using radio signals, wireless and landline networksas well as user-programmed functions, which cannotguarantee connection in all conditions. Therefore, you should never rely solely on any wirelessphone for essential communications (medicalemergencies, for example).

Remember, to make or receive any calls the phonemust be switched on and in a service area withadequate signal strength. Emergency calls maynot be possible on all wireless phone networksor when certain network services and/or phonefeatures are in use. Check with local serviceproviders. To make an emergency call:

    1. If the phone is off, turn it on.2. Press the 911 button.

When making an emergency call, remember to giveall the necessary information as accurately as possible.Remember that your phone may be the only meansof communication at the scene of an accident; donot hang-up the call until given permission to do so.

Restricting Children's Access to your Ph one

Your phone is not a toy. Children should not be

allowed to play with it because they could hurtthemselves and others, damage the phone or makecalls that increase your phone bill.

    Posted Facilities

Switch your phone off in any facility where postednotices require you to do so.

    Potentially Explosive Environments

Switch your phone off when in any area with apotentially explosive atmosphere and obey allsigns and instructions. Sparks in such areas couldcause an explosion or fire resulting in bodily injuryor even death. Users are advised to switch thephone off while at a refueling point (service station).Users are reminded of the need to observerestrictions on the use of radio equipment in fueldepots (fuel storage and distribution areas),

chemical plants or where blasting operations arein progress.

Areas with a potentially explosive atmosphereare often but not always clearly marked. Theyinclude below deck on boats, chemical transferor storage facilities, vehicles using liquefiedpetroleum gas (such as propane or butane),areas where the air contains chemicals or particles, such as grain, dust or metal powders, and anyother area where you would normally be advisedto turn off your vehicle engine.

The National Institutes of Health participates insome interagency working group activities, as well.

The FDA shares regulatory responsibilities forwireless phones with the Federal CommunicationsCommission (FCC). All phones that are sold inthe United States must comply with FCC safetyguidelines that limit RF exposure. FCC relies onFDA and other health agencies for safety questionsabout wireless phones.

The FCC also regulates the base stations that thewireless phone networks rely upon. While thesebase stations operate at higher power than do thewireless phones themselves, the RF exposures thatpeople get from these base stations are typically

thousands of times lower than those they can getfrom wireless phones. Base stations are thus notthe primary subject of the safety questionsdiscussed in this document.

    safety of wireless phones?

Under the law, the FDA does not review the safetyof radiation-emitting consumer products such aswireless phones before they can be sold, as it doeswith new drugs or medical devices. However, theagency has authority to take action if wirelessphones are shown to emit radio frequency energy(RF) at a level that is hazardous to the user. Insuch a case, the FDA could require the manufacturersof wireless phones to notify users of the healthhazard and to repair, replace or recall the phones

so that the hazard no longer exists.Although the existing scientific data do notjustify FDA regulatory actions, FDA has urged thewireless phone industry to take a number of steps, including the following:

    Support needed research into possiblebiological effects of RF of the type emittedby wireless phones;

Design wireless phones in a way thatminimizes any RF exposure to the user thatis not necessary for device function; and

Cooperate in providing users of wirelessphones with the best possible information on

possible effects of wireless phone use onhuman health.

When driving a car, driving is your first responsibility. When using your wireless phone behind thewheel of a car, practice good common sense andremember the following tips:

    1. Get to know your wireless phone and itsfeatures, such as speed dial and redial. If available, these features help you place your

call without taking your attention off the road.

effort by FDA, medical device manufacturers, andmany other groups, was completed in late 2000.This standard will allow manufacturers to ensurethat cardiac pacemakers and defibrillators are safefrom wireless phone EMI. FDA has tested wirelessphones and helped develop a voluntary standardsponsored by the Institute of Electrical andElectronic Engineers (IEEE). This standard specifiestest methods and performance requirementsfor hearing aids and wireless phones so that nointerference occurs when a person uses acompatible phone and a compatible hearing aid atthe same time. This standard was approved by theIEEE in 2000.

The FDA continues to monitor the use of wirelessphones for possible interactions with other medical

devices. Should harmful interference be foundto occur, the FDA will conduct testing to assessthe interference and work to resolve theproblem.
