Having opened for the last time on Sunday, less than one week after owner Virginia Wilton announced it would be closing, the farm is set to reopen later this year, with new ownership, new animals and a site upgrade. Ms Wilton, who handed in her notice to terminate her lease last month, broadcast the news on social media last week, claiming the site was “no longer safe for our animals”. “We are now looking for responsible, gentle homes for our beloved animals,” said Ms Wilton, whose animals included three mini ponies, three emus, two donkeys, and a collection goats, bunnies, rats, chickens, peacocks, ducks and alpacas. Ms Wilton, who received over 150 emails in less than one day from locals wanting to lend a hand, said the decision came after being “given notice the landlord is building residential property on the farm”. Landlord Greg Rudings confirmed “we are applying for resource consent to use a piece of the farm land for residential accommodation”, but said they are “absolutely” opening another farm in the same location. “The prices will be lowered so more people can afford to take their families to the farm. Unfortunately Virginia hasn’t given us the opportunity to take over the animals. It’s an unfortunate situation, and there’s nothing anyone else has done to cause this.” Along with a group of complex retailers, Lindale Cafe owner Dave Hindisides, who is set to take over the farm with the new owner, said poor management of the farm over the last six months affected other businesses at the complex. “We just want to be able to run a business successfully and professionally. We’ve been having problems with the farm often being randomly closed, and have had families coming from Wellington to find it closed, with us then getting the crying kids and angry parents.” He said it was “a bad look for Kapiti” last week when a group of around 140 cruise ship visitors travelling from Wellington, as part of a pre- booked farm showing and cafe ´ lunch package deal, arrived to find the farm closed. “I’d received an email from Virginia about half an hour before saying she wouldn’t be open to do our tour, and the trip cost each person $175 a head. Ms Wilton said she was asking people to read between the lines. “I run the farm on my own, and on a shoe string budget. “It’s hard work.” WELCOME: Ngati Toarangatira played a big part in the Waitangi Day commemorations at Queen Elizabeth Park. Have your say on the substance policyPeople have until Wednesdaynext week to have their say on adraft Local Approved ProductsPolicy (LAPP) which pinpointsan area where legal highs couldbe sold.

Council strongly opposes thesale of psychoactive substances, but by law is only able to restrictwhere they may be sold, throughadoption of a LAPP.

A draft LAPP identifies partof the industrial and airportzones west in Kapiti Rd,Paraparaumu, as the mostappropriate location for sales inthe district.

Without a LAPP, the

Ministry of Health could grantlicenses anywhere in thedistrict.

Paraparaumu RaumatiCommunity board chairwomanFiona Vining says there isconcern over the potentialfuture sale of psychoactivesubstances and people do notunderstand why the governmentis enabling this to happen.

“Our community has told usthey don’t want legal highsavailable for sale in theParaparaumu Raumati area.

“The government said theywould give local communities asay in relation to the sale of legal

highs, but the only power theyhave given is to allow localcouncils to restrict where they aresold.

“Since they promised that localcommunities would be able tomake their own decisions aboutlegal highs, we want thegovernment to give local councilsthe power to ban them.

“This is a national issue.“It impacts on communities all

across New Zealand, so we want tobring this back into the spotlightas a nationwide issue.

“The more pressure that is puton government from all areas, thebetter the chances of seeing a

change,” she said.The government effectively

banned the sale of legal highs inMay last year, but this is expectedto change this year if substancescan pass tougher Ministry ofHealth tests proving they are ofminimal harm to users.

Councils around the countryhave been working together andhave advised government theywant the law relating topsychoactive substances alteredto ban such substances or toempower local authorities to banthem in their areas.

Mayor Ross Church wrote inDecember to Associate Minister of

Health, Peter Dunne, to ask whythe ministry is consideringallowing psychoactive substancesales, to advise him people inKapiti do not want them, and toask for them to be banned.

The minister’s responserestated the government’sposition which does not allowcouncils to ban the sale of legalhighs.■ A petition has also been startedby the Paraparaumu-RaumatiCommunity Board and isavailable on its Facebook page atwww.facebook.com/pages/ParaparaumuRaumati-Community-Board.

A nurses’ memorial plaque is beingshifted during renovations at theParaparaumuWar Memorial Gatesthis week, in time for Saturday’s re-dedication ceremony. The revamp of the nurses’ plaque

is part of $270,000 renovations ofthe war memorial arch, which retiredRed Cross nurse Wendy Smith hopeswill see the gates “last another 100years”.In addition to the centenary of

Gallipoli, this year also marks 100years of New Zealand Red Crossworking and caring for people in timeof war, as well as other disasters.Mrs Smith said the plaque, which

reads ‘this tablet staff and flag arededicated to the Red Cross nurses bythe soldiers of the district’ is “ratherlovely, because it’s not usual to havea memorial for the nurses in NewZealand”.“It’s very nice the nurses are

acknowledged and remembered herein Paraparaumu.“Bearing in mind not all nurses

who worked overseas were in RedCross, some were volunteers withother organisations.”Mrs Smith, who places a wreath

on the gates every Anzac Day with ex-colleague and longstanding nationaland international Red Cross veteranDr Ron MacKenzie, is looking forwardto the public unveiling at thisweekend’s 2pm ceremony.“Recently, I saw a great television

show called Anzac Nurses, whichbrought it home for many people howamazingly young and dedicatedthese nurses were, and howmuchthey wanted to help,” she said.

“They put themselves insituations they never could’veenvisioned.”“Many nurses in the Kapiti region

are proud of our memorial plaque,

and the wording on it, and will bevery pleased to see the newlyrefurbished memorial.”As well as honouring Kapiti

Family secrets span

MUG SHOTS: Police photographs of Harald Andersen after he wasarrested for stealing a man’s suit. PHOTO: KAP040215SPLHARALD

DAVIDHAXTON

An extraordinary trail ofdiscovery has unfolded for aParaparaumu womaninvolving jaw-dropping andheart-wrenching informationabout her grandfather’s secretpast.

Kathy Callaghan’sgrandfather Harald OskarAndersen was born and grewup in Norway but an incidentfrightened him so much he lefthis partner and two childrenbehind forever to start a newlife and new family in NewZealand.

His family in New Zealanddidn’t know he had a family inNorway and his Norwegianfamily didn’t know he had afamily in New Zealand.

But an amazing coincidencebrought these two familiestogether.

The story of Harald jumpingship when he arrived in NewZealand in 1904 on the SSTomoana has been repeatedthroughout the years by Kathy, and others, with a sense ofexcitment and pride, especiallyas they had been told the shipnever made it back to Norway.

But the real reason for himjumping ship would onlyemerge in recent years whenKathy took a keen interest infamily history.

