Repairs for kioskDAVIDHAXTON

T he well-known woodenkiosk at Maclean Park,

Paraparaumu Beach, will berestored to its former glory,council unanimously decidedat a meeting on Thursday.

Council is obtaining threequotes so that work can startimmediately on restoring thekiosk to being a safe andusable facility allowingcommunity policing toresume immediately.

And then widerconsultation will beundertaken about other usesfor the kiosk and ideas for thepark.

The kiosk was damaged byfire in early November lastyear and soon after a buildergave council a repair estimateof $60,000.

A staff report this yearrecommended the kiosk be

destroyed but that wasn’tentertained and theParaparaumu RaumatiCommunity Board soughtpublic consultation whichsaw the majority of peopleseeking the kiosk’s retention.

Community services groupmanager Tamsin Evans saidthe builder’s estimatecomprised ‘‘quite a significantbreakdown’’.

‘‘I have confidence in thematerials and labour cost thathave been allowed in thatestimate.’’

Cr Gavin Welsh hoped asponsorship programmecould happen and some localfirms could supply someassistance and materials.

‘‘I would be disappointed tomiss this opportunity to do acommunity project . . . if weare able to draw thatcommunity momentum then Iwill have my toolbelt on and

be down there with a hammerready to go.’’

Dale Evans, fromParaparaumu Beach,presented mayor Ross Churchwith a petition containing1400 signatures.

He said: ‘‘The messagefrom the community is loudand clear — save our kiosk.’’

It was a prime opportunityto ‘‘do something with it’’.

Ian Wilson, representing agroup of volunteers who havemanned the kiosk, saidvolunteers provided goodsupport for children in thepark who might have beenbullied or injured.

‘‘There has been many casesof older kids pushing the littlekids and they often haveinjuries and they come up to thekiosk and we patch them upand ring their parents to comeand pick them up.’’

Frost, said the best thing shehad done for the communitywas ‘‘collar some teenagers whohad a van right outside thekiosk selling cannabis.

‘‘I called the police and onewent to jail. . .to me keepingkids safe from something likethat is the best use of myvolunteer time.

‘‘I really think you shouldkeep the kiosk to keep the kidssafe.’’

Cr Mike Cardiff, who wasthe council officer who wrote areport in 1982 recommended thekiosk’s creation, and who in2005 wrote a report calling forits removal because it hadpassed its use by date, saidcouncil needed to know theexact repair cost and who wasgoing to use the kiosk in thefuture.

Cr David Scott said the kioskwas ‘‘an icon and part of thecommunity’’.

TAKE CAREMotorists need to take extra carenegotiating the Kapiti Rd/TeRoto Driveintersection over the next fewmonths, astemporary 30km/h speed restrictionsapply to allow upgrading works. Kapiti Rdwill be widened, withmore lanes createdat the busy intersections withMilne Driveand TeRoto Drive, new traffic signalsand safe ‘‘hook turn’’ bays created toprotect cyclists. The temporary 30km/hspeed restrictions will apply on differentsections of road, as the work progresses.It is planned to remove the present left-turn lane fromKapiti Rd into TeRotoDrive, meaning the intersection will revertto standard give way rules. National not-for-profitorganisation SustainabilityTrust is bringing warmth toOtaki families through theirMobile Curtain Bankscheme, which provides freelined curtains for homes inneed of heating this winter.

In a bid to ensurefamilies are warm thiswinter, and to keep the costof power bills down,Sustainability Trust isoffering its free curtain bankservice to CommunityServices Card holders,which is funded bySustainability Trust’sinsulation programme, andsupported by Genesis Energy.

Curtain Bank co-ordinator Erika Grantsaid good quality curtains, which in thiscase are made-to-measure, have proven tosufficiently trap in heat.

‘‘Otaki houses can be really cold anddraughty, so it’s really important localsmake sure their children and elderly are aswarm as possible over winter,’’ she said.

While Sustainability Trust insulateshouses in Otaki, this is the first year theirCurtain Bank has reached this far north.

Anticipating fewer colds and winterrelated illnesses from the curtain bankscheme, Sustainability Trust will providecurtains for a home’s main living area, andin cases where someone has housing-related

medical issues, in bedrooms.‘‘We’re hoping the community grapevine

swings into action, and as many people aspossible can get themselves lined and fittedcurtains for their home or rental.’’

Kapiti Coast District Council’s TaniaParata has assisted Sustainability Trust inthis year’s initiative, and offered topersonally deliver the finished curtains totheir new owners.

‘‘All you need is a Community ServicesCard, and to fill out and return a windowmeasurement form, available from OtakiPublic Library until tomorrow afternoon,’’Grant said.

The curtains will be ready to delivered orpicked up one week later, on May 5.

Council chief executive PatDougherty and deputy chiefexecutive Tamsin Evans haveboth issued public apologies toOtaki couple Peter and DianaStanden at a council meeting onThursday.

And Mayor Ross Church hasoffered an apology on a completelydifferent topic.

Council prosecuted the elderlycouple for having various nativetrees cut on their property butlater dropped the charges.

‘‘Our processes and our advicewasn’t good enough,’’ MrDougherty said.

‘‘Together with the mayor wewill be reviewing that andreporting back to the council onwhat went wrong to make sure itdoesn’t happen again.

‘‘Again our apologies for theunnecessary stress that theStandens were put through.’’

Ms Evan carried on theapology.

‘‘As the senior managerresponsible for the delivery ofcouncil regulatory services, I also

would like to make a publicapology to the Standens for thestress we caused them in ourhandling of this matter.

‘‘I would also like to apologise tothe elected representatives for theposition they were put in in thismatter and I’m particularly sorryabout the impact this has had onthe Otaki ward representativesand that affect its had on theirrelationship with the community.

‘‘We can do better than thatand we will do better in thefuture.’’

Meanwhile Mr Church issued

a public challenge to CoastalRatepayers United memberSalima Padamsey for usingsuggesting corruption in thecouncil ranks when she spoke atan audit and risk committeemeeting.

‘‘I would like to make anapology to the CEO and allcouncil staff,’’ he said.

