WARNINGS
SMOKING
• Smoking is strictly prohibited in the restricted area and on board vessels
alongside, except in those enclosed spaces onboard specifically designated by the
Master as ”smoking areas” and jointly agreed by SEOT.
• Master shall ensure that all vessel officers and crew are aware of the designated
smoking area(s) and shall periodically be checked to ensure compliance). • Failure to comply with this regulation will involve cessation of operations and may
result in the vessel vacating the jetty pending a complete investigation and
receipt of written assurance from the Master that effective controls have been
established.
• Smoking is not permitted in the terminal, in the terminal bus, or in any other
vehicle inside the terminal premises.
ALCOHOL & DRUGS • Possession and use of alcohol and/or drugs within any of the SEOT facilities is
strictly prohibited.
• Masters are advised that operations will cease, if the actions of a person or
persons involved in operations are not under proper control as a result of the use
of alcohol and/or drugs.
• Operations will not resume until the matter has been reported to and fully
investigated by relevant authorities and SEOT considers it safe to do so. Delay or cancellation in a vessel’s departure could result.
POLLUTION • It is an offence to:
- Spill oil
- Dump garbage
- Emit excessive funnel smoke
• All incidents will be investigated and could result in prosecution.
PPE • All crew members are obligated to wear all PPE as posted on the signs at the
terminal jetty. In case they leave the terminal, the guard will store all PPE like
hardheads until crewmember returns.

1.0 Preface
Star Energy Resources Ltd. Operating under the brand name of Star
Energy Oiltanking is a partnership between Star Energy Corporation and
Oiltanking GbmH.
The berth facilities referred to in this booklet are intended for the sole use
of vessels nominated by the terminal’s clients.
While every reasonable effort has been made in the preparation of this
Jetty Information Booklet (JIB) to assure its accuracy, Star Energy Oiltanking assumes no responsibility resulting from errors or omissions in
this booklet, or from the information contained herein.
Changes are periodically made to the information herein; these changes
shall be incorporated and updated in new editions of this booklet. Star
Energy Oiltanking may make improvements and/or changes in the
conditions described in this booklet at any time and without notice.
This booklet is not intended to supersede or replace any information
contained in Dubai Port Authority Jebel Ali booklets, or any other official
publication or directive issued federal/local government agencies within
the United Arab Emirates.

2.0 Welcome to Star Energy Oiltanking
We are an independent storage terminal for liquid bulk, located at the
Jebel Ali harbor and within the Jebel Ali Free Zone. We store products for
a wide range of customers; the variety of products stored being market-
related. Our most important product group is petroleum. Products are
transshipped by seagoing vessels, barges, tanker trucks and via pipeline.
The terminal is certified with ISO 9001: 2008, 14001: 2004 and OHSAS
18001:2007.

The Jetty Information Booklet was prepared to make ship crews familiar
with our facility in order to maintain a safe work environment. This document contains general Health, Safety, Security, and Environment
information, basic rules of behavior, instructions for emergencies, relevant
terminal regulations and information for safe and efficient operations while
a vessel is alongside the berth. Therefore, irrespective of the permits
required, everybody entering the terminal for the first time is obliged to
make him / her familiar with this booklet.
For emergencies the facility is provided with emergency alarm points, fire
extinguishers and terminal radios. They are clearly marked and ship crew
members must identify its nearest location before starting their operation.
For orientation please refer to the map included.
It is the obligation of all persons entering the terminal to protect the
environment by preventing contamination of soil, water or the
atmosphere. Visits to our facility are made at one’s own risk. Star Energy

3.0 Terminal Regulations
3.1 Ships Responsibilities
Responsibility of the Master
The Master of a seagoing vessel or the Master of an inland vessel
(hereinafter "the Master") should take care that he and all other persons
on board, whilst on board of the ship, as well as in the installation
carefully follow all rules, regulations, formalities, measures and directions
given and/or to be given by or on behalf of the authorities and/or Star
Energy Oiltanking. The Master should take care that all agreements made
between Star Energy Oiltanking and persons on board of the ship are
carefully observed. All operations on board the ship relative to the ship
and/or the cargo are to be executed under surveillance of the Master, also
if such operations are carried out by personnel of Star Energy Oiltanking.
Ban on naked fire and smoking
The use of open fire - which includes welding, smoking, use of matches,
lighters and non-officially approved illumination - is forbidden under all
circumstances on board the ship as well as in the installation, in the open
air or in enclosed areas where the construction or the ventilation system
does not give protection against penetration of inflammable gases.
Water pollution
Unless officially approved, it is forbidden to allow the discharge of
substances, in any way or for any reason including overfilling, in the
installation or into the marine water.

