A Message from the Executive Director
People who are passionate about public policy know that
Saskatchewan has pioneered some o Canadas major
policies and that the province is known or innovation
in the organization o government. And no provincehas supplied the country with more outstanding public
servants. Albert Johnson and Thomas Shoyama belonged
to a group reerred to as the Greatest Generation. They
created a legacy o achievement in public administration
and proessionalism in public service that remains a
continuing inspiration or public servants in Saskatchewan
and throughout Canada. The Johnson-Shoyama Graduate
School (JSGS) is proud to carry on the tradition.
The next generation o public servants will ace a long list o perplexing problems. Financial
instability, climate debate, multiculturalism challenges, income inequalities and public sectorperormance are among them. At JSGS, our response is to promote evidence based policy-
making and responsible public management. We are an interdisciplinary team o scholars
committed to improving the quality o public policy research, the critical abilities o policy
practitioners and public knowledge o the policy process.
We welcome as students, collaborators and colleagues all those who are curious about how
decisions are made within organizations, how policy agendas are constructed, what constitutes
good governance and how governments interact with one another. In short, we are committed to
understanding and improving the quality o public lie in Canada beginning in our own province
o Saskatchewan. We are eager to work with others who are similarly motivated.
What makes JSGS special is the mutually supportive community we have created. Students,aculty and policy practitioners enjoy one anothers company, respect dierences in academic
traditions and value one anothers work. This culture has allowed us to create a school that
belongs to two universities, is an active partner with governments and NGOs, and is respected
across the country. We oer growth opportunities that range rom traditional academic
programs, to internships and experiential learning, to numerous conerences and symposia
that eature distinguished speakers.
At the Johnson-Shoyama Graduate School, we are preparing the next Greatest Generation o

My JSGS experience was flled with endless opportunities. The courses allowed us the reedom topursue personal interests in public policy, governance and administration, and the internship programaorded me the rare chance to work in executive government and learn rom senior ofcials, whichwas both personally and proessionally gratiying. I was also given many occasions to work closely withaculty, sta and colleagues as a representative on the JSGS Student Association, and was able to attendmany school events and learning opportunities - all o which well surpassed my expectations.
Preparing the Next GreatestGeneration of Leaders in Canada
The Johnson-Shoyama Graduate School o Public
Policy (JSGS) provides graduate students with
the knowledge, experience, skill set and network
required to succeed in their chosen eld, whether
it be in the public or private sector, with a
non-governmental organization or in academia.
The challenging curriculum and interdisciplinary
environment provide opportunities or students
to develop their analytical abilities and exercise
their problem-solving skills, while addressing issues
that have a regional, national and international
ocus. The school oers ve core programs:
Master o Public Administration (MPA): Studentsare exposed to core concepts in policy ormation
and analysis, learn the dierent roles o political
ofcials and public servants, and study practices o
management in the public and non-prot sectors.
Master o Public Policy (MPP): Students developtheir analytical skills and are taught oundations
in economics, and policy theory and practice. This
background provides them with the knowledgerequired to conduct research and contribute to the
study o public policy and the application o policy
expertise in the real world.
Doctor o Philosophy in Public Policy (PhD): Studentspursuing a doctoral degree are given learning and
research opportunities to advance their knowledge
and move the study o public policy orward.
Master o International Trade (MIT): Students inthis online program address a range o political,
economic, commercial, technological, legal and
social issues as they relate to international trade.
Masters Certifcates (MCert): Students enrolled inthe MCert program gain a solid oundation o the
skills required in public sector management. Most
oten students graduating rom the MCert program
continue on to the MPA program.
Our graduates have secured positions with the
Government o Canada; various provincial and
municipal governments, Saskatchewan health
authorities and medical associations; the Royal
Canadian Mounted Police and the Regina and
Saskatoon police services; and the universities
o Saskatchewan, Regina, Western Ontarioand Guelph.

The MPP program at the JSGS has given me the opportunity to enhance my knowledge o publicpolicy, while also providing me with the fexibility to undertake research in areas which haveexcited me the most. The program has denitely helped me in improving my research and analytical
skills, which can be applied to both academia and job markets. A cordial environment and a senseo closely knit community have been the hallmark o my stay at the JSGS, where engaging in
meaningul dialogue with aculty members and ellow students has always been encouraged.
Providing Realistic Solutions forReal-World Issues
JSGS students take on challenging and critical issues
aecting Saskatchewan, Canada and the world.
Research topics studied by JSGS students include
the education gap between Aboriginal and non-
Aboriginal post-secondary students, parental leave
and child protection policies, ood labeling policies
in Canada, and governance and accountability in the
non-prot and co-operative sectors.
During their studies, students evaluate local
government-led initiatives and case-study scenarios,
whereby they are expected to use their technical
and analytical knowledge to undertake a variety o
applied evaluations, including cost-benet analyses,
comparative analyses, program evaluations, impact
analyses and needs assessments.
Enhancing Theory with PracticalInternship Experience
Here, students are provided with the practical
and interactive hands-on experience required
or career success within the public service.
During their studies, MPA and MPP students
have the opportunity to participate in the
schools Executive Internship Program, which
pairs students with senior level executives in the
ederal or provincial public service, municipal
government, the Saskatchewan School Boards
Association or in health services research. The
many concrete benets to interns include initial
job placement, remuneration, valuable careerpreparation and experience, the development
o an extensive proessional network, as
well as accelerated proessional growth and
advancement. Interns prepare or their careers
by learning about government processes
through direct involvement in planning and
policy development, budget development,
program development and delivery, and
strategic planning and reporting.

