Message from the President

The Prez(elect) Sez,

December is the festive month, where the world celebrates many religious observances and our club looks forward to the DecemberFest party.

The December poem that resonated with me is titled 4,000 Years of Christmas by Earl W. Count

"Shall we liken December to the web in a loom? There are many weavers, who work into the pattern the experience of their lives. When one generation goes, another comes to take up the weft where it has been dropped. The pattern changes as the mind changes, yet never begins quite anew. At first, we are not sure that we discern the pattern, but at last we see that, unknown to the weavers themselves, something has taken shape before our eyes, and that they have made something very beautiful, something which compels our understanding." (I hope that Mr. Count doesn’t mind my changing his forth word from Christmas to December). The club still has a web-like antenna (20, 17, 15 m), donated by Bill Klope Sr. KW6PE, that is available and I’m happy to deliver it to you. See the May 2018 Keyer for more details.

Looking backward: At November’s club meeting, Paul Dolton WA6ECB presented “Desensitization: A Discussion of its Causes and Remedies”. Paul used slides; hand and arm signals to demystify the signals that you want to capture vis-à-vis the ones that may be present at your antenna.

Looking for Antenna Instructions and manuals

Looking for antenna instruction and manuals for pre-1995 VHF and UHF antennas. Hy-gain, Cushcraft, KLM are the big manufacturers, but there were dozen of little ones (K1FO, K2RIW, Tronna). Would like to start a repository of antenna manuals. Manuals will be copied and originals will be returned. The copies will be posted on the web for use by everyone. Have needed the manuals for two 2 meter antennas recently and cannot find them.

It is with sorrow that I inform our club of the passing of one of our long-time members, who had just recently been our club president for eleven years. As of November 16th, Joe Krigbaum K6NE is a silent key. Not only was Joe a long-time officer and member of our club, he was also involved in the Auxiliary Communications Service (ACS), Amateur Radio Emergency Service (ARES) and was an AEC for area 6 for years and years. Please keep Allison McKowen N6PEP, Ann and Jim Marr and the rest of Joe’s family and friends in your thoughts during this difficult time.

Looking Forward: We will be looking forward to seeing you at the DecemberFest, December 14, at Carrows Ventura located at Seaward and Harbor. I am continuing to collect RSVPs for our club party. For January’s meeting, David AI6VX, is scheduled to present information about Digital Mobile Radio and its many mysteries.

As my safety share to you; be prepared when you are traveling for the holidays. Many people choose to travel during the holidays by automobile, with the highest fatality rate of any major form of transportation. In 2017, 3,461 people died in December, according to Statistics Department National Safety Council. Alcohol-impaired fatalities represent about one-third of the totals. Use a designated driver to ensure guests make it home safely after a holiday party; alcohol, over-the-counter or illegal drugs all cause impairment. Make sure every person in the vehicle is properly buckled up no matter how long or short the distance traveled. Put that cell phone away; many distractions can occur while driving, but cell phones are the main culprit. Properly maintain the vehicle and keep an emergency and radio go-kit with you. Be prepared for heavy traffic, and possibly heavy rain (or snow, if you head north). Thanks to the National Safety Council for this information.

A HAM'S NIGHT BEFORE CHRISTMAS 'Twas the night before Christmas, And all through 2 meters, Not a signal was keying up Any repeaters.

The antennas reached up From the tower, quite high, To catch the weak signals That bounced from the sky.

The children, Tech-Pluses, Took their H-Ts to bed, And dreamed of the day They'd be Extras instead.

Mom put on her headphones, I plugged in the key, And we tuned 40 meters For that rare ZK3.

When the meter was pegged By a signal with power. It smoked a small diode, And, I swear, shook the tower.

Mom yanked off her phones, And with all she could muster Logged a spot of the signal On the DX PacketCluster,

While I ran to the window And peered up at the sky, To see what could generate RF that high.

It was way in the distance, But the moon made it gleam. A flying sleigh, with an Eight-element beam,

And a little old driver Who looked slightly mean. So I thought for a moment, That it might be Wayne Green.

But no, it was Santa, The Santa of Hams. On a mission, this Christmas, To clean up the bands.

He circled the tower, Then stopped in his track, And he slid down the coax Right into the shack.

While Mom and I hid Behind stacks of CQ, This Santa of hamming Knew just what to do.

He cleared off the shack desk Of paper and parts, And filled out all my late QSLs For a start.

