AIM

I. This Standing Instruction (SI) provides guidance on the application of honours, awards and commendations to Australian Defence Organisation (ADO) personnel deployed on operations within the Middle East Area of Operations (MEAO).

AUTIIORITY

2. The authority for this SI is Commander Joint Task Force 633 (CJTF633).

SCOPE

3. This SI applies to all ADO personnel force assigned, temporary force assigned for duty or visiting in the MEAO.

INTRODUCTION

4. The Australian Honours and Awards System allows for official recognition of notable service, acts of bravery and achievement by an individual or unit.

Honours and Awards

5. ADO personnel in the MEAO may be nominated for honours and awards in the following categories:

a. Victoria Cross for Australia. lAW reference A, Volume I, Chapter 6, the Victoria Cross for Australia accords recognition to persons who perform acts of the most 'conspicuous gallantry, acts of valour or self·sacrifice, or display extreme devotion to duty in the presence ofthe enemy'.

b. Gallantry Decorations. IA W reference A, Volume I, Chapter 7, Gallantry Decorations are awarded in recognition ofgallantry when 'in action'.

c. Distinguished Service Decorations. IAW reference A, Volume I, Chapter 8, Distinguished Service Decorations are awarded for distinguished service in warlike operations.

d. Unit Citations for Gallantry and Meritorious Service. lAW reference A, Volume 1, Chapter 9, Unit Citations recognise gallantry in action or outstanding service in warlike operations by units ofthe ADF.

e. Order of Australia. lAW reference A, Volume I, Chapter 10, Appointments and Awards within the Order ofAustralia may be made for service on operations.

f. Operational Service Medals. The Australian Active Service Medal (AASM), campaign medals and foreign awards are awarded to ADO personnel deployed to the MEAO who meet the criteria detailed in reference A Volume 2, Chapter 16 and reference B.

g. NATO Meritorious Service Medal (NATO MSM). The NATO MSM has been established to recognise Meritorious Service for remarkable service in the interest of the Alliance.

h. Defence Commendation Scheme. The Defence Commendations Scheme provides a means of formally recognising superior, excellent, or high/noteworthy achievement, meritorious service or specific acts of bravery for which other Australian honours and awards are not an appropriate medium of recognition. Policy for Defence Commendation Scheme is in reference A, Volume I, Chapter 39.

6. Nominations for the following categories will not be considered:

a. Conspicuous Service Decorations. Conspicuous Service Decorations are only awarded for non-warlike operations and service JAW reference A. Volume I. Chapter 12.

b. Nursing Service Cross. Nominations for the Nursing Service Cross are no longer considered lAW reference A, Volume I, Chapter) 2.

7. Venn diagram for Decorations and Commendations is in annex A.

Nomination Procedures

8. Task Group (TG). Task Unit (TU) and Task Elements (TE) commanders are responsible for nominations for honours and awards. Commanders are to take appropriate opportunities to recognise service and achievements; particular consideration is to be given to junior ranks.

9. HQ JTF633 submits nominations bi-annually (to meet Australia Day and Queens Birthday timelines) lAW HQJOC instructions. Drafting requirements for the compilation of nominations for honours and awards are in annex B; additional guidance and nomination dates will be promulgated by RSM JTf'633.

10. On HQ JTF633 receipt of honours, awards and Gold level commendation nominations. the J] will staff check the documentation. Those nominations requiring improvement will be returned to the nominating unit for reconsideration and resubmission. This process ensures that only the strongest possible nominations are presented for consideration.

II. TGrrUrrEs are to submit nominations for CJTF633 Bronze and Silver Commendations NL T three calendar weeks prior to the date of the Transfer of Authority or the member's departure from theMEAO.

12. Nominations for commendations may be submitted at any time; however the majority of nominations for Commendations should accompany nominations for honours and awards toward the end of a deployment. Drafting requirements for the compilation of nominations for commendations are in annex C.lfa TGrrUrrE has more than one nomination for the same honour, award or commendation, nominating officers are to identify an order of merit.

13. Out of session reviews for honours and awards may be conducted at any time on the direction ofCJTF, in consultation with HQJOC.

14. JTF6JJ Honours and Awards Board. All, nominations that have met initial requirements will be scheduled for presentation to the JTF633 Honours and Awards Board. The following HQ JTF633 appointments are pennanent members ofthe Board:

a. CJTF (Chair);

b. DCJTF;

c. COSorJl;

d. RSM HQ JTF633; and

e. JO t I (Secretary).

Service Medals

15. Applications for Service medals are processed through the Theatre Personnel Support Centre (TPSC) at Al Minhad Air Base. ADO members may be eligible for the AASM, campaign medals and/or NATO ISAF medal dependent on their force assignment. No automatic entitlement exists for a service medal. Staffing requirements for Service medals are in annex D.

