Students helping Samoan schoolCLOEWILLETTS

GOOD CAUSE: Raumati Beach School students and Kapiti’s Share Mortgage Brokers owner NielThomson inside the shipping container now on its way to Samoa. PHOTO: CLOE WILLETTS / KAP171013CWSHIP

Raumati Beach School studentshave filled a full-size shippingcontainer with books, schoolstationary, sports gear, clothingand classroom equipment worththousands of dollars to ship totwo cyclone-ravaged schools inSamoa.

The shipping container, worth about $5000, was boughtusing money fundraised by the24 Year 7 and 8 students, who areflying to Samoa for a week onNovember 2 for the educationalcommunity service project.

Included in the container arelibrary books worth $4000, about1500 of which are new thanks tosponsorship from localWhitcoulls and PaperPlusstores.

Raumati Beach Schoolprincipal Mike Farrelly says therest of the books were donatedby parents, who helped fulfil theschool’s objective to rebuild areplacement library for SavaiaSchool after its buildiing wasdestroyed by Cyclone Evan.

‘‘The school did a similar tripin 2011, where the children builta library for Savaia School. Itwas destroyed in the recentcyclone, so we’re going back to

build another one.’’Savaia School will also

receive six large teachers’ desks,60 to 70 plastic stacker chairs, two table tennis tables andstationary worth about $20,000,all of which was donated by localbusinesses and firms.

‘‘At Savaia School there areabout 250 pupils and thanks toour parents each buying 10 to 15pairs of jandals, we have about250 pairs of jandals going overtoo.’’

Mike says the local supportfrom sponsors has beenfantastic, with businesses suchas Whitcoulls donating goodsworth about $20,000 and Kapiti’sShare Mortgage Brokers ownerNiel Thomson helpingsignificantly with fundraising.

‘‘Niel had lots of contacts, such as banks, who have givenus lots of merchandise andstationary that will be helpful, including heaps of pens, pencilsand t-shirts, Mike says.

‘‘Horowhenua Cricket cameup with cricket bats, the NetballAssociation with some netballsand netball hoops and StirlingSports provided sports gear, such as balls.’’

Mike says that along with thehard work and dedication of

students and the parentfundraising group, the feedbackand support from the

community has beenparamount.

‘‘We are thankful for all those

who helped out.‘‘Our local businesses have

really come in behind.’’

Professionals driving rent increasesThe Mackay’s to Peka PekaExpressway project is impactingthe district’s housing andaccommodation market with rentsstarting to inflate in response tothe early arrival of workers fromoutside the district, councillor KGurunathan says.

‘‘A limited supply of rentalproperties, coupled with upwardpressure on rents, will negativelyimpact on the vulnerable sectionsof our communities.

‘‘Most of the real estate agenciesI have talked to have identified theinitial demand and rise in rentimpacting the middle and upperrange of rental accommodation.

‘‘Demand has been tracking up

in the last three months due to thearrival of professionals likeengineers, surveyors, plannersand managers. They expect thisdemand to rise sharply once thelegal challenge to the project iscleared, full construction starts, and the district sees the arrival oftrades people and labourers.’’

The New Zealand TransportAgency (NZTA) expect 500permanent workers on the projectwith another 5000 inducted duringthe four years of construction, hesaid.

‘‘They will have a huge impacton housing and accommodation.

‘‘I am concerned the pressureon rental accommodation will

negatively impact the morevulnerable sectors of ourcommunities.

‘‘These include families withdependent children receivingbenefits, one parent families, andsenior citizens dependent onsuperannuation.’’

He says council’s Assessment ofAffordability Impact 2012 statesthere are 5802 families withchildren renting accommodation, and 1566 are on a householdincome of less than $30,000.

‘‘Of the 576 households of seniorcitizens over 65 years and renting,19 per cent are living below thepoverty line with 240 receiving anincome less than $20,000.

‘‘The recent Reserve Bankrestrictions on low deposit loanswill make the rental supply markettighter with first-time homebuyers unable to break out of therental cycle.

‘‘One rental agency said thelack of supply, increasing demandand rising rents could see thevulnerable in Paraparaumu andWaikanae move north to Otaki.

‘‘That could put pressure on theOtaki rental market. The 2012Affordability study rates Otaki as ahigh deprivation area.’’

He said monitoring the impactof the expressway construction onthe housing supply andaccommodation costs was a

requirement in the conditionsimposed by the Board of Inquiry.

‘‘NZTA is required to set upcommunity liaison groups, whichare responsible for thismonitoring and NZTA is requiredto respond to any concerns. I callon NZTA to view this as a matterof urgency and initiate themonitoring.

‘‘The public needs to also knowwhat measures NZTA couldpotentially take to respond andhow council could work withNZTA to help mitigate suchnegative impacts.

‘‘Increased employment oflocal labour could be one form ofmitigation.’’

Council reflects the community

Ross Church : KapitiCoast District CouncilMayor.

Thank you for electing me asyour mayor. I’m excited by thechallenges ahead and lookforward to working with you all.At the same time, I’m veryhonoured. To receive nearly 8,000votes in a field of seven worthycandidates is humbling. I don’tknow you all personally but I dovalue the faith you have placed inme, and I will do my utmost tohonour that trust.

I have had more than 700messages of support, by email, text, phone and in person. I’ve

tried toacknowledge you all but if I havemissed a message (my phonebatteries went dead at least seventimes) my apologies. Pleaseaccept this as a personalacknowledgement.

You have elected a councilwhich reflects our community. Some experience, some freshness, some long term locals and somenew faces all in the mix. I’m sureall of us will bring fresh thinking. We will challenge ideas, we willquestion and we will try to makesure that all opinions andthoughts are fully considered. I’msure you wouldn’t want it anyother way.

We will not always agree witheach other, just as we don’talways agree with each other in

the community. But I believe allyour chosen councillors have onething in common: that we all havethe best interests of Kapiti atheart. If we can all maintain thatperspective, then Kapiti shouldmove forward with sounddecision making over the nextthree years.

I look forward to working withthe 10 councillors elected by you.

