved that Budget
Estimates be recommended to GOC-in-C, Central Command, for sanction.
5. Purchase of Vehicle Mountable Thermal Fogging Machine
An advertisement was published vide this office letter no. 5/STRS/2015/517 dated
27.07.2015 for purchase of vehicle mountable thermal fogging maching in Nai Duniya,
Hitwada and as well as Board Website for wide publicity. In response to that 04 tender
forms were issued and all tenders forms were received and opened on 11.08.2015 in
presence of Shri Abhishek Chouksey Vice President, Office Supdt, Store Keeper, Cantt
Board Jabalpur and tenderer.

Considered. It was unanimously resolved to purchase the Vehicle Mountable
Thermal Fogging Machine (Double Barrel) from the lowest tenderer. The CEO is
authorized to incur expenditure accordingly.
6. Supply and fixing of Gazebos and Cast Iron Benches
Reference: CBR No. 48 dated 12.08.2014
Vide above reference, Board has approved the rates for supply and fixing of
Gazebos and Cast Iron Benches. This office vide letter no. 5/STRS/2015/668, 669 and
670 dated 18..08.2015 has enquired the lowest tenderers to provide the above items at
already Board approved rates and all the tenderers have given their willingness to provide
the same at already approved rates and terms/conditions of the tender.
Above matter is placed before the Board to approve the same and install Gazebos
and Cast Iron Benches where ever is required.
Resolution No. 6
Considered. It was unanimously resolved to purchase the required quantity of
Gazebos and Cast Iron Benches from the lowest tenderers and install the same wherever
is required. The CEO is authorized to incur expenditure accordingly. Further the Board
approved to authorize the CEO to decide about the quantity and places where required to
be fixed, as per the request of Board Members subject to the budget provision.
7. Relaxation of upper age limit in respect of Compassionate appointment of
Smt Nirupama Mishra
Reference Dte of Defence Estates letter no. 23146/LC6/IX dtd 01-06-2015 and
15-05-2015.
To consider the age relaxation of 22 years 02 months 19 days in respect of Smt.
Nirupama Mishra w/o Late Shri Ramesh Mishra for her compassionate appointment in
Cantonment Board Jabalpur.

The proposal of compassionate appointment of Smt. Nirupama Mishra has been
examined by the Directorate Office and they are asking for copy of CBR approving the
age relaxation for compassionate appointment of Smt. Nirupama Mishra.
Board is requested to consider the matter.
Resolution No. 7
Considered . It was unanimously approved to relax the upper age limit of Smt.
Nirupama Mishra by 22 years 02 months 19 days for her compassionate appointment in
Cantonment Board Jabalpur.
8. Repair / renovation of M N Hospital Building
To consider and approve an estimate of Rs. 22,50,000/- for repair / renovation of
Hospital building. The major works involve brick work, plastering, flooring white/colour
wash, replacement of WC seats, replacement of toilet PVC doors, glazed tiles work, floor
tiling, electric repairing work, aluminum section work, drainage repair work, etc.
The work has to be carried out through TC approved contractor M/s Sablok
Enterprises@ 26.35% above MES SSR 2010.

9. Development of Water Harvesting Project (Jharna) at Karondi
To consider and approve an estimate of Rs. 15,00,000/- for repair of water
harvesting project (jharna) at Karondi Ward No. 7 Cantt.. The major works involve brick
work, plastering white/colour wash, replacement of GI sheet, plinth protection work,
repair of toilet and steel door, it’s also involve for repair of sumpwell, etc.
The work has to be carried out through TC approved contractor M/s Neeraj Dutt
Mishra @ 26.90% above MES SSR 2010.

To consider and approve an estimate of Rs. 4,00,000/- for repair of 8 nos. id
culvert situated at Ward No. 2 / 6 Gora Bazar, Cantt. at different locations. The major
works involve brick work, plastering cement concrete, RCC hume pipe, steel
reinforcement, etc.
The work has to be carried out through TC approved contractor M/s R G Bissa @
25.95% above MES SSR 2010.

25.95% above MES SSR 2010.

To consider and approve an estimate of Rs. 55,00,000/- for repair / renovation of
school building for making a 8 class rooms at second floor. The major works involve
RCC brick work, kota stone, flooring, plastering white/colour wash, etc.
The work has to be carried out through TC approved contractor M/s Deepak
Construction @ 26.45% above MES SSR 2010.

Establishment
To consider and approve an estimate of Rs. 50,00,000/- for repair / reconstruction
of class IV Quarters at Mata Ward for Water Supply Establishment as such there is no
Class IV Quarters for Water Supply Establishment. There are many employees who are
residing far from Cantt area and are in desperate need of accommodation. The major
works involve RCC brick work, kota stone, flooring, plastering white/colour wash, etc.
The work has to be carried out through TC approved contractor M/s Vinod &
Associates @ 26.49% above MES SSR 2010.

school building part of Polycarbonate sheet which is damaged due to storm in the month
of June. It is also required for minor repair works involve RCC brick work, flooring,
plastering, white/colour wash, repair of WC seat, etc.
The work has to be carried out through TC approved contractor M/s Deepak
Construction @ 26.45% above MES SSR 2010.