‘‘I let you down.‘‘It [Padamsey’s remark] took

me back and I was a bit stunned.‘‘I didn’t react at the time and

I should have.‘‘It’s not acceptable for people

to say there’s corruption orimply there’s corruption in thisorganisation.

‘‘I reject it utterly.‘‘I’m saying to Ms Padamsey

in public that she has upset megreatly in that she has accused300 people either of corruptionor implied they were involved init or condoning it.

‘‘I’m therefore challengingMs Padamsey to prove it and ifthere’s no proof than I shallexpect an apology.

‘‘I hope she will receive thisin the spirit that it’s given.’’

Pretty Catering, located in TeHoro, was asked a while ago via agovernment official if herbusiness could create a dinner atPremier House for the Duke andDuchess of Cambridge, PrimeMinister John Key, his wifeBronagh and their son Max.The brief was to create a

quintessential and contemporarykiwi meal.The request was some months

ago and not many people knewabout.‘‘We had to keep mum on it,’’

Mrs Pretty said.The dinner took place on

Monday, April 14 with the high-powered guests arriving about7.30pm and leaving after 9.30pm.First up was a tasting plate

comprising six iconic tastesincluding bluff oysters,whitebait, venison, salmon, freshfigs with buffalo mozzarella,scampi tails.Then guests had a choice of

either snapper or a rack of lamb.Dessert was a passionfruit

pavlova, feijoa ginger and mintsalad, gingerbread scroll, andsome hokey pokey sprinkle.Afterwards Mrs Pretty pushed

out a cheese trolley featuring sixartisan style cheeses.

‘‘I explained the cheeses andwhere they came from, evendown to some of the animalsnames they came from.‘‘The royals definitely like nice

cheese.’’Mrs Pretty, who helped cook

the dinner at Premier House withfellow chef Jessica Christensen,said: ‘‘It was an exciting nightand a very nice evening.‘‘I felt very privileged to be

there and have the opportunity to

meet them [William and Kate].‘‘They are a very charming and

natural couple.’’

Mrs Pretty said her businesshad the privilege of catering atPremier House on a number of

occasions.‘‘We’ve been catering for over

20 years now.’’

Roger Newth first enlisted with the army in1956, beginning his longstanding career inAuckland as a fast-learning 16-year-old inbasic training, who was quickly invited to trainas an instructor in his second year.Spending 16 weeks on an intensive

instructor’s course, Newth passed with flyingcolours, and was sent to various schoolsaround Waiouru before graduating artillerytraining in 1957, and being posted as an AllArms Instructor.‘‘Compulsory Military Training was going

and I was put in command of a 36-man hut,with all the guys between 19 and 21,’’ he said.‘‘Of course — they didn’t know I was 18,

and I didn’t let on!’’Promotion to Lance Bombardier (1 Stripe)

followed, seeing the gifted leader sent on aField Artillery Radar Operator’s andInstructor’s course.Becoming part of the reform of the 16th

Field Regiment, he completed furtherextensive training, and was promoted toBombardier in 1959— before being sent on aTechnical Assistants course the same year.‘‘When I finished that course, I remember

one of my contemporaries inviting four of us toa Papakura hotel to celebrate his 21stbirthday.’’‘‘You can imagine his disgust when the

barman refused to serve him because hereckoned he was under age — when he wasreally the only one who was 21.’’In early 1960, and part of 161 Battery RNZA,

Newth was introduced to the art of gliding,becoming part of the Auckland Gliding Cluband classifying as a ‘C’ Gliding Instructor in1962.Describing the experience as hair-raising,

he fell in love with gliding, and was quicklyrecognised for his potential in the field.Going on to work as an instructor at the

Auckland Gliding Club, 1961 later saw himposted to Waiouru as an instructor at theRecruitment Training Depot, before he waspromoted to sergeant and put in charge ofrunning recruit courses.

‘‘That was a rewarding period for me,’’ hesaid.Leaving for Malaya with his battalion in

November, 1963, Newth flew out in an RNZAFDC 6, beginning his first international armyexploit.

AwardsDuring his time in Malaya, Newth was kept

busy — completing a string of testingexercises including expeditions around thehighest mountains in the area. The beginningof his mission saw him stationed at TerendakCamp in Malacca State, where he was sent ona Jungle Warfare Instructor’s course at KotaTinggi in Johore.Newth describes a time in late 1964 as an

Infantry Platoon Sergeant on operations, with28 men in his platoon, when the Indonesiansdecided to take over the newly-namedMalaysia, sending three C130 loads ofparatroops to deal to him and his men.‘‘Only one load made it across, and we were

sent to Johore to find them and take them in,’’he said.‘‘It all worked out quite well and the

Indonesian paratroops were all accounted forquickly.’’Newth described that stage in his army

career as most satisfying, with him and histhen-Platoon Commander awarded a MilitaryCross in Borneo for their efforts in the feat.Newth said he was sent home from the

mission in April 1965 without explanation;though later found out it was because NewZealand was sending 161 Battery to SouthVietnam, and he was slotted in as areplacement for the Battery CommandersSurvey Sergeant.On his return he was posted to the RF Cadet

School in Waiouru as a Platoon Sergeant, andhad to live in the Cadet Barracks — which hesaid was a shock to the system and less thanideal.Despite initial disappointment, a silver

lining ensued, with Newth able to spend moretime flying at the Auckland Flying School.He was posted to 161 Battery Depot in

Papakura in July 1966 for training, before hisnext international venture to Vietnam in mid-January 1967.

VietnamNewth’s extensive training came in handy

during his stint in Vietnam, where he acted asthe Battery Commander’s Survey Sergeant,Technical Assistant — a role he said wasextremely rewarding.With his battery deployed alongside

Australian Infantry Battalions, he wasresponsible for arranging all the fire supportfor the Infantry Battalion.His role included coordinating the fire of

six inch gun cruisers offshore, as well as

landing ships firing five inch rockets, fighterbomber strikes, and B52 strikes.‘‘36 x 750 pounders dropped is quite an

awesome sight,’’ he said.On January 31, 1968, he returned home and

he was posted back to Waiouru as aninstructor at the School of Artillery, andbecame Radar Senior Sergeant and then TroopSergeant Major of 1 Locating Troop.‘‘This unit used radar to locate enemy

mortars, ran a meteorological station for theMet Service, and conducted the formationsurvey tasks for the 1st Infantry Brigade.’’Ending up in Christchurch in 1972, Newth

merged into the role as the Battery SergeantMajor of a Territorial Battery.‘‘While there, there was a change of

government again, and the operating NationalService Scheme was cancelled, so we endedup with a Battery of about 20 instead of the120 that were on strength when I arrivedthere.’’