Commencement and progress of operations
When the installation has declared itself ready for delivery respectively
receipt of the cargo, the loading respectively discharging of the ship shall
commence and continue non-stop, irrespective of day and night and
holidays included (provided permission has been granted by the
authorities), until the complete cargo has been loaded respectively
discharged. During this period, the Master shall ensure that the ship
receives respectively discharges the cargo without interruption and/or
delay, with due observance of the relative agreements made with Star
Energy Oiltanking, and with observance of regulations and rules applicable to the cargo and the installation in question.
Alongside berth
Vessel Master and Officers shall participate fully at the joint “Pre-Cargo
Conference” to check and assure that all conditions of the “Ship / Shore
Checklist” are affirmatively answered, and that cargo operations are
agreed and understood by both parties. Vessel crew shall be available to
assist in the connection / disconnection of cargo arms, and to operate
vessel valves as required. Prior to the commencement of cargo
operations, the vessel shall double check and assure that the vessel is in a
fit/proper condition to operate, and that all regulations and requirements
are effectively in place. Whenever possible, a “closed loading system”
shall be used by the vessel when handling cargo or ballast (where not
possible the number of ullage ports open at any time is to be restricted to
a maximum of three and all such openings should be fitted with flame
arrestors). Cargo tank lids or hatches are not permitted to be kept opened. Sufficient crew shall be on board the vessel at all times to
operate the vessel and to respond to any emergency (including possible
vacation of the berth). In order to effectively respond to any situation, the
vessel’s Master and the Chief Officer shall not take shore leave at the
same time. Throughout the period whilst the vessel is alongside SEOT
berth, all conditions of the “Ship-Shore Safety Checklist” shall be
monitored and maintained. Strict surveillance by the vessel’s Officers and crew shall be observed during all operations to enable a quick and
effective response to any emergency. This response shall include stoppage
of the vessel pumps in case of automatic closure of terminal valves. On
completion of cargo operations, vessel shall immediately depart berth
unless SEOT has granted approval for the vessel to stay alongside. Should
the ship experience undue delays (for whatever reason) then SEOT at its
absolute discretion reserves the right to take the ship off the berth. Vessel
cargo tank transfer or any other vessel operation which affects the agreed

ship/shore cargo plan shall only be permitted with the written approval of
SEOT. Vessels shall rely on their own resources for weather updates.
Leaving the berth
The Master is bound to leave the berth as soon as possible, after
termination of loading respectively discharging. Star Energy Oiltanking has
the right to demand that the ship be removed from its berth when Star
Energy Oiltanking deems this necessary for reasons of safety, compliance
with safety regulations and/or directions from the harbor authorities or
other authorities, the smooth continuation of activities or for any other valid reason. Likewise, Star Energy Oiltanking has the right to demand
that the ship, which has taken berth alongside an assigned mooring and
which, in spite of the installation's readiness, is not able to or for whatever
reason does not commence loading respectively discharging cargo, or
which discontinues any of these activities for more than 6 hours, clears its
berth instantly. If the ship does not clear its berth on first request from
Star Energy Oiltanking, then Star Energy Oiltanking has the right to shift
(have shifted) or to remove (have removed) the ship for account and risk
of the Master and the owner of the ship.
Availability of berth
Star Energy Oiltanking shall not be liable for any damage, demurrage or
other costs incurred by the ship, as a result of the fact that the ship has
had to wait due to the mooring not being available, attainable or
serviceable, whether or not prior reservations were made or the ship's
expected arrival time was announced or as a result of a deviation from the order of sequence in which ships are being dealt with. Neither is Star
Energy Oiltanking liable for damage, demurrage or other disadvantage
incurred by the ship, which has taken mooring at the assigned mooring
facilities, as a result of the installation not being ready for delivery
respectively receipt of cargo due to delay or discontinuation of loading or
discharging.
Direct transfer from ship to ship
For any manipulation of goods which is to take place between the ship and
any other vessel, prior permission from Star Energy Oiltanking is required.
Even if Star Energy Oiltanking has allowed such transfer, it will take place
under the Master's responsibility and for account and risk of the Master
and the owner of the ship and not for account and risk of Star Energy
Oiltanking.