Reading his naturalisationfiles, sourced from ArchivesNew Zealand, she discoveredher grandfather had a policerecord - something he hadnever mentioned.

Apparently Harald hadstolen a suit from another crewmember and was arrested whenhe first arrived in New Zealandand ended up spending twomonths in Mt Eden prisondoing hard labour.

The police record said he didnot want his wife and childrento know he had been in prison.

“We felt quite emotional andcould feel his pain and shame,”Kathy said.

After that he spent his life

working on various ships, helped construct railwaytracks, and did labouring work.

He lived deep in the bushand was married to AndrinaAndersen; they had sixchildren Dorothy, Harold [whodied 16 hours after birth], Eric,Olga, Fred and Keith.

While his life in NewZealand had been piecedtogether, information about hisearly life in Norway wasminimal.

So Kathy’s cousin RoseWellington went to Norway andvisited the National ArchivalServices, in Oslo, where shefound Harald had been born inNannestad and that the truenames of his parents wereAnders Mikkelsen and KarenKristofferdatter.

Harald had referred to hisparents as Johan and KarenAndersen, when he completeddocuments in New Zealand, which explained the difficultyin trying to find informationabout his parents.

In 2010 Kathy and herhusband Ross decided to take atrip to Scandinavia thatfinished near Nannestad wherethey hoped to visit the churchwhere her grandfather hadbeen christened.

Three weeks before the trip,on a whim, she decided to writeto Eidsvoll Ullensaker Blad, anewspaper which covers theNannestad area, asking if theywould be interested in a storyabout her family historysearch.

The story was assigned toreporter Magnar Haraldsen towrite and he suddenly becamethe centre of his own story.

A cousin, after reading it,contacted him saying HaraldOskar Andersen had the samename as their greatgrandfather.

Magnar contacted Kathyasking if his great grandfathercould be the same as hergrandfather, she replied sayingonly if he had had a child before

he left Norway.

the globe and back again■ From previous page

Official records showed he wasthe same man, and that he hadtwo children before he leftNorway — Karoline Haraldsenand Johan Haraldsen.

Magnar was the grandson ofJohan Haraldsen and thereforeKathy’s cousin.

When he emailedphotographs of his family, Kathywas astounded — there were lotsof Norwegians who looked justlike her.

“I said to Magnar ‘why did mysweet granddad abandon hispartner, his three-month-oldson, and his nearly two-year-olddaughter, and just disappear’?”

It emerged Harald and somefriends were stealingstrawberries in a field, in early1903, which led to a fight where aman died.

“Harald must have thoughthe was responsible for killingthis person [there would becapital punishment if foundguilty] so he left on a boat andnever came back,” Kathy said.

Harald’s partner AnnaEdvardsen struggled to copeafter he left and placed theirchildren into foster homeswhere they had happychildhoods.

His shipping records showedhe travelled all around the worldon different ships beforearriving in New Zealand on theSS Tomoana.

“And he didn’t contact hismother, his children, or hispartner ever, that we know of,”Kathy said.

She learned that Harald wasnot blamed for the man’s death, but he would not have knownthis, and must have lived in fearall of his life.

When Harald was dying, in TeKuiti, he murmured thingsabout people “coming to get me”,which was passed off asdelirium.

“He was so frightened that hetried to get out of bed, andmanaged to get one leg into apair of trousers, trying toescape, and then fell back anddied.”

When Kathy and Ross arrivedin Nannestad they werewelcomed by the descendants ofHarald’s two children and wereshown where he lived, where hischildren went to live, and wherethe fight took place.

At the Nannestad CommunityCentre, where they went forlunch, they were greeted by aguard of honour involving 50family members.

Then they visited theNannestad Church, and stood atthe font where Harald had beenbaptised in 1881.

“That was my moment whereit all hit me,” Kathy said.

“This was one of life’s mostwonderful moments for me.

“Here I was standing at the

place where my grandfather hadbeen christened nearly 130 yearsbefore, and through aremarkable coincidence, wasbringing together two familiesfrom opposite sides of theworld.”

Kathy and Ross returned toNorway in 2012 and were able tospend time getting to know theirnewly discovered family, yetanother wonderful experience.

And now, 110 years afterHarald first arrived in NewZealand, members of hisNorwegian family have come toNew Zealand.

Magnar [the reporter], hiswife Rosa, and his brother Roarand wife Wenche, and theirdaughter Vera are in Kapiti to

meet more of their New Zealandfamily.

Kathy and Ross will beshowing them the places whereHarald lived and worked andthere will be a series of familygatherings to cement newlydiscovered family relationships.

The Raumati Beach Big Dig – 28 FebCalling all budding young digger drivers! On Saturday 28 February M2PP will be back at the KapitiObserver and the Rotary Club annual Big Dig at Raumati Beach. Our most experienced digger trainer willbe giving kids supervised turns at operating a real digger! This is a chance to learn about safety around bigmachines plus have some fun. We’d love to see you there, and you could also find some cool prizes in thesand. A koha donation for turns on the digger will be gifted to Rotary.

Central Zone - Kapiti Road to Te Moana Road

At theWaikanae River site work on the abutments for the new bridgeis well underway. This involves building a mechanically stabilised wall –MSE wall – on both banks. MSE walls are made up of layers of fill (sand& stone) and a strong plastic grid material which stops any slippage. And the column cages sticking out of the ground will be transformedone-by-one into the concrete piers that will support the bridge.

Around the middle of the month we’ll start driving in 86 H-piles on thenorthern bank of the river. This work involves putting 18m long steelbeams 17m into the ground. First they’re vibrated into the ground andthen driven in with a hydraulic hammer. If you’re in the area you mightfeel someminor vibration (like a train or bus driving past) and the noise(which won’t exceed consented limits) sounds like a hammer hittingsteel. This work will take approximately three weeks to complete. We'realso starting to pave an Expressway section between Otaihanga andMazengarb Road.

Earthworks continue between Mazengarb and Kapiti Roads. We'rere-working a small section of noise bund near Mazengarb Road anddoing some final shaping to two sections at the Kapiti Road end.Bridge construction work at Mazengarb Road and Kapiti Road willalso continue for most of this year. You can expect to see the bridgestaking shape with beams and decking going on by the second half ofthe year. While this work is happening the temporary road diversions, speed restrictions and intermittent Stop/Go traffic management willstay in place.

Relocating services under Mazengarb Road (water, power, telecoms)is ongoing and involves occasional night works. Some nights (6pm to7am) you’ll see a couple of vans parked up either end of MazengarbRoad while they carry out the communications wiring tie-in.

