Subject:- JAPANESE LOGISTICSESTIMATED FIGURES FOR SWPA

This pamphlet is intended to provide a handy referenceto current estimates of logistical data for Japanese forcesin SW A .Estimates of supply have generally been made on thebasis of actual figures of consumption in recent operationsin this area. In this method the possibility of underestimating normal requirements is realised. However, the

figures are likeljr to remain true for similar operationalconditions, when Japanese supply shipments will still bereduced to absolute necessities.Gaps in our present knowledge of Japanese administrativerequirements, will be filled as further informationbecomes available. To this end, information that map-enable confirmation or current amendment of the estimates,is requested from all sources. Suggestions on developmentof the publication will be welcomed.

    Brigadier,Director of Military Intelligence.

4,4 J. Figures given in the following tables have beenestimated m an appreciation.of Japanese maintenance requirementsunder present operational conditions in SWPA.(a) Assumptions Were made to fill gaps ininformation ~ those may require modificationin light of further information.(b) The following strengths hai*e been used as

a working basis in quoting Japanese formations -Div ~ 16,000Inf Regt - 3,000

    (o) It has not been possible to assess tonnage .ofimported heavy stores, such as bridging(except- field"bridging)', "works stores, 'roadand aerodrome constructional equipment. This, a variable quantity, is not inclvideolexcept in the table of shipping tonnagerequired to transport a man into SWPA.Figures quoted for troops in a forward areaare noticeably higher than those'for troopsoutsi.de active, operational areas* This isestimated on the basis of maintenancerequirements alone, and may not be a fact iftransportation stores and reserves of'suppliesand equipment on the L of C are added,

    (d) As a barge system normally fills the role of,or augments 3rd (and sometimes 2nd) linetransportation, maintenance requirementsof a barge system have been considered andadded to daily maintenance figures for troopsin forward areas. No similaraddition has been made fortroops outside forward areas, though allowancehas been made for port running, of barges. The following figures were used incalculation:100 mixed large and small MLC,600 crew and maintenance personnel55 miles as an average stage for one dayor night

    (e) Automotive Gas Oil (AGO) was assumed to becarried in 50 gal drums, at 300 gals per -DW ton.(f) In the absence of information on maintenance-requirements of a Japanese Array air formationor airstrip, the method of estimation was tocompare probable requirements of Allied andJapanese aircraft for a similar scale of effortand then adjust to what was estimated a normalJapanese scale of effort in SWPA*

    - 2 (g) Gross shipping tonnage to carry DW tonnage ofstores was taken to be

Motor vessels 7.5 DW tons require 10gross tons shippingSteam vessels 6 DW tons require 10 grosstons shipping

This is likely to be true for ships over1,000 displacement tons, of efficient cargocarrying design.Vessels under 1,000 tons displacement willhave a more variable cargo capacity, and3 DW: 4 displacement tons has been taken as abasis for calculation.

    SHIPPING MEASUREMENTS

There are four types of tonnage to be considered inshipping calculations - gross tonnage, nett tonnage, deadweight, and measurements tonnage*The first three relate to the ship itself, and thefourth, measurement tons, to the cargo. There is no absolute relationship between the threeship tonnages, but there is an approximate relationshipfor cargo ships.(a) The gross tonnage of a ship is the entireinternal cubic capacity of the ship expressedin "tons" of 100 cubic ft.(b) Nett tonnage of a ship represents itsfreight earning space. This space is thatwhich remains after certain deductions havebeen made from the gross tonnage for engineroom space, shaft space, navigation spaceand crew quarters,

Nett tonnage is also measured in "tons" of100 cubic ft.(c) Deadweight (DW) tonnage is defined as thecarrying capacity of a ship expressed intons of 2,840 lbs or "long tons".

It represents the difference between theship's displacement light and its displacementloaded.Displacement loaded is the weight of the shipincluding cargo, passengers, fuel, water, stores, dunnage and other such items necessaryfor use on a voyage.Displacement light is the weight of the shipless all the abovementioned items.

    (d) The shipping or measurement ton is 40 cubic ftcapacity.

UNLOADING(a) In some harbours, and in roadsteads, it will not bepossible to bring ships alongside a wharf - in which case thecargo has to be unloaded into MLC, lighters, or into thewaterThis is not such a disadvantage as it may seem, providedthat the weather is favourable, and sufficient small craftare available, for it should not reduce rate of unloading, and permits decentralised delivery of cargo by type. However, night unloading without moonlight orillumination may not be possible, and working hours are therebylost.(b) Ships do not unload at a uniform pace. The rateof unloading depends largely on the type of cargo. With avery varied cargo, including occasional heavy lifts, it maybe necessary to make frequent alterations to the rigging ofthe ship's derricks - this is a slow processNormally, when a ship is being unloaded for several days, the first and last days produce smaller tonnage than the

middle days. The smaller holds are emptied before the largerones. Thus, towards the end of unloading, cargo may becoming out of one or two hatches only.(c) An average rate of 1000 DW tons per ship per day(20 working hours) is a good all round figure for unloadinggeneral cargo onto a wharf using ship's derricks only withfive or more hatches working.Unloading of each and every ship is a distinct problem time taken depending on a multitude of factors, whichinclude type of ship, cargo, labour, winches and port

facilities. In an undeveloped port, unloading of a large cargo shipmay take weeks.
