Emergency Response Overview

• Approximately 450 Utility Service Representatives (USR’s) and 50 Operations Technicians

• All respond to emergencies as part of their day-to-day activities and participate in a standby rotation for after hours and weekends

• USR’s trained to work both upstream and downstream of the meter

• Emergency Call Handling centralized (20 staff) 24 x7

• Emergency Dispatch in three locations

• One is 24 x 7

• Two are Monday to Friday, normal business hours

Emergency Response Overview

• Approximately 11,500 priority 1 calls responded to each year

• 857 pipeline hits in 2012

• Required by regulator to respond to 90% within 60 minutes (from call receipt to on premise)

• In 2012, 98.3% responded to within 60 minutes

• In 2012 average response time was 29 minutes

Challenges

• Aging workforce and loss of pipeline system familiarity

• 200 USR’s hired since 2005

• Geography

• It takes approximately 20 hours to drive from one end of our service area to the other (1,750 km or 1,100 miles) – equivalent in distance from Chicago to Houston

District Duty Manager

This program is mandatory for all field managers who

participate in the 24x7 duty manager rotation and is

comprised of the following six modules:

• Inside & Outside Leak/Odour Investigation

• Valve & Pipeline Inspection & Maintenance

• Mapping, Pipeline Locating & Corrosion

• Stopping & Tapping

• B149 Natural Gas & Propane Code, Meters & Regulators

• Emergency Response Plan & Media Training

Note: This program is 19 days in duration

District Duty Manager

Self Assessment (sample)

Inside/Outside Leak Investigation: This module covers the methods and

procedures involved in the response to and safe investigation of unauthorized

releases of natural gas and/or its bi-products. The module provides actual field

simulations of carbon monoxide and natural gas leakage (inside/outside) and

instructs on how to effectively direct those personnel involved in the investigation.

You must have sufficient procedural knowledge to manage front line employees in

the following topics. In order to be exempt from this module you must have

knowledge of all of the bolded items.

Evacuation Protocol as per UPM Pinpointing underground leakage

CO investigation Classifying leaks

Natural gas/odor investigation Gas survey equipment (D-Pak)

Check venting Checking for leaks after damage

repair

Leak testing house piping Forms (plant damage)

CO protocol and forms

Underground migration patterns (slope, soil types, etc.)

ERP - Duty Manager

• ERP training associated with the District Duty

Manager program is focused primarily on the District

EOC (DEOC) and ICP

• While an overview of the entire plan is provided, the

bulk of the time is spent in exercises/simulations

where both the DEOC and ICP are active. Attendees

spend time role playing in each of the two

organizational structures

• Day 3 is spent learning how to respond to media

enquiries and includes some role playing and video

taping

Corporate Emergency Manager

This training is mandatory for all managers who

This version of the ERP training program is designed for

company executives and employees who would be

participating in an EOC, including those in support roles

(e.g. Legal, Insurance Services,Distribution Planning)

While an overview of the entire plan is provided, the bulk

of the time is spent on Section 3 (Organization) with emphasis on roles and responsibilities

• Primary responsibility is to provide senior

strategic decision making during an

The Emergency Operations Centre (EOC)

manages large scale emergency operations

It will be mobilized to provide senior decision-

making and support to District level emergency

operations

• Coordinate and provide resources and other support

as needed to aid in Emergency Operations (legal,

engineering, capacity planning)

• Serves in a liaison capacity with the EEG

• Serves in a liaison capacity with specific industry,

government and regulatory agencies who may be

involved in an emergency

• Provide public and media relations resources

• Anticipate and plan for long term emergency

operations (additional internal support,

implementation of mutual aid agreements)

overview of the Emergency Response Plan,

with particular emphasis on the ICS and

Union Gas has partnered with Enbridge Gas

Distribution to develop a common awareness training

for Fire Fighters and First Responders

a face-to-face presentation (80 slides) delivered every 3

years or on request

includes links to AEGIS training videos and a reference

book (Pipeline Emergencies)

Note: The Canadian Gas Association is currently working on a national

training/awareness program that could be used by all member companies

Competency Assessment Program

Our Competency Assessment Program encompasses

approximately 70 covered tasks (very similar to the OQ

program in the US)

• covers both company employees and contractors

Deficiencies discovered through the assessment process

are addressed by refresher training

• personnel must work under the direct supervision

of a qualified individual until successfully

reassessed

• Union Gas has taken a broad and comprehensive approach to Emergency Preparedness & Response Training

• A specific and targeted program for all key roles that would be involved in an emergency

• These programs are of increasing importance as long tenured employees leave and are replaced by employees new to the organization and industry
