    CA Rep s Set to Influenc e Final Fa rm Bill Nego tiat ions - With the Sena te and House versions of the

    new farm b ill pa ssed in 2007, the next step is for the d ifferenc es be twe en the t wo bills to benego tiated a nd resolved so that o ne final bill c an b e voted on b y both Cha mb ers and sent to thePresident. These nego tiations a re ca rried o ut by a joint c om mittee of House a nd Sena teag riculture co mmittee memb ers c alled the c onference c omm ittee . Though the com mitteeap po intments have not yet be en o ffic ially anno unce d Rep s Joe Bac a (D-43) and Dennis Ca rdo za(D-18) are a sure be t for the com mittee , and Rep . Nanc y Pelosi (D-8th) will onc e a ga in have a nop po rtunity to influenc e the bill as Spe aker of the House. While there a re ma ny substantivedifferences betw een the b ills to wo rk through, the mo st nota ble d ea l with wa y the two bills arefunde d . The Bush ad ministration has put out a veto w arning bec ause of their ob ject ion to wha tthey c all tax-based funding strate gies and the lac k of co mmo dity reform which they a re in favorof be c ause of the ir c onflic t with internationa l trade rules.

    Timing : Congressional staff a re wo rking to rea c h agreeme nts ove r the sma ller differenc es in thebill. Soo n the m em be rs will beg in nego tiations ove r the b igge r differenc es. Word is tha t the a im isto have a final bill mid-March. While the farm b ill is alwa ys a moving ta rget, the re is pressure to ge tthe b ill com pleted be fore the Cong ressional Budg et Office c ome s out with a rep ort that c ouldde c rea se the am ount of a vailab le money for the b ill, ma king the funding nego tiations even m oredifficult.
