Background

• Federal regulations for assessment based on modified achievement standards (April 2007)

• CDE developed CMA– Assessment of CA content standards– Based on modified achievement standards– For students with disabilities who have an

individualized education program (IEP) and meet SBE-approved participation criteria

2007, and will be operational in spring 2008– Grades 3-5 in ELA and math and grade 5 in science– Grades 6-8 ELA , grades 6-7 math, and grade 8

science will be field tested in fall 2008 and operational in spring 2009

• Participation criteria was adopted by the SBE in November 2007 and available at http://www.cde.ca.gov/ta/tg/sr/cmastar.asp

• Blueprints for grades 3-8 have been adopted by the SBE and are available at http://www.cde.ca.gov/ta/tg/sr/cmastar.asp

• Performance levels not scheduled to be adopted until fall 2008

CMA Participation Criteria1. Previous Participation

– CST in a previous year and scored Below Basic or Far Below Basic

– CAPA (Levels 2–5) in two previous years and scored either Proficient or Advanced

2. Progress Based On Multiple Measures and Objective Evidence– The student will not receive a proficient score on the CST (even

with provision of accommodations) based on evidence from multiple, valid, and objective measures of student progress (or lack of progress)

3. Response To Appropriate Instruction– The student who is assessed with the CMA has access to the

curriculum, including instruction and materials for the grade in which the student is enrolled

– The student’s IEP includes grade-level California content standards-based goals and support in the classroom for a subject or subjects assessed by the CMA

– The student has received special education and related services to support access to and progress in the general curriculum in which the student is enrolled

– The IEP team has determined that the student will not achieve grade-level proficiency even with instructional intervention

4. High School Diploma– Students who take CMA are not precluded from

attempting to complete requirements, as defined by the State, for a regular high school diploma

5. Parents Are Informed– Parents of the students selected to be assessed

with the CMA are informed that their child’s achievement will be measured based on modified achievement standards

Note: The student shall not be allowed to take both the CAPA and CMA. Students shall take either:– CAPA in all subject areas;– CST in all subject areas;– CMA in all subject areas; or– a combination of CST and CMA in the subject

areas being assessed.

• Traditionally IEP goals address English-language arts, math, and prerequisite skills.

• Other content areas are usually addressed by related goals, supports and related services. – For example, science, might be addressed by having a

goal for vocabulary development that can support the student learning science vocabulary.

• Since the science assessments are not given prior to grade five, a student may fill the first participation criterion if the student:– has taken the California Standards Test (CST) in a

previous year, and – scored Below Basic or Far Below Basic in ELA or

mathematics, and– may have taken the CST with accommodations and/or

modifications.