16. Replacement of Interlocking Tiles at Range Road & Mall Road
To consider and approve an estimate of Rs. 30,00,000/- for Replacement of
Interlocking Tiles at Range Road & Mall Road. This interlocking tile has been laid near
about one decade ago and the top surface of the interlocking tiles is in bad shape. The
above area known as VIP area of the Cantonment. Now it is required to replace the old
tiles has to be used in Katcha portion / low laying area in bagicha area, etc. The work has
to be carried out through TC approved contractor M/s Raj Kumar Gupta @ 25.91% above
MES SSR 2010.

To consider and approve an estimate of Rs. 15,00,000/- for repair potholes at
different places at Jabalpur Cantt. as the roads are in dilapidated condition and to avoid
any mishap. At present Cantt. Board has repaired the potholes through hard moorum /
hard core but this type of potholes life is too short, it is necessary to repair the potholes
properly through bituminous.
The work has to be carried out through TC approved contractor M/s R G Bissa @

Ref:- CBR No. 13 dated 28.04.2004.
To consider the revision of damage charges of C.F. Stalls of Chat Centre Flower
stalls is due. The existing rates of Rs 30/- per month is being charged since 2004 (11
years back). The rental was earlier revised vide CBR No.13 dated 28.04.2004.
The Board may consider enhancing monthly rent as the dearness in the market
increasing with leaps and bounds. In view of the above facts the following rates may be
proposed:-
Existing rental Rs 50/- p.m. (applied since 2004).
Proposed rental Rs 3000/- p.m. (w.e.f. 01.04.2015)

To consider the building plan and application u/s 235 of Cantonments Act, 2006
submitted by The President of AP Narmada H. S. School, Modibada for the Re-
construction of Ground Floor in the Part of Sy. No. 61, AP Narmada H. S. School,
Modibada, Jabalpur Cantt.
The land in question is situated outside the notified civil area comprising Part of
Part of Sy. No. 61, AP Narmada H. S. School, Modibada, Jabalpur Cantt.
The plan was referred to DEO Jabalpur Circle, Jabalpur for obtaining ‘NOC’ from
land point of view as required u/s 238 (3) of Cantonment Act, 2006, for the Re-
Construction on the same plinth area. The same has been returned by the DEO to this
office vide letter No.JB/52/VOOL.III/10, dated-10-08-2015, with the
remark “There is no objection to the plan from the land point of view to this office.
Hence, NOC U/S 238(3) of Cantt. Act 2006 is hereby accorded.”
Proposed construction admeasures as under:-

Area of Re-Construction on Ground floor - 4210.41 sq.ft

The approximate assessed construction cost @ Rs-950/- per sq.ft. would be Rs-

Resolution No. 35
The Board considered the matter and found that there are some issues which
requires to be relooked into and therefore the Board defers the matter and resolves
that the reps of DEO, Jabalpur Circle and CEO, Jabalpur to re-inspect and re-
examine the issue and put up their reports for consideration of Board subsequently.
The Board shall consider the plan in view of the report to be submitted by the reps
of DEO, Jabalpur Circle and CEO, Jabalpur subsequently.

Tenders were invited by the Cantonment Board, Jabalpur vide NIT No.
CBJ/AMC/COMPUTERS/2015/566 dated 03rd
Aug’ 2015 in daily newspaper “Dainik
Bhaskar”, “Madhya Pradesh JanSandesh” as well as on Cantt. Board website for award of
Annual Maintenance Contract of Computer system installed in Cantt Board Office, Cantt
Board Schools and Motilal Nehru Hospital.
In response to notice 06 tenders were received and same was opened on
24.08.2015. all the tender forms pursued. It’s found that M/s Advance Digital
Technology Services quoted Rs. 14901/- but alongwith tender, the firm has submitted
some additional conditions regarding escalation of rates, Taxes(additional) and extra cost
of drivers etc and signing of agreement subjected to prior inspection of machines.
Therefore his tender cannot be accepted because it’s a conditional tender.

36 nos. of Quarters of Pasi Mohalla & Mali Quarters which was constructed 04 years
ago. At previously no glazed tiles provided in floor glazed tiles work at both room and
WC area. The major work involves replacement of glazed tiles, flooring, plastering
white/colour wash, etc.
The work has to be carried out through TC approved contractor M/s Vinod &
Associates @ 26.49% above MES SSR 2010.
Budget provisions exist under maintenance head.