Warmest wishes, and again,thank you.Sincerely,Ross

The election result is a clearmessage from the community forchange in the way council conductsthe business of democracy. Themessage is both to the electedrepresentatives and the councilbureaucracy that lubricates themachinery of policies, processes, rules and regulations. In-betweenelections, the politician and thebureaucrat can exercise their‘mandate’ to get things done. But,every three years, you have topresent your report card to thevoters. The last three years, we have

seen a can-do council that haschalked-up a list of achievements. But the same council, in the pursuitof these objectives, has alsonotched up a reputation of being adon’t care council, runningroughshod over significant sectionsof the community. Those deliveringthe message, that the democraticrights of the people rates higherthan any successful list of projects, must, however, understand thatJenny Rowan and the likes of RogerBooth, Peter Ellis and especially myformer ParaparaumuWardcolleague, Tony Lester, were not in

the local government business fortheir own selfish ends. It’s acommunity service.Tony brought a set of strategic

negotiating skills that cannot beimmediately replaced. Jenny’ssingle-mindedness and control ofsome councillors has underpinnedmuch of what was achieved bycouncil. Her work rate hadsometimes verged on burnout. On asometimes thankless and lonelyjourney, public rejection can comeas a difficult and hurtful blow. But,at the end of the day, the democraticmechanism has a way of brutallyboomeranging what you have sown. Our new mayor Ross Church has

campaigned on a platform of atransparent and open council andthe need to put people beforeprocess. That platform was sharedby me and new councillors GavinWalsh, Jackie Elliot and David Scott. The election of this collectiveplatform is a clear message to

elected representatives and to thebureaucracy, who are the guardiansof the council process. The publicwant change. The tests will come. The new

council has inherited a poisonedchalice. The hemlock is the politicalwill of the new council to withdrawthe Proposed District Plan. Thearsenic in the chalice is council’sability to take the coastal hazardlines out of the LIMS while allowingthe science to be contested throughthe PDP process. There arequestions. Should the imposition ofcoastal hazard lines, in the LIMS,have been frozen the moment MrMike Weir filed his High Courtappeal? This would have reduce therisk to ratepayers if Mr Weir won.If Mr Weir wins his High Court

case, the consequences for counciland ratepayers are huge.Elected members of the last

triennium have not been briefedabout this possible scenario. Giventhe immediacy of a High Courtdecision, this should be one of thenew council’s points of deliberation.Win or lose, we should not bescrambling to understand the risksafter the Court’s decision.

LETTERS TO THE EDITOR

MacronmissedAfter decreeing the use of a macronover the ‘‘a’’ in Kapiti and applyingit to all their signs, stationery andall promotional material, KCDChas slipped up with its recentlyerected sign right outside its newcouncil building on Rimu Road.

The word Kapiti appears threeor four times on the sign and themacron is used only once on theKapiti Community Centre heading.Hopefully our new mayor willmake sure this error is rectified.

BARRY WATSONWaikanae

Efforts applaudedCongratulations to Ross Churchand the new councillors. I hopethey will deliver all they havepromised — a dam built by volun-teers, lower rates, a mayor who isavailable in the foyer of the townhall all the time for chats with us,removal of coastal hazard lines, etc.

Jenny and the previous twocouncils under her leadershipachieved much-needed infra-structure investments in Kapitithat had been overlooked fordecades — wastewater, stormwatersystems, water supply, aquatic andcivic centre replacements, sportsfacilities, youth developmentinitiative, economic and businessdevelopments including the airportpark and Clean Technology Centre.

These have been brave, essen-tial but clearly unpopular decisionsbut I for one applaud Jenny forpushing the best interests long-term for our community.

None of these decisions hasbenefited her personally — she wasonly thinking of our communityand future generations. Yet she hasbeen publicly slammed by many, including even some who workedon her previous election campaign.

Jenny can leave the council

with her head high. Kia kahaJenny — thank you for being astand-out supporter of the Kapiticommunity.

JENNIE GUTRYParaparaumu Beach

Support for KYSI am very worried about thecurrent sustainability of KapitiYouth Support’s health servicesafter reading your front page on2/10/13. Not all communities havethe access to free health andsupport services like we do! Afterutilising KYS services for yearsnow I fully support them as I knowwhat they do is effective andspecialised. I can’t believe that ourcouncil would let such an assetsuffer while they push through anexpensive plan for a youth centre.

If they put a fraction of thosecosts towards KYS at least wewould know that the health of ouryoung people is going to be lookedafter by professionals. I hope thecouncil reconsiders their decisionand the community joins me in mysupport to keep the service in ourcommunity.

ELLEN MITCHELLParaparaumu

Travel optionsI refer to the article on page 9 of theKapiti News on October 9 regardingthe timing of the KCDC/NZTAagreement in respect of the revo-cation of SH1. The underlying factis that NZTA is essentially denyingNorth Kapiti residents, ie, fromPeka Peka to North Otaki, theseparate cycling, walking andbridleway facility that will be partof the MacKays to Peka PekaExpressway. It was to be providedon our section of the expressway, now it is not! As a fast-growing areaof Kapiti, Otaki very much needssuch facility to ensure all residents

are not disadvantaged and haveequal opportunity to travelbetween our various townships inthe manner they choose. It is to behoped that our new mayor will seethe injustice of this situation andtake steps to remedy it.

JANET MACDONALDOtaki

Fluoride voteAnyone who followed the fluori-dation hearings of the HamiltonCity Council last June would havewitnessed true democracy at work.On the advice of the council’ssolicitors three councillors with-drew from the hearings, as therewas a conflict of interest with theirDistrict Health Board roles.

After listening to evidence fromboth sides of the debate, the councilmade an informed decision to ceasefluoridation.

When KCDC last visited thisissue in 2010 we witnessed a pro-cess in contrast to the above.

Chief executive Pat Dougherty,on legal advice, attempted tomuzzle councillor Peter Danielwith the threat of a judicial reviewto stop him from voting as he hadpreviously expressed his oppo-sition to fluoridation.

This move was made at therequest of deputy mayor AnnChapman. Cr Daniel rejected thisintimidating threat, exercised hisdemocratic right and voted.

Ann Chapman voted to main-tain fluoridation in full knowledgethat she had a conflict of interest,as she was deputy chair of the MidCentral District Health Board thatpromoted water fluoridation.

Where was Pat Dougherty’sintervention here?

Councillor Lyndy McIntyre, known to oppose fluoridation, wason leave but an additional meetingwas held during her absence whenthe crucial vote was taken.

