Chapter Contacts Meeting Minutesfrom the May 2017 Business Meeting

The Society of Broadcast Engineers Chapter 24 monthly meeting was held on Wednesday, May 24, 2017 in studio B at WMTV in Madison. There were 16 members present, 11 who held SBE certification.   Chapter Vice Chair Clif Groth called the meeting to order at 7:04pm. There were no changes or additions to the April meeting minutes and they were approved as published in the April Newsletter. Treasurer Leonard Charles stated there were no transactions with the Chapter checkbook since the report last month. The Chapter account continues to maintain a solid balance. A brief discussion followed about the cost of holding the June meeting at a local restaurant. The room charge combined with a minimum order and gratuity was over $500, so another plan will be made.   Jim Hermanson provided the Certification and Education report, and said there was one recent radio recertification exam given.  Two more local exams are scheduled. Upcoming opportunities are August 4 – 14 (application deadline is June 5) and November 3 – 13 (application deadline is September 25). The SBE will be changing the process for open-book portions of exams and will allow internet access for reference material. (The use of texting, email or VoIP will not be allowed.) With a Sustaining Membership report, Fred Sperry announced there were no recent changes. The Chapter is holding at 15 sustaining members. There was no frequency coordination report available.   Steve Paugh announced the certified results of the elections in April.  New officers are Chapter Chair Rich Wood, Vice Chair Clif Groth, Secretary Mike Norton, and Treasurer Roy Henn. For the National report, Leonard Charles announced the annual SBE Compensation Survey had great response, with over 600 participants. The results will be freely available to all members in early July. The SBE RF Safety Webinar has been rescheduled to November 9. Also, the new member drive ends May 31, while nominations for SBE National awards are due June 15. There was no old business to discuss and no new items were brought forward, so the meeting was adjourned at 7:13pm. The program then followed with a review of noteworthy or interesting items seen at the NAB convention in April. Kevin Ruppert, Rich Wood, and Leonard Charles all had taken photos while at the NAB Show, and gave some context to the images.  After the presentations, Tom Weeden and Pete Deets offered an abbreviated tour of the new WMTV facility to those interested. "Airborne!," he posted to his Facebook page, once aloft. "En route to St Thomas!" Lloyd will be on the air from Spirit, his single-engine Mooney 231 aircraft, during the course of his journey, expected to take 2 months. He will follow Earhart's historic route to fly around the globe at the equator, starting in Miami, skirting the Caribbean islands, then passing along the coast of South America before heading across the Atlantic.

"I am driven by the spirit of historic flights," Lloyd said before leaving his Texas airstrip for Miami. "It is important to remember the aviation pioneers like Amelia Earhart and their contributions to aviation. Their bold actions made today's air travel possible for all of us." In late May, severe weather on the Atlantic route and aircraft equipment problems forced Lloyd to call off his New York-to-Paris speed flight. "There was only a short window of time that the flight could have happened, and the window has now closed," a May 22 announcement said. Lloyd will be on the air using HF SSB on or about 14.210 MHz, 14.346 MHz, 18.1175 MHz, or 7.130 MHz. On board, he has a Mobat Micom-3 transceiver, which puts out about 125 W. His antenna is under the fuselage. He also will utilize ALE (automatic link establishment) on the Amateur Radio HFLINK frequencies.   "The flight route has some very long

● The FCC Enforcement Bureau has sent a California Amateur Radio licensee a Notice of Violation (NoV) alleging that he engaged in unlicensed — or "pirate" — radio broadcasting on the FM band. The NoV to Lyle E. Hilden, KD6LUL, of Vista, was released on May 26. Depending on Hilden's responses, the NoV could be a precursor to a Notice of Apparent Liability for Forfeiture (fine). According to the FCC's Los Angeles Office, the Enforcement Bureau in March received a complaint of an apparently unlicensed FM broadcasting station on 93.7 MHz in Vista. The NoV does not indicate the origin of the complaint, but these sometimes come from legitimate broadcasters in the listening area. The NoV also does not recount the nature of the alleged pirate broadcasts nor indicate how long they had continued. The following month, FCC agents monitored the apparent unlicensed signal 93.7 MHz and used direction-finding techniques "to positively locate" its source as Hilden's residence. "Field strength measurements revealed that the signal transmitted by the station greatly exceeded 250 microVolts per meter at 3 meters — the maximum permitted on 93.7 [under Part 15 rules] without a Broadcast license," the FCC said in the NoV. Agents inspected Hilden's station and pointed out in the NoV that his Amateur Radio license does not entitle him to transmit on the FM broadcast band. The FCC called on Hilden to provide additional information in writing within 20 days of the NoV, fully explaining any violations and providing "all relevant surrounding facts and circumstances." Hilden also must spell out and provide a timeline for the actions he has taken to correct any violations and preclude their recurrence.

In addition to being a pilot, Lloyd is a flight instructor and educator. He lives near San Antonio. His commemorative flight is co-sponsored by The Classic

The Open 2017 Exam Schedule

For the past year, the certification program has been beta testing to permit the use of the Internet and notes in addition to technical reference books. After great comments from proctors and examinees, the Certification Committee approved the allowance of Internet use during exams at their April 22 committee meeting. Certification Chairman Ralph Hogan received the board’s blessing.

So, use of the Internet for reference is now permitted during non-closed book exams, and not during essay questions. Proctors are not responsible for procuring an Internet connect at the testing site. Examinees are not permitted the use of email, text messaging, Skype, etc. during the exams.

For questions about applying for an exam, please contact Jim Hermanson at [email protected] or Megan Clappe at [email protected]. Also, see the SBE National Web site at www.sbe.org.

  When you are ready to take an SBE exam, please fill out the appropriate application and send it into the SBE National office (see address below). You will be notified once your application has been approved. Approximately 3 weeks before the exam time, your local certification chairman will receive a list of applicants in his/her area. He/she will then contact those applicants to schedule a date, time and place for the exams. The exams will be mailed back to the National office for grading. The pass/fail grades will then be mailed directly to the applicants.