Northern Zone - Te Moana Road to Peka Peka

FromMonday 16 February 2015 truck movements along the start ofTeMoana Road and on Ngarara Road as far as our work site are goingto increase. They’re delivering materials to site so we can build thenew Ngarara Road over bridge. So over the next fewmonths (Februaryto October) around 30 truck and trailers per day will use this route. Our normal hours of work are 6:30am to 8pmMonday to Friday, and7:30am to 6pm on Saturdays. However to avoid impacting KapanuiSchool traffic our trucks aren’t allowed to use this route between8:30am to 9:30am and 2:30pm to 3:30pmMonday to Friday during theschool terms. We’ll also have a digital message board sitting outsidethe Squash Club on Ngarara Road plus other road signage to alert roadusers to the construction traffic.

For nowwe’ve re-instated the vehicle activated-traffic lights on NgararaRoad to allow our dump trucks and heavy constructionmachinery to crosssafely andwithminimumdisruption to local roadusers. Please pay attentionto them, as they’re there for your safety.

Work continues tomove the Vector gas pipelines out of the way of theExpressway in the TeMoana Road area. For the next three weeks on thenorthern side of TeMoana Roadwe’re tree felling, clearing vegetation andmulching. Themulch is used onsite for dust suppression and landscaping. And on Friday 31st January we said farewell toMelt Café. BothMelt Caféand the house behind it will soon be prepared for removal.

Southern Zone - MacKays Crossing to Kapiti Road

On Kapiti Road a Stop/Go level crossing (Monday to Friday from 9am-3pm) is running. This gives priorityto road users and allows our dumpers to cross the road safely with minimal disruption. For the safety ofall road users a 30km/h speed restriction is in place at all times on this new section of road.

Work around Raumati Road is up and running and Stop/Go traffic management is operating whenrequired. Please pay attention to any warning signs in this area. You’ll see big changes to the locallandscape and notice two large cranes in the area. These have started work on two bored piles on thesouthern side of the road before crossing to the northern side to complete another two.

At Poplar Avenue we’ve completed the four bored piles and now work starts on building the abutmentsfor the new interchange. We have started driving H-piles – here the steel beams are 15m long and driven10m into the ground. First they’re vibrated into the ground and then driven in with a hydraulic hammer.

Earthworks and pre-load next to Poplar and Leinster Avenues continues and we’ve started work on theLeinster Avenue spur – a new access road for residents who currently have driveways off State Highway 1.The 70km/h speed restriction in place for northbound traffic on State Highway 1 has been reinstated – foryour safety please slow down as there are lots of truck and trailers operating in this area.

6 Kapiti News Wednesday, February 11, 2015

Kapiti movesahead of gameKapiti is ahead of the game compared toother districts and cities in New Zealandin organising finances along sound user-pays principles — and we are doing soprudently.

A Local Government New Zealand(LGNZ) funding review, published lastweek, attracted media headlines becauseof what was described as a “looming cashcrisis” that could see councilsincreasingly resorting to user-pays forservices such as water.

Moreover, it said population declineis eroding many councils’ rating bases, making property rates increasinglyunaffordable for remaining residents —whereas other councils, like Auckland, are struggling to upgrade infrastructurein the face of massive population growth.

We are comfortably in the middle. Wehave a steady population growthprojected for the next few years, balanced by the fact we have carefullyinvested in the necessary infrastructureto support that growth.

We already have most of our big-ticketitems in place such as the CoastlandsAquatic Centre and the Civic Building.Plus, our water infrastructure is muchmore up to date than most othercouncils’.

This was reflected when we wentthrough our Annual Plan process, whichresulted in a lower-than-expectedaverage rates increase of 3.77 per cent.

In addition, we were able to achieve a$9.6 million (6.7 per cent) reduction indebt and a corresponding reduction ininterest costs.

It means our community is able toenjoy a breathing space after the majorcapital projects of recent years, whileknowing infrastructure investment isstill progressing.

In particular, a great deal of work hasbeen done to secure a long-term solutionfor the district’s water supply.

This summer up to January 19, our

user-pays system meant the averagewater consumption across the districtwas 16,587,000 litres a day, compared to20,105,000 litres a day last year.

This has been achieved throughcareful planning, which has beenrecognised by independent sources.

The Ratepayers’ Report, based on datacollated by the lobby group Taxpayers’Union, suggests Kapiti had the lowestoperating cost per ratepayer in theWellington region, and the fourth-lowestoperating cost per ratepayer in thecountry.

Yes, that’s right — the fourth-lowestoperating cost per ratepayer in the entirecountry.

Elsewhere in New Zealand, districtsmay be facing a cash crisis andinfrastructure challenges.

In Kapiti, council’s prudent “steady asshe goes” approach gives us time to focuson the longer term with confidence.

Finally, friendly reminders to haveyour say on two fronts. Now is the time tomake a submission on the localgovernment super city amalgamationproposal.

You can study the full report on theLocal Government Commission’swebsite — www.lgc.govt.nz. The websiteprovides a form that can be used to assistin writing a submission. This can belodged at [email protected] ormailed by 4pm on Monday, March 2.

And lastly, for Waikanae wardresidents, please cast your vote in thelocal by-election. Your vote counts.

Selling a home can be a pleasurable experience or itcan be a nightmare. So I’ve put together a list of theissues you might like to consider when selecting anagent to represent you in the sale of what is probablyyour greatest asset!• Select an Agent you can trust with good references

who represents a reputable company with strongmanagement.

• The key to obtaining top price is in the negotiatingability of your Agent.

• Don’t select your agent on the rate of theircommission. A cheap commission rate can mean acheap job.

• Open Homes - discuss the options. Your selectedagent should be able to offer more than Open Homesalone. If that is all they have to offer, you may as wellsell the home yourself.

• Ensure that your advertising funding is not promotingthe Agent more than the property.

• Real Estate signs sell. No sign can mean no sale.• Quality photographs bring greater response – fact!

Look at an Agents past advertising.• Your reason for selling is your business. Be wary of

an Agent who plays on your need to sell. It could costyou money in the negotiation process.

• Be wary of the Agent who quotes a high priceexpectation for your home. Over pricing can eithermean lack of experience or deception to win the listing.