The final vote was tied andalthough mayor Jenny Rowan wasopposed to fluoridation she putpolitics ahead of conscience anddeclined to use her casting vote.

Had honesty and democracyprevailed, the outcome would haveseen the end of this cumulativetoxin from our water supply in2010.

MIKE WOODSParaparaumu

* Kapiti Coast District Councilchief executive Pat Doughertyresponds: There was no move to‘‘muzzle’’ (the former councillor)Peter Daniels. All I did was remindcouncillors of the requirements ofSection 82 (1) (e) of the LocalGovernment Act 2002; that theymust have an open mind whencouncil is consulting on an issue. The law on bias and predetermi-nation applies to all decision mak-ing by public bodies. It is up toindividual councillors to decide ifthey should vote or not.

PrehearingmattersI write in reference to your

article of October 16. CEO MrDougherty stated, ‘‘We have actedswiftly to put the brakes on andcommission a review of the PDP.’’This is yet another example ofKCDC staff saying one thing anddoing another.

If the council really had put onthe brakes like Mr Doughertyclaims, the brakes should havealso gone on the pre-hearing meet-ings, allowing for review to becompleted first.

By continuing with theprehearing meetings before thefindings of the reviewer, KCDC arein effect pre-empting his decision.

This is because the reviewerwill take notice of the fact that timeand effort is continuing to beexpended on the PDP process and

he won’t want to be seen as havingwasted ratepayers’ time, especiallyif he really thinks the plan shouldbe withdrawn.

In other words, KCDC staff aretrying to ensure that there will beno recommendation for with-drawal. KCDC staff say they havelistened, if they had listened, theywould have known that there wasan overwhelming plea for with-drawal of the scheme. This pleahas fallen on deaf ears.

For them continuing with pre-hearing matters shows that theyare attempting to manipulate thereviewer so that he is forced tomake a recommendation notincluding withdrawal.

As your article states, KCDCstaff approach is clearly reflectedin their comment that ‘‘the first ofthe 6 hearings, Living Environ-ment, would begin in early Febru-ary’’. That is what they want, thatis what Mr Auton has been told hehas to deliver.

Tell me that they are notputting all their efforts to predeter-mine the outcome.

SALIMA PADAMSEYParaparaumu Beach

* Kapiti Coast District Councilchief executive Pat Doughertyresponds: The October 16 articlemakes it very clear that Mr Autonwill ‘‘determine whether the PDPshould continue to be progressedthrough the hearings process, besignificantly changed or be with-drawn in order to addresssubmitter concerns’’.

Mr Auton is highly regardedwith a considerable background inplanning processes and local gov-ernment.

He has been commissioned tomake an independent assessmentof the processes followed to date byKCDC. I am absolutely confidenthe will not be dissuaded from thattask.

Confidence is the keyConfidence is the keyWhen children enjoy learning, they brim with confidence.

• The confidence needed to put their hand up when the teacher asksfor an answer

• The confidence needed to explain how they worked outtheir answer

• The confidence to ask a question if they don’t understand

• Without confidence a child does not get the best out oftheir learning

• Without confidence a child will be reluctant to ask questionsbecause they are worried that they won’t be able tounderstand the answers

• In tests they will often leave questions unanswered ratherthan risk looking stupid

• A child will develop coping strategies that can disguisetheir lack of confidence – both negative and positive

• Giving a child more confidence makes a dramatic difference– to their current learning and to their future

Store offers kids styleCLOEWILLETTS

In an assemblage of frills, sparkles, lace, denim, vibrant colour and playful prints, local mum of four Mandy Cullenintroduced her children’s couture store,Babyphunk, to the coast over theweekend.

For Mandy, wife of ex-local All BlackChristian Cullen, the ParaparaumuBeach store’s opening marks growingsuccess for the Babyphunk brand, whichhas attracted a steady local andinternational following since its launchas an online retailer almost a year ago.

After realising there was a space inthe market for fun, fashion-forwardchildren’s clothing at an affordable price,Mandy contacted a range ofinternational suppliers and created astore focused on sourcing quality boys’and girls’ apparel, minus the hefty pricetag.

‘‘The idea of Babyphunk sprang to

mind after we did a photo-shoot with thechildren and my son was wearing areally cool pair of jeans, but they cost$100,’’ she says.

‘‘Really cool kids’ clothes shouldn’t bethat expensive.

‘‘Babyphunk supplies fashionableclothes that are affordable but still reallygood quality.’’

Mandy will continue the Babyphunkwebsite, which she says has been greatfor meeting customers, including newfriend Adele Brooks-Baker who helpedconsiderably with the development of thenew beach-front store.

‘‘I’ve met some amazing peoplethrough Babyphunk, especially onFacebook, which is a great place forinteractive marketing,’’ she says.

‘‘The feedback has been great.‘‘People, including the kids, love that

the clothes are fun and different.‘‘Kids should enjoy what they wear,’’

she says.

WHAT A GREAT PLACE TO LIVE

FROMMY DIARYOnMonday I had Cabinet.House is sitting this week.On Tuesday I am speaking to theLivestock Improvement Corporation inHamilton. On Friday I am speaking to the NewZealand Aquaculture Conference inNelson.

Most of you will have taken thetime to fill out your census formsin March, and the recent release ofregional population informationshows that more people arerealising what a great placeHorowhenua-Kapiti is to live.

Statistics for the Kapiti area show thatthe population has jumped over 6. per centin the five past years, which is up on thenational average. Areas like Peka Peka andTe Horo have shot up around 25 per cent.

These statistics also showed thatWellington grew by almost 10 per cent overthe same period. This reinforces howinvaluable the Wellington Airport to LevinRoad of National Significance will be inhelping us to connect to the Capital andcreate 1000 local jobs.

Roughly half of Kapiti’s workingpopulation commute to Wellington for theirday jobs, choosing to live here because of thelifestyle. That’s why a growing Wellingtoneconomy is so important to our region.

Palmerston North and Kapiti Airportsoffer important transport connections fordomestic tourists to come and explore ourunique lifestyle. This includes direct dailyservices soon to begin between Kapiti CoastAirport and Christchurch — which is oursecond biggest city, and will become a busydestination as the rebuild gathers steam.