Foreign Awards to Australians

16. If an ADF member has been awarded a Foreign Award for service in an appointment in JTF633, nominations for an Australian Honour and Award for the same appointment will not be considered.

Combat Badges

17. Infantry Combat Badge (lCB). The ICB is awarded to members of the Royal Australian Infantry Corps for service as an infantryman in warlike operations. Policy for this award is in reference D.

18. Army Combat Badge (ACB). The purpose ofthe ACB is to recognise the unique service of a member operating with an Arms Corps unit within a warlike area of operations. The purpose of the ACB is not to recognise combat duties but to recognise service with a combat element through formal force assigmnent. Policy for this award is in references E and F.

19. The following TGrrUrrEs are automatically eligible to apply for the ACB, lAW current mission and tasks:

a. MentoringlAdvising Task Force;

b. Special Operation Task Group;

c. Rotary Wing Group;

d. RWG Night Watchmen Detachment;

e. Psychological Operations Detachment - Uruzgan;

20. All other TGffUffEs and embed personnel must apply for the ACB through a Decision Brief to CJTF. The eligibility criteria outlined in references E and F must be met.

21. IAW reference E, CJTF633 is an approving authority for the ACB. All ACB applications from within Afghanistan are to be staffed through the HQ JTF633 via the JOII, HQ JTF633 at HQ.ITF633 [email protected] for processing.

HONOURS AND AWARDS DRAFTING REQUIREMENTS

I. Units are to ensure they download and complete form ADI04 - Nomination for Half Yearly Honours. The current version is available from Webforms or DH&A website www.defence.gov.au/medals.Allsubm iss ions are to be lAW reference A, volume I, annex A to the relevant chapters and are to, contain the following three documents:

a. AD 104 in electronic form,

b. the signed Form AD I 04, scanned in PDF format, and

c. the narrative and synopsis in MS Word format.

2. The cover sheet must be submitted lAW the following:

a. PMKeyS number, rank (rank shown is to be the member's worn rank. If this is different to the member's rank at the time of nomination this should be reflected in the narrative);

b. honours, decorations or awards held, less service medals;

c. corps, mustering, unit, ship, establishment as applicable;

d. name ofaward for which the member is being recommended;

e. the applicable honours list (Australia Day 20XX or Queens Birthday 20XX);

f. whether the nomination is are-nomination;

g. priority order in the case ofmultiple nominations;

h. the signature blocks of the nominating. recommending and approving officers in the chain of command; and

I. whether any or all details of the award are to be withheld from public view.

3. The narrative must justify the award for which the nominee is being considered and must not merely reflect a job statement or annual report. Abbreviations are not to be used. The narrative is to be written in 12 point font Times New Roman, justified left and right, using single line spacing within the paragraphs and double line spacing between paragraphs and is to be no more than one page in length and will include the following:

a. the service to which the nominee belongs (in the heading);

b. the award for which the nominee is being considered;

c. the title and year of the list in which the nomination is to be included e.g. Australia Day 20XX, Queens Birthday 20XX;

d. the nominee's PMKeyS number, full rank and full name (in the heading); and

e. justification for the award, which must be a clear description of the action to be recognised.

4. The synopsis provides a summary ofthe narrative for printing in the Government Gazette and announcement at the investiture ceremony. It should not contain any military terms or jargon and must include the following:

a. the award for which the nominee is being considered;

b. rank, full name and residential address ofthe nominee;

c. a one to three line citation describing the actions applicable to the award and the activities taken (identical to the citation in Paragraph 1 ofthe narrative); and

d. five to six lines outlining the actions to be recognised which justifY the nomination.

5. Nominations that do not meet the above guidelines will be returned for corrective action.

6. Units are to insert the following details in the AD104:

a. Nominating Officer - Unit CO/OC or delegate.

b. Recommending Officer: CJTF633, RANK INIT SURNAME POSTNOMINALS.

c. Approving Authority: CJOPS, RANK INIT SURNAME POSTNOMlNALS.

7. Nominations are to be sent to HQJTF633 [email protected]. Submissions should be processed through the DRN. If for OPSEC reasons, it has to be sent via DSN, be aware that it will be transferred to DRN prior to submission to HQJOC. For tracking .and recording purposes the documents are to be labelled with date / award / PMKeyS / Surname / given namels / rank. For example (130401_CJTF Silver_8xxxxxx_Bloggs. Jayne PTE).