He ran copper braid, Took a steel rod and pounded It into the earth, till The station was grounded.

He tightened loose fittings, Resoldered connections, Cranked down modulation, Installed lightning protection.

He neutralized tubes In my linear amp. (Never worked right before; Now it works like a champ).

A new, lowpass filter Cleaned up the TV. He corrected the settings In my TNC.

He repaired the computer That would not compute, And he backed up the hard drive And got it to boot.

Then, he reached really deep In the bag that he brought, And he pulled out a big box. A new rig? I thought!

A new Kenwood? An Icom? A Yaesu, for me?! (If he thought I'd been bad, it might be QRP!)

Yes! The Ultimate Station! How could I deserve this? Could it be all those hours that I worked Public Service?

He hooked it all up And in record time, quickly Worked 100 countries, All down on 160.

I should have been happy, It was my call he sent. But the cards and the postage Will cost two month's rent!

He made final adjustments, And left a card by the key: "To Gary, from Santa Claus. 73."

Then he grabbed his H-T, Looked me straight in the eye, Punched a code on the pad, And was gone with no good-bye.

I ran back to the station, And the pileup was big, But a card from St. Nick Would be worth my new rig.

Oh, too late, for his final came over the air. It was copied all over. It was heard everywhere.

The Ham's Santa exclaimed What a ham might expect, "Merry Christmas to all, And to all, good DX!"

Upcoming FCC Exam Sessions

ON EXAM DAY BRING THE FOLLOWING ITEMS: 1. A legal photo ID (driver's license, passport). 2. When no photo ID is available, two forms of identification must be presented:

a. non-photo ID/driver's license (some states still have them) b. birth certificate (must have the appropriate seal) c. social security card d. library card e. utility bill, bank statement or other business correspondence that specifically names the person; or a postmarked

envelope addressed to the person at his or her current mailing address as it appears on the Form 605. 3. Students may bring any of the above items and/or a school ID, minor's work permit, report card, or a legal guardian may

present a photo ID. 4. Bring your Social Security Number (SSN) or your FCC issued Federal Registration Number (FRN). VEC's are required by

FCC to submit either your SSN or your FRN number with your license application form. If you prefer not to give your SSN, then you may use your FCC issued FRN, if you have one. For instructions on how to register your SSN with the FCC and receive a FRN, visit the FCC's FAQ page and the FCC's registration instructions page.

5. If applicable, bring the original and a photocopy of your current Amateur Radio license and any Certificates of Successful Completion of Examination (CSCE) you may hold from previous exam sessions. The photocopy(s) will not be returned.

6. Two number two pencils with erasers and a pen. 7. A calculator with the memory erased and formulas cleared is allowed. You may not bring any written notes or calculations

into the exam session. Slide rules and logarithmic tables are acceptable, as long as they're free of notes and formulas. Cell phone must be silenced or turned off during the exam session. The phones' calculator function may not be used.

8. Bring a check, a money order or cash to cover the exam session fee(s). Check the ARRL VEC's current exam fee.

Due to assignment and coordination of several D-Star Repeaters, TASMA, the southern California Two meter amateur frequency coordination body, has had to re-align several frequencies. Among these changes are the channelization (15 KHz spacing) of the 145.5 - 145.6 simplex allocation and reassignment of several frequencies from simplex to other uses.

None of the local Ventura County repeaters are directly affected; however several previous simplex frequencies are now in use either as repeater inputs or outputs. New County ARES Packet frequency is 145.050 Mhz;

Ventura County ARES-ACS simplex frequencies have been re-assigned as follows:

ARRL offers online training for hams who want to participate in the Amateur Radio Emergency Service. The time for training is before a disaster...not during one.

The former Amateur Radio Emergency Communications (AREC) series of three training courses has been reconfigured into two courses: An introductory course and a course for leaders and managers.

Introduction to Emergency Communication (#EC-001)

Revised in 2011, this is an update of the former Level 1 course. It is designed to provide basic knowledge and tools for hams who want to serve as a Public Service volunteer. It provides an opportunity for non-hams who rely on communications in emergency situations to learn about Amateur Radio and its unique role in emergencies.

The course is offered online using the Moodle learning platform. The Introduction to Emergency Communicationcourse has six sections with 29 lesson topics and a 35 question final assessment. Participants should plan on completing the course in approximately 45 hours over a nine week period. This is a mentored course, in which you may work according to your own schedule. Cost is $50 for ARRL members and $85 for non-members.

