PMU  –  Production Management Unit

• Production management unit (PMU) is a production unit

(can be a farm, field, orchard, herd, greenhouse, etc.)

defined by the producer for units where segregation ofoutput (agricultural products) is intended and all

provisions have been made and put in place to keep

separate records and prevent mixing in the case of

parallel production.

• PMUs that can be considered to operate independently(based on factors such as geography, management,

storage facilities, etc.) shall be registered in the

GLOBALG.A.P Database and indicated on the certificate

Important Terms

PHU  –  Production Handling Unit

• This is the entity that conducts all produce handling and

processing operations for presentation of the produce to

the market.• PHUs can be Packhouses, Grading Sheds, Slaughter

Houses, Storage and distribution entities etc.

• The identity of certified produce in PHUs should be

maintained according to the General Regulations of

Global GAP to preserve their certification status.

Important Terms

PP – Parallel Production

• Parallel production is the production of certified and

non certified products in the same farm.

• PP of certified and non-certified products of thesame species, e.g. French Beans, is not possible on

a single farm on individual producer level for

vegetables (Option 1 or Option 2 member).

• Parallel production of certified and non-certified sub-species of a products (e.g. noncertified MTout and

Certified Sugar Snap) is possible under all options

and the PMUs shall be specified.

Other Terms Definitions:

The concept that food will not cause harm to the consumer when it is eatenaccording to its intended use. Food safety is related to the occurrence of food

safety hazards.

1.0 What is Food Safety?

The sequences in the production, processing, distribution, storage and handling

of a food, including its ingredients, from primary production to consumer. This

includes the production of feed for food-producing animals and for animals

intended for food production. The scope of this definition also includes the

production of materials intended to come into contact with food.

5.0 What is a Control Point?

Control points are the actual checkpoints used on GLOBALG.A.P.

inspections. For example: "Is a reference system for each field, orchard,

greenhouse, yard, plot, livestock building/pen, and/or other area/location used

in production established and referenced on a farm plan or map?“ 

6.0 What is a Compliance Criteria?

The compliance criteria is the corresponding documents or action steps

necessary to present to auditors in order to pass the control point. Forexample: "Compliance must include visual identification in the form of a

physical sign at each field/orchard, greenhouse/yard/plot/livestock building/pen

or other farm area/location, or a farm plan or map that could be cross-

referenced to the identification system. No N/A."

 A Major Must is a mandatory control point. Failure to meet this control

point will result in a non-conformance. Until the non-conformance is

remedied, the producer will not be able to pass the audit. 

7.0 What is a Major Must?

These are requirements (control points) that are not as significant as major

musts but whose implementation is important in proving conformance to the

standard. For a site to comply, it must meet at least 95% of all minor musts in a

CPCC.

Global GAP Introduction

o GlobalGAP was formed in 1996 out of a collaboration of European buyerswho hoped to increase public confidence in the safety of the food they soldthrough a fair and equitably administered, voluntary program of Good Agricultural Practices.

o Originally named EurepGAP, it focused first on pesticide residue levels inproduce and animal welfare in livestock.

o However, it quickly expanded its focus to include microbial food safety.o Over time the buyer collaboration evolved into a true partnership among

buyers, producers, and NGOs across the globe.o The program was renamed GlobalGAP in 2007 in recognition of its global

reach and scope.

o GlobalGAP has expanded its scope to addresses social responsibility issuesfocusing specifically on worker health and safety in a program called “GRASP.”.

Global GAP Introduction

o It was immediately evident to founding organizations that a fair andequitable program of good agricultural practices could not depend on astrict, “one farm – one field – one audit” approach. 

o They recognized the importance of marketing groups and other types ofassociations formed by farmers to gain access to resources otherwiseavailable only to larger entities.

o GlobalGAP recognized the importance of collaboration among small holders,and the opportunity afforded by such collaboration to raise the standards ofoperations clear to the individual farm level.

o They therefore placed major emphasis on developing a “group certificationapproach”, which they call “Option 2” . 

o GlobalGAP “Option 2” (group certification) has successfully brought small

holders access to major markets within their own countries and worldwidewhile maintaining and even improving quality management, food safety atthe individual farm level, and buyer confidence in certified farms and theirproducts. As of 2008, there were 92,000 farms in 88 countries certifiedunder GlobalGAP, 74% of which were certified under “Option 2”.

The challenge of globalizing markets is nowhere

greater than in the primary food sector. GLOBALG.A.P. (formerly known as EUREPGAP)

has established itself as a key reference for Good

 Agricultural Practice (G.A.P.) in the global market

place, by translating consumer requirements intoagricultural production in a rapidly growing list of

countries – currently more than 100 on every

continent.

GLOBALG.A.P. is a private sector body that setsvoluntary standards for the certification of

agricultural products around the globe.

The aim is to establish ONE standard for Good

 Agricultural Practice (G.A.P.) with differentproduct applications capable of fitting to the

whole of global agriculture.

GLOBALG.A.P. is a pre-farm-gate standard.

This means that the certificate covers theprocess of the certified product from farm inputs

like feed or seedlings and all the farming

activities until the product leaves the farm.

GLOBALG.A.P. is a business-to-business labeland is therefore not directly visible to consumers.

 As many other on-farm assurance systems have been inplace for some time prior to the existence of

GLOBALG.A.P., a way had to be found to encourage the

development of regionally adjusted management systems

and so to prevent farmers from having to undergo multipleaudits.

Existing national or regional farm assurance schemes that

have successfully completed their benchmarking process

are recognised as an equivalent to GLOBALG.A.P.

The GLOBALG.A.P. Standard is subject to a three year

revision cycle of continuous improvement to take into

account technological and market developments.

