3. Policies, a. General. '.-•- ' - - • / -(1) Two categories of proficiency pay are

available: These are Proficiency Pay(Specialty) and Proficiency Pay (Su-perior Performance).

(a) Proficiency Pay (Specialty) is de-signed to provide a differential pay in-centive for retention in the militaryservice of enlisted personnel with mili-tary specialties which require relativelylong and costly training and in which,in the absence of this incentive, the sup-ply of qualified career personnel hasbeen and is projected to be inadequateto meet military service requirements.

(b) Proficiency Pay (Superior Perform-ance) is designed to provide an incen-tive for personnel not otherwise receiv-ing proficiency pay to achieve superiorperformance on the job. This incen-tive is not intended to act as a substi-tute for the normal incentive ofpromotion opportunity, but providesrecognition of those who have demon-

,. strated superior performance in thespecialty and grade in which they areserving.

(2) Retired and Reserve Component per-sonnel may be awarded proficiency paywhile serving on extended active dutytours beyond obligated periods of activeservice, provided they are otherwiseeligible.

(3) Individuals receiving school trainingunder provisions of AJl 350-260 or AJR621-5 are eligible for award of proficiencypay applicable to their primary MOSprovided such train ing enhances theskills of the primary MOS and the indi-viduals are otherwise eligible.

\(4) Concurrent receipt of Proficiency Pay(Specialty) and Proficiency Pay (Su-perior Performance) for the same periodof duty performance is prohibited.

(5) Individuals receiving Proficiency Pay(Specialty) or Proficiency Pay (Su-perior Performance) will be assigned and

b. Proficiency Pay (Specialty).(1) No individual may receive more than, one

level of Proficiency Pay (Specialty) forthe same period of duty performance,

(2) All individuals eligible to receive Pro-ficiency Pay (Specialty) -will be paid thelevel of proficiency pay designated fortJio primary MOS in which qualified.

4. Eligibility, a. General. To be eligible foraward of either category of proficiency pay, theindividual soldier must—

(1) Be on active duty, other than active dutyfor training as a member of a ReserveComponent, and be entitled to basic pay.

(2) Be in pay grade E-3 or higher.(3) Be properly classified in accordance with

AR 611-203 in a primary MOS desig-nated for proficiency pay.

(4) Be in appointable status as defined inparagraph 6, AR 624-200.

(5) Have completed at least 24 months of ac-tive service, other than active duty fortraining. .

(6) Have completed 6 months1 continuous ac-tive duty immediately prior to date ofaward of proficiency pay.

5. Proficiency Pay (Specialty). In addition tothe eligibility criteria in a above, to be awardedProficiency Pay (Specialty), the individualmust—

(1) Be in cai-eer status.(2) Have attained a verified primary MOS

based on MOS evaluation under the En-listed Evaluation System (AR Gil-205).(Those individuals who reenlist within 90days and who held a verified primaryMOS at the time of separation will beconsidered to have met the requirementof this paragraph.) Personnel who have

(3) Be qualified in a primary MOS desig-nated for Proficiency Pay (Specialty)and assigned to duties requiring the skillsof the primary MOS.

(4) If in training status, successfully com-plete school training leading to reclassi-fication into a primary MOS designatedfor Proficiency Pay (Specialty). Theap-plicablo level of Proficiency Pay (Spe-cialty) will be awarded concurrent, withaward of the ntiw primary MOS. Suchindividuals will retain Proficiency Pay(Specialty) pending verification of pri-mary MOS based on the next regularMO& evaluation.

c. Proficiency Pay (Superior Performance).In addition to the eligibility criteria in a above, tobo awarded Proficiency Pay (Superior Perform-ance), the individual soldier must —

(1) Have attained or exceeded the SuperiorPerformance Qualification Score(SPQS) announced by Headquarters,Department of the Army, for the primaryMOS and skill level in which evaluatedunder AR 611-205. Individuals, other-wise eligible, who are reolassified subse-quent to evaluation from a primary MOSdesignated for Proficiency Pay (SuperiorPerformance) into another primaryMOS designated for Proficiency Pay(Superior Performance), are eligible tobe selected for an award of ProficiencyPay (Superior Performance) based onresults of evaluation in the former pri-mary MOS. Soldiers may continue toreceive proficiency pay i f performingduties in a superior manner until receiptof results of evaluation in the new pri-mary MOS or until expiration of currentaward period for former primary MOS,whichever occurs first.