• Demand regular communication, leavenegotiations to your Agent, if the pricing andmarketing is right then a sale should follow. Please call or email me if you’dlike further advice on buying orselling property anywhere onthe Kapiti Coast

TEMPERATURE DEBATE HEATS UP

Cr Mike CardiffDeputy Mayor Kapiti District

View fromthe Chair

It has been interesting to see howmuch debate has been stirred upby my last column, in which Istated my belief that thetemperatures taken at the airportdon’t reflect the true averagetemperature of the Kapiti district, leading to our readings beingundervalued in television weatherreports. In a front-page follow-up article

in the Kapiti News, the MetServicespokesperson was scornful of myidea, saying the airport site was“about as accurate as you canpossibly wish for”.Responses to the Letters to the

Editor page, and to me personally, suggest many Kapiti people thinkotherwise.Indeed, one person who has

written to me, Murray Eggers, offers more than purely an opinion— he has made the recording ofour temperatures his retirementhobby.Murray tells me he has records

going back some years andallowed me to quote from hisfindings, namely: “The often sillytemps fromMetOffice have been a

bone of contention here for manyyears and frequently derided bylocals, but are regarded as theofficial Kapiti temps. The problemis that the airport is an artificialenvironment adjacent to thecoast, so not representative ofKapiti in general, only the airport, the beach and a narrow coastalarea. The MetOffice acknowledgethat the recorded temperature isonly for the airport and that thesite for reasons of historicalcontinuity needs to remain.“I am aware of the importance

of being as factual and correct aspossible and take great care thatmy gauge is placed in a positionthat fairly reflects conditions. Myfigures are frequently backed upby others and have noticed theyoften agree with my car’s ambientair temperature gauge. On a normal day the difference

between my and the official temp

is one degree, but under someconditions this can increase, particularly when there’s a coolingbreeze on the coast which wedon’t get to the same extentfurther inland.“One would hope that

students, potential farmers, developers etc are aware thatMetService record of temps forParaparaumu over the years donot reflect those generally of thedistrict.“One wonders whether the

recent development of olivehorticulture and viticulture mayhave been delayed because ofmisleading temperature statisticsavailable for the district.”So if Murray is right — and I

suspect he is — Kapiti is beingshort changed by a degree ormore. What solution do we have?Well, the good news is that we

might have a solution in our handsalready. My investigations have

revealed that since 2005 councilhas had an automated weatherstation site and processing unit

which is linked to the Met Servicesystem and installed at the Otakii-Site building. At the time of installation this

was the only suitable location inOtaki.Daily temperatures for Kapiti

are averaged between the airportand i-Site readings. We can relocate our weather

station to any approvedMetService site (there arenumerous possibilities on councilowned land) anytime we want. All we need is a secure site

with a reliable connection to theVodafone network. So, how about some public

feedback over the relocating ofour recording site? Met Servicealready agree, that there arebetter locations. If there is enough support I am

happy to put a resolution beforecouncil to move the weatherstation and make it official.Oh, and by the way far be it for

me to suggest somewhere inWaikanae, how about some ideasas to where would be the bestlocation?

Love’s first kiss still lingers for Maria

GOOD TIMES: Maria Warwick with the love of her life Dave Fielding, whose heartbreaking love story is among the entries for Coastlands’Greatest Love Story competition.

PHOTO: KAP040215SPLCOASTLANDSGREATESTLOVESTORY

As part of Coastlands’ Greatest Love Story competition, loving localsare sending through their captivating tales of romance. Among themis Paraparaumu local Maria Warwick, who shared her hard-hittingstory of Dave, her “love, mate, husband-to-be and baby girl’sDaddy”.

CLOEWILLETTS

‘Later that night wekissed and I rememberit to this day—we’dboth finally found thatspecial ingredient in

life.’MARIAWARWICK

Maria Warwick first met DaveFielding in December 2006, asshe arrived at a friend’sbarbecue in Paraparaumu tothe sound of “voices andlaughter, and light coming fromthe bonfire”.

“My eyes caught a certainsomeone sitting on a log, with aSpeights in his hand, and helooked up at me with a cheekygrin.”

In a first-glance instance thatwould rest clearly in theforefront of her mind nearlynine years later, the now-fulltime mother of Alyssa, 7, smiledback.

Sitting around the fire,Maria went on to listen as Davespeak about having justreceived his dream job as arescue helicopter pilot forPalmerston North.

The barbecue bonfire hadbeen his celebration.

“I was so taken by him,”Maria recalled.

“Later that night we kissedand I remember it to this day —we’d both finally found thatspecial ingredient in life.”

Sometime after that night, which had left Maria’s head“spinning”, her grandmotherreceived a telephone call fromDave, who had tracked her

down in the local phonebook.“Since that magical evening,

Dave and I loved each other.”Among the things the couple

shared in common, aside from alove for dancing, laughing, talking and cooking together, they enjoyed night-time flightsover the Kapiti Coast.

“We would fly in his Squirrelchopper in Palmerston North, saving lives and making our lifetogether.”

Not too long after meeting,Maria was asked to accompanyDave on a road trip to Rotorua, where they hired a privategondola and, as they “looked upinto the mist, Dave got down onone knee with a gorgeousengagement ring, and asked meto be his wife”.

“I was so surprised the poorguy had to ask again before Isaid yes!”

A second surprise hit whenthe couple found out Maria waspregnant; seeing them“ecstatic” when their little girlwas born on November 7, 2007.

“I started to make videos ofDave and Alyssa together theday after she was born and wewere home all together.

“She’s just like her father, with her grin anddetermination.”

Three months after Alyssawas born however, a freakaccident saw Maria’s “heartand soul never the same”, whenon February 17, 2008, after 14months of being with Dave, hewas killed in an air accident.

Alyssa, who knows who herfather is, regularly watchesvideos of Dave “with her in hisarms; cuddling her, rockingher, singing to her, kissing herand being the proudest dadever”.

“He brought me so muchhappiness and meaning,” saidMaria, whose encounter withlove still brings both happinessand heartache.

“He taught me a lot, and aday never goes by without methinking of him.”

Camp move met with mixed emotionsIt takes a village to raise a child.

That’s an often-quotedAfrican wisdom. The challengeembedded in the kernel of thattraditional wisdom wasunearthed last week. In the newsthat the charitable organisation, that runs the Otaki HealthCamp, intended to shift from thedistrict’s periphery to its urbancentre in Paraparaumu.

Any process involving anuprooting and a replanting hasits risks.

Firstly, the roots of theHealth Camp run deep into theOtaki community and itscultural psyche. Its 80-yearhistory is featured as item 4 inOtaki’s Heritage Trail brochure. The access to the site is namedHealth Camp Road. Local

businessman Byron Browndonated the land on which NewZealand’s first children’s healthcamp was opened in 1932.

The first health stamps wereissued to fund it. Theprogramme of good food, fun atthe beach, schooling and sleep, worked for the 120 childrenrotated every six weeks. It wasan emergency hospital in thewar years.

It was expanded and, today,the 23-hectare, largely rural site,manages 21 children at a time,with a programme that

addresses the social, psychological and physicalneeds of those aged between 5and 12. If the traditional dictumis right, this is a success storynot only for the charitable trust,Stand, but also for Otaki village.

One suspects Otaki would notbe keen to lose this livinghistorical link.

The Board has its owndilemma. At the current site, theBoard says, the buildings are tooold and big. Too costly toupgrade. It’s too isolated withlittle public transport, difficultto recruit and retain staff, andfar from essential services.