DisillusionIn early 1974, the Xth Commonwealth

Games were held in Christchurch, and Newthhad the job of firing the salutes for theopening and closing ceremonies, as well asthe arrival and departure of The Queen. Thearmy’s participation in the games helped toslowly improve the decreased staffingsituation, though Newth said it was still shorton numbers.In 1976 he was posted back to Waiouru as

an Instructor at the School of Artillery, andwas promoted to Warrant Officer One in Aprilthe following year.‘‘At this time I became pretty disillusioned

with what the future held for me, and appliedfor a commission later that year,’’ he said.Commissioned as a Lieutenant, he was

posted back to RF Cadet School as theAdministration Officer —much to his distaste.‘‘I only stayed there for 13 months and then

went as a Captain to Fort Dorset in Wellington,as the Adjutant, where I stayed Until August1981.’’Becoming ‘‘disillusioned again,’’ Newth

took the move to be released from the army,and went on to build a house in ParaparaumuBeach’s Aaron Court.Taking a further leap, he bought a car-

grooming business in Porirua, which he saidwent well for a year before then-PrimeMinister Robert Muldoon brought in his Priceand Wage freeze.‘‘This meant car sales fell to the lowest in

years, and my business went belly-up. So I re-enlisted in the army in 1963.’’

AmmunitionServing in various staff posts on the

headquarters of the Army Training Group,Newth was later posted to Wellington’s

Headquarters of Army General Staff — whichhe did not enjoy — followed by a posting toDefence HQ as a major, in the Support Branch,in 1987.Newth said his new army role, which would

be his last, included purchasing ammunition,with the responsibility of the supply of rationsand fuel.‘‘The whole post was responsible for about

$20 million per year, with an additional $4million for reserve ammunition stocks, hesaid.‘‘The finance was very tightly controlled,

and consent had to be obtained for anypurchase over $20,000.’’Making purchases on ammunition from the

UK, France, Belgium, US, Singapore, Israel andSouth Korea, Newth said all in all it was a fairlysatisfying posting.‘‘By then I was turning 50, and there was a

review of the defence organisation, and theywent back to single service purchasing of allthose things that had been centralised — i.e.my job!’’Retiring on November 8, 1989, a day before

his 50th birthday, Newth finished his armycareer with a bang. ‘‘I have been asked what Iwould do if I had my time over again,’’ he said.‘‘I have to say — I would thoroughly enjoydoing it again.’’

Kapiti’s mature residents mainly happyThe majority of mature residentsare very happy or satisfied withtheir life, a Kapiti Grey Powersurvey reveals.

This was the first large-scalesurvey that specifically askedabout the health and wellbeing ofresidents over the age of 50 andsought to identify specific areasof their needs within thecommunity.

‘‘Overall the survey is ahelpful indication of the lifestyleof seniors in Kapiti,’’ Kapiti GreyPower President Trevor Daniellsaid.

‘‘It shows a predominantlypositive experience whileindicating areas where somepeople’s lives can be improved intheir later years.

A total of 96 per cent ofrespondents to the survey listedelements that contribute to theirwell-being, such as, feeling safeat home and in public, being ableto get to medical appointments,getting out and about for theirdaily living needs together withhaving enough income to livecomfortably during retirement.

The majority of respondentsare retired, live in their ownhome, are able to get out andabout socially as much as theywish, have income sources inaddition to NationalSuperannuation and know theirneighbours.

Respondents ranked crimeand anti-social behaviour as thenumber one concern even

though 98 per cent stated theyfeel safe at home or in public allor most of the time.

‘‘This could be perceptionrather than based on personalexperience’’ Mr Daniell said.

‘‘However it may be that onthe occasions they don’t feel safeit makes a significantimpression.’’

Other concerns closelyranked included poor health,decreased personalindependence, financial worriesand staying in their own home.

Respondents that don’t feelsafe and also ranked their healthas poor are not happy, have adisability or chronic illness,have been the victim ofharassment, crime or pressure,

have a lower standard of livingand do not get out socially asmuch as they would like.

‘‘This group may be under-represented in the survey.’’

The survey was carried outfrom Paekakariki to Otakiduring June and July 2013. It wasdelivered to all Kapiti GreyPower members, mostretirement villages and madeavailable at local libraries.

‘‘It is clear that the responsesare not representative of the totalKapiti population geographicallyor ethnically.

‘‘It may be that those withchronic illness, disability andwith limited mobility are alsounder represented in the survey.

‘‘Another group under

represented are those aged 50 to64 years.

‘‘This group are more difficultto access as they are more likelyto be busy working and lesslikely to be current Grey Powermembers.

‘‘Of concern is the third ofrespondents who report havinggone without 13 basic items.

‘‘Most of these people havegone without multiple items.

‘‘The list includes dental care,heating, appliance repairs,doctor’s visits and food.’’

Grey Power Kapiti workedwith Age Concern, the OlderPersons Council and the RedCross to prepare the survey andcouncil helped deliver the surveyto the community.

Finding pathways tolift youth employment

‘Main barriers to increasedyouth employment includefinancial pressures and

businesses having insufficientwork to warrant employing

more.’Last week, I was privileged to co-hostwith Liz Koh from the Chamber ofCommerce a business forum focusedon Youth Pathways to Employment.

The forum concentrated onopening up opportunities in Kapitifor young people to get jobs, workexperience, internships orcadetships.

The opportunities were revealedby a Business Stocktake surveycommissioned last year by thecouncil and undertaken by thechamber, looking at what barriersexist to youth employment, the needsof employers and how young peopleand businesses can connect.

The Stocktake attracted inputfrom 185 businesses and showedemployers placed most value on agood work ethic, reliability,willingness to learn and a positiveattitude.