5. Responsibilities, a. Technical supervisionand monitorship nsHjxmsibility over the Profi-ciency Pay Program will be exercised by the Chiefof Personnel Operations, Dppurtmont of theA iiny.

6. Commanders at, all echelons will exerciseclose surveillance over the Proficiency Pay Pro-gram to insure that the program is operated andadministered in conformity with this regulation.

c. Major commanders will—(1) Administer the Proficiency Pay Program

for all personnel under their respectivecommand jurisdictions,

(2) Establish and maintain a continuing pro-gram of orientation, training, and pub-licity in all aspects o£ the Proficiency PayProgram.

(3) Expeditiously publicize and disseminateto subordinate echelons, including testcontrol officers appointed under AR Gil-205, all policy directives received fromHeadquarters, Department of the Army.

(4) Evaluate proficiency pay actions or prob-lems as they arise witliin their respectivecommands, and render final determina-tions, as appropriate, within this regu-lation. M a t t e r s with new policyimplications will be forwarded for finaldetermination to tho Chief of PersonnelOperations, ATTN: EPPMC, Departsment of the Army, Washington, D.C-,20310.

d. Installation commanders will provide assist-ance and support required by unit commanders andunit personnel officers in promoting the objectivesand administration of the Proficiency Pay Pro-.,gram.

(4) Render surplus reports on personnel re-ceiving proficiency pay who cannot beproperly utilized.

(5) Insure accurate and prompt reporting ofproficiency pay awards and terminations.

/. Commanders responsible for unit personnelsections maintaining custody of personnel recordswill—

(1) Establish administrative controls andidentify personnel eligible for award andreceipt of proficiency pay.

(2) Notify unit commanders of evaluationscores attained by members of his com-mand, and the Superior PerformanceQualification Score and MOS Qualifica-

; tion Score established for each MOS andskill level.

(3) Obtain recoininendations for award ornon-award of Proficiency Pay (SuperiorPerformance) from unit commander forsoldiers reassigned subsequent to MOSevaluation and immediately forward

: MOS Evaluation Data Reports to gain-ing unit commanders as required by AR611-205.

(4) Advise and assist unit commanders inexercising their responsibilities underthis regulation.

(5) Issue or request issuance of required spe-cial orders.

(6) Make entries on records and reports inaccordance with this and other applicableregulations.

$. The individual soldier will—(1) Maintain proficiency in the primary

MOS and skill level in which serving.(2) Take appropriate action to understand

and comply with the concepts, objectives,

and procedures associated with the Pro-ficiency Pay Program.

(3) Take prompt action through normalcommand channels to clarify, correct, orrequest correction in any instance wherean error or deficiency in administeringthe Proficiency Pay Program in his par-ticular case appears to exist.

6. Designation of MOS for Proficiency Pay.The MOS designated for each level of ProficiencyPay (Specialty) and for Proficiency Pay (Su-perior Performance) are listed in appendix I.Specific dollar values of each award are also shownin appendix I. Award or receipt of ProficiencyPay (Specialty) for MOS not listed in sectionI, appendix I, is prohibited unless it is a retainedaward under paragraph 7a(2) ( e ) , or retention isspecifically authorized in a subsequent Headquar-ters, Department of the Army directive.

7. Maintenance and termination, a. Profi-ciency Pay (Specialty).

(1) Continued receipt of Proficiency Pay(Specialty) is subject to the individual—

(a) Continuing to qualify in the primaryMOS in which receiving the pay as de-termined by periodic revaluation inaccordance with Headquarters, Depart-ment of the Army directives; and

(6) Rerfonning the duties of the primaryMX)S satisfactorily as determined by

cases Vvhere the unit commander de-termine that the individual's perform-ance in pis primary MOS is not satis-factory.

(2) Proficiency Pay (Specialty) status willbe retained under any of the followingconditions:

(a) Reclassification into another primaryMOS designated for Proficiency Pay(Specialty). The level of ProficiencyPay (Specialty) to which the individ-ual is entitled upon reel ossification isthat of the new primary MOS.

(b) While performing additional duty as-signments not materially interferingwith performance of principal duties.

(c) While performing temporary or spe-cial duty unrelated to the primaryMOS for a period not to exceed 60 days.