Benchmarking Certification Systems

• Benchmarked certification systems are systems that have beencompared with the Global GAP scheme, and can either; – Be incompatible with Global GAP, in which case they cannot be used as substitute to

GG certification – Recognized to a certain degree as compatible with GG.

• If recognized, they can either be; – Equivalent – where they are deemed to be completely conforming to Global GAP GR

and CPCC

 – Resembling – Where the systems largely resemble the Global GAP GR and CPCC, withsome exceptions.• These exceptions are clearly identified, and system owners can later on create add-ons to achieve full

equivalence.

Benchmarking Certification Systems

• Categories of Benchmarked Systems: – Schemes – These are certification systems using their own audit management

regulations and CPCC that are compared with Global GAP ones.

 – Checklists – These are certification systems that use the Global GAP GeneralRegulations and their own CPCC that are compared against GG ones.

• Equivalent Systems: – Equivalent Schemes: These are schemes that have been adjudged to fully conformwith the Global Gap System (GR and CPCC)

 –  Approved Modified Checklists (AMCs): These are systems that use the GG Generalregulations but have fully conforming CPCC which has been benchmarked

• Resembling Systems:

 – Resembling Schemes: These are schemes that largely conform to GG requirements(GR and CPCC) but leave some exceptions

 – Resembling Checklists: Systems that use the Global GAP GR and have own CPCC thatleave certain exceptions.

 – Both of these can be upgraded to full recognition by creating and implementing add-ons

• Foodplus, the standard owner of GLOBALG.A.P has publisheda new version of standard.

• From the 1st of January 2012, the new standard (version 4)is mandatory for all producers of fruit & vegetables andcombinable crops.

• Both parts of the standard, the General Regulation and theControl Points are updated.

• Global GAP publishes revisions to the current versions using3 year cycles.

• This gives the organization the opportunity to includeemerging customer and legal expectations in the standardand maintain its relevance and acceptability in the everincreasing consumer base.

Important Changes in the General Regulations

1.0 PO and PP

•  Version 4 offers the option for parallel production andParallel ownership.

• Meaning: a company may produce and certify a part of aproduct (crop) under the GLOBALG.A.P regulations and apart non – GLOBALG.A.P .

• However, Parallel production / ownership makes extrarequirements mandatory for physical and administrative

separation of the products, including a mass balance andseparate registration on the database of GLOBALG.A.P

2.0 Inspection Timelines:

• Inspection can take place 8 months prior to the expiry dateof the certificate and 4 months after the expiry date of thecertificate. If the inspection takes place after the expiry date,

the expiry date must be extended on the database ofGLOBALG.A.P .

• The inspection can only take place in the growing andharvesting season, including product handling.

• The minimum inspection duration is 3 hours. 3 hours appliesfor companies with a single crop and no product handling.

3.0 Unannounced Inspection:

• Unannounced inspections will be conducted on 10% of thecertified companies.

• The inspections will be notified to the certified site atmaximum 48 hours prior to the inspection.

• The unannounced inspections cannot be refused by thecertified company.

 – food defense.

• These risk analysis must be company, plot, product andactivity specific.

•  All risk analysis must be updated yearly.

• GLOBALG.A.P has published annexes to the Control Pointswith guidelines for these risk analysis.

FAQ• 1. If a Location Does Not Meet Expectations is it Eligible

for a Re-Audit? • For first-time certification applicants, an audit can be repeated

several times to prove the effectiveness of the corrective actionsproposed to close the non-conformities raised.

•  After an annual surveillance audit of an already GLOBALG.A.P.

certified producer, the producer has 28 days to fix any non-conformances detected (except those non-conformances thatrequire immediate attention to prevent a food safety threat toconsumers). Certification will be renewed when the producershows compliance again.

• If there is a grave food safety risk on the farm, the auditor hasthe option to immediately terminate the audit. You and yourcertification body can then work together to reschedule the audita) after the situation has been remedied and b) when the pendingcontrol points can be audited.

2. How Long is the Auditing Process? 

• The minimum inspection time for a GLOBALG.A.P. audit is 3hours. This includes a review of documentation and on-farmpractices.

•  Additional time needed for each audit is a function of thenumber of locations, number of crops, complexity andquantity of machinery, number of workers, if aspects of thebusiness beyond production are involved in the audit

process, extent to which documentation is well organized,and number of subsequent inspections that may need totake place because of corrective actions.

3. What is Primary Farm Assurance? • Primary Farm Assurance (PFA) is stepping stone towards

GLOBALG.A.P.’s full Integrated Farm Assurance (IFA)standard.

• The PFA checklist includes a sub-set of the control points inthe IFA standard, and is managed using the same GeneralRegulations principles of the IFA standard.

• There are two main PFA levels available:

 – Foundation  – for producers with few food safety risks who primarilysell on a local level, good for starting their food safety certification

4. What is Integrated Farm Assurance? • Integrated Farm Assurance (IFA) is GLOBALG.A.P.'s

comprehensive on-farm certification standard.

• GLOBALG.A.P. emphasizes a holistic approach to farmcertification, so the IFA Standard includes control pointsrelated to; –  food safety,

 – sustainability,

 – operational health and safety,

 – animal welfare, and – traceability.

•  Any producer not currently certified under IFA can apply forPFA certification, a first step towards Good AgriculturalPractice.

5. What is a GGN? 

• The GGN, or GLOBALG.A.P. Number, is a 13-digit numberused to identify each certified producer or producer group inthe GLOBALG.A.P. Database.

• In cases where a producer has purchased a Global Location

Number (GLN) from GS1, the GLN will take the place of theGGN.