Main barriers to increased youthemployment include financialpressures and businesses havinginsufficient work to warrantemploying more.

The bottom line is many

businesses are keen toopen their doors to youngpeople.

Last week’s forum wasan important steppingstone in getting moreyoung people intoemployment and the widerange of participantsunderlines the broad baseof support for the project.

As well as the chamber, there werecouncillors and community boardmembers, Youth Council members,college principals and careersadvisors, Kapiti Youth Support,Whitireia Community Polytechnic,Work and Income, Workbridge, theMinistry of Education and Inzonecareers kiosk representatives.

Plus there were 15 local businessessupporting the project — MissionHall Creative, Print Mighty, CremeCuisine, Green Mantle Estate, KapitiBusiness Projects, BCE CateringEquipment Ltd, Mahara Gallery,Kapiti Cakes and Bakery, Carters,HMC Kapiti Ltd, Columbus MegaMitre 10 and Entyre NZ Ltd.

All were keen to do something toturn the ideas and recommendationsfrom the stocktake into reality.

This is what we need in Kapiti — avision to retain young peopletraining and working here, byconnecting them with employers,letting them know what’s available,making sure they have the rightskills and attitudes and by

encouraging businesses to take themon, be it through full or part-timework, work experience,apprenticeships or cadetships just asthe council is doing.

And it isn’t just about youngpeople as employees.

There are opportunities for youngpeople to start their own businesslike Korby Hall, who runs ColumbusMega Mitre10, and Pearl and AustinDelaney-Girdlestone of Lucky YouCaps, who won the ProfessionalAward at last year’s Shout Out YouthAwards.

The model has worked elsewhere.It was pioneered in Otorohanga bythen Mayor Dale Williams, and itssuccess is a flag-bearer for us.

We are working though the actionsgenerated by the forum and updateswill follow.

I will be behind this all the wayand I am proud our businesses andour community for uniting to giveour young people a chance to starttheir working lives here, within ourown ranks.

Well done JackCongratulations to Jack Potaka forwinning the Cyril Bassett speechprize and how pleasant it is to seethis top award going to a promisingyoung Maori from Otaki.

I was lucky enough to meet MrBassett in the early 1970s, shortlyafter graduating from university.Strapped for cash I landed a week-end job looking after his sister’sgarden in Parnell Auckland, wherehe would drop round on a Sundayafternoon to help trim her roses. Hewas in military communicationswhen he won his VC in Gallipoli,but was later gassed in France onthe Western Front. Like many oldsoldiers he was friendly, yetreserved and never discussed histime in the military. He was in his80s by then and very frail, and hissister who was just as frail, wasconstantly solicitous of his health.She would remove the clippers fromhis grasp and order him to sit down.

He was long retired by this timethough if my memory serves mewell, it was the National Bank inwhich he subsequently made adistinguished career.

Decisions rushedLast year I stood for council

stating ‘‘Yes processes must befollowed but considered notrushed’’. This is the key area wherethis district continues to let itselfdown. Too many decisions/actionshave not been diligently consideredand to many it has a ‘have sledge-hammer kill fly’ mentality. Thisderives from the executive not thegoverning council.

Councillor Gurunathan is cor-rect when he states ‘‘It’s the govern-ance body that is responsible inensuring delegated powers areenforced properly’’. He would how-ever be better advised to put his

energy towards constantly lobbyinghis views to his fellow councillorsrather than criticizing them pub-licly in his column. The Kapitiexecutive tail (pardon the termin-ology councillors) has been waggingthe dog too long however untilcouncil agree to take action it isunfair to criticize a newly electedmayor for trying hard to work witha CEO he did not appoint.

Finally to the Paraparaumu dis-trict who gave me enough votes toenable me to get my deposit backbut nowhere enough to be elected,thank you, I have dodged a bullet.

Church for his unreserved apologyto Peter and Diana Standen in theKapiti News April 16. I hope that thisis an indication that the mayor isnow taking responsibility and show-ing leadership. This needs to con-tinue and staff must be reined in andcorrected for their jump in, bullyand charge approach to such issues.

I believe that decisions of thisnature should not be delegated tostaff and that any employmentcontracts that contain clauses givingstaff this power are in breach ofdemocracy as I am sure any lawyercould prove.

Ratepayers voted in a mayor andcouncil to perform these duties, notto have them carelessly handed overto staff who have proved totallyincapable of carrying them outcorrectly.

I fail to see why the mayor feelsthe need to tread carefully. Just getin there and withdraw all chargespending against the McLeaveys andthe arborist as well and start work-ing cooperatively with people andlocal businesses instead ofsubjecting them to relentless bully-ing from inadequately trained staff.

A time to remember our sacrificesThis week we recognise AnzacDay and remember those whohave sacrificed so much on ourbehalf. I’m looking forward tospeaking at the Otaki dawnservice and attending otherservices in Horowhenua onFriday. Congratulations toformer Otaki student JackPotaka who won a nationwideveterans speech competitionand his prize is attending AnzacDay commemorations atGallipoli.

I was fortunate to speak asMinister of Veterans Affairs atthe dawn service at Anzac Coveand Chunuk Bair in 2012 atGallipoli. It was an incrediblymoving experience and one thatI will never forget. As theresting place for so many of ourwar dead, Gallipoli has become

a sacred place for all NewZealanders.

I was shown around thevarious battle sites on theCanakkale Peninsula and sawfirst-hand the incrediblydifficult conditions our soldiersfaced, with towering cliffs andsteep gullies.

Anzac Day is a time to reflectand pay tribute to our ANZACveterans. It is a time to standtogether and remember morethan 2700 New Zealanders wholost their lives serving as part of

the Australia NewZealand ArmyCorps (ANZAC)that landed atGallipoli on 25April 1915.

The First WorldWar had an

enormous toll on our youngcountry. Our population at thetime was less than one million,yet an expeditionary force of100,000 was provided. Of those,58,000 were killed or injured.

The number of peopleattending local Anzac Daycelebrations is increasing andthis shows the importance weattach to our military history,and the respect we continue tohave for such occasions.