The JSGS MPA program has provided me with the key practical skills needed to be successul ina government policy feld. Part o the JSGS program involves oering networking opportunitiesand learning orums to enhance knowledge o government and policy, as well as to allow studentsto make contacts in both the public and private sectors. One o the most benefcial aspects o theMPA or me was the Executive Internship Program, where I was able to gain signifcant experienceworking in a ederal government department.

Contributing to the ProfessionalGrowth of Public Servants
The school oers Executive Education Programs
or current policy practitioners and public
administrators looking to build executive
leadership skills, enhance organizational
policy capacity and innovative decision
making, and improve their personal skill setthrough sessions that address issues aced
by todays public sector. The workshop series
combines the latest techniques rom academic
literature with the experience o current
practitioners to assure eective knowledge
transer. Workshops have been prepared on
dozens o topics including program evaluation,
policy analysis, preparing briefng notes,
comparative analysis and negotiation, and have
been oered to agencies including government
organizations, community-based organizations,
non-government organizations, students and
others. In addition to the workshop series,
the school also oers a number o programs
tailored to the needs o deputy ministers,
middle managers, board o governors members
and various policy proessionals.
Supporting Student Successand Development
JSGS students tackle important issues with the
support o their aculty members, senior policy
proessionals and their peers.
The school employs 17 aculty members rom across
disciplines with more than 100 years o combined
experience in academia, industry, government
departments, non-governmental organizations
and advisory committees, including a number o
Canada Research Chairs and one Centennial Chair.
These scholars also serve as sources o respected
policy advice, providing commentary to government
bodies, policy studies and media, and conducting
research in a number o countries around the world,
rom the United States to France to Uruguay.
With well over 200 students across two campuses,
this close-knit community is united by a common
passion or the public service and continued
learning. With undergraduate and graduate degreesranging rom economics and business to native
studies and psychology, and over 14 languages
spoken in our halls, our students are guaranteed to
broaden their perspectives on policy issues aced
here in Canada and around the world.

A Coming Together of Two Universities
The JSGS is a product o a unique partnership between
Saskatchewans two universities, the University o Saskatchewan
(U o S) and the University o Regina (U o R). The school has
a home on both campuses, providing students with the
opportunity to take advantage o both universities strengths.
The U o R has a long tradition o community outreach and, due
to its location in the provincial capital, has a strong association
with the public service in the Government o Saskatchewan. The
U o Rs main campus and original College Avenue campus cover
930 acres, providing an attractive study environment or more
than 14,000 students.
The U o S is located in the heart o Saskatoon, Saskatchewans
largest city, and is known as one o the most beautiul campuses
in Canada. As a medical-doctoral university, the U o S is a rising
leader in agriculture biotechnology, vaccines and inectious
diseases, and global water security. Nearly 20,000 students study
at the U o S in 13 colleges and three graduate schools.
Reaching Beyond Our Campuses
The school oers extensive outreach activities that are an
integral part o the schools desire to support the exchange o
ideas and the development o innovative solutions to current
policy challenges. The JSGS osters networking opportunities by
organizing a number o workshops, public lectures and symposia,
in addition to its annual Tansley Lecture and student case
competition. Over the years, the school has engaged the wider
community in discussions on the uture o pensions, the potential
o potash takeovers in Saskatchewan, the fnancial crisis, thebenefts and pitalls o an integrated approach to energy policy,
the evolving character o public-private relations, and many other
current policy topics.
The JSGS has introduced students, public servants and the
general public to policy leaders, including ormer Clerks to the
Privy Council Kevin Lynch and Mel Cappe, and current Clerk
Wayne Wouters; Vice-President and Senior Research Fellow
with the Canadian Deence and Foreign Aairs Institute Colin
Robertson; Ambassador to the European Union Matthias
Brinkmann; President o the Institute o Public Administration
o Canada Denise Amyot; and ormer Deputy Minister to the
Premier o British Columbia Jessica McDonald and the currentDeputy Minister to the Premier o Saskatchewan Doug Moen.