Doreen Bogdan-Martin, KD2JTX, Elected as ITU Telecommunication Development Director

11/02/2018 ARRL member Doreen Bogdan-Martin, KD2JTX, has been elected as Director of the

International Telecommunication Union (ITU) Telecommunication Development Bureau (BDT). Her election, on the first ballot in a three-way race, came on November 1 at the ITU’s Plenipotentiary 2018 Conference in Dubai. Bogdan-Martin becomes the first woman on the ITU executive team. Running on a campaign theme of “Sustainable Digital Development for All,” Bogdan-Martin said she would work toward a Telecommunication Development Bureau that helps its members benefit from the drivers of innovation and economic development.

“We must help governments integrate ICTs into their national development frameworks, actively support[ing] their ministries to ensure digital development strategies emphasize human capacity, digital skills, and empowering people,” she said. “I envisage the BDT redoubling its efforts on digital inclusion, working to bring online the remaining 3.9 billion people still offline.”

Her candidacy had strong support from US officials, including Secretary of State Mike Pompeo, Commerce Secretary Wilbur Ross, and FCC Chairman Ajit Pai.

“Ms. Bogdan-Martin is a true leader and professional who has dedicated more than 25 years to ensuring that all people can benefit from information and communication technologies,” Pompeo wrote in endorsing her candidacy. “I have no doubt that Ms. Bogdan-Martin will be a driving force to ensure connectivity for all.”

FCC Chairman Pai extended congratulations to Bogdan-Martin, who, he said, “has deep expertise in development issues and will play a pivotal role in accelerating the spread of digital communications throughout the globe.”

Bogdan-Martin has more than 20 years of experience at the ITU. During the past decade she has headed the ITU General Secretariat Strategic Planning and Membership Department for the Secretary-General. Her responsibilities have included developing the ITU’s strategic and operational plans in the context of ICT trends and the global information economy, representing the ITU in engagement with other bodies, and directing and managing all ITU global conferences.

She launched Equals Global Partnership, a multi-stakeholder evidence-based network bringing women to technology, and technology to women. She also directed the first ITU global youth summit that featured 700 participants and 3,000 remote participants, and she established the ITU office to the United Nations where she has been serving as ITU Representative to the UN High-Level Committee on Programmes (HLCP).

New CEO Wants ARRL to Serve All Ages and Amateur Radio Interests

11/01/2018 Newly elected ARRL CEO Howard Michel, WB2ITX, is still on the uphill side of the

learning curve as he acquaints himself with ARRL Headquarters and the nearly 90 staffers who work there. The New Jersey native arrived at HQ on October 15 and has spent much of his time since meeting with department managers and others to get his bearings, with an eye toward building consensus and aligning people, programs, and services in the same direction.

“I’m still trying to understand what is working and where the challenges are,” Michel said. “Once I understand where the challenges are, I need to understand why. Before I make any changes in what we’re doing, I need to make sure the change is a step in the right direction and for the right reasons, and not kind of a random process.”

Michel would like to see ARRL focus on the future of Amateur Radio and not become the redoubt of a particular generation of radio amateur or interest group. He said, “Ham radio shouldn’t abandon the old guardians of the hobby, but at the same time, it needs to have new things that appeal to people who have different interests and different passions.”

Ham radio appears currently entrenched with opposition often expressed to FT8 and other digital modes and protocols that bend Amateur Radio traditions and conventions, Michel observed. However, as he sees it, technology for the whole of Amateur Radio has been changing, and detractors to advances have always been present. He’d like ARRL to encourage more technological diversity without creating controversy.

“My kick is seeing the technology advance,” the former IEEE president and CEO said. “I want to see hams embrace the new technology — as long as we do that in a way that those who don’t adopt the new technology won’t feel abandoned.” In his view, the real reason behind the continued enthusiasm for CW “is not the technology; it’s the legacy.”

At the same time, resources should reflect usage and interest, with respect to the spectrum and with respect to how many pages QST devotes to a particular interest area. “Everything should reflect the growth and change, without abandoning the legacy interests.”

Acknowledging the incessant push to get more young people into Amateur Radio, Michel wants to explore ways “to morph some of the League’s processes and services and products into something that would appeal to the newer generation of hams.”

