Q. How do we assure that our public safety product meets the needs of the end-user?

Short Answer: Just like we do all our commercial products.
Almost all SAPs products are developed in cooperation with one or more key customers from concept to production. The research group plays a role in identifying and realizing the longer term trends on behalf of the product groups.
Lets look at a recent example of one such project in the public safety space: the incident management system called SOKNOS

Formulate a Vision
The SoKNOS vision is to enable decision makers
to quickly find and integrate information from heterogeneous and distributed environments
to visually explore the situation at hand, individually or in collaboration
to create new information such as commands or requests but also new geo-spatial objects, plans and documentations
In short: …
SoKNOS follows the vision of seamlesslyintegrated, heterogeneous information sources that enable emergency organizationsto collaborate in an efficient way.

Breakdown The Problem Into Areas of Expertise and Assign Them to the Experts
The requirements of the next generation of emergency management systems can be grouped in four research areas:
Information Creation
Visualization & User Interaction
RequirementsInformation Service Integration
Information Aggregation & Generalization
High Resolution
Management
Feed the Commercial Pipeline
The deliverables from the research group can take a number of forms:Well documented requirementsPrototype and Usage ExperienceExpertise (i.e. personnel)SpinoffAdditional projects / research
In the case of SOKNOS:A prototype was built and widely demonstratedA consulting deliverable was built using research programmers working under
supervision of the product / consulting teamA follow-on project was proposed to apply similar technology to different domain
