What you’re sayingabout the CPD log
In 2002, the RCSLT changed the CPD logfrom an activity-based record to one based onoutcomes. The new log requires members torecord the outcome of their learning and itsimpact on their practice. This decision wasmade in the light of reforms on CPDrequirements across public sector services. Allhealth, education and social care professionsare moving, or have already moved, to this‘outcomes’ approach.
Since then, the landscape of CPD haschanged again. The Health ProfessionsCouncil has undertaken a major consultationon its CPD proposals and will announce itsCPD requirements in July 2005. This willaffect all state registered therapists whatevercontext they work in. National Health Servicetherapists will be soon need to undertake‘developmental review’ based upon the newknowledge skills framework.
In the light of these further changes, theRCSLT decided to ‘take stock’ and asked all itsmembers for feedback on the new log. Nearlya third of practising members (3,129)returned questionnaires. More than half ofthese (1,726) contained comments on thecurrent log.
Table one shows that the majority ofrespondents work with children. Table twoshows the range of bands/grades featured inthe sample, and table three reveals the broadcountry representation, reflecting theproportions in membership across the fourUK countries.
Eighty five percent of respondents said theycompleted the log at the end of the year. Overthree quarters (76%) completed the log alone(20% with a colleague; 2% with theirmanager). The time taken to complete the logshowed greater variation, with 32% takingbetween one and two hours, 35% taking threeto four hours and 24% taking five or morehours to complete it.
Responses to the question about the ease ordifficulty of completing the log tended tocluster at the negative end of the ratings scales(figure one). Nearly three quarters (71%) ofrespondents rated completion of the logbetween six and 10 (with 10 being ‘verydifficult’). The majority of respondentsclustered around the mid-point on the scaleswhen rating the guidance notes (figure two).
We analysed comments using a contentanalysis method. These fell into three

categories: comments on the format of the log, comments onthe guidance, and suggestions for improvement.
Format of the logMany of the comments on the new format were fairly critical.The form was seen as ‘time consuming’ and ‘unnecessarybureaucracy’ that took time away from client care. Somerespondents commented that the columns were not well spacedfor the amount of text required, while others said they wouldprefer a portrait to a landscape layout to make the columnseasier to complete.
Respondents described the allied health professionalcompetencies as ‘wordy’, ‘unclear’ and ‘difficult to measure’ andmany said they found it difficult to match their CPD activitiesto the competencies. Some suggested that the CPD activitiesdid not ‘fit’ into the six competencies and were, therefore, notincluded (eg, courses, leadership skills, mandatory training,such as health and safety, and research activities).
“I could identify what I learned and changes in practice, buttrying to match these to the competencies was very difficult. Ifound it difficult to match the wordy competencies to thepracticalities of the job.”
Respondents also commented on the difference betweenpersonal and service-led development, which was notacknowledged in the new system, and said both needed to betaken into account when planning CPD.
“Learning and practice goals need to be set in line with serviceoutcomes, not just focusing on the competencies needed for myown CPD. I struggled to fit these against the six competencies.”
Managers, researchers, academic staff, newly qualifiedtherapists, and therapists in independent practice in particularappeared to find the competencies difficult to map onto their
CPD activities. Part-time workers expressed concern that theamount of work involved in completing the log was the samefor them as for full-time workers. Some suggested there shouldbe a pro-rata system for part-time therapists.
Although the majority (85%) said they had completed thelogs at the end of the year, many commented that the processshould be ongoing throughout the year.
Guidance notesAgain, there were many less than favourable comments,reflecting the ratings in figure two. For example, somerespondents said the guidance notes had come too late and didnot provide enough examples. Some said more support andtraining were required. Others commented that the guidanceon the AHP competencies was ‘too wordy’ and ‘over-complicated’.
Some respondents described the guidance as ‘helpful’ and‘clear’. For example, one respondent wrote that the log “shouldget easier next time round, now we know what to do”. Therewere also positive comments about the introduction of anoutcomes-based approach, which required more activereflection on learning. Over two-thirds (70%) of members saidthey were able to think in terms of ‘outcomes’ of CPD.
“I realise the change has happened alongside the HPCreformulating its guidelines for CPD and appreciate theopportunity this has given me to ‘practise’ for their new format.”
Improvements to the systemMany respondents came up with useful suggestions on how thesystem could be improved. These can be summarised as:1. Streamlining the RCSLT system with HPC requirements,
KSF appraisal and local appraisal systems.2. Providing an online version for recording CPD.3. Continuing to keep records of the actual activities, when,
where, how long etc, as this is also important.

hours.The most frequent comments were requests to ‘simplify’ theprocess, and give more examples of what was required.
The future plans for CPDWhat will the RCSLT do in response to this survey? Clearly,there is a need for further revision of the system that takesaccount of this valuable feedback and of developments in thewider context.The RCSLT is planning to introduce:
• An online CPD diary for members, which will allow them to record their CPD activities on an ongoing basis (including the duration, date, type of activity and short reflective commentary).
• Clearer guidance on different types of CPD activities via a ‘CPD toolkit’ that members can download from the RCSLTwebsite. This will include guidance on how RCSLT requirements dovetail with the HPC and KSF, as well as guidance on undertaking work-based activities that form part of the new outcomes-based approach to CPD.
• Clearer guidance on RCSLT’s standards for CPD, in terms of quantity and type of activity required for re-certification.
The RCSLT will pilot these proposals via the CPD networkbefore being introduced in April 2006.
If there is one clear message from this survey, it is thatmembers want a system that will minimise paperwork andmaximise the quality of the CPD they undertake, so that thereis a benefit to the client and the service.
If CPD is not linked with improving the quality of clientcare, then it is an empty exercise. The RCSLT is committed tothis principle and its plans for the future must adhere to it.
This survey of 29% of the membership suggests the currentlog format has not proved popular, but it is hopefully a stepalong the way to a better system.
Further articles on the RCSLT’s plans for CPD will appear inBulletin later in 2005. These will explain the online system, thetoolkit and the proposals on standards more fully. Membersshould continue to use the current log until April 2006 and areencouraged to complete this during the year rather than at theend of the year. Those involved in piloting the toolkit andonline version can complete their CPD using the toolkitinstead of the log form.
