Senior Manager, Information Solution and Services – Post B

The Information Solutions and Services Department at NUI Galway provides a comprehensive range of ICT services to the University’s various communities. The Department wishes to recruit two senior managers to provide leadership in the development and delivery of these services. Applicants should have: Essential:

Degree level qualification (or equivalent) in a relevant area: IT / Engineering / Business / Accountancy

A proven track record in leadership, management and delivery of major ICT projects in large complex organisations.

Proven management experience of staff, stakeholders and suppliers. Experience in the use of formal project and service management methodologies. Knowledge of current trends in ICT and how they can be adopted by the University

Several years experience working at a senior level in ICT or a related area. Demonstrable experience of collaboration across organisational boundaries with diverse

groups of internal constituents. Vendor /Partner management experience. Able to demonstrate significant experience of working with formal methodologies

(PRINCE2, ITIL or equivalent) and other aspects of current best practice for the delivery of ICT projects and services.

Able to demonstrate significant experience of managing developing a team of staff including formal performance management systems

Able to demonstrate significant experience of budget management. Competency in Irish Language at the following levels: Labhairt B2, Scriobh B1

(applicants will be required to complete an Irish assessment).Desirable 5 years experience working at a senior level in the area of ICT or a related area Post Graduate qualification in IT/Management Experience working in large complex organisations with multiple stakeholders. 2. Role Relationships

The holder has relationships as follows:

Reports to: Director of Information Solutions and Services or his nominee

Manages: Staff teams as assigned from time to time by the Director of Information Solutions

and Services. These will normally be teams responsible for multiple critical ICT services. Team sizes will vary according to the current ISS work programme.

Project teams as assigned from time to time by the Director of Information Solutions and Services. These teams may be drawn in matrix fashion from other sections of ISS and across the University

Supplier relationships:Manages service and supply/procurement relationships with University suppliers. Acts as point of escalation in managing service delivery and service development issues, ensuring that suppliers perform as contracted.

Manages supply relationships internal to the University’s Support services.

Stakeholder and Customer Relationships:Meets formally and informally with stakeholders to discuss and resolve strategic and operational questions concerning requirements, development and delivery of service, to report on service outcomes, and to deal with specific issues as they arise. Stakeholders include: Unit heads and senior managers (up to and including UMT members) across the

University Students and their representatives Other senior managers in ISS Staff and managers in all sections of ISS

Managers and staff in other NUIG ICT service providers, including CELT, James Hardiman Library

Managers and Staff in Colleges/Schools and research centres

The post holder will occupy one of the senior manager roles identified in the organisation chart below. The organisational structure is currently under review and the post-holders duties may therefore be modified from time to time at the discretion of the Director of Information Solutions and Services.

3. MAIN PURPOSE OF JOB:

The postholder as member of the ISS senior management team will :

Provide strategic input to stakeholders in support services and academic units at a senior level to maximize the effectiveness of the deployment of ICT services to meet the University’s strategic goals.

Manage the development and delivery of a number of critical ICT services in terms of ensuring performance and continuous improvement. This will typically cover a range of high priorty /critical services

The post holder will be assigned to a role in the solutions or service delivery group (depending on the outcome of the Organization restructure). The structure/roles will align the roles with one or more of the University’s strategic priorities and will continue to evolve in line with the University’s strategy :

4. MAIN DUTIES AND RESPONSIBILITIES: (In perceived order of Importance)

The postholder will be specifically accountable for:

Delivering a specified programme of work identified in the ISS rolling work programme and set in the context of successfully contributing to delivery against the University’s policies and strategic objectives. This may include delivery of operational services and development activity for new and existing services.

Working with relevant stakeholders at a senior level to understand their business objectives and to define, develop, provide, monitor and report on services which meet their business needs and expectations, all within the context of the University’s

strategic plan and taking due account of the changing external ICT environment. Ensuring that services are delivered against agreed and transparent service

descriptions and service specifications, where necessary originating and agreeing these specifications and descriptions with relevant stakeholders.

Manage 3rd party partners with regard to the delivery of projects and services Ensuring that services generally meet their agreed service levels. Managing and

reporting on deviations from agreed service levels. Ensuring that procedures, documentation, checklists, reviews and any other

necessary process steps required to assure successful delivery of the relevant services are formally documented, communicated as required, observed, and effective.

Ensuring that service development initiatives have suitable project management arrangements, which are documented, communicated, observed and effective.

Lead, manage and develop a team of assigned staff, which may include one or more managers responsible for delivery of individual services as well as technical and customer service staff. In particular the postholder will take responsibility for effective operation in their section of the University’s Performance Management and Career Development scheme.

Planning, monitoring, and reporting on utilisation of staff and non-staff resources required to deliver the services.

Preparing budgetary proposals and managing the budget assigned to the services. Participate in ISS departmental leadership and decision making and in university

initiatives as a member of the senior team ISS. Such other duties as may reasonably be required in undertaking the senior manager

role.

C. Pension Entitlements:This is a pensionable position. Details of the applicable Pension Scheme will be provided to the successful candidate. The Pension element of this appointment is subject to the terms and conditions of the Pension scheme currently in force within the University. This Scheme may be amended or revised by the Irish Government or its agents at any time.

The Public Service Superannuation (Miscellaneous Provisions) Act 2004 set a minimum retirement age of 65 and removed the upper compulsory retirement age for certain New Entrants to the Public Sector on or after 1 April 2004. In the December 2009 Budget, the Government indicated its intention to (i) increase the minimum retirement age for all new Public

Servants to equal the qualifying age for the Irish State Pension that is anticipated to be 67 for the foreseeable future; and (ii) to again introduce an upper compulsory retirement age of 70 initially. Legislation is pending and this appointment will be subject at all times to the provisions of such legislation.

(c) Expenses

Expenses are paid to candidates invited to the Assessors’ Interview (see (a) above).
