Main proposal

Occupied conventional permanentdwellings should be used as the mainindicator concerning the term dwellingstock.

- Information about occupied dwellings is needed when counting issues concerning housing standard

- Additional statistics could be reported when available. Especially information about vacant dwellings is very useful