(c) Upon reduction below pay grade E-3under provisions of paragraph 31 d orfft AR 624-200, or for misconduct underArticle, 15, UCMJ, and AR, 22-15, oras thft result of a court-martial sen-tence, except that when a reduction ingrade under Article 15 is suspendedat tho time of imposition, or when acourt-martial sentence of reduction orwhich would result in reduction (seeparagraph 3U(2), AH 624-200) is sus-pended upon initial action by the con-vening authority, the Proficiency Pay(Specialty) status of the individualshall not bo terminated except uponsubsequent vocation of the suspension.Proficiency Pay (Specialty) will beterminated concurrently with the im-position of reduction or the vacation ofa suspension of a punishment or sen-tence resulting in reduction.

b. Proficiency Pay (Superior Performance).(1) Award of Proficiency Pay (Superior

Performance) shall normally be for aperiod of not more than 12 months basedon a single evaluation under All 611-205.Entitlement commences ou the first dayof the month following the date the in-dividual is selected for the award by hisunit commander and terminates on theanniversary date of initial authorization,of the award for the soldier's primaryMOS, unless sooner terminated for cause.Additional awards of Proficiency Pay(Superior Performance) may be made

(e) Failure of the individual to performthe duties of the primary MOS satis-factorily, as determined by the unitcommander. The provisions of sectionsVI and VTI, AR 611-203, apply. Re-duction in grade for inefficiency ormisconduct under AR 624-200 is primafacie evidence of failure to performsatisfactorily, and the provisions ofa(3) (c) above, apply in these cases.

(3) Proficiency Pay (Superior Performance)will not be terminated prior to nonnaitermination dote under conditions other

?£} than prescribed in (2) above.c. Special consider'ations.

(1) Student status. Officer candidates andstudents undergoing training under theWarrant Officer Flight Training Pro-

gram are not eligible to receive profi-ciency pay. Proficiency pay status heldby individuals concerned at time of selec-tion for OCS or warrant officer flighttraining will be terminated upon depar-ture from current unit of assignment forentry into training. All other personnelin student status, including training un-der AR 350-260 and AR 621-5, will re-tain proficiency pay status, subject to theprovisions of a and b above, as applicable.

(2) Rotation tours. Assignment and utiliza-tion restrictions imposed elsewhere inthis regulation may be waived by Head-quarters, Department of the Army, forcertain personnel while on rotation toursfrom overseas if there is an insufficientnumber of positions within CONUS toprovide for utilization of such personnelin their primary MOS. Such waiverswill be granted only for the minimumperiods necessary for rotation assign-ments under applicable regulations. Re-quests for application of this waiver willbe addressed to the Chief of PersonnelOperations, ATTN: EPPMC, Depart-ment of tho Army, Washington, D.C.,20310, and will contain as a minimum thejustification for assigning the MOS to thewaiver category, the maximum periodpersonnel may bo in a waived status byMOS, and procedures established to in-sure that personnel in a waiver statusreturn to an assignment in their primaryMOS.

(3) Effect of flagging action. Soldiers receiv-ing proficiency pay who are removed fromappointablo status by reason of flaggingaction (AR 600-31) will remain in pro-ficiency pay status pending removal oftho flagging action or termination of pro-ficiency pay status under a specific pro-vision prescribed in this regulation.Soldiers under investigation with securityclearance suspended pending outcome ofinvestigation are considered to be underflagging action within the purview of thisparagraph. Award of proficiency pay toan individual under flagging action isprohibited.

(4) Waiver of proficiency pay status. Waiv-er of proficiency pay status by the indi-vidual receiving the pay is not, authorized.

(6) Reenlistment. Individual receivingProficiency Pay (Specialty) will retainProficiency Pay (Specialty) status uponreenlistment provided they are otherwiseeligible under this regulation. Individ-uals receiving Proficiency Pay (SuperiorPerformance) will retain Proficiency Pay(Superior Performance) status upon re-enlistment provided they are otherwise-eligible under this regulation and reen-listment is accomplised for own vacancy(immediate reenlistment) or RegularArmy Unassigned if in a training, tran-sient, or patient status. Proficiency Pay(Superior Performance) recipients whofail to reenlist immediately will acquireeligibility for award of Proficiency Pay(Superior Performance) only after qual-ification therefor has been establishedbased on a subsequent MOS evaluationunder AR 611-205.