Entering Star Energy Oiltanking's premises
Ship crew members being present on the installation as well as those who
enter the installation on request of the Master and/or the ship crew
members, do so entirely at their own risk, also when this happens with
permission of or under escort by Star Energy Oiltanking. Star Energy
Oiltanking is never liable for death, injury, damage, loss, fines, costs or
other harm incurred by those who set foot on the installation. This section
also applies to vehicles with which crew or other persons coming from or
going to a ship find themselves on the installation. The Basic Safety Rules
(see chapter 3.2) have to be adhered to when entering the terminal premises.
3.2 Basic Safety Rules
When entering Star Energy Oiltanking’s premises the following rules
apply:
� Smoking is prohibited except in the marked smoking area.
� It is prohibited to carry sources of ignition (e.g. lighters, matches) at
all times.
� Use of non spark-/explosion-proof equipment (e.g. mobile phones,
radios, cameras, calculators, battery-powered hearing devices) is
only allowed by special permission from the management.
� The minimum personal protective equipment (PPE) consisting of
safety helmet, footwear (anti-static safety shoes with product
resistant soles) and protective clothing (anti static long-sleeves)
must be worn at all times. � Where indicated through signposting or required by a Work Permit,
additional PPE (e.g. eye, ear and breathing protection) requirements
shall be met as well.
� It is forbidden to possess or consume alcohol, drugs or other
intoxicants on the site or to be under their influence.
� It is not allowed to drink or eat during work or in tank pits, pump
stations, manifolds, loading racks or jetties. � Garbage and waste must be collected and disposed off in dedicated
containers.
� Drivers of all vehicles must obey traffic signs and regulations.
� The general speed limit of 20 km/h must be observed.
� Handrails and walkways must be used where provided.
� All accidents, injuries, incidents or near misses must be reported to
the shift leader, control room or the HSSE Department.
� Instructions of Star Energy Oiltanking personnel must be followed at
all times.

3.3 Conditions of terminal use
The use of the terminal by any vessel shall be deemed to constitute an
agreement between the Vessel Owners and SEOT, and an acceptance of all terms and conditions contained in this booklet. The terms and
conditions as laid out in this booklet shall apply on each and every
occasion that the Terminal is used by a vessel, whether or not the
‘Acknowledgement of Receipt’ has been signed by the Master of the vessel on behalf of the Owners.
The Owners shall be liable to SEOT, and shall hold SEOT indemnified
against all costs, consequences and claims by third parties, that arise from
incorrect deceptive and/or incomplete statements, indications,
information, notifications, and/or directions, whether or not caused by the
negligence of SEOT employees, agents, contractors, or suppliers of
service.
The Owners shall hold SEOT harmless from claims made by any person, or
groups of persons, with respect to injury or loss of life, whether caused
directly or indirectly by the vessels use of the terminal.
No guarantee of safety or suitability is given with regard to the terminal
for vessel permitted, or invited, to use it. SEOT shall not be responsible
for, and shall be indemnified against any loss, damage, or delay of any
sort that may be sustained by, or occur to, any vessel, her Owners, or her cargo, or any part thereto by whatsoever or by whatever cause, whether
or not it is due in whole or in part to any act, neglect omission of fault of
SEOT employees, agents, contractors or suppliers of service.
SEOT shall not be responsible for any loss, damage or delay caused by
strikes, lockouts, disputes or disturbances, whether or not its servants are

