What is a Schoolwide Program Plan?

• A schoolwide program plan is a comprehensive reform strategy designed to upgrade the entire educational program in a Title I school.

• Its primary goal is to ensure that all students, particularly those who are low-achieving, demonstrate proficient and advanced levels of achievement on State academic achievement standards.

Schoolwide Program Plans – Engagement and Coordination

Schools must make the schoolwide program plan available:

To their Local Education Agency (LEA), parents, and the public

In an understandable and uniform format and provided in a language that parents can understand

Schoolwide program plans must:

Be developed, as applicable and appropriate, in coordination and integration with other Federal, State and local services, resources, and programs such as:

• Violence Prevention Programs

• Nutrition

• Housing

• Head Start

• Adult education

• Career and Technical Education

Schoolwide Program Plans - Components

Development of a schoolwide program plan in a one-year period must include:

• Conducting a comprehensive needs assessment that identifies the school’s strengths and challenges in key areas that affect student achievement.

• Developing a comprehensive plan that describes how it will achieve the goals for student outcomes identified as a result of the needs assessment.

• Annual evaluation of the outcomes of the plan’s implementation to determine whether the academic achievement of all students, and particularly of low-achieving students, improved, whether the goals and objectives contained in the plan were achieved, and if the plan is still appropriate, as written.

Comprehensive Needs Assessment

A school’s comprehensive needs assessment:

Examines the needs of the entire school in relation to the required components of a schoolwide plan

Takes into account the information on the academic achievement of students in relation to the state standards, including students identified in subgroups for the purposes of accountability

Helps the school understand the subjects and skills for which teaching and learning need improvement

Places emphasis on the needs of those children who are failing, or at risk of failing to meet state standards and identifies their specific academic needs

Includes any other factors determined by the LEA

Is developed with the involvement of parents and community members to be served

Is developed with the staff who will carry out the schoolwide plan

Schoolwide Program Plans: The Planning Team

Schoolwide program plans must be developed with:

• Teachers

• Principals

• Other school leaders

• Paraprofessionals

• Administrators

• Specialized instructional support staff

• Students (secondary-level schools only)

• Technical assistance providers

• As long as all appropriate participants are represented, an existing team or committee can serve as the schoolwide planning team to avoid duplication of effort.

• The team should seek input and participation from the groups it represents as well as other community members

Schoolwide Program Plans: The Plan Descriptions

The schoolwide program plan must include a description of the strategies the school will be implementing to address the needs of the school, including:

• How the strategies provide opportunities for all children (including children identified in subgroups for the purposes of accountability) to meet the state academic standards

• How use of the methods or strategies will (1) strengthen the academic program in the school, (2) increase the amount and quality of learning time, and (3) help provide an enriched and accelerated curriculum (may include program, activities and courses to provide a well-rounded curriculum)

• How the strategies will address the needs of all children, particularly those at risk of not meeting state standards

• Any other Federal, state or local programs to be consolidated

Schoolwide Program Plan: Strategies

Strategies to address the needs of all children in the school, and particularly those at risk of not meeting standards may include:

• Counseling/school-based mental health programs and mentoring services to improve non-academic skills

• Preparation for and awareness of opportunities in post secondary education and the workforce; CTE courses; Advanced Placement or International Baccalaureate; concurrent enrollment or early-college high school

• Implementation of a schoolwide tiered model to prevent and address problem behavior; early intervention services (coordinated with IDEA)

• Professional development for teachers, paraprofessionals, and other school personnel to:

a. improve instructionb. use data from academic assessmentsc. recruit and retain effective teachers in high need subjects

• Strategies for assisting preschool children in transition from early childhood to local elementary school programs

Schoolwide Program Plan: Annual Evaluation

Schools must conduct an annual evaluation of the schoolwide program plan by:

1. Analyzing PARCC data and other indicators of academic achievement to evaluate the implementation of, and results achieved by, the schoolwide plan

2. Determining if the schoolwide program plan was effective in raising academic achievement, especially for the students most at risk of failure

3. Revising the plan based on the evaluation to ensure continuous improvement of the students in the schoolwide program

The schoolwide program plan template is available for you to use to ensure you produce all evidence demonstrating compliance under ESSA.

• This template provides one place for all schoolwide program plan components to be addressed, without having to distribute other plans the school may have already completed.

• Your schoolwide program planning team can use existing plans to answer the questions/respond to the prompts.

• There are seven sections to the schoolwide program plan template:

Risk Based Monitoring

• While going through the comprehensive needs assessment, schoolwide planning, and annual evaluation, keep documentation of all programs and activities, such as:• Sign in sheets• Agendas• Presentation materials• Sample parent survey• Parent survey results/comments • Social media documentation of events• Drafts of updates to plans/policies with parent/stakeholder feedback

• Each year, the Office of the State Superintendent of Education’s (OSSE’s) Division of Systems and Supports, K-12, updates its monitoring tool and guidance to align with relevant laws and regulations. The resources include updates from the Every Student Success Act (ESSA) for applicable grants.

• The requirements in this presentation are aligned with the monitoring tool found on the OSSE Webpage for Risk Based Monitoring.