The Horowhenua area has grown byalmost 1 per cent. Although this isn’t asmuch as Kapiti, the Expressway offers

Horowhenua further opportunity forgrowth with improved journey times whichwill attract businesses and people to movehere.

Ultimately, Levin will be a much closercommute to Wellington’s CBD, andHorowhenua could easily become thegateway to the Wellington region.

The economy is growing again and ourpopulation is expanding. By creating andimproving important infrastructure, morepeople will be able to take advantage of ourunique lifestyle, and we can ensure that ourregion is ready for more growth.

Retireesplay a bigpart incoast life

The Kapiti Coast Older Persons’ Councilheld a very interesting forum recently. Notonly did we offer relevant workshops but wealso launched the Checklist of EssentialFeatures of Age Friendly Cities in the Kapitidistrict. Those attending were involved inidentifying key areas of this project. This isvery significant because Kapiti will betaking a lead role within New Zealand.

One key point from the workshops wasthat many of us who use the SuperGoldCards for travel in the Wellington regionfind accurate interpretation of timetableschallenging. To this end I would like toexplain one dimension that necessitated acall to Metlink’s 0800 number.

I’m referring to the explanation abouttimetabling on public holidays. The piece towhich I’m referring reads ‘‘a Sundaytimetable applies on all public holidaysexcept when Waitangi Day and Anzac Dayfall on a Saturday when a Saturdaytimetable will operate’’. When I rang , theperson with whom I spoke suggested thatintending passengers should ‘‘look in theirnewspaper or check information displayedin the mode of transport they are using forthe correct timetable’’. Final comment —ring 0800 801 700 if you are not sure. He alsosaid that he felt the instructions were notreally very clear especially as any trackmaintenance could cause further changes.

One of the big challenges post local bodyelections will be around the issue ofencouraging newly elected councillors tobecome aware of what we have achieved inthis district in the field of working towardsan Age Friendly Kapiti. You can help withthis in a more general way by talking withfriends and family about the Age Friendlyproject.

The other dimension of being a retiree isthat there are an ever-increasing number ofbusinesses supplying goods and/or servicesoffering a discount to SuperGold Cardholders, therefore every time you use youreftpos card bring out your SuperGold Cardas well.

Don’t forget retirees are now 29 per centof the total population on the coast, makingus a force to be reckoned with, so don’t behesitant make good use of your SuperGoldcard you have earned it!

We would love to see you at our nextmeeting on Wednesday October 30 in KapitiCoast District Council chambers.

Practice getting up off the floorWe’ve all heard the phrase ifyou don’t use it, you lose it.

Well how true this is whenit comes to getting up out of aseat or getting up off the floor. My 3-year-daughter is likemost 3-year-olds — she’s up,down, running, jumping, diving, chasing and fallingaround every spare moment ofthe day. It’s easy for her to getup off the floor, sit on the floorand stand up in the space of asecond, she’s good at itbecause she does it a lot(practice).

Her muscles and joints arestrong and nimble and herflexibility is that of anOlympic gymnast.

As an adult why would we

sit on the floor if we had achair?

We wouldn’t unless wewere going to do a jigsaw onthe floor with an infant orlooking under the couch forsome spare change. So becausewe don’t have to get up anddown off the floor on a regularbasis we get very out ofpractice. We lose the strengthand flexibility required to getoff the floor and it becomes areal struggle. I’m alwayssurprised to meet many young

(45 years and under) ablepeople who find it difficult toget up and down off the floor.

Even the simple task ofgetting up out of chair canbecome difficult for somepeople because the don’t havethe strength in their legs.

They have to rock back andforth and use the arm rests topull themselves up.

How can we make thesimple tasks of getting off theground and getting up out of achair easier? Practice.

To get up off the floor yourequire good flexibility in theupper and lower body, excellent core strength and agood degree of strength in thelegs. Just practicing getting up

and down off the ground willyou develop all those areas ofbody, you don’t have to do achest to floor burpee (thoughthat would be impressive).

Leg and core strength areagain vital for getting up out ofa chair.

Stop being lazy and pullingyourself up with the arm restsand start using your legs tostand up. Your thighs and buttshould be the main areas youneed to strengthen.

Instead of getting up anddown out of the chair once try10 times always focusing onlowering yourself back downto the seat slowly.

Make simple tasks easywith practice.

Mico’s creative thinking Senior ShowroomConsultant, Nicola Goodman, who has worked for thecompany for 7 years, says her role is about makingpeople fall in love with their space. “I make surepeople go out with the right products they need,”she says. “You’re quite vulnerable in your bathroom, what you do there is obviously quite personal andit’s a space you really have to feel confident andcomfortable in. Rail serviceneeds to beprotected, promotedFirst and foremost I want to sayI am very pleased to be re-elected to the Kapiti CoastDistrict Council as the Otakiward councillor.

My heartfelt thanks for thesupport which returned me tocouncil to continuerepresenting my community.

I’ll work hard to championthe issues facing ourcommunity, with a particularfocus on economicdevelopment for our localeconomy, environmentalsustainability and youthissues.

One particular issue I’velobbied for which fits with allthree is the campaign to savethe Capital Connection.

This train service runs fromPalmerston North, throughHorowhenua and Kapiti CoastMonday to Friday, takingworkers and students intoWellington’s central businessdistrict.

There has been a huge effortto save this essential servicefrom many people, driven bythe commuters using the train, and supported by local bodypoliticians and PalmerstonNorth MP Iain Lees-Galloway.

Government doesn’t seem tobe listening to our communitythough.

The train received areprieve, but only through till2015. Oh, so just a few monthsafter the next general election, interesting.

Last week KiwiRail issued amedia release announcing thelatest price hike to the service,10 per cent for travellers northof Waikanae from November 1.That’s a 10 per cent increasefollowing on from 5 per centonly a few months ago.

KiwiRail promisedcommuters a marketingcampaign to boost usernumbers.

But putting some artyposters inside the carriagesmisses the point that thesecommuters are already usingthe train, when in fact theyshould be pitching to train non-

users who could be swayed bythe benefits of a reliable, safe, comfortable, work-friendly andpreviously affordable service.

The escalating fares areforcing people to reconsidertheir circumstances, potentially taking theirWellington CBD incomes out ofour provincial communities, and moving to othercommunities.