parties thereto, acts of God, public enemy, declared or undeclared war,
sabotage, explosion or fire, marine disaster, embargo, boycott, blockade,
breakdown of vessel away from or at the terminal, and acts of either
general or particular application of any de jure or de facto government
authority.
In all circumstances the Master of the vessel shall remain responsible, on
behalf of the Owners, for the safety and proper navigation of his vessel.
The terms and conditions contained in this booklet shall be governed and
construed, in all respects, in accordance with the laws of the United Arab Emirates, and parties hereto hereby agree to submit to the jurisdiction of
the courts in the United Arab Emirates.
Berth demurrage – in the event that a vessel incurs demurrage, then the
vessel and her Owners shall:
� Be responsible for full berth demurrage.
� Be responsible for all costs, or port charges, levied by the Port
Authority or any other Government body.
� Hold SEOT harmless against any demurrage, detention, or loss of
whatsoever nature, incurred as a result of another vessel waiting to
berth.
In the event of terminal closure due to any adverse weather conditions,
strikes, lockouts, accidents, acts of God, war, or any other circumstances
which is beyond the control of SEOT, then the terminal may be closed
until such time as SEOT considers appropriate. Such closures may be total or partial, and may either relate to berthing or cargo operations only.
� Any decision by SEOT to close the terminal, or any part thereof, is
not open to discussion or debate.
� The vessel owners shall hold SEOT harmless and indemnified from
any and all claims made for costs, expenses, damages or losses
incurred as a consequence of vessel delay due to terminal closure. � It shall not be necessary for the decision to close the terminal to be
formally communicated to any vessel.
Any vessel contravening the provisions of these regulations may be
banned by the terminal, and notwithstanding commencement of
operations may be instructed to vacate the berth.
SEOT reserves the right to delay, or refuse, access to the terminal berth
by any vessel without assigning any reason for its decision.

Any information supplied by the vessel Master or Officers shall constitute a
representation to be relied on by SEOT. If such information proves to be
incorrect, the SEOT shall have the right to instruct the vessel to vacate
the berth, and to recover from the owners and loss, damages or expenses
suffered by reason of the vessel berthing at the terminal.
The vessel’s Master shall take every precaution to ensure that drugs,
narcotics, wine or alcoholic liquors, or any other offensive product are not
supplied, sold or conveyed to any person(s) boarding the vessel, and such
goods are not transported through the terminal.
3.4 Pilotage & vessel movements
DPAJA pilotage and related services to/from SEOT berths is compulsory.
(DPAJA related services include tugs, workboats, berthing master, and
mooring line handling crew). DPAJA pilotage and related services are
provided on a 24 hour basis. Vessels shall be berthed in order of rotation
based upon time of receipt of the Notice of Readiness, and subject to
proper notification of vessel ETA. However, SEOT reserves the right to
berth vessels out of rotation if terminal operations so require. In case a
vessel is arriving at the same time as another is departing, the outgoing
vessel shall have priority and DPAJA determines the final schedule for
vessel movements. DPAJA normally require 6 adequate ropes or hawsers
forward, and a similar number aft for vessel mooring (see chapter 6).
SEOT reserves the right to direct a vessel to move from one berth to
another, or to vacate a berth according to its operational requirements at
that time. Vessel shall maintain radio communication with DPAJA and SEOT by monitoring “VHF” radio channel 16 at all times whilst within the
port facility.
3.5 Vessel requirements
The UAE Federal Government has imposed restrictions on certain “flag”
vessels. It is the responsibility of the Master and his agent to check and obtain the necessary approvals and berthing clearance from DPAJA. The
vessel has to be in compliance with SOLAS, MARPOL, and DPAJA
regulations. The vessel has to have:
� a valid “International Safety Management” – ISM certificate.
� a valid “international Code of the Security of Ship and Port Facilities”
– ISPS certificate
Master shall advise both DPAJA and SEOT before berthing of any disability
or damage to his vessel. The Master shall at all times allow

representatives of DPAJA or SEOT (or any other party authorized by either
DPAJA or SEOT) unrestricted access to the vessel for all matters in
connection with enforcement of regulations and requirements. From time
to time, DPAJA or SEOT may introduce additional measures that may be
considered necessary or appropriate – the Master shall be informed in
writing of such changes and shall cooperate in compliance.
3.6 Deballasting
Vessels carrying non-segregated ballast for discharge are subject to
DPAJA regulations regarding inspection prior to berthing and monitoring during ballast discharge. Segregated ballast tanks are defined as those
tanks that are fitted with their own piping and pumps, and are completely
independent of the cargo system.
DPAJA deballasting regulations
1. Clean water ballast from tankers segregated ballast tanks may be
discharged overboard
2. Clean water ballast from dedicated clean ballast tanks as defined in
MARPOL 73/78 may also be discharged into the Port. However, if no
separate ballast pumping system exists then such discharge shall
be monitored by an independent surveyor and the ballast must be
certified clean. The discharge operation may take place during
daylight hours only.
3. Ships in the ‘COW’ mode may not discharge ballast from cargo
tanks, unless such tanks have been thoroughly cleaned and
reverted to the status of C.B.T. since last carrying oil. 4. Clean ballast means containing less than 15 parts per million of
hydrocarbons.
5. Notwithstanding all the above, if any visible signs of pollution are
seen on or below the surface of the ship discharging ballast, the
ballast discharge will be stopped and no further discharge will be
permitted.
3.7 Ballasting
Prior to the commencement of ballasting, vessel shall purge the cargo
lines into the main cargo tanks to ensure that no cargo escapes in the sea.
Ballast pumps shall be started before the sea valves are opened.
3.8 Environment pollution