Paraparaumu offers suitablesize, proximity to essentialservices, public transport, greatrecreational services and a pool

of qualified staff.Given the experience of the

Board one is inclined to acceptthese factors. But the new site atMilne Drive, Paraparaumu, isan urban residential area with ademographics that’s a mix oflargely retired and some youngfamilies.

There is a large retirementhome in the area. It’s a middle toupper middle income andpredominantly pakeha area. Aneighbourhood meeting sawlocals raise fears about noise, crime, and traffic compoundinginto a drop in property values.

Whether these are wellfounded or not, they are genuineconcerns.

Some elected members havediscussed the need for Kapiti to

be an age-friendly city and also achild-friendly city. In thisinstance, there seems to be ahead-on clash. Residents, speaking as grandparents, acknowledge the sterling workof the Board in rescuingvulnerable children. But isMilne Drive the appropriateplace, they ask.

The Board says it is, but addthat a welcomingneighbourhood is a safety issuefor the success of the servicethey provide and are keen toresolve negative perceptions.

The drama of thisuncomfortable situation islikely to be resolved through aresource consents process.

The question is, where is thevillage to raise these children?

Island tour company rents kioskDAVIDHAXTON

A company that runs tours toKapiti Island is now renting theMaclean Park kiosk atParaparaumu Beach for the restof the summer.

The company had beenrenting space at the KapitiBoating Club to conduct itsbiosecurity and check-inprocedures for visitors but “awhooping increase in rent from$300 to $3000 has forced the touroperator out,” Cr K Gurunathansaid.

“The hike not only appears tobe exorbitant but it potentiallyundermines the management of

biosecurity risks associated withthe visitor industry to KapitiIsland.”

The need for a customisedbiosecurity departure facilityhad been recognised for a longtime but to date, “DOC has donelittle to plan and develop one”.

It was time a dedicateddeparture area was created thatincluded an enhanced visitorexperience without jeopardisingthe needs of the boating club, hesaid.

“I understand the other twotour operators, taking visitors tothe island, are conducting theirbiosecurity checks on the tarmacof the parking lot at the boating

club site.”Council’s environment and

community developmentcommittee has let Kapiti IslandNature Tours rent the kiosk on ashort-term basis which will beused as a biosecurity and check-in facility.

A report to the committee saidthe company was prepared to pay$100 a week rental for thebuilding, in its current state, from February 9 until May 16.

“The kiosk was retained as acommunity facility and theParaparaumu RaumatiCommunity Board is continuingto consult with the public aboutpotential long term uses,”

committee chairwoman PennyGaylor said.

“In the meantime, this is atemporary arrangement thathelps out a business that isimportant to the economy of ourdistrict, is compatible with thereserve/recreation use of theland and allows council to gatherrevenue while decisions aboutthe long-term use of the kiosk arebeing decided on.”

Company spokesman JohnBarrett said company would usethe kiosk for two hours eachmorning and afternoon, a total ofabout four hours a day but thetime could be extended.

“We could take that use a little

bit further by having somebodyin there to answer questionsabout Kapiti Island and to act alittle like a de-facto-quasibusiness centre/informationcentre as well.

“If we were there paying rent,we would look to use the timeproductively.”

Paraparaumu RaumatiCommunity Board chairwomanFiona Vining said the board waswilling to support thearrangement with the companyon condition it was a temporarytenancy with the facility possiblyopen for use by other communitygroups in the hours it wasn’tbeing used by the company.

LETTERS TO THE EDITOR

Missed opportunitiesI cannot agree with Cr Murray Bell aboutthe glory of Kapiti Coast District Council’s(KCDC) economic development strategy. Inmy opinion, the strategy is quite frankly awishlist of unobtainable outcomes andmissed opportunities.

The strategy is silent on businesssustainability and exports, which the MarieShroff report and the Electra businessforum have highlighted as important.

The tourism sector is given negligibleattention.

Appoint some goodwill ambassadors, such as Mick Peryer who gets 170,000 hits amonth on his website about the birdlife atthe Waikanae Estuary. This would be betterthan the proposal to make a video on theKapiti story.

There is a desire to have a balancedpopulation by 2018. The region attracts highnumbers of retirees and council should takefull economic advantage of this rather thansee them as a nuisance and a hindrance todevelopment.

There is also a desire for improvedhousehold income.

This from a council which has thehighest level of debt per resident and rising.Rate rises are projected at 6 per cent in theforeseeable future.

Decreasing rates would no doubtimprove household income. But will thecouncil do that? Never!

Devil in the detailIn trying to understand the detail — thedevil is always in the detail — of the LocalGovernment Commission proposal on amal-gamation, the interesting stuff is buried inthe myriad of attachments to the mainreport.

For example, in one of the technicalreports I came across the justification forKapiti to join the Greater Wellington idea. Itsaid Kapiti's debt per ratepayer was farhigher than other regions. I didn't knowthat, and, further, Kapiti's water network is

in “poor or very poor condition”.I didn't know that either. In fact, I had

assumed Kapiti's growth over the past twodecades insured our water network was farnewer than, say, Hutt, Wairarapa, or evensignificant parts of Wellington city.

However, the benefits of amalgamation, according to media publicity, are that Kapitiwill get two representatives on the GreaterWellington Council. That must a be a bonus.

ANDY ANDERTONParaparaumu

MisinformationYour community board article of January28 is full of misinformation.

Section 52 of the Local Government Actrequires community boards to first act asadvocates and secondly to communicatewith community groups.

I believed in community boards. I havebeen to numerous community board meet-ings. I asked for them to advocate andcommunicate. They never answered. Theonly answers I received [which were nonanswers] came from KCDC staff.

In desperation, I was forced to go to theombudsman to get my community board tomeet its legal obligations.

Community boards view themselves asan arm of KCDC. It has refused to exercisethe independence they are required toexercise by law.

Former and current community boardchairs all failed to consult or advocate onbehalf of their coastal communities affectedby falsely identified coastal hazards.

Their silence was deafening. As a result,Kapiti’s coastal communities, most of whomare pensioners were forced to fend forthemselves.

There was, however, once exception andthat was the late Rosemary Barrington ofthe Paekakariki community board. Shesought her community’s view.

She was proactive in seeking the com-munity opinions and acted selflessly in theinterest of the community. Where is such anadvocate now?

More working andwages on the riseLast week the Household Labour Forcesurvey was released which shows somepromising signs for employment bothnationally and for our region.

Nationally, 80,000 more people areemployed than there were a year ago.

Hourly wages are up and we nowhave a record number of women inwork.

Our labour force participation ratehas risen to nearly 70 per cent, which isthe highest it’s ever been since 1986when this survey began.