Next year marks 100 yearssince the Battle of Gallipoli - an

important part of NewZealand’s history and I knowthere will be many specialevents held locally. A specialdevelopment is the NationalWar Memorial Park inWellington which will be alasting legacy to all service menand women who have fought forthis country.

The park will also provide anopportunity to recognisemilitary conflicts not subject toa national memorial in thiscountry, such as New Zealand’son-going role in peacekeeping.This year on Anzac Day the NewZealand Defence Force willhave around 192 personneldeployed on elevenpeacekeeping operations,United Nations missions, anddefence exercises around the

world.The Government’s

commitment to veterans is on-going with Prime Minister JohnKey announcing a package ofchanges to better recognise andsupport our veterans and ex-servicemen and women. Newlegislation to implement many ofthese changes is now in its finalstages through Parliament. It alsobuilds on a special one-off increaseof 5 per cent to the WarDisablement Pension andSurviving Spouse Pension in Aprillast year, benefitting nearly 17,000veterans and surviving spouses.

We are committed torecognising and supporting ourveterans, acknowledging thetremendous sacrifices they havemade for New Zealand. Lest weforget.

Public confidencevital for democracy

Public confidence in democraticinstitutions rely on the twin pillars oftransparency and accountability. That iswhy we have checks and balances like thevarious offices of the Ombudsman and theAuditor General’s office.

They provide an independent audit of theactions and decisions of politicians,bureaucracies and other bodies. Democraticinstitutions true to the principles that defineits culture must also have internalmechanisms for correction.

The series of bad and costly decisions byus has brought us to a crisis of publicconfidence in council. Across the district,wagging tongues claim the tail is waggingthe dog. Bureaucrats, however, havebecome an easy target.

Councillors, as the governance body, areultimately responsible to the public. Firstly,do we have the internal mechanisms forcorrection and improvement? Secondly, arethese mechanisms transparent andaccountable to the public.

During a crisis of public confidence,positive answers to this second question iscritical to council’s ability to restore publicconfidence.

All power structures controlinformation. I’m told that steps are beingtaken, by the ‘inner circle’ within council’selected members, to explore, identify andremedy the elements within council’sbureaucracy that had gone feral.

If council does not actively use theseinternal mechanisms and be transparent,then individuals, or groups in thecommunity, will continue to appeal to theOmbudsman office to secure the

information and make it public. Do we wantto continue a combative culture wherecouncil is constantly fighting its ratepayers?

I’m happy to inform readers that MayorRoss Church has assured me of two internalinvestigations. Senior managers StephenMcArthur and Jane Gunn ‘‘have beenassigned to investigate’’ how Dr JamesCarley was appointed to the science panelon the coastal hazard lines.

Carley was appointed by a selectioncommittee of councillors from expertsshort-listed by staff. As a member of thatpanel, I recall clearly the instructions tostaff that panel members must be totallyindependent of Dr Shand.

Staff assured those listed were vetted forany conflict or perceived conflicts ofinterest. It now transpires Dr Carley had ahistory of collaboration with Dr Shand.

This is not about Dr Carley’sprofessional integrity but a question ofelected members’ confidence in theintegrity of our decision making process.The mayor has assured me all councillorswill be briefed on the outcome of theinvestigation and the remedies.

The second investigation, led by seniormanager Wayne Maxwell, involves anotherchain-of-command failure. Given thecreation of the science panel, councillorshad instructed staff there should be no morecontracts to Dr Shand on coastal matters.

Despite this instruction, Dr Shand hadcompleted an investigation on the hazardlines impacting Kotuku Park developments.So we have this ridiculous situation wherewe have ended up having to pay Dr Shand$10,000 to redo the hazard lines councilimposed on Kotuku Park based on theoriginal data from Dr Shand!

The public has a right to transparencyand accountability.

It will be good if elected members alsohave that same right.

Grannies conquer Otago Rail Trail

Four local grandmothers, LeeKelly, Biddy Demuth, LorraineFin and Deirdre Power, havecycled the Otago Rail Trail.

They started at Pukerangi andafter cycling for 12kms onordinary roads stayed in a schoolhouse for the first night in Suttona short distance beforeMiddlemarch.

‘‘It was a hoot, lovely food andloads of laughs and chats withlovely people,’’ Lee said.

‘‘A few games of cards theninto our creaky bunks.’’

Day two comprised 70km fromSutton through Middlemarch toRanfurly ‘‘with the gloriousOtago plains spread out aroundus’’.

‘‘We soon began to wish wehad done more training.

‘‘The weather was superb, thescenery breath taking the peoplepositive and encouraging.

‘‘It was like riding through ahistory book with all the storiesof pioneers and brave endeavor.

‘‘We just kept those legspumping and our hearts high.

‘‘Nobody tells you about theslow electric shocks in yourposterior, fires lighting up in ourthighs and the burning knee capsor the rough gravel path.’’

After a restless night in theRanfurly Motor camp on daythree, they rode a short distanceto Naseby, where they had a restday and went curling.

‘‘Had a great picnic andexplored the beautiful quainttown, met some real charactersand had a great singsong aroundthe piano with the locals.

‘‘Lots of yummy food and redwine and comfortingcamaraderie.’’

Day four was a 60km plus ridefrom Naseby to Omakau

‘‘through the most amazingcountry — golden hills, jaggedrocky outcrops and goldenpoplar trees outlined by purplemountains’’.

‘‘Through tunnels andbridges over wide rivers anddeep gorges.

They stayed in a ‘‘lovely oldpub where the magazines wereso old: Prince William and KateMiddleton were still courting,but the food was great and the

hospitality and jokes weresuperb’’.

Lee said they were among agroup of 30 who were supportedby members of the MiltonRotary Tramping Club who fedand encouraged them all theway.

‘‘Every day at lunch times itwas great to round a bend andfind the organisers parked up onthe side of the track with ayummy smorgasbord and a very

welcome cuppa.‘‘Every night there were great

get-togethers and natter sessionsabout the day’s experiences.’’

She said the last day was abreeze.

‘‘Somehow we were reallyflying over the bumpy track foranother 32kms.’’

At Clyde they handed backtheir ‘‘trusty bikes with mixedemotions.’’

