Opheim Town Council discriminatory Beset with problems with the water system and the financial burden associated with the costs to make needed repairs, the Opheim Town Council, on November 11th, 2013, ordered that the best rate for water (no charge for amount of water used) be increased from $50.00 to $60.00 per month or 20 percent. This is entirely reasonable as users should expect to pay for any services provided for their benefit. However, included in this same order was a provision that the turn-on fee be increased from $50.00 to $125.00 and the turn-off fee be increased from zero to $125.00. Together these two fees amount to a 400 percent increase. These two fees would apply mainly to those who leave for the winter and turn the water off to prevent freezing. In my particular case, I usually try to spend two months in Montana, mainly in Opheim, in the summer, working on my house and cutting grass. Adding on $75 per month for sewer and water service would cost me another $150.00 for the two months, or a total of $400 for someone wishing to spend some vacation time in Opheim. Although this action, as written, by the Opheim Town Council, could potentially affect all water users in Opheim, it actually affects, or will affect, a very small percentage, probably five or fewer users. To me, this $250.00 turn on-turn off fee is blatantly discriminatory, singling out older senior citizens who are more likely to leave for the colder months. Incidentally, I do not participate in this turn on-turn off scheme, but haul my water from Billings or Glasgow, or borrow it from friends in Opheim. The good news in this matter is that this measure was approved on Veterans Day, thereby honoring those of us who are affected by this. Thank you Opheim Town Council. ~ Walter S. Thumbs up for the Fireworks display Dillon Koski was on of our volunteer firefighters who helped with the Independence Day Fireworks display. Work began on the Northeast Montana Fairgrounds at 5:00 in the evening on July 4th. They did an outstanding job, as usual, treating Glasgow residents and the surrounding communities who came to watch a spectacular aerial light show.

Reds split with Dodgers, sweep Williston Tourney The Glasgow Reds American Legion Baseball put a lot of miles on the bus that began Thursday in Laurel where the Reds would split with the league-leading Dodgers, dropping the first game 2-1 but bouncing back to win the next one 6-5. Independence Day had the Reds playing in the 23rd annual First National Bank and Trust Baseball Classic where they dominated the entire weekend. On Friday they knocked off the Williston Oilers 13-8. A pair of games on Saturday had the Reds stomping on the Williston 15s 17-3

followed by an equally impressive 18-3 route of Watford City Walleye 18-3. On Sunday the Reds took care of Eastern District foe, Richland County Patriots 8-3, and then knocked off the host Oilers 10-2 for the championship. The Reds, now 38-5 overall, are at home this Tuesday for a double bill with Lewistown, playing the Red Birds at 5:30 and 7:30 on Bill Connors Field. Glasgow is 3-0 against Lewistown this season, winning 18-0 in Billings on June 22nd and sweeping a double header on the Red Birds’ home field 7-0

and 4-0 on June 25th. Glasgow will be in Glendive for a tournament July 11-13. Following that the regular season rapidly winds down, but Glasgow is fortunate to have three more home appearances by the Reds, hosting the Billings Cardinals on Tuesday, July 15th, the Dodgers on the 16th and the Patriots on Saturday, July 19th. Once again, this is the home stretch of the regular season as the District Tournament is in Sidney July 24-27 where hopefully the Reds advance to the State Tournament in Lewistown July 30-August 3.

With an explosive offense, the Glasgow Reds American Legion boys have celebrated numerous home runs this season and sport an overall record of 38-5 so far. Be sure

to catch the Reds in action this Tuesday evening as the Lewistown Red Birds come to town. First game is at 5:30. Be sure to bring your mosquito spray.

State of Montana officials are in the process of notifying 1.3 million people regarding the incident where hackers gained entry to a Department of Public Health and Human Services (DPHHS) computer server, though officials said there is no knowledge that information on the server was used inappropriately, or was even accessed. The state is notifying individuals whose personal information was on the server, consistent with state and federal laws. The notification list includes both current and former Montana residents, and in some instances, the estates of deceased individuals. On May 22nd, an independent forensic investigation determined a DPHHS computer server had been hacked. The forensic investigation was ordered on May 15th when suspicious activity was first detected by DPHHS officials. When the suspicious activity was discovered, agency officials immediately shut down the server and contacted law enforcement. DPHHS clients are being notified because information on the server included demographic information such as names, addresses, dates of birth, and Social Security numbers. The server may also have included information regarding DPHHS services clients applied for and/or received. Client information may include information related to health assessments, diagnoses, treatment, health condition, prescriptions, and insurance. The information held on the server for each client is different. This incident should not impact DPHHS services as none of the information contained on the server was lost and we have a complete back-up of the information. Also, the state is offering free credit monitoring and insurance to eligible individuals who receive a letter. The letters include detailed instructions about how to sign up for this recommended service, including their own personal activation code. “I encourage Montanans who are notified to sign up for the free credit monitoring and insurance that is being provided,” Opper said. Due to privacy laws, DPHHS is not allowed to enroll individuals directly. Anyone with questions is encouraged to call the toll-free Help Line, which is available Monday to Friday from 7 a.m. to 7 p.m. (MDT) at 800-809-2956. Additional information is also available at http://www.dphhs.mt.gov .