These people’s job andeducational opportunitiesmatter to them and theircommunities.

This service is part of thepublic transport network,Government shouldacknowledge that, andappropriately subsidise it.

No public transport servicein New Zealand is starved ofpublic funding to sustain it,except, that is, the CapitalConnection here in provincialNew Zealand.

It’s the Government agencyNZTA that should be providingthe subsidy.

So what is Government’smotive for abandoning thisprovincial piece of the publictransport network? Perhapsthere’s no motive, perhaps theyjust don’t care?

Government has chosen tospend a billion dollars onexpressways through ourdistrict, but they can’t coughup $350,000 a year on a long-serving public transportservice that people depend onto get to jobs and education.

That attitude is notsupportive of our localeconomy, it doesn’t supportenvironmental sustainability, nor is it future focused for ouryounger residents.

A taste of New Zealand culinaryculture is returning to the coastnext month, with the ever-evolvingKapiti Food Fair set to take place atthe Lindale complex on SaturdayNovember 30.

Established in 2008 as a small-scale local food event by co-directors Tony Gan and JeanineVan Kradenburg, the nowprominent food fair is seeing in itsfifth year with over 90 vendorsfrom around New Zealand.

As students completingWhitireia Polytechnic’s cookerydiploma, Tony and Jeanineestablished the event with the goalof using Kapiti as a location forshowcasing and celebrating avariety of food from around NewZealand.

Originally held at the WhitireiaCommunity Polytechnic LindaleCampus, the fair experienced bigchanges two years ago, whenJeanine, owner of Kapiti’sPartyPerfect Catering, sawsignificant potential for the event.

Asking Kapiti BusinessProjects’ Helene Judge, ThomasThomas from Kapiti Cakes andBakery and Soprano Ristoranteowner Annemarie Ronchetti to getinvolved, Jeanine continued her

role on the committee, while Tonyleft to begin a career inacupuncture and traditionalChinese medicine.

Since then, the Kapiti Food Fairhas continued to leave amemorable mark in Wellington’sfood and beverage industry.

Helene, who is enjoying herbusy role on the committee, saysthe Kapiti Food Fair has found asustainable position in Kapiti.

‘‘We thought, ‘right let’s make ita bigger affair and outdoors, likethe Thorndon fair in Wellington’.

‘‘Kapiti is a really good place torun a big event for the food and

beverage industry becauseWellington is so associated withfood in general, particularly if youleverage off things including VisaWellington on a Plate.’’

Helene, who says a tremendousamount of work goes on behind thescenes, is anticipating a largeturnout for the family friendlyevent. ‘‘Last year achieved 67vendors, with about 5000 peoplecoming through the doors. It was abeautiful day, with a line-up ofentertainment and excellentresponse from vendors.

‘‘This year is set to be the mostsuccessful yet.’’

Cloe Willetts.Paraparaumu’s Kapiti Playhouse is having its Open Day thisweekend, inviting locals to come along to its Ruahine Streetpremises for a taste of behind the scenes community theatre.

Vice President, Liz Alpine, who has been involved with the65-year-old theatre group almost 20 years, says the OpenDay is for anyone wanting to see what the Kapiti Playhouseis about, as well as those who may be interested in gettinginvolved with the voluntary organisation.

Despite being open since 1948, Liz says many locals do notknow the theatre is there and the Open Day is the perfectopportunity for people to learn a little about Kapiti’s culturalhistory.

“People can come and have a look at the theatre and aroundthe back, as well as at the sorts of jobs and shows that go onhere,” she explains.

“Our members range from juniors to people well in their 80s.We do 3 productions a year, including Roger Hall’s Taking Offat the end of November, and hope to continue doing theseproductions for many years to come.”

Liz says the theatre group is currently wearing thin onmanpower to keep the place going, and hopes the Open Daywill attract fresh blood.

“There are many areas in which people can get involved, including acting, lighting, sound, backstage, set building, props, wardrobe, hair and make-up, publicity, front of houseand committee and administration,” she says.

“Come along this Sunday 27th from 10am-4pm at 7 RuahineStreet to see whether it’s something you’d like to get involved in.”

“Even if it’s not, come and see what’s sitting there in the middleof the community, which you may not know anything about.”

Prayer vigilhighlightsalternativesThe Anglican Bishop ofWellington ended his week-longprayer vigil for prisoners andassociated victims on Sunday.

Bishop Justin Duckworth, ofReikorangi, hopes his action, in aprayer cell outside WellingtonCathedral of St Paul, has left thecountry more informed about thecurrent prison system and morewilling to consider alternatives toprison that better serves victimsand offenders.

‘‘Prisons are intended forsociety’s wellbeing, yet two thirdsof prisoners reoffend in twoyears.

‘‘So we need to realise that aprison sentence only works in aminority of cases.

‘‘As a society we need toconsider options other thanprison that can repair the harm tovictims, their families and thecommunity.’’

One wall in Bishop Justin’scell was papered with a list ofevery jail cell, in every prison inthe country.

During the past week he hassystematically prayed throughthat list for about 8100 prisoners, and for all the victims.

Each day he has also ledmidday services attended byabout 80-90 people, at which hespoke briefly about an aspect ofpenal reform. The topics includedthe underlying causes of crime, such as poverty and illiteracy,

and the need for prisonerreintegration into society.

Bishop Justin says he is notprotesting at any organisation, but there is ample research thatshows punishment alone does notaddress the causes of crime, norsolve high rates of reoffending, nor foster safer communities.

‘‘The government has rolledout an extensive restorativejustice programme but we as asociety have been slow to adoptsuch programmes.

‘‘Research shows that 74 percent of victims surveyed feltbetter served by a restorativejustice approach than by a prisonterm being served.’’

Bishop Justin applauds thegovernment initiative that wasfurther detailed with measures toensure each prisoner gets theeducation they need.

His concern is that until nowhe has seen and heard too oftenthat short term prisoners missout on much needed educationand rehabilitation, includingliteracy and drug and alcoholdependency, as their sentence isunder two years or they cannotread.

‘‘It is hard to have fewervictims of crime when too manyprisoners leave with the only skillbeing able to offend again.

‘‘That’s why prisons become arevolving door and that kind ofjustice does not serve anyone.’’