“Young people in general don’t join organizations, but they join causes,” he said. “With that kind of attitude, how do we develop the same kind of ability for people interested in Amateur Radio to self-organize around causes? And if we can design the infrastructure around that, maybe they’ll see value in ARRL and become a new type of member — not one who necessarily comes to ham club meetings once a month but finds the League can facilitate what they want to do.”

Michel said he’s always enjoyed tinkering with ham gear, building it, modifying it, and repairing it, and then making it do something new or different. He concedes that while he has not had an opportunity to do much hamming as he’s moved around with the military and for academic and business pursuits, he’d like to become more active, and he is presently exploring his options as an apartment dweller. As for FT8, he’d like to try it, if for no other reason than the novelty.

Michel said he definitely wants to encourage partnerships with other organizations with which ARRL might share some common ground, including IEEE.

“We can’t do everything ourselves. We have to find partnerships,” he said. Some IEEE operating units would be applicable to Amateur Radio, and he’s already heard from two unit heads that are both hams.

Michel also feels that radio amateurs need to extend their gaze beyond the everyday nuts and bolts of Amateur Radio operating. “What we need to do is protect the spectrum from competition, develop interest in the various facets of Amateur Radio, and not try to pick fights ‘in house,’” he said. “Spectrum is the gold of the 21st century.”

ARRL Executive Committee Updated on Regulatory, Governance Issues

11/01/2018 ARRL President Rick Roderick, K5UR, chaired the ARRL Executive Committee (EC)

meeting on October 20 in Bloomington, Minnesota. During his opening comments, President Roderick said his membership contacts have indicated that strong support exists for the Entry-Level License Enhancement petition to the FCC as well as for the Volunteer Monitor Program that would supplant the current Official Observers.

General Counsel Chris Imlay, W3KD, told the EC that the Amateur Radio Parity Act remains alive in Congress as part of the House-passed version of the Financial Services and General Government authorization Act (FSGG). The measure now is before a House-Senate conference committee to resolve differences between the versions passed by each house. Imlay indicated that administrative implementation of the bill’s provisions remains on the table should the act not be included in the FSGG authorization bill.

Imlay said that ARRL is awaiting final approval from the FCC of a new Memorandum of Understanding for the Amateur Auxiliary. Discussions are under way with key players planning the rollout and implementation of the Volunteer Monitor program.

The EC also was told that the FCC has yet to reply to ARRLs concerns regarding a recent FCC Enforcement Advisorythat addressed the importation and use of non-certified radios, which have been marketed to the general public. ARRL officials recently conferred with FCC officials about the Advisory, expressing concerns about a portion of the notice that called on radio amateurs possessing such radios not to use them. ARRL officials believe there was no valid legal basis for that assertion in the notice. The EC directed Imlay to prepare a “white paper” explaining ARRL’s position on the issue to inform members in response to inquiries.

In another FCC matter, ARRL officials met with the chief and staff members of the FCC Wireless Telecommunications Bureau to urge more rapid FCC resolution of a series of long-pending rulemaking proceedings now before the Bureau. Most urgent are the long-delayed “symbol rate” petition (WT Docket 16-239) and the ARRL’s Entry-Level License Enhancement petition. The FCC has not yet put the latter petition on public notice for comment.

In other action, the Committee directed the Board’s National Broadband Plan Committee to continue monitoring potential threats to the 5.850 – 5.925 GHz, 10 GHz, and 24 GHz bands. Amateur allocations within the so-called “mid-band” spectrum (3.7 – 7.125 GHz) now are under consideration for fixed and mobile broadband allocation.

On the subject of the ARRL Policy on Board Governance and Conduct of Members of the Board of Directors and Vice Directors, the EC considered and extensively discussed two proposed restatements of that policy. The EC adopted a motion to recommend a draft proposal prepared by the committee appointed by the President to the full Board, with a draft prepared by Imlay also presented as an alternative. The Board holds its next regular meeting in January.

The EC also received a status report on the review of Ethics and Elections Guidelines to be presented to the Board in January. The ad hoc committee formed for the purpose will circulate its proposal 60 days in advance of the January Board meeting.

India Gains Three New Bands, Sweden Gets Permanent 60-Meter Access

11/06/2018 Radio amateurs in India now have access to three new bands. India’s Ministry of

Communications’ Department of Telecommunications has published an updated National Frequency Allocation Plan, effective October 25, which lists the new bands at 5 MHz (60 meters), 472 kHz (630 meters), and 136 kHz (2300 meters). All allocations are on a secondary basis.

