A Tribute to Capt Sam Streger
CAP/COWG Glider Program Manager
Dearly missed is a unique man whoseservice to Civil Air Patrol and glider flightin Colorado and other wings will be hard toreplace. Like most creative entrepreneurs,he was one of a kind.
Born in July 1945, Capt Streger, a long timeGlider Instructor pi lot, joined theColorado Civil Air Patrol in June 2002 andquickly became the moving force behindthe Wing's Glider Program which provides
five glider orientation flights for each CAPcadet and flight training for those cadetsand seniors who wish to pursue an FAAGlider Pilot's license.
He amassed many hundreds of flights andhours in the volunteer service to the Civil Air Patrol in support of the 24 ColoradoCadet squadrons. In addition to managingthe COWG's Cadet O-Ride program, Samserved outside the Colorado Wing bytransporting Colorado Wing's ASK-21 gliders to other wings and serving on staffat several national glider academies at other wings. He also provided winch launchinstruction for the Colorado Soaring Association at Owl Canyon airport nearWellington, Colorado.
Sam served as Activity Director for CAPColorado Wing National Glider Academies, where 14-17 year old cadets spend twoweeks at "Glider Academy" learning to flygliders. Amazingly, Sam even soloed cadetsin gliders!
Sam was well known throughout the Civil Air Patrol, and his positive zeal and
management record were major factors inbringing Colorado to the forefront to beselected as one of CAP's thirteen Centersof Excellence for Glider Flight. He wasmuch beloved by those who flew with him.
Outside of CAP, Sam was equally wellknown in the Front Range community ofsoaring enthusiasts. He was the Presidentof the Soaring Society of Boulder in 2007 where he remained active until his brain
surgery. Capt Sam Streger passed away onSunday morning, 31 October 2010, at hishome in Blackhawk, Colorado, after a year-long illness battling brain cancer. He issurvived by his wife, Connie, and twodaughters, Jodi McKonkey, HolliBombardier, and grandchildren.
At present, no services are planned. Amemorial for Sam may be scheduled in thecoming months. As details are announced,they will be forwarded to the wing.
After an incursion between a glider and a lightaircraft, Sam invited Jeffco Squadron to the SoaringSociety of Boulder for more information andproblem-solving.

Captain Sam Streger is irreplaceable. So,dispensing with the formalities, I will referto him as he preferred to be known, as justSam. He will be greatlymissed. So manypeople knew him. He was popular for goodreason; for great efforton his part, to serveothers. He brought anunprecedented energyand a unique style tothe Colorado Wing ofthe Civil Air Patrol glider program. Hecreated a nationallyrecognized g l iderprogram, renowned forits excellence, with aremarkable number offlight hours.
With long, salt-n-pepper hair, pulled backin a pony tail, and distinct New Yorkeraccent, Sam Streger was not the proto-typical Civil Air Patrol instructor pilot.
But his knowledge, discipline, andintelligence coupled with his endearingpersonality made him flourish within thisorganization--and any organization luckyenough to have him as a member.
Sams infectious enthusiasm for aviationpositively impacted a great number of
CAP members as well as those in thesoaring community; perhaps more so thanany other Colorado aviator in recenthistory.Wherever there was an opportunityfor display, demonstration or flights, Sam
was always there, tow-ing the glider behindhis little silver Jeep.
Whether it was the Aerospace EducationDay, CAP at the StateCapitol Day, WingConference, you justhad to tell Sam aboutan opportunity and hewould be there with a glider. You didnt haveto provide him muchand he would simplytake care of every-thing. Sam wasremarkably depend-a b l e , c o n s i s t e n t ,
thorough, and, most of all, he alwaysinspired a can-do attitude.
Sam exposed so many of us to the grace
and beauty of soaring. We hope he hasfound that pure grace, soaring free fromthe weight of this world.

Capt Sam Streger had many fans in the Jeffco Squadron. Maj Brian Smiley, 2d Lt Dennis Mercer, and Maj Bruce Hertelendy had different experiences in the glider program. Maj
Smiley became acquainted with Sam in 2007, Maj Hertelendy was involved with Samsprogram since 2005 as a transporter, and 2d Dennis Mercer was new to the beautiful world ofgliding. Capt Sam showed his students a new view of the world below.