Overall the cycle experience

featured ‘‘lots of funny storiesand happy times,’’ Lee said.

‘‘But the most importantthing, if you are a granny andintend to ride the Otago RailTrail, have lots of padding inyour pants and train a bit beforeyou go.

‘‘We are now all a lot fitter andtougher and from now on a ridealong the bike trail beside theWaikanae River will be just aneffortless breeze.’’

Paraparaumu Collegeis in the midst ofdeveloping anexperimental newlearning frameworkfor students, designedat using praise andpositivereinforcement toachieve advancedlearning.

The supportivelearning approach, ledby a team of staff andparents, coincideswith the college’sGood Learner profile,a frameworkdeveloped last yearaccording tocommunity input.

Principal GregorFountain saidteachers will beencouraged to place astrong emphasis oncritical thinking, aswell as effectivestudent-teachercollaboration.

‘‘If we are all goingto develop these skillsat a high level, we needto ensure all members of the collegecommunity always interact witheach other in a positive manner,’’ hesaid.

Paraparaumu College has beenawarded $30,000 over a three yearperiod for the scheme, as part of theMinistry of Education’s PositiveBehaviour For Learning School-Wide (PB4L) — with some of thegrant to be spent on rewards forparticipating students.

‘‘We will be specifically teachingstudents about the behaviours weexpect in class and around the

school, rewarding those who behaveappropriately, and developingconsistent outcomes for the verysmall number of students who donot.’’

Mr Fountain said PB4L has alsoproven to improve job satisfactionfor teachers, better helping them tounderstand student behaviour.

‘‘Part of the team’s role inimplementing this strategy is toanalyse data relating to studentbehaviour, and to ensure teachingof the behaviour and rewards aretargeted at appropriate groups of

students.’’Developed in the United States,

Positive Behaviour for Learningapproaches are already usedextensively in high performingschools throughout Australia.

Mr Fountain said feedback fromsecondary schools in New Zealand,that are already implementing theapproach, has so far been positive.

‘‘We believe a school-wideemphasis on positive behaviour willfurther enhance the experience andachievement of our students,’’ hesaid.

Paraparaumu College’s FionaJeffries is one of two NewZealand teachers selected toparticipate in this year’sFulbright Distinguished Awardsin Teaching Programme.

The programme, which willinvolve Fiona living in the USfrom mid-August until mid-December, will see the Englishteacher enrolled in graduatelevel classes at a host university,where she will carry outeducational research.

Having accepted her awardfrom Education Minister HekiaParata and US Secretary ofEducation Arne Duncan atParliament this month, MrsJeffries will also participate inteam teaching, and seminarwork in local schools.

Mrs Jeffries’ research idea,which was the fuel behind herselection, was sparked byParaparaumu College’s recentGood Learner Project scheme,which guides the college’s plansfor the increased use oftechnology in the curriculumprogramme.

Planning to investigate howdigital tools are used in Englishclasses in the US, Mrs Jeffries’research will involve lookinginto achievement data, toestablish whether there is apositive impact on reading andwriting as a result of usingdigital technology.

The final stages of her

research will includediscussions with US teachersand students, to establishwhether the use of such digitaltools has an impact on studentengagement in learning.

‘‘We are delighted Fiona haswon this prestigious award,’’principal Gregor Fountain said.

‘‘It provides an amazingopportunity to gain aninternational perspective on thework we are doing atParaparaumu College.’’

The minister described theFulbright Programme as a greatopportunity for teachers fromNew Zealand and US education

systems to share their successesand challenges, and in turn learnfrom one another.

As well as two New Zealandteachers, the programme willinclude teachers from Finland,India, Mexico, Morocco andSingapore.

‘‘While I’m slightly dauntedby the prospect of facing thischallenge, I know I’ll learn somuch living in the US, andparticipating in schools and atuniversity level,’’ Mrs Jeffriessaid.

‘‘I’m thrilled and excited to beselected as part of thisprogramme.’’

Suzanne McPherson of Waikanae was just five whenher family received news that her father Keith Harperhad been killed at Cassino in Italy at age 39,on February 22 1944.

Wounded by a shell blast that saw him die shortly after,Keith Harper, who had served continuously with the 4th FieldRegiment since December 1941, was the only New Zealandchaplain to have been killed in action during World War Two.

Years on, and his daughter entered a harrowing yet enrichingsearch for the tale of the man she lost at a tender age,extensively researching Mr Harper’s life, and writing a bookin his memory, Keith Harper; Man with a Mission.

Influenced by interesting accounts told to her by her mothergrowing up, though thirsty for a deeper understanding ofher father’s life, McPherson gathered all the information shecould from her family, going on to begin a world-wide searchfor knowledge in to his journey.

“It was clear to me that he was a man with a mission,believing that wherever there were people, God was at work,”she said.

“But details were sketchy, and there was so much more tocomplete the picture. What really were the missing details ofthis special man’s life in New Zealand and on the battlefieldsof the Middle East and Italy?”

Published in 2012, Keith Harper; Man with a Mission tellsan in-depth tale of the man she describes as having “anadventurous spirit”, and McPherson’s years of dedication toobtaining all the information she could.

Included in her findings were articles written and publishedby her father during the war, which she miraculouslytracked down.

As well as shedding light on war time happenings, the articleshelped to expose the life of Keith Harper, bringing her closerto the man she saw for the last time at age two.

On Anzac Day McPherson will attend Kapiti’scommemoration service, wearing a Memorial Cross recentlysent to her from a cousin, which had belonged to hergrandmother.

Only aware of its existence this year, McPherson said thecrosses, presented by the Prime Minister to female relatives ofmen killed at war, are a sentiment to a soldier’sgreatest sacrifice.

“He had a wife and young family whom he adored,yet still made time and opportunity to serve others.

His life was an inspiration to all who knew him,foremost among them his own family...I feel atremendous bond with this exceptional man of love,and bravery, and endurance.

My own life has been immeasurably enriched byKeith Harper, my own Daddy for such a short time.

I will always be thankful for both my parents –for the father who gave his life for others and themother who kept him alive in my mind andmy heart.”Set to travel with her husband Gordon to Cassino on May 13,McPherson will attend three separate ceremonies andplace poppies on her father’s grave.