Notes I. A Gallantry Decoration (SG, MG or C for G) may also be awarded for an act of a kind

mentioned in relation to the particular decoration, although the act did not occur in action, if it occurred in circumstances similar to armed combat or actual operations and those concerned were deployed under military command. In this case, the words 'in action' would be removed from the essential wording and the word 'while deployed under military command' would be added (e.g. for an SG: 'For acts of great heroism in circumstances of great peril while deployed under military command').

2. Where the member was 'in action' the words 'and in action while' (or similar) may be inserted in the citation somewhere after (recommended immediately after) the essential words.

COMMENDATIONS - REQUIREMENTS

I. Units are to complete an AD112- Nomination for ADF Commendation for Service. The current version is available from Webforms or DH&A website www.defence.gov.au/medals. All submission is to be fA W reference A, volume I, chapter 39 and are to contain the following three documents:

a. Form AD 112 in electronic form,

b. the signed Form AD112, scanned in PDF format, and

c. the narrative and synopsis in MS Word format.

2. Particular attention is to be paid to the following:

a. The cover page must provide the nominee's PMKeyS number, rank / title, full names, branch/corpslmusteringlspeciaJisations, appointment.

b. The narrative (page two) must be written in the third person and justifY the worthiness of the award through specific examples of performance and achievement, including the effect on the operation or unit.

c. The citation (page three) must be written using 12 point font Times New Roman. The first paragraph is to use the exact wording that applies to the individual commendation lAW reference A, volume 1, chapter 39. The text is to be written in the first person.

d. The text must be justified left and right, have no abbreviation or acronyms and be limited to 20 lines.

3. Prior to submission ofthe AD 112, units are to insert the following details in the relevant areas:

a. CJTF Individual Bronze and Silver Commendations:

(I) Nominating Officer - Unit supervisor;

(2) Recommending Officer - Unit CO/OC or delegate; and

(3) Approving Authority - CJTF633, RANK INIT SURNAME POSTNOMJNALS.

b. CDF, Secretary or CJOPS Individual and Group Gold Commendations:

(1) Nominating Officer - Unit CO/OC or senior member in chain ofcommand;

(2) Recommending Officer ..... CJTF633,RANK INIT SURNAME POSTNOMINALS; and

(3) Approving Authority - CJOPS, RANK INIT SURNAME POSTNOMINALS.

4. The ADI12 is to be submitted to: HQJTF633 [email protected]. Units are to ensure that the PDF file is legible. S. The following general points are to be "oted in preparing an AD 112:

a. wording ofthe citation is not to be the same as the narrative;

b. submissions are processed through the DRN;

c. if for 0 PSEC reasons it is sent via DSN it will be transferred to DRN for processing; and

d. at the top of page three of the citation, the members PMKeyS number, rank and name in full are to be used, followed on the second line by the members' service. (Royal Australian Navy, Australian Army or Royal Australian Air Force)

SERVICE MEDAL - REQUIREMENTS

I. ADF members may be eligible for Australian Active Service Medal, campaign medal or Non Article 5 NATO (ISAF) medal depending upon their force assignment, period of service and location within the MEAO. The eligibility criteria for each award are listed in reference A.

2. It is CJTF's intent for all service medals to be issued to individuals whilst in the MEAO prior to their departure. TGffUffEs are to ensure that submissions are completed as soon as practical once the member's qualifying period has been met.

3. Service Medals are processed by AMAB Theatre Personnel Support Centre (TPSC) using nomination form templates located at the Templates tab on the DSN MEAO website. All applications are to be emailedtotheTPSCat:[email protected]. TGffUffEs are to ensure the following requirements are followed:

a. Australian Medals. .

(1) Confirm ADF member's eligibility from PMKeyS OPSLOG and all documentation is sent after the qualifying period is achieved).

(2) Compile the Nomination for Medals and/or Clasps fonn.

(3) Unit CO/OC or senior member in chain ofcommand sign nomination form.

(4) Forward signed PDF and Excel nomination form to the TPSC. Nominations must be received NL T t Oth ofeach month to meet DHA timelines.

(5) Once received the TPSC will forward nominations to DHA NL T the 15th of each month.

b. NATO ISAF Medal.

(t) Confirm ADF member's eligibility from PMKeyS OPSLOG.

(2) Compile applicable NATO Non-Article 5 (SAF Medal form.

(3) Unit CO/OC or senior member in chain ofcommand certify nomination sheets.

(4) Forward signed PDF and Excel nomination form to the TPSC.

(5) The TPSC forwards nominations to HQ JTF633-A for on forwarding to tSAP NLT the 15th of each montn.

4. A sample check will be conducted on all nominations prior to dispatch. Any errors will result in the spreadsheets being returned for corrective action, which may result in delays to the process.

5. Upon receipt of medals, all medals are to be dispatched by safe hand to their required destination within the MEAO or Australia.