Budgetfor costsearly on

When buying a home, it’s notonly draining on your time andemotions, it can also beexpensive. So it pays to budgetfor these costs early on.

If borrowing over 80 per centof the home’s value, you willhave to pay low equity fees. Insimple terms this is a fee tocover the risk of having lessthan 20 per cent deposit. Thiscan be a margin added to theinterest rate or a one off feeadded to the loan. Both can be upto nearly 2 per cent and in somecases there can be a loading onthe interest rate and a one off fee.Fees vary and can be scaleddepending on the size of deposit.Low equity fees have recentlyincreased and become non-negotiable in light of ReserveBank LVR restrictions.

For a lawyer to handle theconveyancing, the cost isusually about $1200-$1500. Butthis can vary if there is extrawork the lawyer has to do innegotiations and handlingKiwiSaver paperwork.

A standard builders reportcan set you back $350-450 onaverage. This can be moreexpensive should you requireadd on services such as invasivemoisture testing or with largerhomes.

Your lender may require aregistered valuation in the eventof high LVR situations, low docor private sales. A valuer willcome and visit your property, take photos, measure the home, check online statistics and writeup a report. This can costanywhere between $550 and$650.

A council LIM report isanother recommended report toobtain. It can cost over $350depending on the council andtake up to 10 days to receive.Alternatively for a small adminfee you can search the councilfile yourself. This can save youtime and money if you knowwhat you are looking for.

Whilst these costs can all addup, knowing and budgeting forthem will help make the homebuying ride smoother.

In the midst of a week of springweather that might be describedas ‘‘rubbish’’, Sunday October 13delivered a day of sunshine asabout 900 people arrived atSouthward Car Museum groundsto celebrate the inauguralCombined Mass of Our Lady ofKapiti Parish.

‘‘One would have to say thatthe spirit of Our Lady was shiningupon the event,’’ organiser BobHouston said. The event was heldoutdoors at the rear of the

museum, in a naturalamphitheatre.

Parish Priest Fr MichaelMcCabe co-celebrated Mass witheight other priests. Many of theethnic groups within the parishmade a major contribution to boththe Mass and the after-Massentertainment. In addition therewere combined musical groups,Kapiti Youth Group, whoenhanced the whole proceedingswith a treasured artwork and asignificant contribution from St

Patrick’s School Paraparaumu. The total gathering, after Mass,

was fed with 1000 freshly madebread rolls, bananas andcontributions, orchestrated byOur Lady’s team and PartyPerfectCatering. There was also asausage sizzle, cooked by theparish’s men’s breakfast group.

While the multitudes werebeing fed (no need for the miracleof the loaves and fishes here) thealtar area was transformed intoan entertainment zone.

The audience was thrilled bythe St Patrick’s School Kapa Hakagroup, then a Filipino dancegroup. Add Irish Dancers, abreathtaking dance by Kiribatiperformers and the CatholicYouth Group and the programmewas complete.

‘‘What a day,’’ said MrHouston. ‘‘It was one that willremain imprinted in the minds ofthose who attended, for a verylong time. A day of totalmagnificence.’’

Hall has consistently written for thestage as well as radio and televisionscripts. His writing is known for itscomedy, political comment, socialobservance and underlying pathos.

Taking Off’s characters are credible, familiar and quintessentially Kiwi, capturing our quirks, our nature and ourspecial relationship with the UK.

The play is based on material obtainedfrom many women throughout thecountry who lived through the samesituation.■ Frankie wins second division Lottoand decides to leave her boring husband.■ Ruth, having slogged hard for yearsbringing up a family and supporting herhusband on their farm, leaves him aftershe discovers he is having an affair.■ Jean, a loyal corporate employee ismade redundant after 20 years service.■ Noeline, having nursed her terminally

ill husband for years, decides to take thetrip they had planned together.

In an interview Hall says he learntthrough the women’s anecdotes thattravelling alone ‘‘was a big adventure, awonderful time and also terrible times. These characters are sometimes verylonely. One of the frustrations oftravelling alone is coming home to anempty hotel room at the end of an excitingday and having no one to talk to.’’

In Taking Off, each of the womendiscovers things about themselves whichpropel them into a new way of thinkingabout their lives and their capabilities.

This play was written in 2005 and thefirst production at Circa was directed bySusan Wilson with a cast of Jane Waddell,Ellie Smith, Jennifer Ludlam and DonnaAkersten. Our cast consists of Liz Alpine,Gennie Barton, Penelope Haines andnewcomer Barbara Ireland. Our crewincludes Rebecca Fraser, Darryl Alison,Geoff Rose, Graeme Joyes, AndrewIrvine, Natalie Taiaki, Rachel Neilson,Olivia Daniel and many others.

The director, Tony Tait, says he likesRoger Hall for his natural dialogue andhumour.

■ Taking Off will run at the Kapiti Playhouse inRuahine Street, Paraparaumu fromWednesdays to Saturdays from November 20-30. Prices — Adults $20, Seniors/Child $17,Members $15. Bookings are open now atTicket Direct Information Desk, CoastlandsMall, 04 902 9885.

A glittering affair

REVIEWBEHIND THE CANDELABRARated: (M)Duration: 1hr 59minsCast: Matt Damon, Michael Douglas

Before Elvis, before Elton John,Madonna and Lady Gaga, therewas Liberace: virtuoso pianist, outrageous entertainer andflamboyant star of stage andtelevision.

A name synonymous withshowmanship, extravagance andcandelabras, he was a world-renowned performer with a flairthat endeared him to hisaudiences and created a loyal fanbase spanning his 40-year career.

Liberace lived lavishly andembraced a lifestyle of excessboth on and off stage.

In summer 1977, handsomeyoung stranger Scott Thorsonwalked into his dressing roomand, despite their age differenceand seemingly different worlds, the two embarked on a secretivefive-year love affair.

Behind the Candelabra takes abehind-the-scenes look at theirtempestuous relationship —from their first meeting to theirbitter and public break-up.

Memorialisationby Andrew Malcolm

Society has used Memorials in varying waysto honour life since time began.

With about 80% cremation in this region, many people simply plan to scatter the ashesafter cremation, but in the end most needa place to go, a special place to remember, and usually end up putting up a permanentmemorial of some sort.