I first met Captain Streger in 2008.I wasinterested in flying gliders, and he was thecontact in charge of the Colorado CAP gliderprogram. My first impression of him was quicklychanged as we talked about flying. This littleman, with a pony tail, loved what he did. Heimmediately took an interest in me and myeducation as a glider pilot, and I felt special. Isoon found out that everyone he worked withfelt special. He loved to share the gift of flightwith others.
I was fortunate to spend a week at the National Glider Academy with Sam. I watched andlearned. He was soft spoken, a stickler for detail and safety. I can still see him sitting in therear seat of the ASK-21. As he settled back into the seat, he became one with the plane.Face relaxed, eyes focused, he was ready to join the eagles in flight.In my mind, now hehas been fitted with permanent wings and Im sure that he is still teaching others how tosoar.
Resurrected the Glider Programby Maj Bruce Hertelendy
Sam was an interesting character. I worked for him transporting the gliders on the ground.Thanks to Sams diverse glider locations, I was able to visit areas from New Mexico andUtah to Idaho. Sam was even able to get me into the cockpit for a flight, which was waymore fun than dragging gliders in a trailer.
I met many folks from the glider community, all of whom spoke highly of him. While hemay not have been a buttoned up, blue-uniform wearing USAF recruiting poster, he was anoutstanding pilot and an excellent recruiter for CAP and nearly single-handedly resurrectedthe Glider Program for the Colorado Wing and Rocky Mountain Region. There were a fewsure we all feel his loss and miss him.

An Airborne Real- Time CueingHyperspectral Enhanced Recon, ARCHER,crew consists of four people; a GA-8 pilot, amiss ion observer- -often a pi lot- -an ARCHER TRAC operator and anARCHER Operator. The ARCHER TRACoperator uses a laptop computer that issynced to the ARCHER system and shows where his aircraft is located and the areathat is being filmed by the ARCHERsystem. The TRAC operator plans themission, and tells the pilot to turn left,right, climb, slow/speed up as necessary toproperly image the desired area. This ismuch like the pilot receiving a groundcontrolled approach, GCA, instrument
landing from an air traffi
c controller. The ARCHER Operator runs the ARCHERsystem, and processes the imagery on theground at the end of the flight.
The ARCHER TRAC operator can betrained locally by a designated trainer. Ireceived my ARCHER TRAC training inmid May during an ARCHER SAREX inColorado Springs.
The Civil Air Patrol National EmergencyServices Academy, NESA, is held every yearat Camp Atterbury, Indiana, which is about40 miles southeast of Indianapolis. Camp Atterbury is an active Indiana ArmyNational Guard Base. The camp has all the
things a small post would have: PX,swimming pool, club, motor pools, lots ofmarching soldiers, small airfield, and a RVpark where I stayed with my wife and dog.NESA consists of two one- week sessions.Basically, it teaches ground search andrescue, incident commanders, scanners,mission observers, pilots, and ARCHER. Iattended the ARCHER class during thesecond session from June 13 to the 19th.
Students live in dormitories and eat at themess hall. Many CAP volunteers run themess hal l , logist ics , supply , andtransportation.Ground search and rescuestudents spend most of their time on Camp
Atterbury running through the woods.Air crew students spend most of their timeat the Columbus Municipal Airport about10 miles to the SE. Air crew classes areheld at the University of Indiana/Purduecampus next to the airport; a very fancyfacility. When they fly, they are at theairport; also a very nice facility. There wereabout twenty CAP aircraft at the airport.Classes ran all day long and into theevening. I had breakfast at 06:00 and was
usually finished by 20:00/21:00 eachevening.Initial ARCHER Operator classes can onlybe given by CAP national and havehistorically been given at Maxwell AFB in