Locally, unemployment in theWellington Region was recorded at thenational average of 5.7 per cent for theDecember 2014 quarter. The KapitiExpressway continues to be a majoremployer for our region in theconstruction and transport industries.

Last week I helped release theNorthland Regional Growth Study atKerikeri, which is a blueprint of ideas tohelp move their regional economyforward.

Northland has some similardemographic challenges to theManawatu-Whanganui Region, which iswhy it has been selected for a similar

study that will be concluded in about 6months.

This report, that includes theHorowhenua, will look at new economicand employment opportunities, particularly in the agribusiness sector.

Employment opportunities inHorowhenua will be furtherstrengthened by the recentannouncement that FletcherReinforcing is constructing a new $1million-plus steel bar processingfacility. Because of our location androading improvements to Wellington, there is real potential to create anindustrial hub in Levin.

Horowhenua has an energeticEconomic Development Board which iskeen to attract more business to theregion, but it’s up to all of us to promoteKapiti and Horowhenua as a great placeto live and work.

Zumba with T was created becauseTamihana Paurini wanted to bringhis own personal flavour of Zumbato the wider community. With theintention of choreographing hisown Zumba tracks, T promises avery unique, very refreshing Zumbaexperience.

“From my time working asa professional dancer andchoreographer, and from having anatural love of the music and cultureof hip hop, I bring something a littledifferent to Zumba. If you love funfitness, then you’ll love this class, and if you’re someone who lovesdance, then this is certainly foryou”.

T is hoping that people of allages and walks of life come to hisclasses.

“It doesn’t matter if you think youcan’t dance, no one will be judgingyou! I’ve had people come to myclasses saying that their friendhas dragged them along and theydidn’t want to be there, but after

10 mins they realise that they arehaving a party with their best mate, smiling and laughing, they can’tbelieve its an aerobic class.”

“Basically, I do what I do becausenot only do I help people becomefitter, but for an hour I provide anopportunity for my clients to let theirhair down and have a laugh.”

Zumba is a fun fitness activity thatallows participants to set their ownpace and accommodates everyshape, size and fitness ability. ForTamihana Paurini, providing anatmosphere for people where theyfeel safe and comfortable is veryimportant.

“I’m joined by experienced Zumbainstructor Shannon Young, whichwill create more of an atmosphereand provides different options forpeople to follow along.”

Thumbs and thingsThe thumb joint at the base of the wrist allows anamazing range of movement. This also makes ithighly susceptible to damage. Even more so forthose like me who have loose ligaments that allow amuch greater range of joint movement than normal.

When I was a teen I liked to impress people withall the weird things I could do with my thumbs.Unfortunately by the age of 40 they had becomebadly worn and painful.

This was the least of my problems having alsodeveloped tendonitis in my right hand to the pointwhere a hand specialist recommended radicalsurgery that would have left me with 50% use. Thiswas better than the 10% I had.

Every 2 months I had fluid drained from my handwhich was swollen, stiff and sore even on dailyvoltaren. My specialist offered no suggestion as towhy they were so inflamed.

It was at this stage that my studies lead me to thenutritional links between unwanted inflammationand nutrition. I started on an anti-inflammatorydiet and took high doses of fish oil and otheranti-inflammatory nutrients including grape seedextract and many others.

After 3 months the fluid build-up in my handdecreased. After another 3 months my once uselesshand started to improve. The gains were slow butsignificant. Now I have no evidence of the problem. My right hand is completely normal.

As a bonus, my thumbs became much morecomfortable. The worn thumbs remain but theinflammation is gone. As long as I maintain healthyeating and beneficial supplements my thumbs areonly slightly annoying. Yes, the body can heal butonly if we give it what it really needs. Give me a callif you need more information.

GOOD STUFF: Some of the many Goodman Contractors vehicles taking part in the MacKays to Peka PekaExpressway. PHOTO: KAP050215SPLGOODMANS

Goodman rises likephoenix from ashesDaVID HAXTON

Playing a lead role in theconstruction of the MacKays toPeka Peka Expressway is Waikanaebased company GoodmanContractors.

The earthmoving companystarted years ago with a hiss and aroar, fell to its knees not too longago, but got back up to become thewell run and successful business itis today.

Rick Goodman and his brotherTony Goodman started thecompany in 1963 and all sorts oflandscaping jobs in the Wellingtonregion followed.

The first major contract was adeviation of the rail line inMangaweka in the mid 1970s.

But heading into thestockmarket crash in the late 1980sthe company had “high debt, highborrowings, there had been somesloppy accounting practices andsome bad luck with some of the jobsand other things, and we werereplaced into receivership,” saidLance Goodman, who was guestspeaker at an Electra businessbreakfast at the Paraparaumu

Beach Golf Club on Wednesdaywith sister Marianne Archer.

“That was real tough.“Dad needed a bit of a miracle to

happen to get by, and it came in theform of the receiver who wasappointed, Ken Howard.

“A brilliant mind, brilliantaccountant and a very good friend.

“He could see in among thecarnage there was somepossibilities.”

His father had made acommitment to pay people back.

Savings were used to personallypay people, outstanding contractswere completed were money couldstill be made, some machinery wassold, and one worker Dave Morganworked for months without gettingpaid.

“So it was the phoenix risingfrom the ashes, that’s how Kendescribed it.”

And Rick had organised toborrow $5000 off 20 of his mates.

“That’s how we got the capital tostart to company,” Lance said.

Old machines were tinkeredwith and burst back into life one byone, and the children of Rick andwife Helen joined the new company

and brought a wide range ofskillsets — Stan had civilengineering skills, Lance fitting andwelding skills, Vaughan plumbingskills and Marianne quantitysurveyor skills.

Stan tendered on a job inWanganui for Transit for a verydifficult deviation 60m high andtight working space. It wascompleted on time and on budgetand a small profit was made.

“That set us off in the modernearthmoving game,” Lance said.

Marianne said a number oflessons learnt over the years nowapplied to the company includingnever hold a 50/50 shareholding[there are five directors and adecision is always made at the endof a board meeting], stick to yourknitting, use natural resources, absolute in trust in each other, nodrugs and alcohol, be the headcontractor for earthmoving jobs, look after staff, react quickly whenthere’s change, it doesn’t pay to buyold all the time, happiness isimportant, and work hard.

Goodman Contractors was lastyear’s Kapiti Horowhenua ElectraBusiness of the Year.

Car parking woes stillfrustrate Waikanae

James WestburyWaikanae Community Board

A Spoonfulof Sugar

The lack of accessible carparking and recurrent trafficrelated safety issues continuesto frustrate the localcommunity and local businessin the Waikanae town centre.