Over 20 years ago the cremation wall atParaparaumu Beach cemetery ran out ofroom and it was decided to place memorialplaques around an existing rose garden.

This idea caught on so quickly that withinonly a few months the garden plaques werefull and a new garden was needed. All thecemeteries in the district now have gardenswith plaques for people to either place theashes or simply have a special place to cometo.

For more information about memorials pleasecontact a Funeral Home listed who can referyou to a company that can help.

Ways to grow fruit and veglvn161013garden1

A novel idea for when space is tight in a garden — spouting along a house or garage wall.

WORK THISWEEK■ Though Labour Weekend istomato planting time in mostareas, save a few plants forputting out next month.■ And leave for later planting still,in December, water and rockmelons unless they get shelterfrom cloches.■ Individual containers like Jiffypots are essential for suchseedlings as they resent rootdisturbance.■ Before sowing seeds in the opengroundmake sure there are noannual weeds which may competewith the seedlings.■ Hoe them out or skim them offand put them in the compost heap, roots, earth and all.

Diggingin

WALLY RICHARDS

With Labour Weekend fastapproaching there will likely be moreNew Zealanders working away intheir gardens than in the past, weather permitting.

The reason for this is likely twofold, financial and health.

In the last few years many newgardeners have appeared at gardenshops looking to start off a vegetablegarden because they are veryconcerned about what is in their foodchain.

They want to grow as much food aspossible that has nutritional goodnessand not laced with chemical poisons. The cost of buying vegetables andfruit will keep going up, otherwise thecommercial growers will be out ofbusiness as their chemical fertilisersand sprays prices are escalating outof sight.

Compound this with transportcosts and we shall see many food linesslipping out of the reach of mostpeople on a tighter budget.

Garden centre owners havereported fantastic increases in thesale of vegetable seeds and plantsalong with fruit trees and herbs.

You do not even need a garden togrow vegetables and fruit trees as youcan grow lots of things in containers.

I have written about this before —pots, buckets, polystrene boxes andplastic rubbish tins ( for fruit trees)are great for container gardens.

To grow in containers all you needto do is purchase a few bags ofcompost, some sheep manure pellets, maybe a bag of blood and bone andadd these to the compost and plant up

seeds or seedlings. You can increase the goodness of

the food by adding mineral richproducts such as Magic BotanicLiquid (MBL) and Rok Solid.

You don’t even have to use a lot ofthe sheep manure pellets, blood andbone and Rok Solid, as a little placedin the planting hole will do nicely. After which you can spray the foliageof the plants with the MBL two-weekly.

For those who have a nice sunnyarea where a vegetable garden couldbe started you don’t even have to doany digging.

Mow down as low as possible any

grass or weeds in the area. Make asurround that is at least 200mm tall —the taller the better. Myrecommendation is using roofingiron as the sides screwed to 100 x 100posts.

If using treated timber cut thewood to the required size and paint allsurfaces with acrylic paint giving acouple of coats to seal in thechemicals.

The garden should only be about ametre wide. When your surround isin place for the raised garden coverthe bottom with cardboard or severalsheets of newspaper.

Over this throw in grass clippings, food scraps, animal manures, prunings, leaves and anythingorganic including home madecompost and spent potting mix fromold containers..

This will cheaply build up the baseof the raised garden. When you have alayer about half full then sprinkle agood dose of garden lime over thematerial.

Next layer another lot of wetnewspaper and then with purchasedcompost place over the newspaper.

If you have animal manure such aschicken, cow or horse this can beincorporated into the top layer forextra goodness.

Finish off the top few centimetreswith purchased compost, which willbe weed free. Now you are ready toplant up.

Corrugated iron with fence posts isideal for a taller raised garden as theheat from the sun will warm thegrowing medium and speed up plant

growth. It’s a little more expense butwell worth it in the long run.

What you will achieve is a weedfree garden (at the beginning anyway)with the cardboard or newspaperinitially suppressing any weeds fromcoming through from below.

Worms love newspaper andcardboard so they will be attracted toyour raised garden and providefurther nutrients and keep the soilopen.

It costs nothing to obtain animalmanure and seaweed (if near the sea)and either of these (or both) can beplaced in a plastic rubbish tin toabout a third full and then filled withwater to two thirds full and stirred. The resulting liquid can be diluted 1part to 10 parts water to spray orwater over foliage of the plants forextra feeding, or a dilution of 1 part to1 part water for watering over thecompost (not the plants)

Some grass clippings can be addedto the brew as well but not too much.

With buying seeds look for thecheaper seeds as these are likely to beopen pollinated ones which will giveyou better crops. The more expensivehybrid seeds are not so good as theyhave been bred in most cases to growin a chemical environment. When yougrow a crop then let the best lookingone go to seed. You will be able tocollect more seed from one plant thanyou will know what to do with.

RYANEDWARDS

Golf is one of those sports thatflies under most people’s radar. In New Zealand, we’ve beenblessed over the years withsome great golfers, the leadinglights of course being BobCharles and Michael Campbell— major championship winnersand also winners of the NewZealand Open (both at noneother than Paraparaumu BeachGolf Club, by the way). Thesenames may well be demoted inorder of importance if the girlwonder Lydia Ko delivers onher immense promise. But formost people, locals included,New Zealand is all about yourrugby, league, cricket, netballand football (of late — let’s seewhat happens when the AllWhites take on Mexico).

Such is the stronghold ofnetball, one of Wellington’smost promising women golferscan be found not on the practicefairway, but on the netball courtpopping in goals for the senior Ateam at Paraparaumu College.Indeed, when I interviewedEmma Hayward in theclubhouse at ParaparaumuBeach Golf Club, she waswearing her netball sweatshirt— this despite just being namedin the women’s seniorrepresentative team forWellington.

Golf is all about the brands. The caps, the clubs, the bags, even the balls — golfers lovethem, and love to sport the logosof their favouredmanufacturers. But it says a lotabout Emma that she looks toher dad Greig for help in tellingme the brand of the clubs sheuses. Chatting to her, you getthe feeling her trademark is herlaid back approach to golf, and ifit’s to be believed, life in

general, but beneath the surfaceyou can sense some genuinesteel and a desire to doexceptionally well at the game.

‘‘Last week I played number1 for Wellington in a kind oftrial, and I shot 74, which is mybest ever score.’’