Vessel is required to comply with all environmental laws and regulations
that presently exist, or may be mandated from time to time by the UAE
Federal Government, the Government of Dubai, Dubai Municipality,
DPAJA, and/or SEOT requirements.
Vessel pump room sea valves and engine room discharge valves shall be
closed and sealed, and remain sealed at all times. Seals should only be
broken with the consent of SEOT to permit ballast operations.
No tanks, compartments, spaces, bilges, pipelines, slops, drains, or any
other source of oil or petroleum or contaminated water shall be discharged, flushed, leaked or cleaned into the sea.
Should any oil, petroleum or contaminated water shall be discharged or
other materials escape into the sea from a vessel, then that vessel shall
be responsible to notify the terminal immediately and for all costs incurred
as a consequence of pollution and cleaning.
Cleaning, blowing of boiler tubes, or emitting smoke/soot is strictly
prohibited whilst vessel is alongside the terminal’s berth.
Master shall assure that no unhealthy or offensive goods are deposited
from his vessel. Any item in the opinion of DPAJA which is considered to
be offensive or a health hazard may be removed, confiscated, or
destroyed at DPAJA’s sole discretion. All costs associated with the
removal, destruction and clean-up shall be bore by the vessel.
Domestic garbage skips are obtainable for vessel garbage disposal, and should be arranged by the Master through his agent and shall be
subjected to SEOT’s prior approval.
3.9 Boats alongside vessel
Work boats, barges, delivery boats, etc. are not permitted alongside a
vessel moored at SEOT terminal. DPAJA tugs are permitted alongside a vessel providing all cargo deck openings have been securely closed.
3.10 Engine trials & engine repairs
Vessel shall not carry out engine trials whilst alongside the terminal
without written approval from both DPAJA and SEOT. Vessel’s main engine
shall be kept ready for immediate use at all times.

Any repairs which may affect the immediate availability of the vessel’s
main engine may only be carried out with the written approval of both
DPAJA and SEOT. It is not permitted to carry out boiler cleaning, chipping,
scaling, scraping, or any other type of work which could generate heat or
sparks. It is not permitted to carry out hot works i.e. welding, cutting,
burning, soldering, drilling, grinding, or any other type of work which
could generate heat or sparks.
3.11 Inert gas regulation
DPAJA require that petroleum and related product vessels are equipped with an inert gas system, and that tank spaces shall be maintained at 8%
or less oxygen content whilst within the port limits.
On an individual basis DPAJA may consider waiver of this regulation under
the following conditions:
� High flash cargoes with a flash point greater than 60◦C, providing
the cargo is handled at a temperature of at least 5◦C below its flash
point.
� Vessel is less than 20,000 SDWT.
� Vessel is a chemical carrier with an operative ‘closed loading system’
(waiver by DPAJA would require the vessel to appoint a DPAJA
approved inspector.
� Vessel is less than 40,000 SDWT and has a valid ‘Inert Gas
Exemption’ certificate (waiver by DPAJA would require the vessel to
appoint a DPAJA approved inspector).
� Considering the safety of the terminal and vessel, SEOT prefers to have the inert gas system operative and cargo tanks inerted when
the vessel is equipped with a working inert gas system, irrespective
of the size of the vessel and exemptions.
3.12 Electrostatic ignition precautions
As a precaution to reduce the accumulation of static electricity during the handling of petroleum products, SEOT exercises pipeline flow controls to
mitigate the effects of electrostatic charge separation, electrostatic
accumulation, and the possibility of electrostatic spark discharge.
At the commencement of loading in to an empty tank, the linear velocity
in the pipeline to each individual tank (ship or shore) should not exceed 1
m/s until the bottom of the tank is covered, or until the inlet pipe has
been fully immersed in product and or until the float is afloat in floating

roof tanks to avoid further splashing, turbulence and generation of static
charges.