On 60 meters, hams now have access to 5,351.5 – 5,366.5 kHz at 15 W EIRP; on 630 meters, 472 – 479 kHz at 1 W EIRP, and on 2300 meters, 135.7 – 137.8 kHz at 1 W EIRP.

Sweden’s IARU member-society SSA reports that radio amateurs there gained routine secondary access to 5,351.5 – 5,366.5 kHz at 15 W EIRP on November 1. Temporary permission has been available since 2016, by application. Amateur Radio Issues under Discussion in Geneva in Advance of WRC-19

11/13/2018 As part of the run up to World Radiocommunication Conference 2019 (WRC-19), three

International Telecommunication Union Radiocommunication Sector (ITU-R) Study Group 5 (SG 5) Working Groups have been meeting this week in Geneva. ITU-R Study Groups develop the technical bases for decisions taken at WRCs and develop global standards, reports, and handbooks on radiocommunication matters. Working Group 5A1 (WG 5A-1), chaired by Dale Hughes, VK1DSH, is responsible for Amateur Radio issues. Its primary task is to develop a technical report to support the work for WRC-19 Agenda Item 1.1, considering an allocation of the band 50 – 54 MHz to the Amateur Service in ITU Region 1 (Europe and Africa) that would be in line with the 6-meter band in Regions 2 and 3. Other services, including broadcasters, utilize the 50 – 54 MHz band in Region 1. The work is in response to WRC-15 Resolution 658 to study spectrum needs in Region 1 for the Amateur Service in the 50 – 54 MHz band, and to study sharing among the Amateur Service and the mobile, fixed, radiolocation, and broadcasting services, in order to ensure protection of these services.

While a number of Region 1 countries in Africa have primary Amateur Service allocations at 50 – 54 MH, other Region 1 countries have authorized amateur use of all or parts of 50 – 52 MHz, mostly on a secondary basis.

His report, Liaison Rapporteur’s Report on Relevant Activities in Certain Countries in Region 2, emphasized the emergency communications provided by radio amateurs during this past hurricane season — including Hurricane Willa (Mexico), Hurricane Michael (Florida), the ARRL Atlantic Hurricane Season Webinar, and the link to information and news summarizing the preparations and response by the Amateur Radio Service.

The National Telecommunications and Information Administration’s (NTIA) Amy Sanders of the US delegation shared portions of Siverling’ s report in her contribution concerning Public Protection and Disaster Relief.

While much of the work of WP 5A and of Working Group 5A-1 in particular has been on the working document covering Amateur Service spectrum needs and sharing studies with incumbent services in the 50 – 54 MHz band, WG 5A-1 also completed a liaison statement to Working Party 1A (spectrum engineering techniques) and Working Party 3L (ionospheric propagation and radio noise) highlighting Amateur Radio concerns with respect to Wireless Power Transfer (WPT) systems, outlined in the Preliminary Draft New Report addressing issues affecting 100 – 148.5 kHz. The primary unease involves spurious and harmonic emissions — which require additional study, attenuation due to walls and building penetration levels,

and separation distance between WPT devices and Amateur Radio antennas. Fears have been expressed that WPT charging for electric vehicles might cause substantial interference on the amateur bands.

A Conference Preparatory Meeting for WRC-19 is set for February. WRC-19 will take place October 28 – November 22 in Sharm el-Sheikh, Egypt.

FCC Approves Use of Galileo Global Navigation Satellite System in the US

11/16/2018 The FCC has granted, in part, the European Commission’s request for a waiver of

Commission rules so that non-federal devices in the US may access specific signals transmitted from the Global Navigation Satellite System (GNSS) known as Galileo.

The action means that consumers and industry in the US may access certain satellite signals from the Galileo system to augment the US Global Positioning System (GPS). The Orderapproved finds that the Galileo GNSS is uniquely situated with respect to the US GPS, since the two systems are interoperable and RF compatible pursuant to the 2004 European Union/United States Galileo-GPS Agreement.

Specifically, the Order permits access to two of the Galileo system’s satellite signals — the E1 signal transmitted in the 1,559 – 1,591 MHz portion of the 1,559 – 1,610 MHz Radionavigation-Satellite Service (RNSS) band, and the E5 signal transmitted in the 1,164 – 1,219 MHz portion of the 1,164 – 1,215 MHz and 1,215 – 1,240 MHz RNSS bands.