It is time that an enduringsolution is found that not onlysupports the expected growthin Waikanae but alsocapitalises on the TownCentre development and theanticipated benefits of theexpressway and our local railand bus network.

The lack of any tangibleactions in recent years inhaving negative economicimpact on our localcommunity and localbusiness.

The Waikanae Community

Board has recently beenpresented a paper WaikanaeTraffic Issues that attempts toaddress some of the minorissues identified by councilofficers and concernedmembers of the public.

The paper largelyrecommends a reasonableresponse to the issuesdiscussed.

However, the paper is silenton key issues such expandingcommuter car parking, parking in Mahara Place and

Marae Lane, not to mentionthe potential acquisition ofland and any likelyinterdependency these issuesmight have on the WaikanaeTown Centre development.

It is time our local council,Wellington Regional Counciland the New ZealandTransport Agency tookWaikanae parking and trafficissues seriously and presentedto our community an enduringsolution that can beimplemented and concludedbefore the expressway iscompleted.

I would encourage you tolobby your local councillorsand local MP to ensure that asustainable solution is put inplace before it is too late.

Movie not quite the colour of the bookREVIEW

FILM: Fifty Shades of GreyRATING: R18LENGTH: 2h 5mSCREENING: ShorelineCinemaWaikanae

As a book Fifty Shades of Grey is aninternational phenomenon. Firstpublished in 2011, the book has sold60 million copies and spawned twosequels, titled Fifty Shades Darkerand Fifty Shades Freed. Even if youhaven’t read the trilogy, there’s agood chance your mother or your wifeor your sister has. So it should comeas no surprise to anyone that a FiftyShades of Greywould make it to the

big screen. So this is a movie that, ifyou’re not excited about it, thenalmost assuredly someonesomewhere in your life is.Anastasia Steele (Dakota

Johnson), 21, is studying atWashington State University. Shetakes a writing assignment for theschool paper to interview ChristianGrey (Jamie Dornan), a 27-year-oldsuccessful and wealthy entrepreneur.Although she finds him intimidating, she’s instantly attracted to Christian. He later shows up at the hardware

store where she works part time andbuys cable ties, masking tape andrope. They begin a relationship, butbeforehand, he asks her to sign a non-disclosure agreement forbidding herto discuss anything that they dotogether. She learns he’s into BDSM

and he then asks her to sign a secondcontract consenting to dominanceand submission and tells her theirrelationship will not be romantic. It is the high-profile, big screen

adaptation of a knee-tremblingliterary sensation that has left morethan 70m readers hot under thecollar. But verdicts on the firstfootage from Sam Taylor-Johnson’stake on EL James’ Fifty Shades ofGrey suggest the film version of theS&M-flavoured novel may in fact berather tame. The Hollywood Reporter labelled

the footage “more romantic thansexual”, adding: “There was a briefglimpse of Johnson wearing a blackblindfold in a red room, but most ofthe focus was on the couple’scourting.”

The first of 3 quick examples are Natural Burials. Wehave a Natural Burial section now on the Kapiti coast at theOtaki Cemetery. This is a special area where graves are dugshallow and filled with organic soil to return the deceased tothe elements. A tree is planted on the grave and no lastingmemorial is allowed. Eventually the area will return to nativebush. The casket must be a natural product (not man-made)such as pine.

The second example ties in with this, that of naturalcaskets. There are many pine and other natural productcaskets now supplied to your funeral director, and most ofthese can be purchased at a similar price to non naturalcaskets such as MDF board.

The third Eco friendly area is that of preparing thedeceased. Embalming, often seen as using a large amountof chemical, is now a modern process and uses very lowpercentages of chemical, in fact totally organic embalmingis available and so too are other similar processes such as aprocess called Ecoprep.

With these and many more Eco friendly funeral optionsavailable please contact a Funeral Home listed who can help

Lending rules canchange every day

This week has really highlightedthe complexity around being a firsthome buyer in the current lendingmarket. Due to Reserve Bankrestrictions, the banks’ have tolimit their over 80 per cent loan tovalue ratio (LVR) lending to 10 percent of their total home lending. This means their allocation of highLVR loans can change from day today and week to week.

I had some clients this weekthat had been told by their branchto come back another time as thebank had exhausted theirallocation of high LVR loans forthat day! Not good PR for thatparticular bank but good for ourbusiness that can quickly tap intovarious lending options quickly. One challenge that first homebuyers have is that each bank issubtly different and ironicallyyour own bank may not be the bestor cheapest option.

Some banks at the moment willonly process a high LVR loan

application when there is a ‘live’sale & purchase agreement. Otherscan tweak their loan serviceabilitycalculator almost instantly to limityour borrowing power. Each bankhas differing tiers of low equityfees with various fee structures.Often a low equity fee with amargin tagged onto the interestrate can be far more expensivethan a one off lump sum fee.

Welcome Home Loans whilsthaving a good supply of money hasnumerous hoops and criteria. Each bank also has differingguarantor policies that can setthem apart. Some banks make iteasier than others to have aguarantor involved.

Whatever your situation thereis often a solution and it pays to getimpartial expert advice from aMortgage Adviser to minimise thestress involved in being a firsthome buyer.

Capital Connectioncase falls on deaf earsIt has been widely reported thatfor the Capital Connection tocontinue, the two regionalcouncils — Horizons and GreaterWellington — would need toconvince the New ZealandTransport Agency to shift theConnection to a Wellington Metroservice, which would mean itcould receive a subsidy from thetwo councils and NZTA.

Unfortunately I’m not sure thisis the case. Already we at GreaterWellington and Horizons havedone just that, presented acompelling case yet it continues tofall on deaf ears.

Recently released informationshows the Capital Connectionsubsidy required is just $3 perpassenger which effectivelymeans keeping the CapitalConnection running could costratepayers less than previouslythought.

An internal Ministry ofTransport memo released underthe Official Information Act castsdoubt on the amount of publicmoney needed to keep thecommuter service between

Palmerston North and Wellingtongoing. KiwiRail has said it willcease running the train from Julythis year and has no plan in placefor a replacement service.

The report was included in anOIA request from Labour MP IainLees-Galloway who hasconsistently championed theretention of the service. In myview it completely makes sense tokeep this service going and onlyideology will kill it off. I attended arecent KCDC meeting where theissue of amalgamation wasdiscussed and what sort of asubmission Council would make.In the end KCDC decided to beneutral and that would bereflected in their submission. Thisis not the approach I would haverecommended. Councillors andthe mayor are elected to lead andshow there leadership abilities bydoing all the homework and

making a collective decision.Indecision is a failure ofleadership. This is an importanttime for Kapiti and for the region. It is not a time for shrinkingviolets. Do the work and take aposition. If the public agree ordisagree they will let you know.