Birmingham, Alabama and at NESA. In thefuture, most of them will be given at NESAor during special classes at Camp Atterbury.The initial ARCHER Operator class coversthe ARCHER system plus the ARCHER
TRAC, so when you complete the courseyou are qualified in both areas.
My class was scheduled for eight people butfour dropped out--actually, three nevershowed up, so we basically had a class offour. There were three instructors plusseveral pilots. We spent long days playing with the system, learning to understandhow it works so we can make it detecttargets, and conducting flights. We received
three flights as an ARCHER TRACoperator and three as an ARCHEROperator.
Because of the high humidity andtemperatures--in the 90s for both--NESAreceived special permission from CAPnational HQ for the flight crews to weartan shorts, tennis shoes, and the blackNESA tee shirt.
NESA courses cost the student $170 perone week period. You have to provide your own transportat ion to Camp Atterbury but they will pick you up andreturn you to the Indianapolis airport. It was well worth the money. I took my RVand spent a week going out and a weekreturning. Along the way, I kayaked in fourstates. It was great.
So far, I have flown ARCHER missions as
part of a SAREX, for FEMA, for EPA andthe US Geological Survey, USGS. We flewan ARCHER mission over the Four MileCanyon Fire burn area on September 20thfor FEMA. The imagery was processed byUSGS and was posted on their HazardsData Distribution System, HDDS, web siteat the Earth Resources ObservationsSystems, EROS, Data Center in Sioux Falls,
South Dakota. In addition to traditionaldamage assessment, the imagery will beused for ash studies--black ash is morehazardous than gray ash--and to study theeffects of the fire on water runoffsince the
fire was in the Boulder watershed. Usingfalse color, the hyperspectral imagery willallow the national forest service to analyzethe health of remaining vegetation in thearea. The National Geospatical Agency willbe be analyzing the hyperspectral andpanchromatic imagery to study this fire andto look at its potential for future uses inresponse to various disasters.
On September 24th, we flew the last of five
ARCHER missions over Rocky Flats andthe Fort Logan area for the USGS, which isusing the hyperspectral imagery to studythe ability of the imagery to detectvegetation growth as part of a larger carbonsequestration study on global warming.
As I've flown over 65 hours of ARCHERmissions in the past 6 six months, theRocky Mountain Metropolitan Airportmanager allowed me to painted an image
resolution test pattern on the BJC taxiway.We were able to fly over the test pattern aspart of my effort to quantify the resolutionof the ARCHER imagery. Based upon theimages we received from the flights, I have written a technical report on ARCHERimagery resolution that is now in peerreview with CAP/NHQ AdvancedTechnology Group.
When I was in the army, I was an OV-1
"Mohawk" pilot and taught pilots andsystem operators to fly photographic,infrared, and radar missions. I find the ARCHER missions challenging and verysat isfy ing. The GA-8 is a veryuncomfortable aircraft to fly in but thearmy never designed their aircraft forcomfort so I learned to just ignore thephysical aspect and get on with the mission.

folks who looked askance at his longponytail, but I think it worked well asa wind indicator in the gliders andalways made it easy to find him in acrowd - which was always gatheredaround him and his gliders. Sam was a
gentle, caring man who wanted toensure that every cadet possiblewould be able to enjoy the freedom ofsoaring at least once as soon aspossible after reaching their minimumrequirements to fly. He helped severalgo much farther, from solo all the wayto Glider Rating.
Sam was the kind of guy who neverasked for anything. He might call or
email with a logistics challenge hehad, looking for solutions. He wasalways asking what he could do for you or me - everything he didreflected on his passion for flying andpeople. I have no idea how manythousands of people he touchedthrough his generosity of the gift offlight, but Im sure we all feel his lossand miss him.

We on the Public Affairs Staff wish you the best in all your endeavors. We thank
you for responding to our requests for articles, your patience when we take your photo,and your indulgence when we send out the newsletter a little late. Over the years, I havemade every effort to improve the quality of all we do as we know our work reflects the
quality of squadron we represent. You are the best!
As your Airwaves editor and lead Public Affairs Officer, I leave Civil AirPatrol with happy memories of SAREXs, meetings, parties--especially the Change ofCommand, and some regret that we could not do more--and for the team there is more todo.Time and timing are always problems in a busy life.
I have so enjoyed writing biographies of squadron members and getting to knowsuch hard-working, dedicated, and talented men and women as you are. I especiallyenjoyed working with 2d Lt Arif Gezalov, whose talent and reliability he neverspared.His photos have enlivened the newsletter. I will miss working with 2d Lt ToddSainer,and 2d Lt Luc Moens, and I will especially miss working with my mentor, MajBruce Hertelendy, whose good humor, steady advice, friendship, leadership,and vastexperience have been so helpful over the past five years.Wow! What great people.
I now move on to a new business enterprise with Dick, writingand re-writing my history books--that have been on the shelffor these past five years--and writing an occasional op-ed for
the media.I will miss you all! Please stay in touch.