(6) Reinstatement of proficiency pay status.(a) Reinstatement of proficiency pay status

is authorized in any ease where it isclearly established by document ary evi-dence that termination of proficiencypay status was erroneous and the spe-cific nature of the error is clearlyidentified.

(b) When an individual has been reducedunder the provisions of Article 15,UCMJ, or as a result of a court-martialsentence, tho proficiency pay status heldby him prior to his reduction shall bereinstated in the oveivt the reductionunder Article 15 is mitigated fo a for-feiture or detention of pay, suspended,or set aside, or in the event restorationaction under Article n6a(b) is rakenwith respect to a conrt-martial sentenceor a court-martial sentence of reduc-tion is set aside. Also, when an indi-vidual who has been reduced under theprovisions of paragraph 31 d or y, AR624-200, is appointed to a higher gradeunder paragraph 34&(3), AR 624-200,following an appeal under the provi-

sions of paragraph 326, AR 624-200,the proficiency pay status held by tlieindividual prior to his reduction shallbe reinstated.

(7) Surplus reports of personnel in profi-ciency pay status. Personnel who cannotbe properly utilized within the unit ofassignment in conformity with this regu-lation will be reported for reassignmentinstructions as follows:

(a) .Personnel in CONUS will bo reported' \ in accordance with AR 611-203 and^ AR 6^4-245.

(b) Personnel in oversea commands will bereportedNhi accordance with AR 611-203 and A« 614-245. Data required

\ by AR 614-2&) will be included in re-ports to Headquarters, Department ofthe Army. Individuals who have been,reported for reassignment under pro-visions of AR 614A245 need not befurther reported.

(c) Personnel reported surplus under theforegoing will retain proficiency paystatus ponding receipt of instructionsfrom Headquarters, Department of theArmy.

8. Administration, a. Announcement of Pro-ficiency Pay (Superior Performance) Qualifica-tion Scores (SPQS). Superior PerformanceQualification Scores for n single MOS evaluationperiod conducted under AR 611-205 will be an-nounced in 3 monthly increments according totho time schedule set forth in appendix IT. Ad-justments to or waivers of SPQS are notauthorized.

b. Procedures for effecting awards and termi-nation of proficiency pay. Award, reinstatement,and termination of proficiency pay status will beaccomplished by issuance of special orders in ac-cordance with AR 310-10.

c. Use of Proficiency Pay Desigr&tors. Profi-ciency pay designators will be used in all specialorders, personnel actions, and correspondence re-lating to soldiers receiving proficiency pay (exam-ples: orders effecting assignment, reassignment,separation, or reenlistment, will indicate the pro-ficiency pay designator in the standard name lineof the special orders). (a) Proficiency Pay (Specialty), The ef-fective date for award of ProficiencyPay (Specialty) is the date of designa-tion of a primary MOS authorized Pro-ficiency Pay (Specialty).

(b) Proficiency Pay (Superior Perform-once). The effective date for awardof Proficiency Pay (Superior Per-formance) is the first day of the monthfollowing the date the individual is se-lected for tho award by his unit com-

(2) Terminations. The effective date for ter-mination of proficiency pay status is thedate prescribed for such actaon in tinsregulation, subsequent Headquarters, De-partment of the Army directives, orSPQS announcements. Such effectivedates for terminations will apply irrespec-tive of tLe date termination orders areissued, since full authority for the ter-mination action is established by Head-quarters, Department of the Army. Con-firmatory orders are authorized in anycase where timely issuance of terminationorders is administratively delayed.

(8) Reinstatement. The effective date forreinstatement of proficiency pay statusis the date dictated by the special circum-stances involved as set forth in paragraph

(4) Proficiency payments will be computedin accordance with section IV, chapter3, AR 37-104. Partial month paymentsare authorized on a pro rat a basis.

(6) Exceptions to effective dales prescribedin this regulation cannot be granted forany reason due to Federal pay e tn tu tesand rulings by the Comptroller Generalof the United States. Soldiers who be-lieve that establishment of an effectivedate as prescribed herein results in injus-tice to them, may apply for correction ofthe injustice under procedures establishedin AR 15-186, or seek remission or can-cellation of indebtedness under proce-dures established in AR 37-104. Finaldetermination by Headquarters, Depart-ment of the Army, on such applicationswill be based on individual merit.