And you get to have your sayas well by submitting to the LocalGovernment Commission. Thereis loads of information about theproposal at http://www.gw.govt.nz/regional-governance/ As at last week theCommission had received 89submissions. The closing date forsubmissions is 2 March 2015.

In the meantime it seemsWaitangi Day continues to meandifferent things to differentpeople. I expect for most people itis a day off and a chance at a longweekend in the late summer. TheSevens in Wellington, The TeddyBears Picnic, Marae Services areall part of the mix. For some it isabout protest and for others it iscelebration. Personally I think itis still a long way from actuallybeing a National Day.

Is your favourite clock in need of a revamp?Maybe you have found a beautiful antiquebargain requiring a little love to get it tickingagain? Whatever your clock fixing needs, experthorologist Trevor Dellow has the skills, dedicationand patience to restore your individual timepiece. With clock repair and maintenance experiencedating back to 1962, Trevor has extensiveknowledge about the ins and outs of all alarm, cuckoo, mantle, wall and grandfather clocks. Nomatter the age or condition of your clock – Trevorcan find the spare parts to bring your clockback to life. “Just like anything else mechanical, clocks also need servicing occasionally.”Trevor says the most common problem in clocksis the build up of dirt and dust, which long-term can result in your clock needing completerestoration. “I love that when I first go tosomeone’s house their clock doesn’t work. When

I go back, it does!” he says.It is Trevor’s reliable, fuss-free approach that hashim in demand up and down the Kapiti Coast.Trevor is situated in Levin and comes to theCoast on Fridays for drop offs and pick-ups. “Ivisit your home and take the insides out of yourclock and leave the case there. I fix the insides, then bring them back to your home and put themback in their case.”Trevor’s expertise rests on fixing and maintainingclocks as ancient as three hundred years old.“You can still find the right parts today to fixclocks that are two hundred to three hundredyears old,” he says. “The reason my focus is onservicing clocks and not watches is becausemodern day watches just aren’t as replaceableas old clocks, surprisingly. People tend to throwaway broken watches instead of fixing them.”“Most clocks were made to go forever,” he says.

“Simply call me on 06 368 6483 and let’s makea time to visit you and your clock. I’m happy togive you a quote and to answer anyclock-repair inquries.”

How frustrating when something goes bung. The kettle that boilsevery morning for the cuppa, the garage opener that won’t lift, thetoaster that won’t…………hey hang on. Back up a wee bit. We don’tknow a great deal about toasters and kettles, but hey, you just watchus go with a garage door opener. Let’s get a bit techno here and callthem GDO’s, only ‘cos that what people seem to do these days!

But seriously, GDO’s have a finite life. It may have been going fine forthe last 30 years, (how many toasters and kettles have you had in 30years) but sooner or later it will stop. It may be just a fuse or surgeprotector that needs replacing, or the remote won’t activate it. Someof them drop their memory and most of us can relate to that!!

The average life expectancy seems to be about 14 to 18 years withsome lasting, as mentioned, 30 years.

That’s not too bad for something in charge of the biggest moving partof your house and probably gets no maintenance and never a kindword as it goes about its job.

Talking of maintenance. That biggestmoving thing in your home needsmaintenance. ‘A wee squirt of CRC’is fine but occasionally the wholething needs a complete look-over.Are the cables fraying? Are thesprings about to fall off? Are the boltsstill holding to the wall? How aboutthe tracks. Are they being cut in halfby a rubbing cable?

These are just some of the problems we come across most days and ifwe can get to them before they break the effect/cost is greatly reduced

Springs can break at any time. Even a visual inspection will not usuallyshow a spring is about to let go and ricochet around the room. Sectionaldoors have their springs retained in cases of breakage. A tilt type doorhas exposed springs down either side and when they break they CAN fly.

We have designed a simple retainer system for these springs. KISSR(keep it simple spring retainers) (That’s pretty cool eh). These are quickto install and cheap and give you peace of mind. They don’t stop thesprings breaking, but do stop them bouncing off your Jag!

When we do a service on your door we check the things the retired old‘chippy’ next door may have missed and we can also put you on ourdatabase. Then we contact you next year and say,” Oi, don’t forget your door!”

We feel privileged to be included in the Grey Power Discount Book andgladly offer discounts to members

Give us a call for new doors and repairs and maintenance to the biggestmoving thing in your home.

DRAFT LOCAL APPROVED PRODUCTS(PSYCHOACTIVE SUBSTANCES)

POLICY HAVE YOUR SAYCentral government laws control the sale of psychoactive productsor legal highs in Kapiti District.

All sellers must be licensed by the Ministry of Health. There hasbeen a temporary ban on sales since May last year. Howeverregulations for retail licenses, and a testing regime, are expectedto be established around May this year, so legal highs could againbe sold.

Council opposes sales of legal highs in the District, but is not legallyable to stop them. Its influence is limited to restricting where theymay be sold. Without a Local Approved Products Policy (LAPP)that says where sales can take place, licenses could be grantedanywhere in the District.

What Council is doing

A draft policy limiting sales of psychoactive substances to justone area in Paraparaumu was approved by Council’s RegulatoryManagement Committee (RMC).

Council has talked with businesses and organisations within theaffected Kapiti Road area. The submission period has been extendedto Wednesday 18 February to allow people to have their say.

Copies of the draft policy, the Statement of Proposal and theSummary of Information are available on the websitewww.kapiticoast.govt.nz and from District Libraries andService Centres.

The public consultation process is:

Consultation PeriodConsultation opened on Thursday 27 November 2014.Consultation closes on Wednesday 18 February 2015.

HearingsThere will be an opportunity for submitters to speak to theirsubmissions in March 2015.

This option will be available as a tick the box option on the submissiontemplate provided to the community.

Final Policy ApprovedIt is anticipated that a final policy will be approved in April 2015.

How to have your say

From 27 November until 18 February 2015 submissions can bemade online, in writing or via the submission form on this website.

Submissions can also be mailed to: Kapiti Coast District CouncilPrivate Bag 60601Paraparaumu 5254

They can be faxed to 04 296 4830, oremail: [email protected] marked:Draft Local Approved Products (Psychoactive Substances) Policy.

What the draft LAPP does

The draft LAPP aims to reduce the potential for psychoactivesubstances to harm users and communities without prohibiting theirsale. It restricts areas where legal highs may be sold to part of theindustrial and airport zones west of Expressway land on Kapiti Road, seen as the most appropriate location for sales in the District.

It also recommends premises selling psychoactive products be atleast 100 metres away from sensitive sites such as schools andcommunity facilities and new licensees are at least 100 metresfrom other legal high sellers.

The west Kapiti Road location has reasonable visibility thatdiscourages loitering, is close to medical and police services, and is further from sensitive sites and residential properties thanother options.