Paddy Finucane, Allan Erskine and Frank Houghtonwere all together in Paraparaumu for Allan andRia’s diamond wedding anniversary earlier this year,and found time to talk to Ann Reading about theirwartime experiences.

Paddy was a seaman petty officer in the war, Allan an acting pettyofficer stoker, and Frank a stoker. Frank, 93, who now lives inQueensland with his family, still makes regular trips back to NewZealand to meet up with his old army friends.

The trio joined F422 Hawea together, a Loch class frigate, for hersecond tour to Korea under the captaincy of Capt. GR Davis GoffDSC RNZN, who eventually became Commodore.

Allan said the three men really respected him because he hadjoined the navy as a boy seaman and risen through the ranks, and“was a great commander”.

Hawea sailed from New Zealand on August 4 1952, and was stillin Korea at cease-fire on July 28 1953, before returning to NewZealand on March 2 1954.

During that tour she sailed 44,700 kilometres (38,000miles) andreached Sasebo on October 1, before sailing north for coastal dutyjust north of the battle line.

The men patrolled about 60 miles of coastline, which includedislands then occupied by the enemy, as well as friendly islands.

“The frigates were small enough to also patrol the Han River;that’s why we were sent there.”

As both Allan and Frank were in the engine room, they were notreally aware of what was happening above, except for the effect ithad on the ship.

Paddy, who had already served in the Royal Navy during WW2 inthe Russian Convoy (and was on the delivery voyage of HMNZSRotoiti back to New Zealand), was an asdic petty officer onHawea, constantly on the lookout for submarines as well as wrecksand obstructions.

The three shipmates remember guerilla activity from the NorthKoreans, which they had to cover as they tried to make landingson mainland from the islands, where the enemy was still tryingto overpower.

They described one occasion where the Hawea was close toWollas-Do Island, when both ship and island came under firefrom the mainland.

Hawea immediately retaliated, repeating the battery next dawnand dusk, successfully quelling the bout of 76mm fire completely.

Hawea emerged unscathed, but was not always as lucky.

One day the men were bombarding a shore battery from aposition at anchor, when another battery of 76mm guns wassighted in caves further along the coast.

The first hail of shells fell short of Hawea by about 200 meters,and the ship quickly up-anchored.

”You’ve never seen an anchor come in so quick in all your life,”Frank laughed.

The engine room was told “to make smoke” and Allan, who wasin charge, thought ‘how the H--- do you make smoke?’

“We generally tried not to make smoke, which could give awayour position.

I suddenly remembered there was a tap you put cold oil in, andmade smoke.

So we escaped behind it weaving a course we hoped would deterthem.”

By the time the men returned to Auckland it had been – in thewords of an official report – “three hard years, with none of theheadline brilliance of great Naval battles.”

“Its importance - denying the sea to the enemy, while makingfull use of it yourself – was as great as ever.”

“The Maori troops hit their rubber deck withdelighted bounces. It was their great moment ofrewarded patience.

Many months before, they had volunteered, beentrained, and ready to go to the Maori Battalion.Instead they were the sad victims of suddencircumstances. Their dream liner became theplainest troop train: their destination a muddy farm.And winter had just begun! The men slept on fernunder weeping puriri trees; for camouflage had notgiven in to dispersion. Combining hard work withcharacteristic mirth and melody, they sang their wayforward till the battalion was recognised as one ofthe best trained units in N.Z…

These men came from the four corners ofMaoridom: from villages hidden behind hills: frompa rivers and along rugged coasts, where life is freeand void of artificiality.

The Maori Battalion fights by tribes. Platoons,and often full companies are men from one tribe.Officers and NCO’s will lead their own tribesmen inaction. This is as it should be. It has proved itself inthe battle exploits of the battalion as well as in thetraining camp in New Zealand…

This tribal division in no way conflicts with theessential unity of the race. In fact the battalion hasbeen a great factor in bringing the people togethermore than ever. While the men will fight beside theirtribal brothers they are all the sons of the war godTu, united together to do a job…

The pakeha members of this reinforcement areproud of their Maori brothers in war and peace.They are proud of their exploits in Greece, Crete,and North Africa, and they extend to all membersof this reinforcement their best wishes in thebattles that are ahead. Born inEngland, Sergeant Sykes joinedthe Australian Army at a young agebefore the Second World War.This poem was hand written by him in1942, after he was seriously injuredand burned by mustard gas in NewGuinea.He eventually recovered,got married and hada family in Australia.

Private Edwin Broad ofthe Canterbury regiment fought inFrance, keeping a small diary of hisexperiences that his family now holdson to. Great uncle to James andBilly Broad of Paraparaumu Beach,Private Broad worked for the NewZealand railways in his civilian life,remaining unmarried.In his later life, Broad often told hisyoung nephews about the war, andafter experiencing many personalwar-time accounts, told them tonever go to war.

physically possible — a 1700 mile solo trekacross Australia’s major desert, on foot.

Her name is Robyn Davidson, althoughpassers-by call her the camel lady.

Curran’s film is based on a true story. Atage 27, Davidson walked from Alice Springsto the Australian west coast and wroteabout the experience for National Geo-graphic. The article was expanded into amemoir, from which Curran’s film wasadapted.

Davidson is played by Mia Wasikowska,who was a revelation in the recent BBCFilms adaptation of Jane Eyre and anunhinged delight in Park Chan-work’soffbeat murder-mystery Stoker.

Here she is ideally cast as someone whomust be at once tough and fragile.

Best gym is regularity

In today’s busy world it’s sometimes hard tofit it all in.

Knowing the importance of exercise andthe better quality life it brings, we have to finda way to work out and this is where there theconvenience of a home gym comes in.

You don’t need the latest, greatest exercisegadgets to build a home gym, in fact theremust be hundreds and thousands of dollarsworth of home exercise equipment sittingunder people’s beds, in the garage or beingused in the spare room to hang the washingon.

I’m often asked which is the best gym onthe coast. The best gym is the one that youattend on a regular basis. The same applieswith a home gym. If you work out on a regularbasis in your home gym then it’s worth all themoney you spent on the equipment.