Following the cessation of turbulence and splashing, the flow rate may be increased to the agreed maximum between ship/shore, however it should
be noted that static accumulator cargoes should not exceed 7 m/s, (also
note that SEOT has further product flow rate restrictions when filling
floating roof tanks).
During cargo transfer, and for 30 minutes after completion of filling of the
tank, metallic equipment’s for dipping, ullaging or sampling must not be
introduced into or remains in the tank.
After the 30 minutes of relaxation period, metallic equipment may be used
for dipping, ullaging or sampling but it is essential that it is effectively bonded and securely earthed to the structure of the tank before it is
introduced into the tank, and that it remains earthed until after it has
been removed from the tank.
A permanently fitted metal float level gauge does not present a static
electricity hazard provided the metal float has electrical conductivity
through the tape to the structure of the tank and the metal guide wires
are intact.

6.0 Mooring Arrangements
The Master shall ensure that ships alongside Star Energy Oiltanking berths
shall be secured with the minimum number of mooring lines and layout as
indicated below:

7.0 Provision of Ship Accommodation Ladder
The Ship shall provide the Accommodation Ladder to enable a safe Ship-
shore access, ensuring the following:
- Ladder must be swung out board of ship side, across the fender
distance
- Ladder must be secured firmly on the shore side, along with the safety
nets rigged to arrest any accidental fall of personnel using the ladder.
This ship-shore access ladder is subject to regular monitoring by the ship
crew & inspection by the Ship/ shore staff, as part of the ship/shore safety
checks that is carried out at regular intervals throughout the vessel's stay at the berth.
8.0 Security
The Star Energy Oiltanking terminal complies with the ISPS Code.
Therefore the Security Checklist according to ISPS has to be filled in by the ship’s agent 2 weeks in advance of the ship’s arrival. Star Energy
Oiltanking will provide the agent with the document in a digital format and
the agent will return the completed checklist.
On demand of the ship a Declaration of Security will be provided by Star
Energy Oiltanking.
The terminal is enclosed by a barbed wire topped fence, and gates which
are kept closed. The terminal is manned by a 24 hour Security Guard who
controls the entry/exit of all personnel into/out of the terminal and
patrolling at routine intervals. Close circuit cameras are provided at
prominent locations around the terminal and the entire terminal is
monitored through those cameras. All visitors to the terminal/vessel
(including embarking/disembarking vessel personnel) are required to be
logged in/out by SEOT Security Officer. For security and safety reasons,
visitors (inclusive of vessel officers/crew) are not permitted to walk

through the terminal and transportation is provided by the terminal. SEOT
reserves the right to carry out random personnel search of vessel crew or
personnel entering or exiting the terminal.

10.0 Product Transfer
Prior to any product transfer the Master of the ship will fill in the Ship/Shore Safety Check-List according to ISGOTT and sign the Dear
Master Letter of ISGOTT. Both documents will be provided by the
terminals representative together with the Guideline for Completing the
Ship/Shore Safety Check-List before starting operation.
11.0 Other Facilities
With prior arrangements, the following services can be provided at
designated berths as indicated below:

drums, and hard stores are not permitted to be loaded/ unloaded via the
vessel cargo deck during cargo or ballast operations. Subject to SEOT
specific approval, the above hard/heavy stores may be delivered via the
cargo deck providing all cargo/ballast operations have ceased, all cargo
deck openings are securely closed, cargo arms have been disconnected
and the berth area cleared as safe by SEOT operations. The use of a stem
crane for loading/unloading of hard/heavy stores after cargo/ballast
operations may be permitted providing the stem crane does not overlook
the cargo deck and with a specific clearance from SEOT HSSE
Department. Soft/stores such as laundry/provisions, or small items carried
by hand may be loaded/unloaded at any time. Vehicle approach to a vessel moored alongside SEOT berth is not permitted.
Terminal bus service
SEOT operates 24 hour bus service between the terminal main gate and
the vessel berth areas. The bus shall depart from the terminal main gate
on the hour every hour. Disembarking vessel personnel shall wait at the
berth ‘bus stop’ 5 minutes prior to bus arrival. Embarking vessel personnel
shall wait outside the terminal until the bus is scheduled to depart to the
berths. Outgoing ship crew shall be issued with a SEOT security pass –
this pass is required to be surrendered to gain re-entry into the terminal.
Matches, lighters, mobile telephones, bleeps, battery operated equipment,
incendiary devices of whatever nature, are not permitted to be used either
in the terminal or in bus – any such items shall be left on board the vessel
before boarding the bus, or surrendered to SEOT Security Officer on entry
into the terminal. Smoking or use of any incendiary device is strictly
prohibited within the terminal or in the bus.
Medical Services
Masters are to contact their agent for any medical treatment, fully
equipped hospitals and medical facilities operating on a 24 hour basis are
available within Dubai.
Bunkers
Masters are to contact their agent for bunker supplies, note that
bunkering is not available direct from SEOT terminal, and bunkering from
barge whilst alongside SEOT berth is not permitted.