Emma’s success hasn’t comeabout by accident, it has evolvedfrom her enjoying the game, andmaking sure that the practiceshe does really counts. As ayoung woman with a busy life, she makes sure everything is ingood balance, and it comes as nosurprise she is yet anotheryoung sports star who is doingexceptionally well at theacademic side of life. For Emma, with exams coming up, schooltakes priority.

Emma and younger sisterGlennie began playing golf withtheir parents Greig andMichelle at an early age, starting out as 9-hole players, and getting coaching from dad.Golf has a reputation forsometimes being exclusive orelitist, but Greig Hayward isvery quick to dismiss such anotion.

‘‘It’s so affordable. Comparedto some things like dancing, it’snot bad at all. It’s only around$140 a year each for our girls atParaparaumu Beach, and that’samazing value.’’

With a desire to join theirparents on the course, both girlsshowed a talent for the game, and their handicaps came downrelatively quickly, but it wasn’tuntil they came under thewatchful eye of local coachingguru Kevin Smith that theirgames really developed.Glennie, 15 is determined tooutdo her sister one day, and isalready playing some very goodgolf in pursuit of her goal. AskEmma about her goal, and it’s

surprising to know that golfdoesn’t really feature.

‘‘This is about as far as Ithink I’ll go with golf. I’ll do mybest for Wellington, and I hopeto keep playing at that level foras long as I can, but next yearI’m going to Massey to studysport and exercise.’’

I’m not sure if it’s a case ofsomeone who is blissfullyunaware of their own talent, orsomeone very acutely aware ofjust what it takes to make it as apro golfer, and thus making anexcellent decision.

On the horizon for Emma is aWellington v Canterbury clashin November at the famousClearwater course in

Christchurch, followed by theTorro Interprovincialtournament at Muriwai in thesecond week of December, not tomention preparations for amove to Palmerston North.

Beyond the game itself, it’sfantastic to see a familyspending quality time togetherin the name of sport, and theHaywards are proof that if thechildren are inspired, greatthings can be achieved.

So, with Lydia Ko on theverge of superstardom, and withEmma’s own star on the rise, can we expect a lot of otheryoung girls on the coast to wantto play the game?

‘‘I don’t think so,’’ answers

Emma.With a world-class course

such as Paraparaumu BeachGolf Club on their doorstep, andwith women’s golf reallydeveloping around the world,my challenge to the girls ofKapiti is to give the game a go.Emma’s the perfect example ofsomeone achieving great thingswhile still playing other sportsand enjoying a perfectly normalteenage existence.

Keep an eye out for Emma inthe next few months as she takeson the best of New Zealand’samateur women, but don’t besurprised if the name GlennieHayward starts to get noticed inthe not too distant future.

Payday loans a load of troubleLIVING off the smell of an oilyrag is all about being frugal withone’s money. That meansbeing sensible about borrowing.

Central Government isreviewing consumer credit laws, and this has awakened mediainterest in the scandalouspayday loan industry, which hasgrown exponentially in recentyears.

Payday loans are short-termunsecured loans of smallamounts that are intended to getthe borrower though to the nextpayday. They generally have amaximum term of a month ortwo.

According to the websites ofthese lenders, the loans aretypically used for groceries, power bills, vehicle breakdownsand the like. But the reality isthere are probably a host ofother reasons why desperatepeople end up at the doorstep ofthese usurious lenders.

The loans are usually for justa few hundred dollars.

While every lender hasdifferent terms, they all haveone thing in common —outrageously high interestrates, with 500 per cent perannum not unusual.

That means for every $1000loaned, by the end of the firstyear they will get back $6000. Ifthat $6000 is then lent out at thestart of year two, they will endthat year with $36,000 — with$216,000 by the end of year threeand with just under $1.3 millionby the end of year four — allfrom an original investment ofjust $1000.

From what we can see, there’s nothing illegal aboutwhat these lenders do. They

don’t even lurk in the shadowsas one might imagine but arequite upfront and open abouttheir terms. Payday Advancehas this statement on itswebsite: ‘‘Our Annual InterestRates range from 520 per cent to624 per cent per annum orapproximately 1.42 per cent to1.70 per day. Implications of non-payment — we encourage loansto be repaid in accordance withagreed dates, however in theevent of a non-payment thefollowing applies . . .

‘‘A fee of $50 applies to eachmissed or failed payment, a feeof $10 for each reminder letterand $10 for each week youremain in default. DefaultInterest — applies to anyoverdue amount at 104 per centper annum. Collection practices— we will promptly contact youregarding any missed paymentsand we manage collection of ourloans in accordance with legalrequirements and industrystandards . . .

‘‘Credit score implications —when/where credit scoring isused in New Zealand a repaidloan will most often positivelyinfluence your credit score. However when a missedpayment, failed payment orunpaid loan occurs this is likelyto negatively impact on your

credit score. Renewal policy —renewals are not automatic andare available on loans (otherthan your first loan) where yourpast payment history issatisfactory to us and are subjectto our discretion. A fee of $20

applies.’’Handy Cash publishes this

financial health warning: ‘‘Thiswebsite only offers short-termloans. Short-term loans can beexpensive and may not solveyour money problems. There

may be cheaper borrowingoptions and/or other assistanceavailable to you. For example, ifyou are on Government benefits, ask if you can receive anadvance from Winz. To decide ifthis product is right for you, please review our websitecarefully.’’

Cash Converters advised ithas a daily rate of 1.315 per cent(480 per cent a year).

Many of the lenders say theirloans are a way for borrowers to‘‘take control of their finances’’.Borrowing money at 500 per centinterest rate is not takingcontrol of your finances — it’sactually digging a bigger holeand creating financial poverty.

From what we can see, theGovernment’s review ofconsumer credit is mainlyconcerned about disclosureissues and will do nothing toalter the fact that Paydaylenders can charge 500 per centinterest or more to desperateindividuals.

Some may say, ‘‘Let the freemarket work and if people wantto pay 500 per cent interest thenso be it.’’ But free-marketprinciples are based on peopleacting rationally, and there’snothing rational aboutdesperate people paying 500 percent on a loan to pay forgroceries.

If you want to have your sayon the new law, publicsubmissions will close onNovember 1.