FCC Rejects 2004 AMSAT Petition to Reconsider Applying Orbital Debris Rules to Ham Satellites

11/21/2018 The FCC has rejected a Petition for Reconsideration that AMSAT filed 14 years ago, seeking

to exempt Amateur Radio satellites from the FCC’s satellite orbital debris mitigation requirements. The Commission took the opportunity in a Notice of Proposed Rulemaking and Order on Reconsideration, released on November 19, that revisits its orbital debris rules for the first time since their adoption in 2004. Among other things, AMSAT had argued at the time of its Petition that applying the orbital debris requirements to Amateur Radio satellites would be cost prohibitive, and that the FCC had not indicated what constitutes an acceptable orbital debris mitigation plan.

Acknowledging that time has made some of AMSAT’s arguments moot, the FCC said the costs involved with modifications to comply with post-mission disposal requirements “are justified when balanced against the public interest in mitigating orbital debris.” The FCC said it determined that closer adherence to the disposal methods described in the rules was “warranted in order to limit the growth of orbital debris” in low-Earth orbit (LEO).

“In any event, in the years since the debris mitigation rules were adopted, and notwithstanding any costs imposed by FCC regulations, well over 150 small satellites have been authorized, with at least 20 of those considered amateur satellites,” the FCC said in its November 15 Order on Reconsideration. “It appears that, to the extent that any costs have been incurred, the main contributor to costs for amateur and similar LEO missions has to do with the availability of launches to appropriate orbits.”

The FCC also said that in the years since the FCC issued its Orbital Debris Order, “numerous licensees, including amateur satellites operating in LEO, have successfully satisfied our orbital debris mitigation requirements.

Repeaters, Amateur TV Play Communication Role in California Fire Emergency

11/19/2018 Amateur Radio repeaters and TV (ATV) have helped to keep the broader community

informed on the local status of widespread fires in Southern California, radio amateurs say. Benjamin Kuo, KI6YR, who had to evacuate but now is back home, said remote Amateur Radio Emergency Data Network (AREDN) mesh cameras captured video from fires across Southern California earlier this month, including the early stages of the Woolsey Fire.

ATV cameras also offered views of some of the state’s less prominent fires, including the Briggs Fire in Santa Paula, and the Peak Fire in Simi Valley.

“Another big success: When most of Southern California lost their internet and phone, local repeaters were used to relay information about the fire status to ham radio operators,” Kuo told ARRL. “We also used our AREDN mesh to enable some of our members to be able to access key public safety information on their computers via our high-speed network when they had no phone or Internet.”

Kuo said a near round-the-clock net, which secured on November 14, took place in Ventura County on the Conejo Valley Amateur Radio Club’s BOZO repeater and the WD6EBY Repeater Network (PVARC) countywide, with updates, important evacuation information, and more. Kuo copied information from the repeaters and his scanner onto his Twitter feed, for broader dissemination.

He credited Stu Sheldon, AG6AG, and Zak Cohen, N6PK — the two primary net operators — for working to make sure everyone had current information on the fire. “Many others were also involved providing first-hand reports — in many cases, eyes on the fire and where it was at any point,” Kuo added. He said that with landline telephones, television cable, and internet service disrupted and cell phones intermittent, repeaters were often the only source of information.

“Personally, the whole disaster cemented for me how much more resilient Amateur Radio is in these kinds of situations, and how it’s actually pretty critical to keeping informed and aware of what’s going on,” Kuo said

Elsewhere, Scott Bastian, AK6Q, of the Catalina Amateur Radio Association (CARA) in Southern California, said a ham in Malibu used his club’s repeater to call for help at the onset of the Woolsey Fire that decimated Malibu and surrounding areas.

“This ham — and I do not have her call sign — used the CARA 2-meter repeater located on Catalina Island, calling for someone to make a phone call to the fire department as there was a large fire approaching her home, and she had no power or phone service due to our power company shutting off power due to the high winds and fire danger,” Bastian told ARRL. “Two of our members — Bob Parker, KI6UPJ, in Bellfower, and Gabriel Saldana, K6GLS, in Avalon were able to pull her information out of the ‘mud,’ as she had a poor signal. They were able to notify Los Angeles County Fire and get her aid.”