Fresh water
Fresh water is available at the berth area. However this fresh water
pipeline is not under SEOT jurisdiction and the Master should make
arrangements for fresh water through his agent.
12.0 Communication
12.1 Vessel Information
Star Energy Oiltanking will provide the ship’s agent with the digital format
of the Jetty Information Booklet and Tanker Nomination Form. The later has to be filled in and returned with the acknowledgement of receipt.
12.2 Prior to Berthing
The agent of the ship will inform Star Energy Oiltanking 3 hours in
advance of the estimated arrival time (ETA) of the ship at the Star Energy
Oiltanking terminal.
12.3 Prior to Product Transfer
For reasons of safety, good communication between ship and terminal
must be ensured in accordance with the safety checklist. In order to meet
these regulations a UHF radio will be handed out to the vessel, which must
be within hearing range of the person on duty. Channel 2 is used for
routine ship/ shore communications whilst alongside SEOT berth.
In case of communication failure between ship and shore the cargo operation shall be suspended by ship/ shore until the time the
communication is restored. In an emergency, terminal UHF channel 1 is
designated for emergency communications and the Vessel shall change to
channel 1.
The radio will have to be returned to the loading master prior to sailing of
the vessel. The adjustments of the radio should not be changed since it would interfere with the reliability of the radio. Furthermore we would like
to point out that Star Energy Oiltanking will hold the Master responsible
for any damage caused by misuse on purpose of the radio.
The ship will be called by its name from the Star Energy Oiltanking control
room. Star Energy Oiltanking should be called as follows:

Emergency Instructions
In case of fire or explosion
� Immediately stop all activities in a safe manner.
� Inform the control room on WHERE did WHAT happen and WHO is
informing by using radio, UHF (channel 1).
� Rescue injured and endangered people, but only if safe to do so.
� Stop all ventilation and close all openings.
� Stop cargo pumps and close all valves when discharging.
� When loading, close all valves after confirming terminal cargo pumps
are stopped. � Rig pilot ladder or accommodation ladder on offshore side for
rescue/evacuation purpose.
� If possible, fight the fire with ship’s fire-fighting system and prevent
fire from spreading.
� Direct fire fighting in cooperation with the terminal.
� Standby to disconnect loading arms.
� Put engines on standby.
� Follow escape routes to an upwind assembly point if evacuation is
ordered (See map).
In case of spills or gas releases
� Immediately stop all activities in a safe manner.
� Inform the control room on WHERE did WHAT happen and WHO is
informing by using radio, UHF (channel 1).
� Shut down ignition sources. � Push the nearest emergency shut down button. See map.
� Stay upwind of the spill. Use proper PPE. Refer to the MSDS for
material spilled.
� Investigate source of spillage and stop further spillage, but only if safe
to do so.
� Stop cargo operations when spillage is from the ship.
� Seek assistance from the terminal and port control to disperse and/or contain spillage as necessary.
� Use absorbents and/or dispersants to clean up spillage on deck as
appropriate.
� Follow escape routes to an upwind assembly point if evacuation is
ordered (See map).

In case of ship collision or grounding at jetty approaches

Emergency evacuation
� Ship’s crew has to evacuate during emergencies when their stay on
board is deemed unsafe. � Master in consultation with the SEOT incident commander and harbour
master decides means of evacuation.
� Rig pilot ladder or accommodation ladder on offshore side for
rescue/evacuation purpose.
� Follow the instructions of the SEOT incident commander, if the
evacuation is planned through land.
When the emergency alarm sounds
� Act as per the instructions of the SEOT CCR depending upon the
emergency situation.
� Immediately stop all activities in a safe manner.