I’ve seen some home gyms with treadmill,bike, rowing machine, cable pulley systems,free weights, Swiss ball and bench press —everything you need for a good workout —that can add plenty of variety.

You don’t need all this equipment to startwith.

A home gym could be just an exercise DVDand a pair of leg warmers or a Swiss ball andyour iPod loaded up with ’80s classics.

To start with you need to understand whatyou want to achieve in your home gym.

Is it cardiovascular conditioning (exercisebike, treadmill or aerobics style DVD)? Or is itresistance training (bodyweight strengthtraining or the use of dumbbells, barbells orcable pulleys)?

To start with, clear a space in the garage orspare room and designate it for your workoutarea; set up a TV or music system and dowhatever else you want to make it a space thatyou feel comfortable working out in.

Plan the week and make it clear with thefamily and those around when you will beintending to work out — early morningsbefore the kids get up, in the middle of the dayjust before lunch or at night when everyone isasleep. It helps to have the support of otherswhen starting an exercise regime.

Use basic bodyweight moments such assquats, press-ups, step-ups, tricep dips andplanks in the beginning to help you get someinitial core strength. Then seek the help of anexercise professional to add variety to yourroutine and check the safety of more complexmovements.

Working out at home can save time andmoney but like everyone taking part inregular exercise you must find thatmotivation from within, because theimportance of exercise is vital.

What a huge success this year’s WaikanaeEaster Market was. Thankfully, the stormyweather stayed away, with just a briefshower mid-morning requiring the mainstage to be mopped for the nextperformance.

The community turned out in force, withstall holders, local businesses and groupsputting on entertainment that offeredsomething for everyone.

I was told by many local residents,traders and businesses the market made adifference to the feel of the town at Easter,creating a sense of community. Waikanae,as a community, was a place to be proud of.

The response to the market wasfantastic. Mahara Place hosted more than56 stalls.

The market was packed with uniqueofferings, including food producers, vintageand upcycled items, jewellery, clothing,local artists and craftmakers.

What’s more, this was not just a market— there was also plenty of entertainment.Audiences enjoyed the variety of dancestyles showcased by Waikanae Dance

School. For the young and old there was awonderful array of sights and sounds onoffer that I am sure would have lifted spiritsand inspired smiles!

The level of regional interest andsupport shows what a successful event theWaikanae Easter Market was and that thereis a need to support events such as this. Wecan look to continue and expand thembeyond Easter and Labour Day.

Waikanae needs community events suchas this — it is the fabric of our community.I can’t wait to see the Labour Day Marketand look forward to the possibility of moreregular events being held here.

A fundraising quiz night hasraised over $2000 to enable ultrarunner Jo Johansen to take partin the North Face 100, in theBlue Mountains, Australia,next month.

The quiz night was held inthe Boundary Tap and Kitchenon Wednesday night andincluded about 15 teams.

As well as some brain testingquestions, there were a numberof raffle draws, spot prizes andAndrew Smith, who isJohansen’s personal trainer,conducted a Q and A with thededicated runner.

Johansen, 34, has beencompetitively running for ayear now and has had someimpressive wins including atthe Tarawera (70km) and TheHillary (80km) off road ultramarathons.

Smith said completing suchevents was ‘‘amazing’’ and towin them was ‘‘crazy’’especially as Johansen wascompeting against others whohad been running for a longtime.

He described her as a ‘‘superhumble girl who won’t doanything to blow her owntrumpet.’’

Johansen said thefundraising event was a bitoverwhelming and she wantedto thank everyone for attending.

‘‘It’s pretty weird to see somany people hear supportingme and it’s a bit emotional.’’

When she started competingin some events and got someplacings, she decided to‘‘dedicate everything I haveinto my running’’.

She runs most morningsbefore going to work and thenagain in the evenings — roughly

about 33 hours aweek. Her longesttraining run waseight hours.

‘‘No time foranything else really.’’

Food wise, shelives on a vegan stylediet.

‘‘I basically run ona lot of museli seeds,nuts, vegetables. . .Ialso do like to haveicecream andchocolate milk nowand again.’’

Race wise sherelies a lot on energygels and bananas.

‘‘One of the thingsI want to try is realfood, that’s next.’’

Looking to thefuture, training forthe the North Face100 is going well.

She knows therace will include a lotof stairs and laddersso she’s built somehomemade steps totry and get used tothe rigours ahead.

‘‘My plan is toplace first, second orthird — I’ve got firstin my mind already.

‘‘I’m hoping,because it’s part ofthe ultra trail series,that if I get a placingthen I’ll get aninvitation to go to thenext series which ishopefully in France,or ideally I want to be racing inthe United States in under ayear.

‘‘I’m dreaming big sohopefully by the end of the

year,’’ she said.Smith urged a business to get

in behind Johansen and supporther all the way and allow her tochase her dreams.

‘‘You have it from me, andother people, that she’s going togo places.’’

Kapiti has been chosen as the firstlocation for a new nationwide initiativesupporting health consumers withreduced mobility.

Life Pharmacy Coastlands (formerlyRadius) has launched a comprehensiverange of independent living productshelping people remain active and mobilein their own homes for longer.

Kapiti’s ease of accessibility has been akey reason the pharmacy group hasselected the district for its first outlet.

Research by the company and itssupplier recognised the pro-active waycouncil, Coastlands and other majorfacilities supports those who are lessmobile.

The addition of these products hasbeen seen as a natural extension to thework already happening in thecommunity to care for this group ofhealth consumers.

‘‘We know there are many people onthe coast that could lead fuller and moreenjoyable lives through the use ofmobility aids,’’ store manager SharleenGiles said.

‘‘These devices can transformconfidence and independence for thosethat are less mobile.’’

Previously, independent livingproducts have not had a strong retailpresence in Kapiti, she said.

‘‘We’ve recognised that healthconsumers and their families want to buythese items in-store and take homeimmediately.

‘‘The comprehensive range we’ve nowgot means they can browse, try andensure complete confidence beforepurchasing.’’

Over the past few weeks, LifePharmacy’s team have undergonetraining across the range of productswhich include walking canes, frames,shower chairs, dressing aids and otheruseful tools for managing daily tasks.
